General Objective: To rehabilitate 6,920 SW & W learners

• Improve classroom attendance

• Ensure 100% deworming prior to feeding program

• Ensure conduct of daily hand washing & tooth brushing activities

Coverage

• Priority target shall be the SW Kinder to Grade 6 pupils based on Nutritional Status Data July 2015

Duration

• Feeding shall be done for 120 days. In case of delay, it shall start not later than September 2015.

Budget Allocation

• Feeding allocation is P15.00 per learner x 120 days, operational expenses P1.00 per learner x 120 days, iron tablet is P.45 per beneficiary x 20 days, & toothpastes, toothbrush and soaps is P25.00 per learner for 120 days

Partnership Arrangement

• DepEd through Adopt-A-School Coordinator shall list potential partners which can give/donate budgetary assistance for logistics, manpower supports, crop and/or other food items that can be used for the feeding program.

Partnership Arrangement

• SDOs shall formalize the partnership through MOA containing the terms of the partnership.

• Private sector partners may avail of the tax incentives fulfilling the requirements of the ASP secretariat

Special Case

• Partners are not allowed to implement the program at the same time in one school except for food that would complement the hot meals e.g. Hot meals/snacks + nutritional beverage (juice, milk, beverage)

Feeding Model

• Regular SBFP scheme (parents & volunteers prepare and serve the food; school bids & awards committee open to several procurement methods like public bidding, small value procurement, school BAC as procurement agent; SH & FC shall prepare & submit liquidation report to the SDO)

Feeding Model

• Hiring of cook (utilizing school canteen facilities) hires a cook & additional helpers to prepare the food at the sch canteen & deliver to the classrooms; same as the regular SBFP scheme; payment for the cook may be sourced from the operational funds & may be augmented from canteen proceeds. Payment & liquidation will be the same as the regular SBFP scheme)

Nutritional Assessment• After the baseline data has been

taken, nutritional assessment shall be repeated every three (3) months until program termination.

Creation of SBFP Core Group

• 2 teaching personnel & 1 parent

• 1 teaching personnel & 2 parents

The names of the members of the core group shall be submitted by the school head to the SDO for reference in granting service credits to teachers.

SBFP Core Group shall:• Identify the target beneficiaries

• Prepare the data enumerated under these guidelines (Forms 1-5)

• Finalize the cycle menu for the whole duration of feeding, WFP, & PPMP

• Submit s copy of the PPMP to the school BAC for procurement procedure

SBFP Core Group shall:• Identify parents/volunteers who

shall help in the whole duration of the program

• Prepare schedule of parents/volunteers who shall prepare & cook the menu, prepare feeding area, supervise daily feeding & wash dishes

• Do the recording & reporting of the SBFP Forms

• Submit the terminal report at the end of feeding to the SDO

• Schools shall conduct orientation & consultative meeting e.g. to seek support of community members in providing weighing scale, storage facilities, cooking & feeding paraphernalia

Commodities

• SH shall have authority to choose w/c food items to feed the beneficiaries based on the standard recipes. (halal foods should e given to Muslim school children)

• A one-month cycle menu consisting of rice & a viand shall be prepared & followed

• Include fruits in the meals or milk from local dairy farmers if the budget can accommodate

• It is encouraged to serve iron-fortified rice (RA 8976) & iodized salt for cooking (RA 8172)

• From the cycle menu, SH & core group shall determine & prepare the complete list of ingredients using the RFQ Form

Procurement & Delivery

• For DepEd Funded SBFP

Procurement for food commodities shall follow school MOOE procedures

• For SBFP schools covered by partners

Schools shall follow the procurement methods of the feeding partners

Feeding Proper

• Food shall be served & consumed inside feeding area & shall not be taken outside the feeding area

• Parents shall provide basic feeding utensils or may be charged from the P1.00 operational expenses. Parents/volunteers shall be responsible for the washing of used utensils. (No collection policy)

• SH or his/her authorized representative shall responsible for supervising the daily feeding

• Feeding activities as soon as food stocks are received

• Highest standard of hygiene in the preparation & serving food must be practiced/observed

• Children should be taught proper hygiene, table manners, good grooming, simple concepts on health care & importance of nutrition (feeding teacher to discuss daily the meal of the day & nutrients)

• PTA & other volunteers shall be mobilized/tapped to assist in the conduct of feeding

• If beneficiaries become overweight/obese they shall continue to be fed but will be referred to PE teacher for physical activities

• Beneficiaries who are not gaining weight shall be referred to health personnel for further asessment

• In case of interruption (temporary evacuation area) SH shall ensure that the feeding activity shall be for the targeted children only

Eligible Expenses

P15.00 x 120 days per learner (feeding)

P1.00 x 120 days per learner – OE (eating/cooking utensils, office supplies, transportation expenses, water, dishwashing soap, LPG, labor/service of cook)

P.45 x 20 days per learner – iron tablet

P25.00 toothbrush/toothpaste/soap per learner

Fund Availment/Release

• First Tranche (40 days)

• Second Tranche (upon the completion of the feeding days of the 1st tranche)

• Schools w/ feeding programs under partners-stakeholders shall not be included in the DepEd Program

• Allocation from canteen proceeds maybe utilized for this purpose

• SH responsible for the liquidation of the funds

• In case when the SH cannot be granted new cash advances, SDO shall take over the financial operation
