2. MINIMUM NEED

The University of the District of Columbia - Office of Strategic Sourcing and Procurement on behalf of the Community College- Office of Workforce Development has an immediate need for a Ventilator.

3. ESTIMATED REASONABLE PRICE

$13,679 .55

4. FACTS WHICH JUSTIFY A WARD TO OTHER THAN A CERTIFIED SMALL BUSINESS ENTERPRISE (SBE) OR CERTIFIED BUSINESS ENTERPRISE (CBE) CONTRACTOR

a. According to DC Official Code Section§ 2-354.04 ; Title 8 D.C.M .R. Chapter 30 §3019 a contract may be awarded through noncompetitive negotiations when there is only one source for the required good or service.

b. Philips Healthcare offers a broad range of invasive and noninvasive ventilators that span the continuum of care and support the needs of the patient and care providers in the hospital and the home environment. Their solutions are targeted to deliver an optimal clinical and patient experience that can help care providers and health systems as they navigate complex and changing patient conditions and care settings when treating respiratory insufficiency .

c. Philips Healthcare is the only authorized seller of the Respironics V60 Ventilators.
