STURMINSTER NEWTON TOWN COUNCIL Comment: Objections: The Town Council objects to this planning application based upon the following material planning considerations: Highways and safety issues caused by the generation of additional traffic, the narrowness of Hole House Lane and lack of passing places and the dangerous exit onto Glue Hill due to poor visibility, the potential loss of privacy, increased noise and disturbance to residents. Concern that the views enjoyed across Broad Oak may be adversely affected.

STURMINSTER NEWTON MILL HERITAGE LOTTERY FUND The Town Clerk reported that the Heritage Lottery Fund application, being driven by Vicky de Witt, was ready to submit and requested that the Council approve a Project Partnership Agreement with Sturminster Newton Mill and Museum Society. The Town Clerk advised that the Partnership Agreement is a requirement of the Heritage Lottery Fund. The Town Clerk also requested that a small grant could provisionally be made available to this project if the Heritage Lottery application is successful.

18/362 DEED OF TRANSFER FOR THE JUBILEE PATH

The Town Clerk reported that the Deed of Transfer still had not been completed due to some further enquiries from Highwoods Solicitors. The Town Clerk advised some tree work had to be arranged before the nesting season and, given the delay, may need to be deferred.

18/363 TO APPROVE A LETTER TO SIMON HOARE MP REGARDING ATM PROVISION IN

THE TOWN The draft letter prepared by Cllr. Spackman and circulated previously

18/367 MAYOR’S REPORT

The Town Clerk reported that The Mayor’s report had been circulated and there were no questions.

18/368 COMMUNICATIONS FROM DAPTC AND NALC

No correspondence requiring Members’ attention had been received. 18/369 TOWN CLERK’S REPORT AND CORRESPONDENCE

The Town Clerk’s monthly report having been circulated and publicised was noted. There was one further item:

i. There had been two applications for the vacant Town Councillor position. The Town Clerk advised one had withdrawn so the co-option process will progress with this being an Agenda item at the next Full Council in March.

No correspondence had been received.

18/371 INFORMATION FROM MEMBERS

Cllr Spackman advised the Community Shop now has 12 volunteers and Mrs Tracey Chick will be the Manager, donations are already coming in. It has been named Sturendipety and it will have the legal entity of a Community Benefit Society. The lease arrangements are being finalised. Cllr Fraser advised of a very unpleasant dog worrying situation which resulted in five sheep being put down and the Police being called as the owner had lost control of two Alsatians. It was suggested that the subject of out of control dogs could be highlighted in Unity magazine. Cllr Cowell reported that he’d received a compliment from a member of the public for rubbish removal in Filbridge Rise. Cllr Reed reported on the problem of mud on Broad Oak Lane. Cllr Reed had emailed Paul Starkey of DCC to see if an agreement could be reached with Fiddleford Mushrooms. Cllr Reed also suggested the idea of providing places in town for people in chronic pain to lie down, have a rest and not feel awkward having listened to a radio programme on this subject. Cllr Reed will talk to The Exchange and Cllr Spackman suggested this could be an article for Unity. Cllr Fox had attended a briefing on the new Homeless Prevention Act. Cllr Lacey reminded Members that DCC offer staff volunteer days where their staff come out and help in the community, a Sturminster project may benefit from this. Cllr Spackman suggested residents with unmanageable gardens might benefit.

District Councillors report for Jan 2018.

Cllr Victor Fox

The Planning Committee started the New Year with a very wet and cold morning of informal site visits

looking at a number of potential development proposals in N. Dorset, I should add that none of these were

in this area.

I attended a seminar at South Walks House on “Communicating with our Communities” where we discussed

various ways of contacting residents particularly by the smartphone apps now widely used.

Last Friday The District Council met and approved the proposal to charge Town and Parish Councils for their

portion of the costs of holding elections, it is difficult to assess the actual cost to the Town Council in 2019,

but as the charge depends on a number of variables the amount will have to be paid in the following

Municipal Year giving time for Councils to precept for it.

We approved the Bourton Neighbourhood Plan only the second in N. Dorset so far, but I know that

Sturminster’s is not far behind.

We had to formally agree that the official address for NDDC is now South Walks House in Dorchester and to

add to the sadness we were invited to visit the newly refurbished “Hub” in the old Lodge in the grounds of

Nordon which itself will be completely closed in the next few weeks.

Locally, I help as a volunteer with the Wyvern Savings and Loans Credit Union both here and at other Service

Points, it offers small loans at affordable rates and processes the loans for the Wheels to Work scooter

scheme.

I joined Cllr Rose in helping cover Dawn Ball’s absence at the Youth Club where we had great fun running a

session of bingo. Last Friday I hosted the MP’ Surgery at the Town Council Office.

By the end of this month I should also have attended the Overview and Scrutiny Committee, an update on

the proposed reform of the Dorset Councils, the Planning Committee and a briefing on the provisions in the

A survey at the end of 2017 generated a huge interest with over 4710 responses received from Dorset

residents.

The results are as follows:

Fly-tipping and litter

General cleanliness of the local area - 63.8% either very satisfied or satisfied

39.1% of residents feel that fly-tipping is a major problem in their area

Information and communications

78.8% of residents use the website to request or find out about a waste/recycling service

90.2% of residents find the website very helpful or helpful

Route Optimisation

Some residents will notice a change commencing Monday 19th February 2018, it is mainly narrow access

properties and rural areas that are affected by the changes, in summary:

• 3540 in the North Dorset area.

• All affected properties will be written to explaining the changes (and the details of the transitional

collections where relevant).

Missed Collections

This year there has been a higher number of missed collections reported over Xmas and New Year. Due to

the increased volumes over the Christmas period. Normal collection days resumes after 15th January. Some

residents logged a missed collection with the DWP, not realising there is a revised collection during this

three-week period.

Another free one-day course will be held to train people to become volunteer walk leaders in North Dorset.

The course will be held in Sturminster Newton on 21 February. It is aimed at people who are interested in

helping to run health walks to help others stay healthy and active.

If you are interested in leading walks, including being a front middle or back marker, please register and

come along. The course will be held at Sturminster Newton Medical Centre, Old Market Hill, Sturminster

Newton, DT10 1QU. Registration starts at 9.15am and the course runs from 9.30am to 3pm. Places must be

Dorset AONB Annual Forum: Views on your Landscape

The Dorset AONB Management Plan is a statutory document recognised in the planning process, highlighting

the special qualities of the landscape as well as the pressures on it. The countryside around you is truly

outstanding - a unique and nationally important protected landscape which underpins the economy, health

and wellbeing of the people who live and work here.

The Management Plan also identifies how Dorset ANOB can collectively conserve and enhance this nationally

important landscape and help to prioritise where funding is best spent. Over the past 5 years, more than £5.8

million has been channelled into landscape management through the Dorset AONB Partnership itself, but it

has also helped prioritise funding and activity by their partners.

Before starting work on the new Management Plan, The Dorset AONB we are very keen to hear the views of

District, Parish and Town councillors which will form an important foundation for the new plan.

The closest venue to Sturminster Newton although the AONB does not directly have an impact on

Sturminster Newton one of their Annual Forum evenings dedicated to collecting the views of local councils,

neighbourhood planning groups and place based community groups. Will take place Blandford on Thursday

8th March 18:00 – 20:00

This year, The Dorset ANOB need to review and refresh the 5 year Dorset AONB Management Plan and are

keen to hear your views on the key landscape issues and opportunities you face in your area.

There is still time to have your say on dogs in North Dorset

Residents, visitors, and organisations in North Dorset have until 2 March to have their say about rules

concerning dogs.

People are being asked what they think about dogs in public places, like parks, and when they should be on a

lead.

After considering people’s views, North Dorset District Council will produce a new dog related Public Spaces

Protection Order.

North Dorset District Council encourages responsible dog ownership. Most owners are very responsible,

unfortunately a small minority who do not clear-up after their dogs do cause a problem."

If you are not online paper copies are available in North Dorset libraries and the district council's Nordon

office.

The district council must consult on current dog related orders and proposed changes under the new Anti-

Social Behaviour, Crime, and Policing Act 2014. It is required to consult on these orders every three years to

ensure the public’s views are considered.

The survey, which began in December, will run until 2 March 2018.

failure of developers to get on with developments following the granting of

planning permission and the tendency of District Planning to grant or

refuse planing permission " in house " without reference to the District

Planning Committee which is regrettable .
