Dallas ISD Student Outcome Goals - AE(LOCAL)

STUDENT OUTCOME GOAL 1

Student achievement on state assessments in all subjects in Domain 1 will increase from 46 to 58 by June 2024.

STUDENT OUTCOME GOAL 2

Student achievement on the third-grade state assessment in reading at the Meets performance level or above will increase from 40 percent to 56 percent by June 2024.

STUDENT OUTCOME GOAL 3

Student achievement on the third-grade state assessment in mathematics at the Meets performance level or above will increase from 45 percent to 56 percent by June 2024.

STUDENT OUTCOME GOAL 4

The percent of graduates who are college-, career-, or military-ready (CCMR) from Domain 1 will increase from 42 percent to 56 percent by June 2024.

STUDENT OUTCOME GOAL 5

Middle-grade (grades 6-8) student achievement on state assessments in all subjects in Domain 1 will increase from 40 to 50 by June 2024.

HOW WE APPROACH THE WORK1. Racial Equity OfficeThe Racial Equity Office (REO) will continue to provide resources for academic support, student advocacy, and other evidence-based best practices for achieving racial and educational equity through FARE including ACE, AIM, and HPC. The REO leads the building of staff capacity, skills, and competencies in racial equity through a comprehensive professional development plan, and targeted infrastructure improvements to school communities impacted by historical racial inequities (CRI).

2. Theory of Action: Managed Instruction with Earned EmpowermentDallas ISD will continue to implement the Theory of Action (TOA) with the Local Accountability System (LAS) which includes a focus on extra-curricular engagement. The Theory of Action includes each division’s standards of service, managed foundation, and earned autonomies. Additionally, the TOA encompasses the Master Principal designation for campus administrators who rank highest on growth, student achievement, and climate. Schools earn autonomies based on their LAS ratings, while Master Principals receive rewards and recognitions.

3. Strategic Compensation: Teacher Excellence InitiativeHCM will continue to support TEI compensation in which eligible teachers receive thegreater of:

a.) pay increases through earned effectiveness level changes,b.) compensation level changes orc.) board-approved increases.

Increase access to highly effective teachers at ACE and High Priority (HP) campusesthrough Teacher Incentive Allotment stipends for eligible employees.

4. Public School ChoiceExpansion includes thirteen additional choice schools: two Transformation Schools, eightInnovation Schools, and three Innovation Pilot Programs.

The thirteen schools are Dr. Martin Luther King Jr. Arts Academy (T), Downtown MontessoriAcademy (T), Hall ES PL (I), Hogg ES New Tech (I), Ireland ES Expeditionary Learning (I),Marsalis ES STEAM (I), Moreno ES STEAM (I), Peeler ES IB (I), Richardson ES PL (I),Quintanilla MS STEAM (I), Bowie ES Global Service Learning (Pilot), Hill MS International &Global Leadership (Pilot) and North Dallas HS Design Thinking (Pilot).

5. Student CenteredEarly Learning: For 2020-21, the new focus area will be launching the Kinder to 3rd HB3Reading Academies, to improve literacy knowledge, instruction, and outcomes. Continuedfocused areas include: increasing enrollment, primarily through expanded PreK partnerships;refining implementation of the literacy and social studies standards curriculum; improving overallPreK and K-3 classroom quality.

Achieving in the Middle: The district has several strategic initiatives and programmatic updatesto address academic and the social-emotional needs of middle school students.

P-Tech/Early Colleges: To date we have over 79 industry partners for our 18 P-TECHcampuses. Each instructional pathway is paired with one or more industry partners. Ourcollective goal is to continue to positively impact district CCMR outcomes by increasing thenumber of students earning an associate degree annually.

Career Institutes: To date, two of four Career Institutes have launched, with a third in August2020. Students will receive real-world learning experiences in high-wage, high demand careerpathways, such as Construction, Aviation, Cybersecurity, and Industrial Robotics. Our goal is forstudents to receive multiple industry certifications and employment offers immediately upongraduation in living wage positions.

6. Culture and ClimateSocial and Emotional Learning: Dallas ISD will continue focusing on four key

implementation elements: a) culture and climate, b) SEL integration into learning content,

c) Signature Practices, and d) SEL skills instruction, where SEL practices are explicitly

taught. Consistent implementation of SEL practices and approaches results in highly

engaging, mutually respectful, safe, and collaborative learning environments for both

students and adults in every school.

Parent and Community Engagement: All campuses and central office departments are

committed to growing and enhancing the opportunities for parents and the community to

engage with our schools, to provide safe and welcoming environments, and to provide

opportunities for meaningful dialogue with district leaders. Effective marketing and

communication of the numerous opportunities available for students in our schools is

critical to retain and recruit families to Dallas ISD.

Mental Health Services: Dallas ISD is reorganizing and strengthening our student

services under Mental Health Services Department. The reorganization will allow for a

more cohesive flow of the continuum of services and is also providing additional personnel

in order to serve more students and reduce wait time for services.
