opportunities with state, national and international judges. Foster effective development for Dressage riders. Support the ongoing integration of Para Equestrian Dressage, Pony, Young Rider, Junior

Rider, Interschool & Young Dressage Horse.

3. Regional development Enhance the growth and development of Dressage into regional WA. Provide opportunities for regional WA to access high quality judges, coaches and officials.

4. Innovations in Dressage Encourage initiatives which have a broad focus that provide an enduring benefit for the

wider Dressage community.

5. Systems & rules Provide transparent and equitable fund allocation processes. Protect the health and safety of horses; riders; officials; coaches; volunteers and spectators. Administer Dressage with fairness, integrity and commitment. Support adherence to:

Equestrian WA, Equestrian Australia and FEI Codes of Conduct Rules and Regulations Risk Management and Horse Welfare Policies

Dressage Judges List for WAThe Australian Dressage Committee requests that organisers please check on the National EA Website to ensure all judges are current before appointing them to officiate. At the time this document went to print, names listed in grey were not current.

Please check the EA Rules for Dressage to ensure that the required number and level of judges are secured for all Official competitions. The Australian Dressage Committee reminds organising committees of the requirement to comply. Where this cannot be followed, some competitions (classes) at the event may be downgraded to Associate.

Recommended Reimbursement for Dressage JudgesTo make it easier for judges and organising committees the Dressage WA Committee recommends the following reimbursement for accredited WA Dressage Judges.Organising committees and judges should discuss reimbursement when the appointment to judge is being made. This will ensure that there are no misunderstandings. Most judges are happy to negotiate with a club with regard to travel and expenses.

Recommended Hourly Rate Judges up to C Level should be paid $30.00 per hour for their judging time with a minimum

of $70.00. FEI, A and B Judges should be paid $35.00 per hour for their judging time with a minimum

payment of $70.00.

Recommended TravelAfter the first 50kms (for the round trip) travel should be reimbursed at 50c per kilometre.

4. RULES AND REGULATIONSGraded Competitions

All Dressage events are conducted and scored under the current Rules for Dressage (EA & FEI). It is the responsibility of all competitors, judges and event organisers to be in possession of the current EA & FEI Dressage Rule Book, and to know the rules. The Rule Book is available from the National EA Office or can be downloaded from the EA website – www.equestrian.org.au

Dressage TestsEA Dressage Tests can be downloaded from the EWA Website.

Entry Forms Specific entry forms are required for the Autumn Dressage Festival (including State

Championships), Spring Dressage Festival (including Dressge Horse of the Year and Associate Championships), and the Bluefields Rising Star Competition. Entry forms for these competitions are available from the EWA website – www.equestrianwa.org.au

All entries must be on the CURRENT OFFICIAL ENTRY FORM.

Start LevyThe Dressage Development Fund Start Levy (inc GST) will remain at $7.00 for the first test and a maximum of $12.00 for 2 or more tests per horse per day.

Performance CardsEvery Official competitor must be able to produce a membership card and the horse’s Dressage Performance Card stamped valid for 2012 if requested by the organisers. It is the competitor’s responsibility to complete the Performance Card.

Bridle NumbersThe purpose of the bridle number is to identify horses for official competition.

Bridle numbers are life identification numbers for the horse and are not transferrable unless approved by the EWA Office.

Numbers are to be worn on both sides of the either the bridle or saddle blanket. Bridle numbers are COMPULSORY and riders without bridle numbers may be eliminated. Bridle numbers are NOT required for Associate Competitions (classes).

Young Rider, Junior and Pony Competitions (Classes)Young Riders and Juniors may compete in Open competitions (classes) to gain grading points according to their placing in these classes, or where they are offered, in Young Rider or Junior competitions (classes). Organisers should be aware that Young Riders and Juniors in the Open draw are not to be listed separately. Separate classes for Pony may be offered at all levels in Official Competition, however to achieve grading points, Ponies must compete in Open Competition. In Associate Competition separate Pony classes are optional.

Open Young Rider A rider may compete as Open Young Rider from the date they turn 16 years up to and

including the end of the calendar year in which they turn 21 years. Young Riders who compete in Open competitions (classes) can gain official grading points. Riders must be full financial Senior or Junior members of EWA

Scale of MarksUnder both the FEI and EA rules, the scale of marks is as follows:

10 – Excellent 9 – Very Good 8 – Good 7 – Fairly Good 6 – Satisfactory 5 – Sufficient 4 – Insufficient 3 – Fairly bad 2 – Bad 1 – Very bad 0 – not executed

The marks 10 and 0 must be awarded where the performance warrants their use. Judges should state reasons when giving marks of 5 and below. ‘Not executed’ means that nothing of the required movement has been performed.

Downgrading of Horse/Rider CombinationsRefer to the current EA Dressage Rules. A fee of $100 must accompany the Downgrading Application Form.

Health & Safety

ArenasRefer to the current EA Dressage Rules.

Headgear Riders over 18 years must wear an approved helmet up to and including Medium Level. As

per EA & FEI rules at higher levels. Riders under 18 years must wear an approved helmet as per EA & FEI rules for any level in

the warm-up and in each competition.

Insurance Requirements for HelmetsSome insurers impose the following requirements:

‘All persons on horseback at a club are required to wear a recognised safety standards approved helmet at all times. It is requested that helmets be of a dark colour.’

The onus is on clubs to comply with the insurance requirements regarding helmets. Any club that allows a rider to ride without a helmet will not have any insurance cover for any claims that may arise and will be held liable.

Riders are also to understand that their EA member’s insurance may be rendered void in the event of an accident/injury, wherever it may occur, if they are found not to have been using an approved helmet.

Helmets marked as follows are approved for use:o AS/NZS 3838:1998 (Australian and New Zealand Standard)o EN 1384 (Current European Standard)o ASTN F1163 (Current US Standard)

Arena Etiquette

Risk Management for Organisers Medical Assistance at events. Ideally an ambulance, a Medical Practitioner, or at the very

least a First Aider will be at the grounds and on call for the duration of the event. Likewise for a Veterinarian

Riders should remove horses which are upsetting others from the warm up area An Official may be asked to request removal of any horses upsetting others Horses are to be lunged in the designated lunging area set aside by the organisers

When using the warm up area at a competition, riders need to be aware that some horses may be quite inexperienced &/or easily upset. They must always consider the safety of other riders. They must allow riders the opportunity to give their horses the best preparation they can for their tests.

The more progressive (faster) gait has priority both on the outer track and in figures, ie: Canter has priority over trot; Trot has priority over walk.

Riders should keep out of the way of traffic when at halt, dismounting, adjusting gear or ‘chatting’.

Counter canter has priority over other gaits Lateral work has priority over normal gaits Lower level horses should not disturb the warm up of higher level horses (unwritten

ground rule based on the current EA Dressage Rule Book)

Please avoid:1. Passing close to &/or heading straight at other horses2. Hitting your horse hard when close to other horses3. Accelerating rapidly in canter when close to other horses4. Walking on the arena track (walk on an inner track instead)

RIDERS ARE OBLIGED TO FOLLOW THE EA CODE OF CONDUCT AT ALL TIMES WHEN AT COMPETITION VENUES

Bullying Policy

Disciplinary action will be taken against those who have bullied others at events run under the auspices of Dressage WA and dressage WA Promotions Inc.What is Bullying?Bullying is any inappropriate behaviour using force or power. Welfare of the HorseFor organisers – Heat Guidelines for Dressage Competitions

Welfare of horses must take precedence over all other demands (p8 EA Dressage Rule Book 2011)

Heat OverloadThe impact of heat and humidity on Dressage horses has been poorly understood by many in the industry in Australia. There have been instances of horses dying and/or requiring intensive veterinary care following Dressage competition or clinics in such conditions in Australia. Heat overload (heat stress or even heat stroke) occurs when an individual cannot shed sufficient heat to maintain a normal core temperature (38 ̊C for a horse & 37 ̊C for a person).

At the last Olympic Games in Hong Kong, strategies to ensure the welfare of performance horses in hot weather were effective. Equestrian events ran from 7.00am-11.00am and from 5.00pm-10.30pm. Strategies similar to the FEI’s, based on Dr David Marlin’s definitive research are adopted in this policy. He recommends:

o Alteration of time of day or time of year at which an event is runo Reduction in overall effort (shorter warm up, shorter distance, less jumping efforts, etc)o Education of riders, grooms and officialso Provision of shadeo Provision of adequate means of cooling horses

WGBT (Wet Bulb Globe Temperature) is now the most widely used index of heat stress in the world. It factors in all key elements - temperature, humidity, wind speed and solar radiation. It is used by scientists, athletes, the military (including the Australian Defence Forces) and most leading industries in the workplace. The standard daily forecast (Bureau of Meteorology) is a much less reliable gauge for the risk of heat stress, as it is based only on air temperature in the shade. The temperature for horses and riders warming up and competing in the sun, and for judges in cars, will be much higher than this.

Mandatory cooling facilities are required for events held in January & February between 11.00am and 5.00pm

The following are mandatory for events held between 11.00am and 5.00pm in January & February, (except on the South coast):

A. At least 2 wash bays for each arena running testsSo horses can be aggressively cooled

B. Free ice – ad libAn abundance of bags of ice for ice boots or for riders to add to water to cool horses after exercise

C. A shaded area with misting fans For recovery

D. An equine veterinarianPlease note these requirements are well below those required at an FEI Event – see Appendix D.

Events in January & February should be held between 7.00 -11.00am and/or 5.00 -9.00pm (except on the South coast). Organisers may prefer to run from 5.00pm Saturday and 7.00am Sunday. Strategies required for any events where the WGBT forecast is 33º C or more

Advanced and FEI level competitions – to be run in the coolest part of the eventSchedule the most demanding tests when it is cooler. The lower level competitions generally make lower demands on horses.

1. PA announcements – frequently repeated a) Explanations of the 6 Minute Threshold in any demanding exercise, (not just Cross country

exercise), as being pivotal in heat overload

b) Encouraging riders to pre-cool their horses by hosing them to place lower demands on the horses’ cooling systems while they work

c) Encouraging abbreviated warm ups to lighten the load on horses’ cooling systemsd) Explanations of aggressive cooling until the horse’s temperature returns to 38º C (see App A)e) Encouraging use of ice and a shaded area with misting fans, to cool horses after exercisef) Encouraging ‘Summer Dress’ – no jackets or vests. Mandatory for riders under 18 yearsg) Encouraging hydration of every horse with cool clean water, salt and electrolytes

2. Shaded areas for officials

Aggressive coolingUse aggressive cooling where a horse’s temperature is elevated after any demanding exercise such as Dressage or Cross country where the WBGT Index is high. It includes use of ice boots, repeatedly applying bucketfuls of ice cooled water, and/or repeatedly hosing & immediately scraping water as it warms on the horse’s body,

Apply cooling to the jugular vein (underside of neck), the femoral arteries (between hind legs) and the heat sink (lower abdomen). Aggressive cooling should not cease until water is no longer heating up on the horse, or until temperature checks show the horse’s temperature is back to a healthy 38º C, (rather than heading up to a dangerous 40º C).

Anhydrosis in horses (‘drycoatedness, or ‘the puffs’) If a horse is worked on a hot day and has a dry coat or only patchy sweat, this could be cause for great concern – the horse could be losing the ability to shed heat (anhydrosis) - it could have a faulty or a completely broken cooling system. When a horse ‘pants’ – it is suffering heat stress, and requires immediate cooling. ie the horse may suffer heat stroke and collapse.

Dressage Horse of the Year Leaderboards (DHOYL) Points for this leaderboard will accrue from 1 August 2011 to 31 July 2012.

Horses will accrue points at DHOY Leaderboard Rounds designated by Dressage WA.

Points will be gained at Dressage Horse of the Year Leaderboard Rounds, listed on the EWA website under webpage as DHOYL Rounds, www.equestrianwa.org.au – Sports – Dressage – Dressage Leaderboards

DHOY Leaderboard Winners - The horse and rider combination in each grade with the highest total number of points from the DHOYL Rounds will be eligible for the title of DHOY Leaderboard Winner for that grade. To be awarded a rug and rosette at the Spring Dressage Festival, the competitor must participate in the mounted presentation. A tie in overall Leaderboard result at any level - where there is a tie between two or more horses in any overall DHOY Leaderboard, the horse with the highest total aggregate of percentages will be placed ahead. In the event of a further tie, the competitor with the highest aggregate percentage is the winner.

Dressage WA is generously sponsoring the 2012 Dressage Horse of the Year Leaderboard (DHOYL) for horses and ponies.

Conditions of Entry Horses must be currently registered with Equestrian Australia and hold a current Dressage Performance Card when competing. Riders must be current financial members of EA. Points may only be accumulated by the same horse and rider combination. No maximum age restriction on horses will apply.

Dressage Horse of the Year (DHOY) Finals Two Final Rounds will be held at the Spring Dressage Festival for each level

Dressage Horse of the Year – the two Final Round competitions will be open to any horse with a Dressage Performance Card. There will be no qualifying requirement unless there are more than 35 entries per competition.

The two DHOY Final Rounds at the Spring Dressage Festival will each earn double points.

Champion and Reserve Champion DHOY – Points from each of the DHOYL Rounds and both of the two DHOY Final Rounds will be totalled for each horse and rider combination in each level. The combination in each level with the highest number of points will be the Champion DHOY for that level, including each FEI level. The combination in each level with the second highest number of points will be the Reserve Champion DHOY for each level, including each FEI level.

The Champion and Reserve Champion Dressage Horse of the Year in each level will be announced at the Spring Dressage Festival. Champions and Reserve Champions for the Dressage Horse of the Year are to attend the presentation at the Spring Dressage Festival mounted to receive their awards. Champions in the Dressage Horse of the Year for each level will be presented with a winner’s rug and rosette.

For DHOY competitions horses must be currently registered with Equestrian Australia when competing. Riders must be current financial members of EA. Points may only be accumulated by the same horse and rider combination. No maximum age restriction on horses will apply.

Where entries exceed 35 per competition, balloting will occur as explained on the Schedule for the Spring Dressage Festival. A Reserve List will be maintained where balloting occurs, and in the event of withdrawals, places will be offered to those on the Reserve List.

FEI – the rules for the 2 Final Round Tests follow: At Prix St Georges (PSG) there will be two straight PSG level tests, including an additional

PSG level test (see website). No freestyle will be required for DHOY at PSG level. At Intermediate I the second round will be the Intermediate Freestyle. At both Intermediate II and Grand Prix levels, the second round will be the Grand Prix Kur.

Associate Leaderboards are awarded to Associate Member riders. Where there are 3 or more competitors in a level, there will be an award for the Associate Leaderboard Champion.

Helper Fee - a refundable Helper Fee will be required from all riders at the ADF

For the event, a $40 compulsory helper fee and information on the helper must accompany the entry. Riders may choose to ‘self help’ or supply the name, phone number and/or email address of a person who can help for one session of at least two hours over the event. The $40 will be refunded on the day once

your helper is allocated a task and it is completed or you carry out your self-help task or you supply the name of a helper who may not be needed.

DWA Volunteer AwardsDressage could not function if it was not for the many volunteers who give up their valuable time to run competitions and contribute to the discipline.
