DRAINAGE ANALYSIS

Proposed 14-Unit Apartment Building & Related Site Improvements Project

204 Flax Hill Road Norwalk, Connecticut

I. Summary The proposed project consists of the construction of a new 14-unit residential building and related parking improvements located at 204 Flax Hill Road in Norwalk, CT. The new building will be constructed in roughly the same area as an existing 4-unit building which will be removed. The existing parking lot at the site will be modified to accommodate the new building and to make the site A.D.A. compliant. This report has been prepared to determine what storm water impacts, if any, can be expected to occur as a result of the proposed development. The results of this study show that although impervious surfaces will be slightly increased from existing conditions, post-construction storm water run-off rates and total run-off volumes, in compliance with the 2017 CTDOT Stormwater Manual, will be reduced due to the inclusion of two new sub-surface infiltration systems. Additionally, the quality of stormwater run-off will be improved by “capturing and treating” the required Water Quality Volume (WQV). Therefore, it is concluded that the project will not have any adverse impacts to adjacent properties or City-owned drainage facilities. II. Site Description Existing Conditions The existing property area is approx. 61,990 sf (1.42-acres). The property consists of four (4) existing residential apartment buildings, paved parking lots and grass lawn areas. The property is bounded by residential properties to the northeast and the southwest, Flax Hill Road to the northwest, and State of Connecticut property to the southeast. Site access is from the abutting property to the west (208 Flax Hill Road). The site is not located within the City of Norwalk’s coastal zone. Soils at the site are generally classified as Charlton-Urban Land complex and Urban Land-Charlton-Chatfield complex as noted in the Soil Survey of Fairfield County by the National Resource Conservation Service. These soils are characterized as well-draining gravelly loams, HSG ‘B’ and ‘D’, respectively (the analysis will use HSG ‘C’ to be conservative). See Figure B.

A test pit performed at the site in the rear parking lot area indicates well-draining, dry, sandy loam material. There are no apparent wetlands on the property. The property generally drains overland to the southwest towards 208 Flax Hill Road. There is no formal drainage system on the site, rather, all stormwater discharges into the existing storm drainage system on the 208 Flax Hill Road property. The site is located within FEMA Zone X (unshaded). The existing site contains approximately 37,620 sf of impervious areas (60.7% of the site). See figures C & D. Proposed Conditions The existing 4-unit residential building located in the center of the property will be removed and the new 14-unit apartment building will be constructed in generally the same location. The parking lot will be reconfigured as needed around the new building. The other three buildings on the property will not be significantly altered, although the historic building at the front of the property will receive a new wrap-around covered porch with new access stairways. The development will result in an increase of approximately 1,695 sf of impervious surface at the site. Total impervious surface (post construction) is expected to be approximately 63.4% as shown in Figure E. City stormwater regulations require that stormwater runoff be treated before discharge. The water quality volume (WQV) is the amount of stormwater runoff that must be captured and treated in order to remove a significant fraction of stormwater pollutants on an average annual basis. The required WQV is equivalent to the runoff associated with the first 1.2 inches of rainfall over the impervious surface (i.e., 1 inch of runoff). Additionally, City stormwater regulations require that all site development plans include a groundwater recharge analysis in accordance with Natural Resources Conservation Service (NRCS) soil classification and recharge rates as described in Section 7.5 of the 2004 Connecticut Stormwater Quality Manual. Therefore, two new stormwater infiltration systems will be installed. Infiltration system ‘A’ will consist of twelve (12) Cultec R330 chambers and will be installed to the east of the new building below the parking lot. This system will pick up the roof drains from the eastern half of the new building and the rear parking lot. It will also pick up a portion of the roof from the existing rear building which currently discharges directly onto the ground surface. The system will overflow into a new drywell basin to be installed at the southwestern side of the site. Infiltration system ‘B’ will consist of six (6) Cultec R280 chambers and will be located at the southwestern corner behind the new building in the grass lawn area. This system will pick up the roof drains from the western half of the new building.

III. Hydrologic Analysis The existing property area of approximately 61,990 sf (1.42-acres) was analyzed for the existing and proposed condition for the 2, 10 and 25-year storm event utilizing the National Resource Conservation Service unit hydrograph method as outlined in TR-55. Curve numbers were based on HSG ‘C’ values for both the existing and proposed conditions. Rainfall depths were based on recently updated precipitation frequencies as published by NOAA (Atlas 14, Volume 10, Version 2) for Norwalk, CT. A Type III Temporal Distribution was used for the analysis. Peak run-off rates and volumes were calculated for the “pre” and “post” construction conditions for each storm event. Time of Concentration (Tc) was assumed to be 5 minutes for both conditions. As a result of the inclusion of the new stormwater infiltration system, peak runoff rates and total volumes were decreased as shown in Table 1 below:

IV. Water Quality Volume Calculation & Groundwater Recharge Volume Although the site is not located within the Coastal Limits of Long Island Sound, it is good practice to “capture and treat” the “first flush” of run-off in order to remove 80% total suspended solids. The first flush of run-off, known as the Water Quality Volume (WQV), was calculated to be 1,167 cf for the project site area (disturbed area of construction) of approx. 20,900 sf (0.48-acres). See Figure F. The City of Norwalk requires any new site development to include a Groundwater Recharge analysis. The Groundwater Recharge Volume (GRV) was calculated to be 300 cf. Calculations are attached.

The new stormwater systems provide a combined total of approximately 1,451 cf of storage and thus meet the WQV & GRV goals. Calculations are attached. IV. Conclusions Although the proposed development will slightly increase impervious surfaces at the site, which will also increase stormwater run-off rates and volumes, the inclusion of a stormwater infiltration system, in compliance with the 2017 CTDOT Stormwater Manual, is sufficient to “capture and treat” the “first flush” of run-off (WQV) and also reduce off-site discharge to less than predevelopment levels. Therefore, it is concluded that the project will not result in any adverse impacts to existing downstream properties or City-owned drainage facilities.

Using AutoCAD Array Function

1. Add Alternate Units to your Dimension Style and use 0.3048 as the Multiplier

2. Using the Rectangle command, create the three chamber outlines and the feed connectors:

Starter: 4.33' x 7. 75' Intermediate: 4.33' x 7 .00' End: 4.33' X 7.75' Feed Connector: 1.33' x 2.00'

3. Hatch the Starter and End chambers to differenti­ate them. Place a feed connector (as shown) at one end of the starter and end chambers.

4. Select the Intermediate chamber and select the array command.

5. Specify the number of rows and columns (ex. 10 rows, 7 columns). Do not include the starter and end chambers in the column count.

6. The chambers should be oriented horizontally (as shown). Set the row offset to 4.83' and the col­umn offset to 7'. The rotation angle should be 0.

7. Click accept to create the bed. 8. Using the Rectangle command to surround the

bed. Offset the rectangle 1' to represent the stone border.

9. Using the Rectangle command create a polyethyl­ene liner underneath the feed connectors at both ends of the bed. It should be 10' wide and span the width of the bed. Apply correct hatching and label the liner.

CULTEC Recharger® 280HD Specifications

GENERALCULTEC Recharger® 280HD chambers are designed for underground stormwater management. The chambers may be used for retention, recharging, detention or controlling the flow of on-site stormwater runoff.

CHAMBER PARAMETERS

1. The chambers shall be manufactured in the U.S.A. by CULTEC, Inc. of Brookfield, CT (cultec.com, 203-775-4416).

2. The chamber shall be vacuum thermoformed of polyethylene with a black interior and blue exterior.

3. The chamber shall be arched in shape.

4. The chamber shall be open-bottomed.

5. The chamber shall be joined using an interlocking overlapping rib method. Connections must be fully shouldered overlapping ribs, having no separate couplings or separate end walls.

6. The nominal chamber dimensions of the CULTEC Recharger® 280HD shall be 26.5 inches (673 mm) tall, 47 inches (1194 mm) wide and 8 feet (2.44 m) long. The installed length of a joined Recharger® 280HD shall be 7 feet (2.13 m).

7. Maximum inlet opening on the chamber end wall is 21 inches (525 mm) HDPE, PVC.

8. The chamber shall have two side portals to accept CULTEC HVLV® FC-24 Feed Connectors to create an internal manifold. Maximum allowable O.D. in the side portal is 10 inches (250 mm) HDPE, 12 inches (300 mm) PVC.

9. The nominal chamber dimensions of the CULTEC HVLV® FC-24 Feed Connector shall be 12 inches (305 mm) tall, 16 inches (406 mm) wide and 24.2 inches (614 mm) long.

10. The nominal storage volume of the Recharger® 280HD chamber shall be 6.079 ft3 / ft (0.565 m3 / m) - without stone. The nominal storage volume of a single Recharger 280RHD Stand Alone unit shall be 48.63 ft3 (1.38 m3) - without stone. The nominal storage volume of a joined Recharger® 280IHD Intermediate unit shall be 42.553 ft3 (1.205 m3) - without stone. The nominal storage volume of the length adjustment amount per run shall be 6.08 ft3 (0.56 m3) - without stone.

11. The nominal storage volume of the HVLV® FC-24 Feed Connector shall be 0.913 ft3 / ft (0.085 m3 / m) - without stone.

12. The Recharger® 280HD chamber shall have seventy-two discharge holes bored into the sidewalls of the unit’s core to promote lateral conveyance of water.

13. The Recharger® 280HD chamber shall have 15 corrugations.

14. The end wall of the chamber, when present, shall be an integral part of the continuously formed unit. Separate end plates cannot be used with this unit.

15. The Recharger® 280RHD Stand Alone unit must be formed as a whole chamber having two fully formed integral end walls and having no separate end plates or separate end walls.

16. The Recharger® 280SHD Starter unit must be formed as a whole chamber having one fully formed integral end wall and one partially formed integral end wall with a lower transfer opening of 9 inches (229 mm) high x 35 inches (889 mm) wide.

17. The Recharger® 280IHD Intermediate unit must be formed as a whole chamber having one fully open end wall and one partially formed integral end wall with a lower transfer opening of 9 inches (229 mm) high x 35 inches (889 mm) wide.

18. The Recharger® 280EHD End unit must be formed as a whole chamber having one fully formed integral end wall and one fully open end wall and having no separate end plates or end walls.

19. The HVLV® FC-24 Feed Connector must be formed as a whole chamber having two open end walls and having no separate end plates or separate end walls. The unit shall fit into the side portals of the Recharger® 280HD and act as cross feed connections.
