Sealed tenders super-scribed “Tender for Laboratory Equipments” and affixed with revenue stamp
worth Rs. 2/- are invited from reputed Principal Manufacturers/Stockists/ Registered Firms/
Authorized Distributors having valid GST NO. for supply of various laboratory equipments for the
various projects in the Division of Animal Biotechnology, SKUAST-Kashmir, Shuhama. The Tender
Document with details regarding the Equipment along with the Terms and Conditions can be obtained
from the office of the undersigned on non-refundable payment of Rs. 500/- (Rupees Five hundred
only) payable to Head Division of Animal Biotechnology, FVSc & AH Shuhama (Downloaded
tender documents shall be accompanied with a DD/Cheque for Rs 500/- in favour of Head,
Division of Animal Biotechnology, FVSc&AH, Shuhama). The tenders, accompanied by a CDR
(Amount in Rs. is given against each Equipment) pledged to Asstt. Comptroller,FVSc & AH
Shuhama refundable after the successful supply and installation, should reach the office of the
undersigned by or before 10th
February, 2020 upto 4.00 PM. The Tenders should be sealed in
separate envelops for each item/equipment with name of the equipment and name of the Project
written clearly on the envelope. The tenders will be opened on next working day in presence of the
tenderers who wish to remain present. The Purchase Committee reserves the right to accept or reject
any or all the tenders without assigning any reason thereof. The tenderers shall have to quote the rates
on the Tender Document itself, and the additional features of the items/equipment’s being offered can
be mentioned in the appropriate column and also in the space provided underneath each
item/equipment in the Tender Document.

Terms & Conditions- Annexure II
1. Tenders found deficient in any of the following will be summarily rejected:
• CDR for specified amount as indicated in NIT;
• Make and/or Model along with Cat. No.
• Documentary evidence of ISO/BIS certification of principal manufacturer;
• Letter of authorization by dealers and suppliers from principal manufacturer for this particular tender
and
• Registration (attested copy) of GST No. of the firm for supply/ dealing with laboratory equipment’s
and Machinery.
• Latest tax clearance certificate
2. Terms of Delivery:
• Rates shall be quoted and the delivery made at destination (Division of Animal Biotechnology,
SKUAST-K, Shuhama); for imported items, custom clearance charges shall have to be borne by
the suppliers; freight to be paid to consignees destination.
• Excise Duty: - The University is registered with the Department of Scientific and Industrial
Research (DSIR), Ministry of Science and Technology, Govt. of India and has been exempted
from payment of Excise duty on items listed in Government Notification No. 10197 Central
Excise dated March 1, 1997, as amended from time to time.
• Customs Duty:- The University is registered with DSIR and has been exempted from payment of
Customs duty in terms of Govt. Notification No. 51/96 Customs dated July 23, 1996 as amended
from time to time.
• Other Taxes: - As applicable at the time of delivery of the items (University/ SKUAST-K is
exempted for GST vide J&K Finance Department notification dated 15th
Nov., 2017 issued
vide No. ET/Estt/GST/119/2017 part-II dated 15-11-2017).
• Delivery Period: - Supply order shall be executed within 4 weeks after the issuance of the supply
order.
• No advance payment will be made.
• Payment of the bills for supplies made shall be released subject to following conditions:
The equipment/ machinery etc. supplied should be strictly as per the make/ specification indicated
in the supply order.
The working/ performance of the equipment shall be accessed by PI and verification committee
constituted for the purpose by the Competent Authority of the University. The aforementioned
Committee shall record that an equipment has been duly inspected and found as per the
specification and make/ model ordered for and has shown satisfactory working performance
during demonstration.
• The payment shall be released only after installation and demonstration of satisfactory working
and/or performance of the installed equipment for at least one month.
• Warranty: - The equipment shall be covered by a warranty period of one/two year from the date of
its satisfactory Installation at consignees’ place. During the period of warranty, the suppliers will
provide free servicing and repairs to the equipment. This includes the transportation expenditure
incurred for such repairs.
• If any equipment/ machinery supplied are found to have any manufacturing defect and/or bad
workmanship, the equipment shall be replaced at the sole risk and responsibility of the supplier.
• Penalty: - In case the firm fails to supply the equipment/ machinery etc. as per the supply order,
make/ specification within the stipulated period, the Competent Authority of the University will
be at liberty to forfeit the CDR and impose any other penalty, as may be deemed fit in case of
such eventuality.
• CDR will be released in favour of successful tenderers on completion of supplies and verification
of satisfactory performance.
• Jurisdiction: - Any dispute arising between parties (University and Suppliers) shall be settled
within the jurisdiction of Kashmir Division of J&K Union territory.
