• Ben Crisp, PC Chair, reviewed the topics on the RISC’s list of priorities. He mentioned that additional items and issues will be added to this list as they come to light. He also emphasized on the importance of the RISC report.

c. Discussion on Synchronized Measurement Subcommittee

• A little over a year ago a scope of work was approved by the PC. With manpower constraints at NERC, a team has not been put in place to address the items in the approved work plan. WECC has been involved in similar activities, and dynamic model benchmarking following an event to be considered in the Eastern Interconnection. Following Ben Crisp’s remarks, NERC staff to arrange for a presentation by WECC on the accomplished work and benefits gains.

d. Physical Security guidance for risk assessment for identifying critical infrastructure

• Ben Crisp, Chair, emphasized the importance of PC’s tasks and involvement in physical and cyber security in terms of planning. The PC should define an approach from a planning perspective to identify critical structure assets and to evaluate the assets within the system. John Moura, secretary, noted that the PC has the expertise to draft a white paper or a guidance document and, identifying critical facilities. After much discussion, given the tight standard timeline, it was decided that a sub team will collect regions and utilities efforts and to find a common best practice approach to be shared with other regions and parties involved. Joe Spencer, Phil Fedora, and Paul Kure volunteered to start drafting a question set.

4. Regional Updates (Provided by RRO Representatives)

• WECC – Branden Suddeth : Two primary issues with focus on MOD-32. Firstly, the fact that Planning Coordinators are required to build models, and secondly, the new requirement on short-circuit data. WECC is rethinking the best possible method of collecting short-circuit data before the July 2015 date.

• ERCOT – Blake Williams: Operational and planning challenges with high penetration of intermittent resources. ERCOT is working with generator owners and operators to better understand the impact of retirements of coal plants, keeping them on line to meet reserve margin requirements, gas supply and weather issues, and gas pipeline curtailments. It was identified that there is a lack of communication and timely notification between the natural gas suppliers and the generation plants. ERCOT is currently working with various parties to close this gap.

• SPP – Noman Williams: High number of misoperation in the region. SPCWG is currently drafting a white paper to identify contributors to these issues in the region, and to classify these misoperations. Ben Crisp, Chair, asked Johnathan to share this document with the industry if possible.

• SERC – William (Doug) McLaughlin: SERC’s Engineering Committee (SERC-EC) has identified various challenges in planning and operational models. Modeling enhancement through better generator and load models, along with closing the gap between the system that is in operation and the one that is planned for as well as models that better reflect market dispatches in system studies. For future steps it would be useful to take consideration for variable generation, planning for uncertainties, modeling of PVs, and defining the term ‘firm’ when factored in modeling and assessment.

• RF – Paul Kure: Early generation retirements within the region, needs more extensive monitoring as more generation is being retired than forecasted per the previous release of the LTRA report.

• NPCC - Phil Fedora: Physical security which has already been discussed. The aging generation fleet in some areas such as New York and New England would yield to limited performance capability.

• FPL – Pedro Modia: Retirement of coal power plants is managed by addition of gas units along with construction of new interstate gas pipelines to meet the gas demand in the FRCC region. Model building practices and incorporation of variable resources still remains a challenge.

• MRO – John Seidel: With MOD-32 standard having Planning Coordinators to build models along with the RTOs overlap with some of the regions, new challenges are expected in Eastern Interconnection’s model building process. ERAG and the Regional Managers are currently working together to find a solution that would best fit the creation of the Eastern Interconnection models in the most accurate and efficient manner.

5. Committee Business

a. Essential Reliability Services Task Force (ERSTF) – Ken McIntyre, Chair Ken McIntyre, ERSTF Chair, provided an update on the ERS background and objectives. The ERS has drafted a tutorial document addressing one of the key findings and recommendations of NERC’s 2013 Long Term Reliability Assessment, as a reference guide for the industry, regulators and policy makers. Six reliability areas have been identified in the tutorial document, to name a few, frequency

response, operating reserve and disturbance performance. The task force will have their first face-to-face meeting in June 2014 to finalize the ERS tutorial document, develop a framework and to discuss collecting appropriate data from the industry.

b. Integration of Variable Generation Task Force (IVGTF) – John Moura, NERC Staff John Moura, Secretary to PC, presented on IVGTF’s efforts and provided an update on the final report target completion date. Given the significant anticipated growth of variable generation resources over the next ten years, he stressed the importance of the reliable integration of these resources on the grid, in addition to reviewing the IVGTF report recommendations and work plan. The objective of this report is to summarize the potential influence on power system operating and planning decision problems associated with increased uncertainty caused by high variable generation penetration, and to describe the role that probabilistic methods can play in improving the basis on which the various decisions are made, as well as summarizing the findings from the multi-year IVGTF effort. The final report will be reviewed by assigned PC members, namely, David Jacobson, Ian Grant and John Feit, due July 18th 2014. The PC members will vote to approve the report through online ballot process.

c. Wind GADS White Paper – Gary Brinkworth, GADS Working Group, Chair Gary Brinkworth, GADSWG Chair, presented on the wind GADS white paper development, addressing three key issues associated with the increasing contribution of wind generation in the resource portfolio. With the growing contribution from wind in the resource mix, data collection becomes more important to the assessment of BES reliability, allowing for a better understanding of the impacts from intermittent resources in system response characteristics. The wind GADS white paper also discusses status of the wind Data Reporting Instructions (DRI), mandatory wind data collection, implementation challenges and proposed work plan. The detail level of wind data, at an individual unit level or an aggregated level is being discussed by GADSWG, to find a balanced approach with a reasonable level of visibility. Data collection on solar generation is also being discussed at the GADSWG, with priority given to wind generation at the moment. NERC is considering to draft a plan for a more accurate prioritization of data collection of generation types, as well as software needs with unique component properties of data collection. John Feit moved to endorse completing the Data Reporting Instructions (DRI) for wind by a sub team of GADSWG, Brian Evans-Mongeon seconded, none opposed/abstained. The motion was approved by the committee.

d. Long-Term Reliability Assessment – Layne Brown, RAS Chair Layne Brown, RAS Chair, provided an update on the 2014 LTRA schedule and reviewed the EIA supplemental data request on gas-electric interdependency and smart grid transmission system devices and applications. Amir Najafzadeh, NERC staff, presented on the preliminary results of the MRC survey input on emerging issues which will be used as input for the front section of the LTRA

along with aiding the strategic prioritization conducted by the Reliability Issues Steering Committee (RISC).

e. 2014 Probabilistic Assessment (ProbA) Update – Noha Abdel-Karim, NERC Staff The Probabilistic Assessment (ProbA) Report is to complement the LTRA by providing additional probabilistic statistics of Loss of Load Hours (LOLH) and Expected Unserved Energy (EUE). Noha Abdel-Karim, NERC Staff, presented on the background, objectives, improvements, and scheduling of the 2014 Probabilistic Assessment (ProbA) process. In addition to an accelerated schedule, the 2014 ProbA will see improvements to data spreadsheets, reporting area reports, methods and assumptions tables. A scenario assessed by each region, will calculate Loss of Load (LOL) while maintaining the operating reserves, without incorporating the emergency operating procedures to address concerns surrounding available resources to respond to contingencies. According to the schedule, the final report is expected to be provided to the NERC-PC in February 2015, and will be presented for approval in March 2015.

f. Geomagnetic Disturbance Task Force – Frank Koza, GMDTF Vice Chair Frank Koza, GMDTF Vice-Chair, provided an update on the project 2013-03 standard drafting team in development of TPL-007-1 standard; Transmission System Planned Performance During Geomagnetic Disturbances. The proposed standard will establish planned performance requirements during a benchmark GMD event and is applicable to Planning Coordinators, Transmission Planners, Transmission Owners, and Generation Owners with grounded transformers connected at 200 kV or higher. The initial draft of the standard was sent out for informal commenting, and after incorporation of comments and edits, it will be posted for formal commenting by July 2014. Some edits to the draft standard following the informal comments are, reordering the requirements based on execution, establishing a floor of 15 Amperes for transformer thermal assessment, and modifications to implementation plan whilst maintaining a 4-year duration for development of a corrective action plan.

g. Power Plant and Transmission System Protection Coordination – Phil Tatro, NERC Staff Phil Tatro, NERC Staff, presented on revisions to the SPCS report, Power Plant and Transmission System Protection Coordination, in response to comments from the IEEE Power System Relaying Committee and industry stakeholders. He also reviewed the recommended technical and editorial comments. This report was previously approved in December 2009 by the PC as a technical reference. According to the Reliability Guideline definition, the SPCS believes that this report with revisions can be published as a Reliability Guideline to increase the industry awareness. It was recommended by the PC that the report to be classified as a Reliability Guideline and to be considered for public commenting. A redline and clean version of the report will be produced after review by assigned PC members, namely, Dale Burmester, Sergio Garza and Pedro Modia. Dale Burmester moved for Power Plant and Transmission System Protection Coordination report to be reviewed by assigned PC members, after which the report to be classified as a guideline. The revised report will be presented to the PC at the December or March future PC meeting, Paul (McCurley or Kure) seconded, none opposed or abstained. The motion was approved by the committee.

h. Special Protection and Control Subcommittee Update – Phil Tatro, NERC Staff Phil Tatro, NERC Staff, presented an update on Order No. 754 data request. SPCS and SAMS have completed preliminary review of data on 200kV and above busses, with data for 100-199kV due by October 2014. The review has indicated that reliability risk warrants consideration of further action, with the data supporting the FERC Technical Conference conclusion that the concern is with the study of single points of failure. Potential path forward may include expanding the study of relay failure to include protection system failure for a broader range of components, and increasing emphasis on study of three-phase faults accompanied by a protection system failure. Investigating availability of data to assess trends for single point of failure events, investigating data source to assess the probability of three-phase faults, developing alternatives for addressing relative concerns, and continued work on lower kV level busses were identified as future next steps. A final report along with recommendations will be presented in the December PC meeting.

i. Project 2010-13.2 – Phase 2 Relay Loadability: Generation (Unit Auxiliary Transformer) – Phil Tatro, NERC Staff Phil Tatro, NERC Staff, presented to the Planning Committee on Board of Trustees question whether Reliability Standard PRC-025-1, Generator Relay Loadability, should address load-responsive protective relays on the low-voltage side of a generating station unit auxiliary transformer (UAT). The drafting team after studying computer simulation validations with recorded event data and analyzing GADS data believes that a reliability gap does not exist.; however due to variations in industry practices and potential inaccuracies in relay settings, the analysis results are not conclusive. In addition the drafting team has further investigated use of GADS to track UAT outages caused by operation of load-responsive relays; although GADS data is not suitable for this sort of analysis at this time. Thus NERC would like to establish a guideline for setting load-responsive UAT low-side protective relays to account for increased loading during depressed voltages, through soliciting industry input utilizing an appropriate technical PC subcommittee. The planning committee members believe that SPCS would be an appropriate group to further advance this effort. Carl Turner moved to endorse NERC and SPCS’ future efforts to gather more information, collaborate with NAGF and to draft a report to be presented to PC in December 2014, Dale Burmester seconded, none opposed, one member abstained. The motion was approved by the committee. Ben Crisp, Chair, asked Phil to give a status update on SPCS’ effort in the next PC meeting in September if possible.

j. Seasonal Assessments and Modeling of Sub-100 kV Elements (Southwest Outage Recommendations 5, 6, & 7 & NERC2) – John Simonelli, SAMS Chair John Simonelli, Chair SAMS, updated PC members on SAMS/MWG activities as well as presenting findings and recommendations on seasonal assessments and modeling of sub-100kV elements from the Southwest Outage report. As previously requested by the PC, John updated the members on the benefit analysis of node-breaker representations in off-line and real-time study models. It was noted that monetary cost

analysis is not available due to lack of tracking by entities utilizing the node-breaker models in their power system analysis; however other benefits such as ease in maintaining data libraries, common modeling practices between planning and operations, and added gains in model validation and event analysis are identified to be of benefit. SAMS and MWG are continuing to increase participation in the model validation field trail effort, and through collaboration with NATF they have managed to add another nine entities to the participation list. SAMS and MWG are also continuing to review change management practices, as part of Southwest Outage Recommendation #16, and since have reached out to NATF to coordinate efforts. In addition SAMS has finalized the review of the Southwest Outage Recommendation #27, and recommends this task to be remanded to the Operating Committee. SAMS and MWG have reviewed the Southwest Outage Recommendations 5, 6, 7 and NERC2, and have addressed the key points in each recommendation. Although many current and proposed NERC standards already address issues raised in the Southwest Outage Report recommendations discussed, further enhancements can be made by following SAMS’ and MWG’s gap recommendations described in the report. In some areas findings and recommendations cover operational time horizons, and SAMS recommends that the OC review these areas. Kenneth Donohoo moved to approved SAMS/MWG report and recommendations in response to the Southwest Outage Recommendations 5, 6, 7 and NERC2, Edward Scott seconded, none opposed/abstained. The motion was approved by the committee.

k. Near- and Long-term Planning Studies Models (Southwest Outage Recommendation 9) – Chuck Chakravarthi, SAMS Vice Chair In response to Southwest Outage Recommendation 9, identifying gaps in procedures for conducting near- and long-term planning studies models, Chuck Chakravarthi, Vice Chair SAMS, presented on SAMS findings and recommendation to the NERC-PC. Southwest Outage Recommendation 9 covers four key areas, namely, improved study processes and coordinated review of studies, development of valid models, consideration of all protection systems, and lastly impact of sub-100kV elements in study results. After review of the current and proposed applicable standards, SAMS believes that all four areas are addressed within these standards. In addition, SAMS recommends that Transmission Planners (TPs) and Planning Coordinators (PCs) conduct periodic assessments to identify and model sub-100kV facilities that impact BES reliability. Bob Cumming, NERC staff, emphasized the need to model any facility that impacts the reliability of the system in order to obtain accurate, usable study results. Edward Scott moved to approve SAMS report and recommendation in response to the Southwest Outage Recommendation 9, Kenneth Donohoo seconded, none opposed, Brian Evans-Mongeon abstained. The motion was approved by the committee.

l. EPA 316 B Final Regulations – Thomas Hewson, Energy Ventures Analysis Inc. Thomas Hewson, Energy Ventures Analysis, provided an update on the EPA 316b regulation, generation issues from existing source GHG standards, and challenges related to the new fuel source requirements. EPA 316b – cooling water intake structures ruling, will require some electric power plants to operate best technology available (BTA) options to reduce fish impingement, potentially leading to some current industrial power loads (for instance pulp and paper manufacturers) be switched from onsite to purchase power. EPA is also drafting a proposal for greenhouse gas emission rates for existing power plants to be subjected to CO2 emissions rates beginning in 2020. Other potential EPA regulations can include, regional haze ruling and ozone NAAQS. It was recommended that NERC reliability assessment assess the cumulative impact of multiple new regulations on power industry resource mix, resulting in earlier than anticipated plant retirements in addition to a greater dependence on natural gas with available supply and deliverability infrastructure.

m. Performance Analysis Subcommittee (PAS) – Howard Gugel, NERC Staff Howard Gugel, NERC staff, provided an update on Performance Analysis Subcommittee and related subgroup activities, as well as findings and recommendations from the 2014 State of Reliability Report. Recommendations from the State of Reliability Report include, examination and development of root causes in order to maintain and improve the frequency response, addressing the most common causes of misoperations, and assessing the effectiveness of breaker alert and positive response based on AC substation equipment failures. Performance Analysis Subcommittee will track and develop lessons learned from the 2014 State of Reliability Report’s recommendations, as well as integration of GADS, DADS and ACSETF work products into the 2015 State of Reliability Report.

n. AC Substation Equipment Task Force – Status Update, John Moura

John Moura, Secretary, noted that the AC Substation Equipment Task Force (ACSETF) report has been included in the agenda package.

o. Standards Project 2014-03 IRO/TOP Update – David Souder, PJM David Souder, PJM, provided an update on project 2014-03, TOP/IRO Reliability Standards. Standard Drafting Team has taken into account products and initiatives such as projects 2006-06 and 2007-03, FERC NOPR, Southwest Outage Recommendations report, and NERC OC IERP gap analysis. The drafting team has taken into consideration and has made clarifications to the Operational Planning Analysis and Real-time Assessment definitions, incorporated operating instruction consistent with proposed COM-002-4 and new outage coordination standard IRO-017. The combined comments and ballot is out for the first 45 day commenting, prepared for board approval in November 2014, and filed with FERC in December 2014.

p. Dispersed Resources SDT PC Project – Brian Evans-Mongeon, Utility Services, Inc. Brian Evans-Mongeon, Utility Services Inc., presented on the Dispersed Generation Resources Standard Drafting Team (DSR SDT) efforts in reviewing of a select set of standards with respect to DGS applicability. The DSR SDT has identified three high priority standards (PRC-004-2.1a, PRC-005 and VAR-002) based on timeframe or functionality, and are reviewing the requirement applicability of these standards to DGS. The DSR SDT’s intent is not to modify the content of any of the standards, but to categorize the standards in three groups based on standards requirement applicability to these resources. The three groups will assess the standard requirements, indicating whether the standard requirement language is appropriate, appropriate but requires additional NERC guidance in demonstrating compliance or needs modification when applied to DGS. Ben Crisp, Chair, asked Brian to give an update on the risk-based registration effort in the next PC meeting in September.

q. Risk Based Registration – Terry Brinker, NERC Staff Terry Brinker, NERC staff, presented on the risk-based registration effort. Current registration challenges such as level of reliability impact of some registered functions, and compliance with NERC standards solely based on registration without considerations based on reliability impact, in addition to inconsistent criteria impacts for entities registered in multiple regions was presented. The vision of risk-based registration is to ensure entities are registered in accordance to the risk they impose to reliability of the BES, this effort will align with Reliability Assurance Initiative and with the BES definition. The risk-based registration approach options are to modify the compliance thresholds and/or to create ties within the existing criteria, in a systematic, repeatable and comprehensive process. Ben Crisp, Chair, asked Terry to give an update on the risk-based registration effort in the next PC meeting in September.

b. Essential Reliability Services Task Force (ERSTF) – Ken McIntyre, Chair Objective: • Draft NERC Staff Report – Review and Provide Feedback • NERC staff along with industry experts have drafted a tutorial style report on the Essential Reliability Services

(ERS) and considerations for maintaining the Bulk Power System (BPS) reliability given the significant changes to North America’s resource mix. The ERS tutorial addresses one of the key findings and recommendations of NERC’s 2013 Long Term Reliability Assessment. It is drafted as a reference guide for the industry, regulators and policy makers and to inform, educate, and build awareness on the reliability ramifications of a changing resource mix. Objective: In 2007, several wind industry representatives approached NERC with the request to develop standards and a voluntary reporting system for Wind. A team of industry representatives was assembled to develop a DRI for wind. In April 2011 the first GADS Wind DRI was posted on the NERC WEB site with voluntary report requirements. The industry has had two years to evaluate this document and identify additional needs or clarifications. As a result NERC reconvened the Wind GADS Sub-Team in early 2013. Substantial enhancements were identified; derates, delays, reserve shutdown, plant boundaries clarified, addition equipment codes, moving tables and examples to the appendix, modification of equations, multiple overlapping outage examples, data quality guidelines, data reporting levels, roll-up methods, revised figures and document history. • The Project 2013-03 standard drafting team has developed draft TPL-007-1 – Transmission System Planned Performance during Geomagnetic Disturbances to address the stage 2 directives. The proposed standard will establish planned performance requirements during a benchmark GMD event and is applicable to Planning Coordinators, Transmission Planners, Transmission Owners, and Generation Owners with grounded transformers connected at 200 kV or higher.
