Borrowdale Parish Council Minutes Minutes of the meeting of Borrowdale Parish Council held in the Rosthwaite Institute on Wednesday 27 th September 2017 at 19:00. The Council remained quorate for this agenda item with 5 other councillors present. 58/17 Approval of Minutes of the meeting held on the 26 th July 2017 All members had received a copy of the minutes to read. Resolved that the minutes of the meeting held on the 26 th July 2017 were confirmed as a true & accurate record subject to the below correction as such were signed by the Chairman. Action: Clerk to upload the minutes to the website. 59/17 Applications for Co-Option Ms Freda Chapman of 8 Middle Howe, Rosthwaite attended the meeting and expressed an interest in applying to fill the co-option vacancy. Resolved by all present that Ms Freda Chapman be co-opted on to Borrowdale Parish Council to fill the 1 vacancy open for co-option. Minutes of the meeting of Borrowdale Parish Council held in the Rosthwaite Institute on Wednesday 27th September 2017 at 19:00.

Resolved that apologies were received from the above mentioned persons

59/17 Applications for Co-Option

Ms Freda Chapman of 8 Middle Howe, Rosthwaite attended the meeting and expressed an interest in applying to fill the co-option vacancy.

62/17 Reports on Matters Arising/Clerks Report

i. Borrowdale Institute

The Clerk informed the meeting that the registration of the Borrowdale Institute to Borrowdale Parish Council as trustees of the Borrowdale Institute has now been completed.

ii. Borrowdale Institute Charitable Trust

Malcolm Stonestreet updated the meeting that the trustees are looking to raise circa £260k to bring the building up to date, with a relaunch date of April 2020 (to coincide with the centenary of the building).

The challenge that the trustees have recognised from the start is finding activitiers to hold in the refurbished building, they are already working on building relationships with local groups e.g. the School, Church, Herdwick Breeders Association to provide letters of support for any funding bids and to feed in to the business plan for the building.

In addition the trustees are also going to be distributing in the near future questionnaires to all households to gauge interest in the project and future support for the building.

Borrowdale Parish Council suggested that it would be beneficial if in the future a reduced/free pricing structure could be offered for local community groups. Malcolm confirmed that the trustees were working on a cashflow/profit & loss forecast for the running of the business.

Malcolm confirmed that the money for the capital refurbishment works would be raised from external sources so the cashflow budget would be for the on-going running costs of hall.

iii. Community Use Defibs

The Clerk informed the meeting that she was working with the Community Heartbeat Trust to try and adopt the Grange Phonebox.

Action: Clerk to continue to work in this matter and update at a future meeting.

iv. Grange ToiletsThe Clerk informed the meeting that ABC have confirmed that they would be willing to pay for a refurbishment of the site, including the costs of installation of coin operated barriers prior to a transfer to the Parish Council with an obligation to run the site as a public toilet block for at least 10 years. Allerdale Borough Council are unable to approach Grange Bridge Tea Shop (or any other private business) as this would be seen as prioritising one business over another and would be appropriate in terms of competition.

If Borrowdale Parish Council don’t agree to take on the facilities then ABC will advertise them on the open market with no restrictions on usage.

Resolved by all present that despite the serious concerns over the loss of a public facility in Grange which is a busy tourist hotspot the Parish Council didn’t feel they were in a position to take on liability for such a facility, given the small size of the precept that the Parish Council command and the length of the term of obligation.

Action: Clerk to communicate this to Allerdale Borough Council.

v. Hunting

The Clerk informed the meeting that correspondence had been received from the National Trust confirming that on a national basis the National Trust have changed their approach to hunting. The major changes were confirmed as:

- Banning the use of animal-based scents- Prohibiting the presence of terriermen- More active management of hunts and how they operate including mandatory reporting

requirements after each meet. - Establishing a consistent charging regime across trust land- Greater transparency for members and the public (including the inclusion of fixtures on National

Trust Website)- Standardised application form.

Resolved by all present that the council were pleased to note the changes to the National Trust licencing of trailing hunting.

Mr B Bland informed the meeting that a vote is being held as part of the National Trust AGM to consider if the National Trust should ban all hunting on National Trust Land.

Mr B Bland further informed the meeting that he had raised his concerns regarding this issue with the Police & Crime Commissioner.

Resolved by all present that the matter of Hunting be agenda’d for the November meeting, and if necessary a decision be taken on if to invite Victoria Lancaster of the National Trust to the January meeting to provide information on what scents the National Trust are authorising packs to use.

Action: Clerk to agenda the matter for the November meeting. 63/17 Highways & Transport Matters

a. Meeting with Paul Telford re condition of drainage on B5289.

The Clerk informed the meeting that following the meeting between the Clerk, Mr Paul Telford (CCC) and Cllr P Barron that a marking up of the B5289 has been undertaken and a plan prepared by the County Council. The required patching works would take approximately 3 weeks, and the road closure would be split in to three phases:

1) Phase 1- Roundabout to Ashness bridge2) Phase 2- Ashness bridge to Grange Junction 3) Phase 3- Grange Junction to Seatoller

CCC have confirmed that during the road closure residents/deliveries and (confirmed visitors with evidence of bookings) will have access when safe to do so (there maybe delays depending on what works are taking place at the time).

It was noted that Mr Paul Telford was very helpful and candid during the meeting.

Resolved by all present that the strong and full support of Borrowdale Parish Council be given to this scheme.

Action: Clerk to submit these comments to Cumbria County Council Action: Clerk to request that the matter be agenda’d for the October Keswick Town Council meeting to seek their support. Action: Clerk to prepare a press release regarding these works for approval by CCC.

64/17 Correspondence received

Resolved that correspondence be noted as received unless otherwise noted.

Resolved by all present that the Bank Reconciliation be noted as received and signed as such by Cllr P Barron.

iii. To adopt & note receipt of the External Audit for Borrowdale parish Council

Resolved by all present that the unqualified external audit from BDO be noted as received. The Council noted that a minor issue had been identified regarding the £5 monthly fee that is paid to the Clerk for the use of her home as an office is being paid as part of her salary.

Action: Clerk to separate the costs in future financial year accounts.
