Welcome to Douglas - Coffee County Parks and Recreation Department.

It gives me great pleasure to present our annual leisure guide with all the wonderful activities, programs, and events that the Douglas-Coffee County Parks and Recreation Department has to offer you and your family. Our parks and recreation facilities continue to attract a record number of participants and users.

We will continue to work hard and strive to give our patrons the very best we have to offer in recreation, parks, and cultural arts opportunities. I want to encourage each of you to take the time to get active and improve your level of fitness. Mission StatementThe Douglas-Coffee County Parks and Recreation Department strives to continue to improve its broad based recreation programs including sports, cultural activities, parks, and recreational facilities. In order to maintain our leadership, among comparable sized cities in the United States, we work diligently to ensure opportunities for all citizens in Douglas and Coffee County. The Douglas-Coffee County Parks and Recreation Department offers a wide variety of diverse, goal-oriented, affordable, and of course, FUN opportunities for youth of all ages and ability levels.

Parents are asked to adhere to a Code of Ethics for Youth Sports and are encouraged to help DCCPRD implement and enforce the code. The DCCPRD reserves the right to dismiss any spectator unable to follow these guidelines. Based on the severity of the infraction, a spectator may be dismissed from the park for a single game or the entire season and also pay a fine.

• I will not criticize or yell at officials or players on the field. I will be patient and treat them with respect.

• I will not be a “Sideline Coach.” I will not sit behind the team bench or pace along the sideline shouting instructions. I will cooperate with coaches and support the team.

• I will not be a “Grand Stand Coach.” I will encourage good sportsmanship by demonstrating positive support for all players, coaches, and officials at every game, practice, and youth sports event.

• I will address team or player problems quietly and only with the team’s head coach. I will not argue with or question the coach in public.

• I understand that abusive and profane language is not tolerated. I understand that if I do not conduct myself in a positive manner; I will be asked to vacate the premises.

• I will attend and be on time to all team events. I will arrive early on game days to allow time for proper warm-ups.

• I will refrain from smoking or using any tobacco or alcohol product while at all youth sports events.

• I will place the emotional and physical well-being of my child ahead of personal desires to win.

• I will teach my child to treat all players, coaches, fans, and officials with respect.• I will emphasize to my child that winning a game is the result of hard work, team

work and maximum effort.• I will encourage my child and other players on the team. I will keep all comments

positive to influence positive results. • I will support my child if he/she needs extra practice at home.

Douglas-Coffee County Parks & Recreation Department

Rules of conduct for all Coaches, Managers, Participants, Players, Officials, Parents, Sponsors, and Spectators.Article I. Coaches, managers, participants, players, officials, parents, sponsors, and spectators SHALL NOT:

A. Curse (malicious or otherwise, verbally, written, or electronically via email, text, social media or other communication or by physical gesture) at another coach, manager, participant, player, official, parent, staff member, or spectator of the DCCPRD.

B. Push, hit, strike, or threaten (verbally, written, or electronically via email, text, social media, or other communicaton or by physical gesture) to a coach, manager, participant, player, official, parent, staff member or spectator of the DCCPRD.

C. Be drinking or under the influence of alcohol or illegal drugs, or any controlled substance while on DCCPRD or Coffee County School premises before, during or after an event.

D. Act in an irrational manner or make a public spectacle or nuisance of himself/herself before, during or after a scheduled event.

E. Violate the rules and regulations of the activity or program of which he/she are involved.

F. Participate in any act that undermines league policy or procedures.

G. Commit in the presence of at least one person not immediately involved, any of the infractions listed in the above-stated Article I rules (A, B, C, D, E and/or F).

H. Commit any infraction not covered under these stated rules but is a violation of league, or DCCPRD Rules, Regulations, Bylaws, or League amended procedures, guidelines, and/or game rules (example: being ejected from a game due to having two (2) technical fouls).

Article II. PenaltiesViolations of Rule A (NO APPEAL)

A. First Offense: Two (2) week suspensionB. Second Offense: Dismissal from DCCPRD for a period of six (6) months.C. Third Offense: Permanent dismissal from all DCCPRD sponsored events.

Violations of Rules B, C, D (NO APPEAL)

A. First Offense: Minimum of 1 year dismissal from DCCPRD Parks and any DCCPRD sponsored events. Maximum is permanent dismissal.

B. Second Offense: Two (2) year dismissal from DCCPRD sponsored activities. If deemed necessary by DCCPRD legal action may be taken against the individual violating the Code of Conduct.

Violations of Rules E, F, G

A. First Offense: 1. Players, coaches, officials/umpires: Three (3) week suspension. 2. Spectators: One (1) month suspension from all DCCPRD events.B. Second Offense: One (1) year suspension from all DCCPRD events.C. Third Offense: Two (2) year suspension from all DCCPRD sponsored events.

Violations of Rule H

A. First Offense: Suspended for the next game.B. Second Offense: Suspended for the remainder of the season.

Anyone in violation of the DCCPRD Code of Ethics and has been disciplined accordingly has the right to appeal (unless otherwise indicated) before the Douglas-Coffee County Parks and Recreation Board. Appeals must be made in writing within 48 hours of suspension.

DCCPRD reserves the right to make coaching changes for All-Star teams if deemed necessary by the department staff.

Youth Sports Philosophy Our philosophy is to instill character,

sportsmanship, and teamwork into our youth. Our sports programs promote social skills, physical development and intellectual maturity. Our programs downplay winning and losing and promote participation, good sportsmanship, and the enjoyment of all sports. It is our goal to encourage all participants, coaches, and players to work hard at their sport, win or lose with dignity, and demonstrate fair play.

ScholarshipsParticipation Scholarships are available

and are awarded based on each family’s financial need. Proof of income is required. A form must be filled out by a parent or legal guardian and submitted along with support documents a minimum of one week prior to the registration deadline.

Volunteer Coaches WE NEED YOU!

The DCCPRD encourages parents to get involved in our youth programs. Like you, volunteer coaches come from all walks of life. Without volunteer coaches, the team organizational process is delayed. Applications are available at the DCCPRD. DCCPRD sports staff process volunteer coach applications for their specified sport.

• Requirements for Coaches• Complete a background check• Attend a coaches meeting• Head coaches are

required to be certified by the National Youth Sports Coaches Association (NYSCA). Coaches are selected based on knowledge of the game and the current need according to participation levels. Coaches are ambassadors of the DCCPRD and the expectations of a coach is to provide a positive learning environment and a fun experience for all participants. Coaches are selected at the discretion of the DCCPRD.


Weather Cancellations Decisions about field condition or game cancellation are not made until 3 p.m. on weekdays. If a decision cannot be made at those specified times, it will be made at game time. Decisions are made by the DCCPRD staff before the games start. Games are cancelled if weather or field conditions are unsafe for play. On days of inclement weather, please call (912) 384-5978 or check the Recreation Department’s Facebook page, https://www.facebook.com/DCCPRD.

Refund PolicyRefunds or credits are approved by the athletic coordinator

or director. Full refunds may be issued prior to team formation. After team formation, refunds will only be granted for medical reasons and relocation. A medical letter must accompany a refund application. For payments by check, please allow 30 days for refund processing.

Parent FeedbackThe DCCPRD always welcomes feedback from the public. Program

Evaluation Forms are provided at the DCCPRD. There is a drop box in the front office or you can mail evaluation to Athletic Staff at 200C South Madison Avenue Douglas, Ga. 31533

Registration Process Register for all youth sports at the Douglas-Coffee County Parks & Recreation Department office located at 200C South Madison Avenue. We are open Monday – Friday 8am – 5pm. Participants and/or legal guardians must sign waiver to register child. Participants are registered by age (based on age control date for each sport), gender and/or participation/school district. A copy of participant’s birth certificate must be on file. Registration fee must be paid in full to be eligible for practice and/or games and is payable by check, credit, debit or cash. A late fee of $10 will be charged to all participants who register after the registration deadline.


TEAM INFORMATIONAt the end of registration sign up, the DCCPRD staff will hold evaluations. Evaluation dates and times will be given to the parent/guardian at registration. After evaluations are conducted, a date will be given to each volunteer coach for the player draft. With the help of DCCPRD staff, volunteer coaches will draft all participants and players will be placed on teams. A coach’s child and brother/sister will be placed on teams before the draft starts.

When the draft is over the DCCPRD staff will post team and player names at the front window at the recreation department. No ride requests will be honored in competitive leagues. No child will be moved to another team after the draft. NO EXCEPTIONS. After teams are formed, coaches are required to contact

players within 72 hours after the draft. Coaches will be given parent/guardian phone numbers provided during registration. Please ensure you provide day and evening contact numbers during registration. If you do not receive a call from a coach, please contact the DCCPRD main office. Practices will start soon after the teams are drafted. NOTE: Some sports are formed by schools teams: SOCCER, BASKETBALL, FOOTBALL, T-BALL.

PRACTICE REQUIREMENTSTeams are allowed to practice three days a week before the start of the season. During the season, teams are allowed to practice two days a week, if a practice field is available.NOTE: If a player repeatedly misses practice, the coach has the authority to sit that player out for one game.

Water Aerobics – Exercise in a pool, great for anyone with

arthritis, pregnant women, and all those who don’t want to

sweat. Tones entire body, strengthens the cardio-vascular

Located inside JC Adams Municipal Park, our newest sports complex features (4) baseball/softball fields, (3) Football Fields, Concession areas, and playground. Perfect for high quality youth tournaments!

Walter C. “Huck” Huckaby Softball Complex – 105 Bonwell Royal Road – Used for adult and youth softball games by the Recreation Department and High School. Located in JC Adams Municipal Park on Hwy 441. Three lighted, 300ft softball fields with 8ft fences and clay infields, paved parking and concession stand.

Greg Walker Sports Complex – 901 Connector 206 North – Located inside the Coffee Middle School Complex, these fields offer quality baseball and softball fields for youth games and tournaments.

Youth Baseball Fields – Unity Baseball Complex – 625 South Grady Avenue – Davis Wade Field, 807 West Bryan Street

Youth Softball Fields – Huckaby Complex – Faircloth Field

Parks To reserve a park, there is a $100 refundable deposit plus

$50 rental fee.

Emma Ward Park – 113 North Coffee Street – Garden atmosphere with gazebo. Great for weddings and receptions. Restroom facilities available.

JC Adams Municipal Park Group Shelter – 600 Van Davis Road – Large picnic shelter with seating for 80, adjacent to small lake, playground equipment. Restroom facilities available.

Wheel Park Group Shelter – 400 North Wheeler Avenue – Neighborhood park ideal for birthday parties.
