Neutral Observer Policy
• The Association expects to implement an election observer program to support the conduct of district (single, sub- and multiple) elections effective July 1, 2016.
• The policy covers the following specific areas:• Selection of Observer• Qualifications• Requests• Fees• Responsibilities• Reporting

•Qualifications•Prior Experience serving as a member of the International Board of Directors
•Familiarity with local custom

•Request for Observer•At request of C&BL Committee•At request of a candidate at least 15 days prior to the convention.
•At request of a District Governor at least 15 days prior to district convention

Fees•US$1000.00 or its equivalent assessed to the district
•May be reduced by C&BL Committee •May be refunded less $250 if no observer is appointed
•Housing and meals paid by the district
