The district derives its name from its headquarter city Rahim Yar Khan. The previous name of this city was Naushehra which was built in 1875 A.D by Fazal Elahi Halani on the ruins of the ancient Pul-Wadda during the Sumra supremacy in Sindh. In 1881, the Railway Authorities desired to change its name because in the same name a town was also situated in Peshawar district. Consequently, in 1881 to avoid any confusion because of similar nomenclature, Nawab Sadiq Muhammad Khan-IV of Bahawalpur changed the name of the sub-division Naushehra after the name of his first son crown prince Rahim Yar Khan. LOCATION: The district lies between 270 -40' to 290 -16' north latitudes and 600 -45' to 700 - 01' east longitudes. District Rahim Yar Khan has a very hot and dry climate in summer. The maximum temperature touches 49.7C. The minimum temperature recorded is 6.8C. The average annual rainfall in the district is 165 mm.

The district can be divided into three main parts. These are the riverain area, the canal irrigated area and the Cholistan area. The riverain area of the district lies close to the river Indus and Panjnad. To the South West of this area lies the canal irrigated area. The land in this area is higher than that of the riverain area. The approximate height of this area is 150 to 200 meters above sea level. The desert area lies in the South-East of the district. It is called as the Cholistan. It extends into Bahawalpur and Bahawalnagar districts, occupying the South-Eastern part of the two districts. The total population of Rahim Yar Khan district was 3,141,053 as enumerated in march, 1998 with an intercensal percentage increase of 70.6 since March, 1981 when it was 1,841,451 souls. The average annual growth rate was 3.2 percent during this period. The total area of the district is 11,880 square kilometers which gives population density of 264 persons per square kilometer as against 155 persons observed in 1981 indicating a fast growth rate of the district.

The urban population was 616,582 or 19.6 percent of the total population of the district which grew at an average rate of 4.3 percent during 1981-98 and had decreased from 4.7 percent observed during 1972-81. There are three Municipal Committees and five Town Committees in the district.

3 Literacy & Education Attainment

The literacy ratio in the district has increased from 20.0 percent in 1981 to 33.1 percent in 1998. The literacy ratio for males is 43.4 percent as against 21.8 percent for females. The ratio is much higher in urban when compared with rural areas both for male and female.

LEVELS OF ALERTNESS:

With reference the order No. PS (DCO / RYK) -786/09 dated 06-06-2009 by the

District Coordination Officer, Rahim Yar Khan (copy attached) following four levels of

security alertness have been established:

Level-D

100% Presence of whole staff on shift duty in all Departments & Agencies.

The focal persons of all agencies shall ensure officers/ officials posted on duty at the time of security alertness or actually on duty and prepared to discharge the duty.

Level-C

D +

Officers/ officials on call will make sure their mobile phones are on and ready to move to their offices at any time.

Level-B

C + All the officers/ officials on call will report at their concerned offices.

Level-A

(Red Alert)

B + All Officers/officials in vehicles on their positions

and ready to move to incident palace at any time. In case of acute emergency situation everyone

at the incident site.

DISASTER OR CRITICAL INCIDENT:

It is any natural or man made event, civil disturbance or any other occurrence of

an unusual or severe nature that threatens to cause or causes the loss of life or injury to

citizens and/or severe damage to protect lives, meet human needs and achieve

recovery.

Purpose of Disaster Management Plan:

A rapid response to critical incidents and disasters.

A more systematic and routine approach to critical incidents.

Effective coordination among all the agencies involved.

A system for evaluating all critical incidents with the goal of providing improved

plans to protect lives and property as well as reduce exposure to vicarious

liabilities.

Improved public awareness & community training.

Phases of Emergency Response:

1) Mitigation:

It deals with radically the effect of a disaster or emergency as long team

activities to minimize potentially adverse effects of further disasters.

Community Training and Awareness.

Advance Training.

Monthly meeting of District Emergency Board.

Coordination among different agencies to prevent emergencies.

2) Preparedness:

This is the part of plan used to identify operating facilities and resources that

might be needed in response and recovery.

1) District Emergency Board:

The composition of the District Emergency Board shall be (As per notifications

Functions of District Emergency Board:

I. To review and analyze monthly statics related to all emergencies and formulate

appropriate policies and take actions for prevention & mitigation of hazards.

II. To develop effective disaster management and regularly review and assess disaster

management.

III. To identify and coordinate the use of resources for disaster operations.

IV. To ensure information about a disaster in the area is promptly given to the relevant

departments and groups.

V. To perform such other functions as may be assigned to it by the Punjab Emergency

Council to achieve the purpose of Punjab Emergency Act, 2006.

VI. The Board shall meet at least once every month and may co-opt members, if so

required.

2) Disaster Management Coordination Centre (Control Room):

A Disaster Management Coordination Centre working around the clock will

be established at district level for effective coordination & mutual support among the

different departments & agencies.

Functions of the Centre:

RECEIPT OF WARNINGS:

Warnings of a natural disaster (e.g. cyclone, floods, etc) will be issued in

the first instance by the Bureau of Meteorology and the Officer in Charge is

responsible to ensure that the information is immediately forwarded to the Chairman of

the District Emergency Board. In the event of a manmade disaster for which a

warning would not be issued by the Bureau of Meteorology, the designated control

authority (Police, Rescue 1122 etc) is to advise the Chairman.

WARNING DISTRIBUTION:

Upon the implementation of this plan, all public warnings will be distributed

through the Disaster Co- ordination Centre upon recommendation of the relevant control

authority and on the authorization of the Chairman.

PUBLIC INFORMATION:

The distribution of contact or telephone numbers to the public for disaster information will

be the responsibility of and at the discretion of the Chairman.

COORDINATION AMONG DIFFERENT DEPARTMENTS AND AGENCIES:

It will be responsible for the coordination among different departments and

agencies. The required resources will be mobilized and provided at the operational site.

REPORTING:

All responsible organizations are to submit regular situation reports to the

Disaster Co-ordination Centre.

REQUESTS FOR ASSISTANCE:

Any requests for assistance from outside the District are to be made by

the Chairman.

CONFERENCE PROTRACTED OPERATIONS:

If the damage or disruption is of such an extent that operations are to continue

over a number of days, the policy of daily meetings with officers in charge of control

authorities and support organizations will be implemented for the purpose of coordinating

effort and establishing priorities.

4- (a) Role and Responsibilities of Incharges

INCIDENT COORDINATOR (IC):

The District Coordination Officer (Chairman of the District Emergency Board)

will be the Incident Coordinator (IC). In the absence of DCO, The EDO (Rev) will be

the IC.

Responsibilities:

Responsible for over all response Management.

Appoint persons who will serve to other position.

Will establish initial action plan and approve all information to media.

Will assure that contact and resources information has been established

with outside agencies through Liaison Officer.

Provision of resources as needed or requested by the Incharges.

Report to the competent authorities through Information Officer.

INFORMATION OFFICER (IO):

Appointed or designated by the Chairman of Emergency Board or Incident

coordinator.

Responsibilities:

Update the Incident Commander regarding all new information.

Ensure all news release have the approval of the Incident Commander.

Issue an initial incident information report to the news media.

LIAISON OFFICER (LO):

Appointed or designated by the Chairman of the Emergency Board or Incident

coordinator.

Responsibilities:

Liaison among different departments

Help the Incident Commander to liaison with other agencies like Army, NDMA,

etc.

SAFETY/SECURITY INCHARGE:

The Head of Police Department will be responsible for safety and security of the

area, Rescuers and public.

Responsibilities:

Responsible for securing the area.

Responsible for the safety of the area, all the Rescuers and public.

Onsite, he will brief the crew about the hazards & safety Measures.

Ensure that every one is wearing Personnel Protective Equipment (Helmet,

masks etc).

INCHARGE OPERATIONS:

The Leading agency will be the in charge of the operations.

Responsibilities:

Obtain briefing from Incident Coordinator.

Manage and Coordinate among operation teams in incident.

Determine needs to request the Incident Coordinator for additional resources.

Assure team – Task force

Report any substantial Development / Accidents to Incident Coordinator

Maintain a log of all operation activities.

INCHARGE LOGISTICS:

Appointed or designated by the Chairman of the Emergency Board or Incident

Coordinator.

Responsibilities:

Resources arrangement and resources Management.

Will ensure that the required facilities, materials and resources are readily

available for deployment to or at the incident.

Effective planning to ensure adequate and effective availability of required

equipment and resources and that the resource can respond in an organized

manner.

5)-EXERCISES:

Periodically, the District Emergency Board will carry out table top exercises on various

scenarios to assess the procedures in this document. Following a full analysis of the events, the

Disaster Management Plan will be updated accordingly.

6) PUBLIC EDUCATION (COMMUNITY AWARENESS),

COMMUNITY TRAINING AND PUBLIC INFORMATION:

Community Awareness & Community Training:

This is an ongoing awareness programme conducted by the Punjab Emergency

Service (Rescue 1122), the Media, Local Authorities, and NGOs. Included in this program are

the following:

Publications explaining medical/fire emergencies etc, preparedness and emergency procedures.

Publications detailing the measures that should be taken to prevent, minimize and deal with the effects of emergency situations.

Ongoing media campaign to encourage the public to “be aware”. Training for the Volunteers Program by the Rescue 1122. Walks and conferences should be organized for community awareness.

Public Information:

Public information is that information which is passed on to the public prior to, during, and after a disaster, such as warnings and direction. The Punjab Public Relation Department has the responsibility for the dissemination to the public of disaster management information as directed by the Chairman of the District Emergency Board or Incident Coordinator.

When this plan is activated, the Chairman or Incident Coordinator is the official source of public and media information through his Information Officer. All outside media enquiries are to be directed to the Chairman. The Chairman is to arrange for media briefings and interviews with key personnel.
