The Mission of the New Zealand Aid Programme is to support sustainable development in developing countries, in order to reduce poverty and to contribute to a more secure, equitable and prosperous world.Within this, there is a particular focus on sustainable economic development; andon the Pacific as the core geographic focus.

Aligns with principles of Good Humanitarian Donorship (eg. funding allocations according to needs; committed to strengthening capacity in affected countries; ensuring response leads to long-term recovery)

In the Pacific preparedness includes:- Early warning and capacity support to NDMO’s in the South West Pacific (Samoa, Cook Islands, Tonga, Niue, Tokelau) via the Ministry of Civil Defence and Emergency Management (MCDEM)

- All-hazards end to end early warning systems in Samoa

- Support Pacific regional agency preparedness work

In New Zealand preparedness includes

• Pre-positioned supplies

• Arrangements with providers

• Guidelines and SOPs

• Emergency Operations Centre (EOC)

• Trained and experienced staff 24/7

• Standing arrangements with NGOs

• Relationship with a range of stakeholders and partners

Pacific disaster response

In any response, we support the response mechanisms of national governments (which have the primary responsibility for the well-being of their citizens), local partners and other international actors that are operational on the ground.

• Safety of people is first priority, followed by meeting basic

needs such as food, water, and shelter.

• Assistance provided in support of governments and

Humanitarian Response Fund (HRF) and State Sector Partnerships Development Fund (SSPDF)]

For example under the NGO pre-arranged option:

Recent agreements to work more collaboratively in DRM also include:

- Wellington Declaration 2010 (eg current water shortage Tokelau)
