    Objectives

    1. DSPAC will serve to encourage parents and amilies to be involved in their childrens education.

    2. DSPAC will encourage the Delaware State Department o Education, its school districts and schools

    to use the National Network o Partnership Schools (NNPS) ramework or involvement andpartner with the state Department o Education and districts to provide pro essional developmentopportunities or schools and districts to use this research based, goal-oriented approach toincreasing amily & community involvement at the state, district, and school levels.

    3. DSPAC will encourage parents and amilies to be involved at the classroom, building, district,state, and ederal level to promote the success o all students by developing a network, whicheducates parents and amilies on various services.

    4. DSPAC will carry out such responsibilities as are indicated by statute and regulation to promote thesuccess o students through parent advocacy and amily involvement.

    5. DSPAC will promote educational opportunities and success though parent input in all areas o thepublic school system in Delaware.

    6. DSPAC will ensure that through the support o their parents and amilies, the students o Delawaredevelop the academic, unctional, and citizenship skills to maximize their abilities to be success uland ulflled in their personal lives and citizenship responsibilities.

    7. DSPAC will advocate or the success o students to the Delaware Department o Education andother areas o government and private partners.

    8. DSPAC will ocus attention both on areas o concern as well as opportunities identifed rom withinthe organization and those received rom districts, which require state level advocacy andcoordination.

    9. DSPAC will acilitate e ective communication and cooperation to, rom, and between DSPAC andlocal school districts.

    10. DSPAC will participate in state, district, and local school planning related to accountability andstandards.

    Purpose II:

    Student success is our primary concern. Whenstudents attain their educational goals, boththeir communities and society as a whole arethe benefciaries. o accomplish this objective,we must work together to create outstandinglearning environments or our children. Werecognize and celebrate the similarities anddi erences within and among the various schoolsand educational opportunities throughout thestate o Delaware. We value diversity because itpromotes learning, enriches our relationships,and enhances our ability to solve problemsand make decisions. Furthermore, learningenvironments should encompass a balancedapproach to educational programming, as well as a respect or and support o individual student goals.

    Strategy: Guide Learning and Program Development

    Implementation of systems and processes, which are standardized, transparent, and responsive Convey an understanding among parents of the school improvement process and the importance

    having data drive decisions to support student learning Foster mutual understandings and communications, allowing for better and consistent

    implementation o partnership programs Assist schools with preliminary steps to begin identifying the members of their Action Team fo

    Partnerships, and arrange team-training workshops

    Convene regularly scheduled meetings around the state for districts and school teams to shareexperiences and learn about specifc program topics

    Support curriculum addressing various learning styles (especially Special Education) DSPAC goals, mission, vision, and values will be the points of reference in all decision makin Work with colleges and universities to assist with developing workshops designed to assist thei

    Purpose III:

    We are best able to sustain high quality guidance, and support services that promote and enhanceli e-long learning and human potential by working closely with our communities to establish mutually benefcial relationships with both public and private entities. We do this by assessing and prioritizingcommunity needs and by addressing those needs through joint e orts. Tus, our schools and thecommunities in which they exist are shaped by their reciprocal relationships.

    Strategy: Create Awareness

    Establish a state-wide, coordinated outreach e ort to districts, schools, business, and localcommunities

    Invite the State Secretary of Education to write a letter to districts state-wide encouraging DSPrepresentation

    Conduct presentations about the states, districts and schools goals for their partnership programto parents, teachers, administrators, community, and business partners

    Conduct awareness sessions on partnership programs at each level (state, district, and schools) Achieve 100% state-wide DSPAC participation with all districts and parenting organizations

    represented Foster current and establish new partnerships

    with businesses, community and aith-basedorganizations, local municipalities and non-proft organizations

    Provide a comprehensive overview of parentresources in the state

    Enhance statewide knowledge of DSPAC Create and maintain national knowledge of

    DSPAC Conduct a state-wide conference Distribute parent orientation brochures to

    districts, charter schools, community centers,libraries, and aith-based organizations

    Update web site with links to all districts and charter schools in the state Invite charter schools, organizations and districts to place a link to DSPAC on their websites

    Purpose IV:

    Te Delaware State Parent Advisory Council is committed to assisting with acilitating equalaccess to resources and opportunities throughout the state o Delaware. It is important that theresources necessary in support o that e ort, be aligned and allocated in a manner that supports thiscommitment. All members o DSPAC will be encouraged to accept their personal and pro essionalobligations to participate with the organization through active involvement. Such collaborationpromotes respect, improved problem solving, greater acceptance o decisions made, and a moretrusting environment. We are committed to the recruitment, retention, and pro essional growth andlearning opportunities or all DSPAC members. Excellence is realized through the energy and talentso our membership.

    Strategy: Align Program and Policy

    Engage in Legislative Advocacy Ensure that the district policy on partnerships refers to district level leadership activities and to

    direct assistance to help all schools develop their partnership programs with goal-oriented actionplans

    Assist the state in the DPAS II process so that work and progress on family and communityinvolvement is one component o the evaluations o principals and teachers

    Track legislation and support laws and initiatives bene cial to students, parents and communitie Support current proposed legislation requiring employers to allow parents time o from work t

    attend school meetings and/or unctions during the day Organize an active legislative committee which results in legislation and/or regulatory

    changes benefcial to supporting the mission o DSPAC Work in collaboration with DDOE to enact state wide guidelines and policies Implement partnerships with school districts, business, faith-based, and community organizations

    to advocate or common interests

    Work in collaboration with the DDOE to establish clear roles and expectations relating to howDSPAC can best meet the needs o the state

    Support an increased presence on DOE advisory and sub-committees Foster administrative partnerships with state contracted agencies focusing on parental engagemen

    initiatives Work in collaboration with such agencies to receive training and professional development Evaluate current DDOE sta ng speci c to supporting statewide parental engagement Engage in discussions with the DDOE to establish a state Family Engagement Liaison In collaboration with the DDOE, develop a sta ng plan that includes a selection process and

    procedure or determining how the position will be flled Develop position description and quali cations that are appropriate to the expected duties Together with DDOE, develop appropriate compensation scales and identify available funding

    sources Establish policy on candidate recruitment, evaluation, and selection District family engagement policies will be reviewed for compliance with federal and state

    Purpose V:

    While we embrace the same vision, it is crucial to our success that experiences with programminggive us the beneft o knowing where our best e orts should be concentrated. Evaluative outcomesand accountability will be the ongoing process o assessing the e ectiveness with which the DSPAC,together with local school districts, will meet the standards and expectations that have been establishedby the State and Federal government. DSPACs expected outcomes will be measured and evaluatedon an on-going basis. DSPACs evaluation process will include the development o action plans,including objectives, timelines, criteria employed to evaluate progress, assignments o responsibility,and budget plans. Tis process will have the purpose o realizing the strategic initiative. Monitoringand evaluation, two goals designed to gauge progress and determine i changes in the strategic plan orany o its components are needed, will be a part o the implementation e ort.

    Strategy: Document Progress and Evaluate Outcomes

    Information will be collected at all DSPAC events and activities will be documented throughparticipant evaluations

    Schools and districts will be encouraged to establish viable record keeping systems, and measuprogress in their parental engagement initiatives

    Develop or review a quarterly and/or monthly recordkeeping system for district Family EngagemLiaisons to document visits to schools and provide technical assistance as requested

    Utilize surveys to improve and sustain continued plans for family engagement year over year Surveys will be conducted with parents, families, and community leaders to assess the quality

    use ulness o partnership programs and initiatives DSPAC will evaluate its own e ectiveness in meeting stated strategic goals Membership directory will be revised to capture speci c data and increasing membership numb Hits to web site will be monitored

    Purpose VI:

    Being appreciated and having it shown is a strong motivator. It rein orces positive behavior andcreates a bond between the giver and the receiver. Receiving and giving appreciation strengthensrelationships, builds personal and pro essional confdences, creates allegiances, and sets the tone or asustainable uture. O entimes we do not stop to recognize the great partnership practices that occurat our state Department o Education, local school districts, or individual schools. We motivate eachother to continue to strive to improve relationships with all stakeholders, as well as with our students.It is necessary to recognize school and district successes in partnership programs and practices, anddisseminate the successes widely.

    Strategy: Celebrate Milestones

    Parents, teachers, and community representatives will be recognized and awarded the WilliamHicks Anderson award or outstanding amily engagement initiatives

    Highlighting and publicizing activities, decisions, and accomplishments of DSPAC and individualmembers

    Celebrate successes in training and membership development Recognize schools and districts actively welcoming family involvement Conduct an appreciation event for state and district partners who assist DSPAC with implement

    the states parental engagement initiatives Host an end-of-year celebration for all districts and /or schools that have established Action Te

    or Partnerships Edit and distribute a collection of school and district partnership practices from around the stat Send thank-you letters to districts for submitting partnership practices to DSPAC for collection Send letters to principals and district leaders thanking them for their support for partnerships Write an annual progress report on the states partnership program to share with key stakeholde Organize a state wide recognition conference to celebrate districts and/or schools for achieving

    milestones such as implementing their frst partnership activity, increasing attendance at activities,etc.

    Sustainability

    How we will Ensure our Sustainability

    In order to ensure our sustainability, we will maintain our value by continuing to ocus on being aconstant resource or in ormation, while delivering training and personal/pro essional development or

    parents outside o the organization; and simultaneously providing training and personal/pro essionaldevelopment or our own membership within the organization. Additionally, or the beneft o thestate and local school districts, our organization will continue to be an available and constant source o parents providing eedback and in ormation relating to e ective engagement initiatives in compliancewith state and ederal law.

    Our organizational survival depends greatly on having the ability and resources to move the rightleaders into their appropriate places at the right time. In realizing this success ul transition, DSPACwill be able to trans er the knowledge and experience o its current leadership to its uture leadership.

    o that end, DSPAC will ocus e orts on succession planning to reach the ollowing goals:

    Ensure Leadership or Strategic Success DSPAC will take the proactive approach of identifying and grooming its next generation of lea

    while simultaneously being led by its current leadership. In taking this approach, we support themore desirable proactive approach to being led e ectively while avoiding the less desirable reactiveresponse to being orced into fnding leadership resulting rom an unexpected and/or immediateneed. We take the position that our executive leadership will be systematically identifed andexpected to groom others or what may be their uture roles and positions.

    Identi y and Develop Leaders Individuals that have the desire and skills needed for leadership will be identi ed and develope

    Potential leaders will be trained in a variety o positions. Te DSPAC succession plan will ensure

    uture leaders get the experience that they need be ore they step into any vital new role.Establishment o a Leadership Development and raining Plan Te succession planning process will include opportunities, programs, and training plans

    or the organization. Te purpose o which will help to ensure that leaders are adequately prepared or their roles when the time or advancement arises.

    Establishes career paths With the various training opportunities, the succession plan will identify what experience a pers

    currently has, what is needed to move orward, and which leadership position would be mutually benefcial or both the individual and to the organization.

    Develop Alternative Funding Sources Development and implementation of a committee for grant identi cation,

    selection, development, oversight, management, evaluation, and reporting Acquire letters of incorporation and a 501(c)(3) non-pro t IRS tax status designation Implementation of an entrepreneurial and market oriented approach to fundraising Seek out and collaborate with community organizations to sponsor programs and assist with co Establishment of partnerships with other organizations and/or agencies in order to

    develop unding or new initiatives Implementation of partnerships with local employers and businesses
