District 2 AAAAAA MISSION STATEMENT

To establish policies, regulations, and rules for the member schools in District 2 AAAAAA. Provide the opportunity for all students-athletes to participate and succeed in inter district competitions and have a meaningful experience learning the skills and rules of a sport. Also, understanding team work and dedication, demonstrating sportsmanship, citizenship and the aspects of “Compete with Class”: Respect, Integrity, and Responsibility.

MEMBERSHIP The voting members of the district are the principals of the member schools or their designee. Typically, the Athletic Director is the designated voting member. Each member school is allowed one vote in any issue changing policies or the Handbook.

OFFICERS OF THE DISTRICT The members of the district will select two officers: A Chairperson and a Secretary-Treasurer. Those officers may be selected from the current members of the district, a past member of the district, a current or past financial officer, or persons recommended by the member schools. The term of those officers is a one-year term and is annually voted on by the members at the fall meeting each year. Other invited participants to meetings will include Principals and School District Administrators from multi-school districts that are members of the district. Duties of the District Chair are outlined in subsequent pages of the handbook.

PURPOSE OF THE DISTRICT To provide competitive scheduling with the member schools, to determine district placement, to provide end of season tournaments (when warranted), to provide awards and recognition for outstanding student-athletes by the selection of all-district teams and recognition for outstanding academic achievement. To fund necessary facilities, awards, and trophies for district events.

THE PURPOSES OF THE DISTRICT ATHLETIC PROGRAM FOR THE PARTICIPANT SCHOOLS IS TO:

A. assist, advise and aid the private and parochial schools in organizing and conducting interschool athletics; B. Devise and prepare eligibility rules that will equalize and stimulate wholesome competition between schools of similar size, and reinforce the curriculum; C. Regulate competition so that students, schools, and their fans can secure the greatest educational, social, recreational and aesthetic benefits from the contests; D. Reinforce the concept to all participant schools that athletics is an integral part of the educational program; E. to preserve the game for the overall benefit of the contestant and not sacrifice the contestant to the game; F. to promote the spirit of good sportsmanship and fair play in all contests;

G. Promote among the players, schools, and fans a spirit of friendly rivalry and a respect for the rules. H. Forward the concept of accepting decisions of sports officials without protest and treating officials as co-partners in the educational process of competition.

The Athletic Code

The Athletic Code and the Athletic Code for Coaches carry the force of rule. Member schools, participant schools and/or covered school district personnel who violate any of the provisions of these codes will be subject to penalty. A. THE ATHLETIC CODE. The general Athletic Code means to: 1. Play the game in the spirit of fairness and sportsmanship, observing all rules, both in letter and intent. 2. Coach and sponsor the teams and individuals without resorting to unethical tactics, trickery which attempts to skirt the rules, or any unfair tactic which detracts from sound educational principles 3. Accept decisions of sports and school officials without protest, without questioning their honesty or integrity, tp extend protection and courtesy to sports officials from participants, school personnel, remembering that officials are guests. 4. Regard opponents as guests, putting clean play and good sportsmanship above victory at any cost. Win without boasting or bravado and losing without bitterness. Victory is important, but the most important thing in sports is striving to excel and the positive feelings it fosters between those who play fair and have no excuse when they lose. The development of recreational aspects and developing positive human relationships should be stressed in all competition. 5. Provide information or evidence as soon as possible regarding eligibility of any contestant or school to the local administration and then to the proper district executive committee. To withhold information is considered dishonorable and contrary to good sportsmanship. 6. May not provide inducement for athletic purposes. Inducement means to encourage a student to change schools for the purpose of participating in NMAA and District activities by offering the student or the student’s playing time or team positions, payment to families or parents, waiver of tuition/fees, transportation, a job, or other valuable consideration to induce the student to enroll in a participant school. 7. Avoid tampering with students whether the student is enrolled in a NMAA or other school.

B. THE ATHLETIC CODE FOR COACHES. The code for athletic sponsors includes the principles described in the coach’s code includes: 1. Being aware of, understanding, and following all rules governing the competition for which the coach is responsible. 2. Informing one’s direct supervisor IMMEDIATELY by phone or electronic communication, and in writing the next day after a contest if the Coach is ejected from that contest for unsportsmanlike actions, or, in football, if given three 15-yard unsportsmanlike penalties during one contest, knowing that such conduct requires automatic penalty. 3. Abstain from removing a team from a contest in protest. 4. Treating athletes based on what is best for the education, general welfare, and health of the student. 5. Professional loyalty to other coaches, the school, the district, and the state 6. Adhering to in season and out of season practice regulations. 7. Adhering to policies which do not force athletes to specialize or restrict them from participation in other sports. 8. Not allowing students to participate in one school sport without requiring, as a prerequisite, participation in another school sport. Coaches should encourage and fostering multi-sport participation 9. Abstaining from any practice which would bring financial gain to the coach by using a student’s participation in a camp, clinic, league, or other non-school athletic event. This includes a rebate for each player sent to a particular camp or from each player using a particular product. Coaches shall not charge a fee for private instruction to student athletes during the school year and adhere to regulations regarding charging fees for private instruction. Restrictions on out of season student-athlete contact are outlined in the NMAA handbook. 10. Abstaining from any practice that makes a student feel pressured to participate in non-school activities. 11. Avoiding any coaching practice which would endanger the welfare or safety of any player. 12. Emphasizing the academic progress of all participants by a regular, documented check of their academic standing, both in season and out of season. 13. Scheduling games and practices to avoid unnecessary loss of study or class time. 14. Utilizing the best and most current teaching, coaching, and training methods through affiliation with professional associations and publications.

15. Abstaining from any practice that solicits teachers to modify a participant student’s grade for eligibility purposes. 16. Avoiding any actions that encourage, condone, or tolerate the use of performance enhancing drugs by any student athlete. 17. Emphasizing a chemical awareness program that informs and educates students of the damaging effects of anabolic steroids and other illegal drugs. Provide educational leadership on the ill effects on athletic performance due to the use and abuse of any drugs, alcohol, or tobacco products 18. Disclosing to opposing schools any known conflict of interest with an assigned sports official prior to a contest. 19. All coaches must complete all district and state requirements and obtain a coaching license prior to any coaching or other contact with student-athletes. This includes necessary paperwork, required courses, and background checks. 20. Individuals who are under suspension or are ineligible to coach in recognized athletic leagues (School District and/or NMAA) are not eligible to participate as Athletic Director, Coach, Assistant Coach or other such capacity, whether paid or unpaid for these services. 21. Coaches are reminded that they are educators and serving in the capacity of mentor and role model. Any behaviors, personal characteristics, or habits that may affect student-athletes and parents in a negative manner are to be restricted to a person’s private life. This includes but is not limited to the use of tobacco products, the use of drugs, the use of foul or offensive language or behaviors, any actions or behaviors that potentially may harm or endanger the safety of students, fans, parents, coaches, officials, school personnel, or colleagues. 22. Athletic Directors and Coaches are to adhere to polices outlined by their immediate supervisors, the school district, and the state athletic association.

PREFACE

This handbook is the official publication of District 2 AAAAAA in conjunction with the New Mexico Activities Association. It is designed to assist administrators, coaches, and participants with the operation of this district for both Boys’ and Girls’ Athletics. Schools are urged to make this handbook available to those responsible for conducting the various athletic programs sponsored by this district who, in turn, should review all rules and regulations of the district and NMAA with the student athletes. The schools of District 2 AAAAAA must always strive to improve sportsmanship, teach character and citizenship, maintain high academic standards, and provide a safe, fair, an equitable opportunity for participation and competition. The purpose of the district is to:

DISTRICT MEMBERSHIP

1. All Schools within the District are members. Each school is represented by the Principal or designee (Athletic Director) and each school has one vote.

2. The Chairperson and Secretary/Treasurer are selected by the member schools and serves at the discretion of the members. Chair term of two years may be extended.

3. If the Chair is not a principal or designee, they are a facilitator and not voting member.

DUTIES AND RESPONSIBILITIES OF DISTRICT CHAIRPERSON

1. To understand and practice the interscholastic objective. 2. To contribute to the improvement and updating of the total athletic program for the entire state. 3. To constantly be aware of and responsive to the needs and desires of every school in our district. 4. To survey the district schools, obtaining agenda items for the fall and spring meetings. 5. To familiarize yourself with the Sportsmanship Manual and conduct the nomination process

at the appropriate time. 6. To possess an understanding of the NMAA Handbook and be willing to promote/implement all activities as necessary. 7. To be ultimately responsible for any District/Regional Event/Tournament or Playoff

involving any District 2 AAAAAA School. 8. To respond to the NMAA office on reports, financial statements, investigations and general

information needed by that office. 9. To assign a Recording Secretary to take accurate notes and minutes at District Meetings to be typed and distributed to member schools and the NMAA. 10. To see that the District Handbook is updated yearly and on file in the NMAA office. 11. District Chair will order, buy and distribute all District Team Trophies, All-District

Certificates and any individual medals for individuals. 12. To see that the District Championship Host School names and identifies a Tournament/Meet Director, for each District Tournament, to make sure it is organized and run properly. 13. Conduct referenda for any handbook changes - (See item I. E., page V) 14. Stipend for District Chair (AD) pay 1/2 during the 1st semester and pay the remainder during the second semester.

a. Also pay .40 per mile for travel (if requested by District Chair) b. Up to 75% of EOY balance not to exceed $2,000 – (District Chair)

c. Payment of $1000.00 for the District Secretary/Bookkeeper 15. Every two years there will be a nomination and vote for the District Chair

Position. The current Chair may be renominated. In case of a vacancy the emergency procedure on pg. V rule I. F. will be followed.

16. The District Chair will submit a financial statement to each member school at the first District meeting of each new school year, it is recommended to inform the members at the spring meeting as to the financial states of the district.

GENERAL INFORMATION - DISTRICT 2 AAAAAA

I. MEETINGS - The District will hold two mandatory meetings per year.

A. The fall meeting will be held after Labor Day in September at a time and a site to be determined by the District Chairperson. This may be a luncheon meeting to be

paid for from District funds. (All meetings will be held upon agreement from the members).

B. The spring meeting will be on the after the Boys State Basketball Tournament in March at a time TBD at a site to be determined by the District Chairman. (All meetings will be held upon agreement from the members).

C. Other meetings may be called by the chairperson or by the majority of the district schools. D. Each Athletic Director and/or school principal are strongly encouraged to attend.

E. Major changes to the District Handbook will be discussed during District Meetings (A, B or C of the above) and voted on at the Next meeting, or upon written votes submitted to the District Chair. Minor changes may be made at regular meetings. Emergency changes may be mailed or faxed on referendum at the chairperson’s discretion. Ballots are to be returned by the posted date identified by the chairperson.

II FINANCE

A. Each new school will be accessed $500.00. There after, each school will be assessed $300.00 at the beginning of each academic year for district expenses. 1. This money, as well as any tournament profits, is deposited in a District 2

AAAAAA account by the district chairperson or Secretary Treasurer 2. This annual assessment may be wave upon agreement of the member schools

based on the financial status of the district at the conclusion of a school year. B. District money, as determined by the membership, may be used for expenses such as:

Awards, Meetings, Handbook, Printing, Tickets, Pay to Officials of Tournaments, Pay to Administrators of this District, i.e. Chairperson, secretary/treasurer, Tournament and Meet directors.

C. Money will be evenly distributed to District member schools at the end of the year based on profits, projected expenditures, and upon agreement of all athletic directors

D. The District Chairperson will administer District checks for all District tournament personal. Amounts and personal to be paid will be: Will be determined by the NMAA. These fees will include: Officials, worker compensation, and Gym masters.

E. All Checks will require two signatures: District Chair and the Secretary/Treasurer In the event that the chair is not available another district member may sign a check.

F. ATHLETIC TRAINERS: Will follow NMAA Guidelines for pay. Any trainer assigned to a facility other than their own will be compensated according the standard NMAA pay allocations.

III. DISTRICT TOURNAMENTS/ DISTRICT MEETS A. Admission for District Tournament /Meets will be determined by NMAA. B. The host school will honor all Administrator and Coaches passes. C. Drill Teams and Cheerleaders in uniforms will be admitted free. D. District Tournament Tickets will be provided by the District

E. All tournament workers will be paid according to the Pay Schedule in the back of this Handbook.

F. All District/ Academic teams will be selected by the coaches prior to State Playoffs. Forms to be used are found in back of this manual.

G. District teams must submit a roster including coaches and managers at the district meeting to insure that team personnel may enter for district contests.

H. Cheerleaders and Dance/Drill teams must be in uniform and have a sponsor present to attend district contests.

IV. REPORTING

A. Schools hosting a District Tournament/ Meet must file a financial report with the District Chairperson.

B. All District records, results of District meets, tournaments, and All District selections are to be sent to the District Chairperson immediately after the event. V. AWARDS A. Team: Championships will be awarded for all recognized district sports where head to head play or competition is part of the district schedule. Standardized trophies will be purchased by the District Chairperson (or designee) for first place in all team sports. District Event tournaments or meets will be awarded First Place Trophies (ie. CC, Track, Golf). No school or individual will purchase District trophies or awards without permission from the District Chairperson.

B. Trophies will be awarded at the final game/match of the season (if possible). In events when a district tournament is held, the trophies will be presented at the end of the tournament. When a playoff game/match is used to determine seeding in the district tournament, both teams will receive a first place trophy. A District Tournament trophy will also be presented at the conclusion of the tournament.

C. All-District/Academic: All-District/Academic teams will be selected by the district coaches. Forms are in the appendix of this manual, and will be presented to the District Chairperson. a. All-Academic Team: Academic All-District Certificates will be awarded to

Junior (11th) and Senior (12th) VARSITY team members who finish the season in good standing and have a CUMMULATIVE GPA above 3.5. Awards should be given to varsity contributors, regular starters or subs, and not players who float between JV and varsity.

b. Verification of the grade point average is to be done by the Athletic Director and the submitted GPA should be carried out to 2 or 3 decimal points. Ex: 3.667

c. A list of all Student-athletes achieving the standards should be submitted to the district chair in a spreadsheet in the following format: Name Grade School Sport GPA

d. ►Academic All-District is restricted to students in attendance at your school. Home or charter school, e-academy, or alternative school students are not eligible.

D. A District meetings will be held @ 1:00pm on Sunday following the regular District season to determine All District teams & North-South candidates. Alternative time/date may be established upon agreement of all coaches in that sport. District meeting will be hosted by the District Chairperson, a designee, or the district champion team coach/athletic director. ►Alternative times for meetings may be schedule upon agreement of the coaches, but must be cleared through the district chair and athletic directors.

E. ALL DISTRICT TEAM SELECTION: Each Sport has a section dedicated to awards presented by the district. Those sports having all-district team recognition have a stipulated number of award recipients. Coaches are to adhere to those established guidelines. Selections exceeding those established guidelines will be removed from the list by the district athletic directors.

VI. GENERAL

A. SENIORS will not be permitted to participate at the C-team and/or Freshmen levels in any sport. JV participation for Seniors is discouraged but not prohibited.

B. There will be a no scouting rule throughout the District. Providing out of District teams with game tapes on any District 2 AAAAAA teams bound for the State Tournament is illegal. Duplicating of game tapes is against District policy.

C. Bands are restricted to the host school only-the use of bands at District Ball games will be at the discretion of the host school. Bands will be seated on the home side only. Bands are permitted to play during Dead-Ball time only. **EXCEPT FOOTBALL: ARRANGEMENTS TO BE MADE WITH THE SITE FACILITATOR. SEE PAGE 9, B.5.C & 6.

D. Cheerleader/Drill-Dance Team conduct and management is the responsibility of the Cheer Sponsor and facility manager.

E. Noise makers, posting signs, and other spirit paraphernalia must follow the guidelines established by the host school, and should be published to all schools.

F. School facility rules are to be distributed to all district schools prior to a sport season.

VII. DISTRICT TOURNAMENT PROCEDURES

A. Schools participating in a specific game will allow administrators and faculty members who have bona fide supervisor passes to enter without charge to games in which their team is participating ONLY. Entrance will require the appropriate school issued supervisor/coaches pass and a picture I.D. If a supervisor’s pass indicates admit one, only one person will be admitted. If a pass indicates admit two, then two people, and only 2, will be admitted on that pass.

B. A list of players, coaches, and managers must be presented at the district meeting. That list will be duplicated and each host school will have a copy of the lists. JV and C Team players are NOT admitted free of charge to games. Boys basketball players are NOT admitted free of charge to girls games and visa versa.

C. Only noisemakers approved by the NMAA will be allowed at the district games. D. Only signs indicating support for your own players or team will be allowed in the

gym. The Gym master has the right to remove or disallow inappropriate signage. E. It is advisable for host schools to have appropriate supervision to control the fans and

crowd. Rushing the floor after a contest is unacceptable and school personnel should do everything possible to prevent it.

F. For all district games, it is advisable for school administrators and supervisors to be in attendance and visible when ever their team is playing. It is advisable for said personnel to identify themselves to the gym master (or host administrators) at the beginning of the contest.

G. Cheerleaders and Drill-Dance Team members and their sponsors are admitted to district tournament without charge. Team members must be in appropriate uniforms and they must enter with their sponsor in a group.

H. It is the Gym Masters responsibility to inform the district chair of the results of a game immediately after the game.

VIII. DISTRICT ROTATIONS will be published in the Appendix for all sports hosting a District Championship Event.

Swimming and Diving, Tennis, Track and Field, Volleyball, Wrestling

I. BASEBALL

A. Regular Season: It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks.

B. District Games:

1. Each team will play every district member three times on a home and away basis. Years will alternate: One year a team will host a single game and the following year the team will host a double header.

2. The District Champion and the runner-up will be decided by the won - loss district record. The winner will represent their District in the State Tournament. C. Ties: NMAA Handbook: 7.12.3

D. Awards: 1. Teams: 1st place receives a Championship trophy.

2. All-District: A total of 12 players to be selected by the coaches at the District seeding meeting (eight field positions, three pitchers, and one D.H./Utility player) Forms are in the appendix of the manual, and are to be sent in to the District Chairperson on Monday following the completion of the regular season. District 2 AAAAAA will recognize 2nd (12) team and Honorable Mention (6) with certificates. A Maximum of 30 athletes will be recognized.

3. All Academic Team: Academic All-District Certificates will be awarded to Junior (11th) and Senior (12th) team members who finish the season in good standing and have a CUMMULATIVE GPA above 3.5. Awards should be given to varsity contributors, regular starters or subs, and not players who float between JV and varsity.

►Academic All-District is restricted to students in attendance at your school and home or charter school, or alternative school students are not eligible.

E. General: 1. Any district 2 AAAAAA varsity game that is terminated before (7) seven

innings by the umpire because of light failure, inclement weather, wet grounds or darkness will be considered a suspended game.

2. Such suspended game will be continued at a later time to be scheduled from the

point of suspension, by the APS Athletic Department. The site, line-up and batting order remains the same at the time of suspension.

F. All-District Teams:

1. A formula for recommendations for all district teams will be established by the District Administrators. A recommended standard would be:

District Champions: 7 Recommendations Runner-Up: 6 3rd and 4th Place: 5 5th: 4 6th Place: 3 2. These are recommendations and players recommended would be placed on

the first team, second team, or honorable mention team.

3. The Baseball First All-District Team will be made up of: 12 players: 1b, 2b, SS, 3b, OF, OF, OF, C, 3 Pitchers, Designated Hitter. The second team all-district will be made up of the 12 players recommended. (No more than 12). Honorable mention will be no more than 6 players

4. First and second team will be made up of a total of 24 Players. If a coach decides not to place an allotted player on either team, upon agreement of all coaches, a player may be selected from another school. The Total number of recognized players is not to exceed 30.

5. Certificates will be given to First Team, Second Team, Honorable mention, and Academic All-District selections.

II. BASKETBALL (BOYS AND GIRLS) A. Regular Season:

It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA & APS handbooks.

B. District Games:

1. General - Host school will furnish visiting teams a dressing room with

chalkboard or white board and the gym will be made available for warm-up 30 minutes prior to game time for Tournament Games. Regular season warm-up is 15 minutes or at the scheduled game time.

2. Scheduling - all district schools will play a double round-robin for the purposes of seeding in the district tournament.

3. Officials will be assigned by the Commissioner’s system at NMAA rates. 4. Home team will wear light uniforms in all district games. 5. Game times will be 7:00 p.m. Varsity, 5:30 p.m. JV and 4:00 p.m. for C-team. C. District Tournament: 1. Admission prices, tickets, and passes. Tickets to be used shall be secured

2. Ticket prices, workers pay, and officials fees are set by the NMAA. 3. Participant Passes - twenty-two (22) will be issued to each school

by the Tournament Director. J-V and C teams will not be admitted free. The Tournament Director will be responsible for passes for radio, TV and news media personnel.

4. Tournament games are to begin at 7:00 p.m. and will be held on Week #36 for the boys and girls. The finals on Saturday will be played at 5:00 and 7:00 pm for boys and girls, alternating every other year. (2003 boys first, 2004 girls first etc.) If both games are played at the same sight 1st game will be at 5:30 and the second game will be 20 minutes after.

5. The Tournament Director is responsible for the entire tournament. 6. All Athletic passes will be accepted at District and Tournament games. 7. The Top Seed Will Be The Home Team.

8. Games are to be played at the highest seed 9. Home Team will wear light uniforms.

10. Seeding procedure - The District tournament bracket will be drawn up and filled as follows: a. At the home of the district chairperson: AD/Designee/Tournament Director will meet with the district coaches on Sunday after the regular season is completed at 1:00 p.m or when agreed upon.

b. The District season record will determine how a team is seeded in the tournament. The team with the best won-loss record will be seeded Number 1 and automatically seeded to the finals.

11. Tournament Bracket - Games to be played at the home of the highest seed. The regular season district champion will host the championship game.

12. If a District member host both a boys and girls game on the same night the boys and girls will alternate start times by calendar year. On all even year dates, 2016, 2018 etc. the Boys will play at 5:30 with the boys to follow 20 minutes after. On all odd year dates, 2017, 2019 etc. the Girls will play at 5:30 with the girls to follow 20 minutes after.

13. District Tournament Playoffs for regular season district champion will be held on the Tuesday of the district tournament at a neutral – District site. Game time will be determined by the coaches and the host AD.

E. Awards:

1. Teams: The Regular Season Champion will receive the District Championship Trophy.

2. The District Tournament champion will receive the district tournament Championship Trophy. This will be a traveling trophy that will be awarded each year to the tournament winner.

3. All-District: A total of 6 players are to be selected by the coaches at the District seeding meeting for the FIRST TEAM ALL-DISTRICT. An Additional 6 Players should be selected to a SECOND TEAM ALL-DISTRICT. 8 Additional players will be awarded Honorable mention certificates. Forms are in the appendix of this manual. Results are to be given to the District Chairperson per the District Handbook. District 2 AAAAA will recognize 1st, 2nd, and Honorable mention teams and receive certificates.

4. All Academic Team: Academic All-District Certificates will be awarded to Junior (11th) and Senior (12th) Varsity team members who finish the season in good standing and have a CUMULATIVE GPA above 3.5. Awards should be given to varsity contributors, regular starters or subs, and not players who float between JV and varsity. ►Verification of the grade point average is to be done by the Athletic

G. General: 1. A game ball will be furnished by the host school. The game ball will be an

NMAA approved basketball. No others accepted. 2. New basketballs will not be purchased by the District for the District

Tournament. 3. Bench officials for the District Tournament shall be hired by each of the host schools. 4. Each host school will be responsible for submitting a financial report to the District Chairperson who will in turn submit the composite report to NMAA.

5. Teams in the District Tournament will consist of no more than twelve (14) players (NMAA regulation)

6. Drill teams and cheerleaders may perform during half time of the District Tournament games (5 minutes maximum). If both schools wish to perform, than 2 1/2 minutes each will be allotted. 8. Note: No artificial noise makers such as horns, bells, clicker, etc. will be

permitted at any District game.

9. There will be no J-V or C-Team District Tournaments.

10. Officials will be selected by the Regional Commissioner and paid according to the NMAA Handbook.

11. Three officials for varsity games will be used for all District games.

12. Inclement weather or some unforeseen problem, all games will be moved

forward by day in the bracket. Only the gender game that is affected will be moved. No games will be played on Sunday.

G. All-District Teams:

1. A formula for recommendations for all district teams will be established by the District Administrators. A recommended standard maximum would be: District Champions: 5 Recommendations 2nd and 3rd place: 4 4th and 5th place: 3 6th place: 2 2. These are recommendations and players recommended would be placed on the first team, second team, or honorable mention team. 3. The Basketball First All-District Team will be made up of:

6 players: 3 Guards, 2 Posts, 1 center The second team all-district will be made up of 6 additional players recommended. Honorable mention of 8 players.

5. Certificates will be given to First Team, Second Team, Honorable Mention, and Academic All-District selections.

III. CROSS COUNTRY A. Regular Season:

It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA & APS handbooks.

B. District Meets:

1. The district meets shall be held on Friday of Week #18. 2. AAAAAA Districts will qualify the top 3 teams plus the top 3 individuals

from the non-qualifying teams to the state meet. 3. Each Team is allowed to enter a maximum of 9 runners.

i. Only the Top 5 runners from each team will be scored. ii. Top 3 teams plus Top 3 other individuals qualify for State

iii. In the event of a tie it goes to the highest placing 6th runner 4. Adult judges will be arranged by the host school for all District Meets. 5. Each school will be provided the location, description, and a rough Map of

the course by the Monday prior to the district meet. 6. Times for the Varsity Only District meets will be as followed:

i. 3:45 & 4:15. Times will alternate each year between boys and girls ii. Awards will be presented at the conclusion of the Meet.

7. The meet may be held on Friday of Week #18 - Alternative date will be Saturday of Week #18 or Thursday (upon agreement of schools)

8. DISTRICT HOST: See Handbook AppeendixA-2 for Rotation Schedule: 9. The host school will arrange portable toilets to be paid for by the district 10. Any changes to the schedule must be approved by the District Coaches and

D. General: Foul situation and ruling - A runner of one team fouling a runner of

another team. Number of points added would be equal to the total number of entries in a race. 1. Adding points to the runner committing the foul. Number of points added

would be equal to the total number of entries in a race. 2. The score of the runner committing the foul must be counted as one of the

five in determining the team score for that school.

IV. FOOTBALL

A. Regular Season: It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks.

B. District Games:

1. A school must play all the other members of its district to be eligible for the

championship or runner-up. 2. Game ball: In all District games, a game ball will be used

that complies with the specifications as set forth by the current National Federation Rule Book.

3. The home team will provide a competent chain crew of adults. 4. Visiting teams (coaches) will be advised of pre-game/half-time activity upon arrival at game site. 5. Pre-game procedures: a. All performing groups that are practicing must be off the field one hour and 15 minutes before scheduled starting time. b. Coin flip will be 15 minutes before game time.

c. Any pre-game performances, with the approval of the home team, will be done immediately following the coin flip. The limit will be 10 minutes.

d. The national anthem will be played five minutes before game time. 6. Half-time activities will normally be 15 minutes. As per rulebook, the half time can be extended five minutes upon request of home team. Administrator in charge will inform the officials on any extension, who, in turn will notify the teams and coaches. C. Ties: The tie-breaking procedure in the National Federation Football Rulebook is

used in all games (varsity, sub-varsity and middle school) between New Mexico schools, aswell as out-of-state guests, with the results determining the winner. NMAA Handbook: 7.15.1: H and 7.15.4

D. Awards:

1. Teams: 1st place receives a Championship trophy.

2. The district coaches at the District Meeting will select All-District a total a. First Team: 26: 11 offense, 11 defense, one kicker, one punter, two specialists. Players must be selected by positions so that the all-district team

represents a team. Forms are in the appendix of the manual, and will be given to the District Chairperson per the District Handbook. District 2 AAAAA will recognize 1st, 2nd, and Honorable mention teams will be awarded certificates. b. Second Team: Will have the same make-up as the first team c. All players not selected to 1st team or 2nd Team all-district will be

honorable mention. No more than a total 18 Honorable mention players may be selected regardless of positions.

1. Exchanging of films - District teams will exchange, one week prior to playing each other, two videotapes that are requested by the opponent will be exchanged. The arrangement and the exchange of films are the responsibility of the home team.

2. No film exchange from District 2 AAAAA teams to play-off teams outside the district.

3. The quarterfinal games will be played Week #21. The semifinals on Week #22, and the finals on Week #23.

V. GOLF - BOYS AND GIRLS A. Regular Season:

It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks.

B. District Tournament:

1. District tournament will be held on week 45. 2. AAAAA districts will qualify the top team and the top 5 individuals for the State tournament. (As per NMAA Policy) 3. DISTRICT HOST ROTATION: See Handbook Appendix A-2 4. District Tie Breaker Policy: Ties for the District Tournament Championship are resolved by comparing the total scores from the first three individual finishers from the tying teams. If necessary, utilize the same procedure involving the first two players and finally the first finisher until the tie is broken. In the event that there is still a tie, there will be a sudden victory playoff with all four players beginning on the first hole.

5. For Individual Ties: A scorecard playoff will be used to determine final individual placement, starting with the number 1 handicap hole an proceeding until the tie is broken.

C. Qualifying for State:

1. In all conferences, teams and individuals advance to the state tournament by at least equaling the qualifying score set by the NMAA golf committee. 2. All matches must be played on a rated course.

3. A minimum of three high schools must participate in the match, scores must be attested to by at least three coaches.

4. Only one score on the home course can be used for qualifying. D. State Tournament: 1. The state tournaments, boys and girls, shall be held together during Week #46. 2. A given school is limited to one 4 or 5 member team, but the number of individuals is unlimited. 3. In the Event that a Team has not qualified for state, the number one team

(District Champion) will receive an automatic selection to the state tournament. In the Event that the Individual District Champion is not an individual qualifier or a member of a qualifying team, that individual will receive and individual selection to the state tournament.

E. Awards: 1. A District Championship will be awarded.

2. All district teams, boys/girls, will be Awarded medals the top 5 finishers (boys and girls) in the District Tournament.

2. State Championship only - In the event a team score is tied after 36 holes, there will be a team playoff. See the NMAA handbook for procedures.

VI. SOCCER (BOYS AND GIRLS)

A. Regular Season: It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks.

B. District Games:

1. The ball in District 2 AAAAA games will be a Brine International #32 or comparable NMAA approved soccer ball.

2. A school must play all other schools in the District to be eligible for the championship, in home and home series.

3. Seeding is determined by the NMAA and state participants will be determined at the conclusion of the regular season.

C. Tie Breaking Policy: NMAA HANDBOOK: 7.17.1 J

D. Awards:

1. Teams: 1st place receives Championship trophy. 2. All-District: A total of 13 players to be selected by the coaches

At a meeting of the district coaches to be held on the last weekend of the regular season and before the State Tournament. All ties will be recognized. All will receive all district certificates. District 2 AAAAA will recognize 2nd team members with certificates and Honorable Mention selections. Maximun number of Total Recognized athletes: 1st (13) , 2nd (13) , HM (8) is 32. VII. SOFTBALL

A. Regular Season:

a. It is the responsibility of all coaches to read and follow the 6. established guidelines as per the NMAA, & APS handbooks.

B. District Games: 1. Each team will play every district member three times on a home and away basis. The winner and the runner-up will represent their District in the State Tournament. Years will alternate: One year a team will host a single game and the following year the team will host a double header. 2. The District champion and runner-up will be decided by the best won-loss District record. C. Ties: NMAA Handbook, 7.18.3

D. Awards:

1. Teams: 1st place receives a Championship trophy. 2. All-District: A total of 12 players to be selected by the coaches at the

Such suspended game will be continued at a later time to be scheduled from the point of suspension, by the APS Athletic Department. The site, line-up and batting order remains the same at the time of suspension.

F. All-District Teams:

VIII. SPIRIT: Cheerleading and Dance

A. Regular season: It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks. It is the responsibility of the Coach and Athletic Trainer to make sure that teams comply with the nationally established weight management standards.

B. The Season: Competitions C. Safety:

NFHS safety rules apply to New Mexico spirit teams at all times. Violation of safety guidelines at anytime during the school year may result in sanctioning by the Executive Director.

D. Awards:

All Academic Team: Academic All-District Certificates will be awarded to Junior (11th) and Senior (12th) team members who finish the season in good standing and have a CUMULATIVE GPA above 3.5. Awards should be given to varsity contributors, regular starters or subs, and not players who float between JV and varsity.

E. Practice Date – Practice may occur year round. F. Competition Season – Competition may begin on Monday of Week #19. The season is

over at the conclusion of the State Competition. G. Competition Limitation – Each varsity team is limited to ten (10) total competitions.

Each individual may participate with only one (1) team, school or club at each competition.

H. Practice Requirement – Each individual must complete a minimum of ten (10) practices on mats or an approved performing surface per NFHS Safety Rules prior to participating in stunts or tumbling in any environment. Practices are counted from the first day of the fall season or the student’s first day of participation.

I. NMAA District Clinic – The head coach from each competitive spirit team must attend the NMAA district clinic held during the NMHSCA Coaches Clinic prior to each season or a scheduled alternative district clinic. Failure to attend will result in a $100 fine to the school.

J. Officials working any NMAA sanctioned event must be registered through the Association. Schools are required to use a minimum of three (3) NMAA/NMOA performance judges, and one (1) NMAA/NMOA technical judge for regular season sanctioned competitions.

K. Schools are subject to a fine for using non-registered officials for competitions. L. See NMAA Handbook for additional Information: Section 7.19

IX. SWIMMING & DIVING (BOYS & GIRLS) A. Regular Season:

It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks.

B. Districts: .A district Swim Meet and alignments were added in the 2006-07 Season. C. Qualifying to the State Meet: 1. An individual must have competed in at least three (3) NMAA sanctioned meets to be eligible to compete in the state meet. 2. Individuals advance to the state meet by at least equaling the qualifying mark and/or degree of difficulty (must be verified when submitted to NMAA in order to participate) as set forth by the state swimming committee. The qualifying must be done in a meet with at least one other high school team. 3. Qualifying forms will be mailed to each school prior to the state meet and

are due back to NMAA by 4:00 pm Tuesday of the week of the state meet. D. State Meet: 1. The state meet will be held during Week #34. 2. Any contestant who does not meet, or better, the qualifying time in a particular event in the preliminaries of the state meet will not be allowed to swim further in the state meet in that event. E. Awards:

1. The District trophy will be awarded by APS at the district swim meet 2. All District will be determined by the highest individual finisher in each

event at the District Meet. A 2nd team award certificate is based on District Meet placement. Forms are in the appendix of this manual; results are to be sent to the District Chairperson on Monday following the completion of the State Meet.

IX. TENNIS (BOYS AND GIRLS) A. Regular Season:

It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, APS, & District 2AAAAA handbooks.

B. District Matches: 1. District 2 AAAAA Format will be six (6) singles and three (3) doubles. USTA rules. 2. Coaches will have line-ups ready prior to the match, and starting times will be agreed upon. 3. Home team furnishes balls and will be responsible to notify the visitors if a match is canceled due to weather.

4. Coaches will be present at both matches and tournaments as long as they have players playing.

5. Breaches of court etiquette, such as abusive language and racket throwing, are cause for forfeit. One warning will be given. Forfeits will be given by the tournament committee at tournaments and by both coaches in dual matches.

6. Stacking - Stacking is prohibited. It is considered unsportsmanlike conduct if a coach deliberately “stacks” their school’s line-up. Stacking may result in disqualification of the team in the District Tournament

C. District Tournaments:

The District Tournament will be held on the last week of the season and be a two (2) day event: Friday after school and Saturday.

1. A District Championship based on regular season head to head: Match differential (Matches won vs. matches lost) will be used to break the tie. a. In the event of a Three way tie: Matches Won vs. Matches Lost between

2. The host school will make all arrangements for seeding meetings and send information to all teams involved.

3. The host school will be determined and based on a rotation. See Handbook Appendix A-2

4. The Championship finals will be held at one location: Boys and Girls. 5. Competition in the District Tournament will consist of 3 singles and 3

doubles. (With no duplication of play). A 15-minute default time will be applied.

6. Balls used will be state-adopted balls. The District will provide optic yellow high altitude balls for the District Tournament. If funds are available, the District will purchase balls. (approximately 4 cases)

7. Rotation of the District Tournament: District rotation will be in the Appendix. Each year the Girls play through the semi-finals and the boys play through the semi-finals will have a host school and location. The finals for the boys and the girls will be held at one location. All third place matches being held at 8:30 and all final matches at 10:30.

8. Coaches will determine the seeding of players for the District Tournament

based on District play. Entries from the same team will not be placed in the same half of the bracket or be first round opponents. (when possible). a. Rules for play and seeding will follow USTA Guidelines b. A 1 to 4 ratio (as per USTA) will be used in the number of individuals or

doubles teams to be seeded in district c. If there is an odd number of players, byes will be awarded starting with

the highest seed. d. The remaining entrants will be drawn and placed in the bracket

9. District Tournament play may begin Thursday after school (and continue Friday after school) or Friday after school, and or, all day Saturday. The seeding meeting will be Tuesday evening and will be the responsibility of the Host School.

10. For all ties refer to the NMAA Handbook, 17.21.B: 3 11. District will qualify the top three (3) singles and the top two (2) doubles. 12. Scoring for the District Championship - Will be the same format as the State

Tournament.

D. State Tournament: 1. The state tournament shall be held during Week #46. 2. Competition shall be held in singles and doubles, no repetition. 3. A match will consist of three sets - best two out of three being the winner. 4. The USTA rules for breaking ties shall apply (7 out of 12) and the

15-minute default time shall be in effect. E. Awards:

X. TRACK AND FIELD (BOYS AND GIRLS) A. Regular season:

It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA & APS handbooks.

B. District Meets:

1. The district meet will be held during Week #45 2. The host school will be responsible for District Director and Track meet

personnel. Each district member team should be prepared to provide assistance for help for the District Track Meet.

3. The 2 AAAAA District meet will be a two-day meet, preliminaries (Thursday) – finals (Saturday) (combined boys and girls) to be held the week prior to the state meet. The order of events will be the same as at state meet for track events. Field events will be left to the discretion of the host school.

4. Host school will conduct the seeding meeting. Meeting will be held on Monday evening prior to the District meet. Student help/workers will be assigned by the host school at the seeding meeting.

5. Rotation of the District Meet and Meet Director are located in the Handbook appendix A-2 6. The District meet shall allow each team to submit (5) entries per event and one (1) relay team. 7. The District meet will NOT run preliminary heats in any relay events. 8. Procedure for seating preliminary races: a. Fastest times in the fast heat. b. All available lanes will be filled for finals. c. If there are more ties than lanes available, then there must be a run-off to fill all available lanes in finals. d. Rest time for run-off will be 30 minutes after final preliminary race.

e. Seeding in District finals: will be as per NMAA State seating procedure

B. Awards:

1. Team - 1st place trophy will be awarded at the conclusion of the District meet.

2. Medal awards will be given to first (1st), second (2nd), third (3rd) and fourth (4th) Individual place finishers at the District meet. Recognition for the All-District Track Team will be based on the presentation of medals. The Top two (2) Relay Teams will receive District recognition medals. District 2 AAAAAA will not recognize All-District with certificates.

C. General:

In each District the first two places in individual events, and the first two relay teams, plus any individual or relay team that can meet the special times, heights, or distances set up by the standing track committee shall be eligible to enter the state meet.

XI. VOLLEYBALL

A. Regular Season: It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks.

B. District Games: 1. All District schools must play two District matches with each opponent on home and away basis for purpose of seeding in the District Tournament.

2. All varsity volleyball matches shall be 3 out of 5 games. Rally scoring will be used at all levels. Exception: The Executive Board voted to allow host schools to determine what will be done for their own invitational tournament, 2 out of 3 or 3 out of 5 for varsity. All sub-varsity matches shall be 2 out of 3 games. Each team or individual is limited to the total matches allowed by the NMAA Handbook.

3. The ball used will be sanctioned by the NMAA.

C. District Tournament:

1. Ticket prices set by the NMAA. 2. The district tournament will be held during Week #19. 3. Each team will be limited to twelve (12) squad members. 4. All tournament games will begin a 6:30 PM. 5. All schools will honor District 2 AAAAA school passes.

6. Seeding procedure: a. At the home of the regular season district champion. District

Chairperson will meet with the district coaches on Sunday after the regular season is completed at 1:00 PM. (or upon agreement by coaches) The District Chairperson will determine the site of this meeting.

b. The District season record will determine how a team is seeded in the tournament. The team with the best won-loss record will be seeded as Number 1 and automatically seeded to the finals. All games will be played at the home of the higher seed.

D. Ties: For all ties refer to the NMAA Handbook, 7.23.3.E – In the event of a Tie and a playoff for First place will take place on the Tuesday or Wednesday of the tournament and held at a neutral site. The winner of the playoff match will be declared the District Champion and receive the regular season District Trophy. E. Awards:

1. Teams: At the end of the regular season there will be a DISTRICT CHAMPION crowned. At the end of the district tournament there will be a DISTRICT TOURNAMENT CHAMPION crowned. The district

tournament is for seeding in the state tournament only.

The District Tournament champion will receive the district tournament Championship Trophy. This will be a traveling trophy that will be awarded each year to the tournament winner.

2. All-District: A total of 21 to be selected by the coaches at the District seeding meeting. 7 First Team, 7 Second Team, 7 Honorable mention. Forms are in the appendix of this manual. Results are to be given to the District Chairperson per the District Handbook. District 2 AAAAA will recognize 1st team, 2nd team and honorable mention will be awarded certificates.

3. The All-District Team should represent a volleyball team with setters, hitters, blockers, specialty players, but should be limited to 7 on first team.

4. Recommendations should be made as follows: District Champ: 5, 2nd: and 3rd: 4, 4th and 5th: 3, and 6th: 2 These are recommendations and athletes will be placed on the 1st team, 2nd team, or honorable mention.

XII. WRESTLING

M. Regular season: It is the responsibility of all coaches to read and follow the established guidelines as per the NMAA, & APS handbooks. It is the responsibility of the Coach and Athletic Trainer to make sure that teams comply with the nationally established weight management standards.

B. District Matches:

1. Each District team will wrestle every other District school at least once. 2. The State Dual Team Tournament has been eliminated from the State

Tournament A District Tournament will be held in the final week of the season.

C. District Tournament:

1. District Tournament is held one week prior to the State Tournament. 2. The Host school will be determined on rotation: See Appendix A-2 for hosts 3. A recommendation is to hold the District Tournament in conjunction with

another district. The hosting of the tournament will alternate between the two districts. A School for none hosting district schools will be responsible to assist the hosting school by providing tale workers, runners, and event administrators.

4. All District certificates are awarded to the top 2 place winners in the tournament and be presented with Medals. District individual champions will be presented with the tournament bracket as well at the awards.

D. Awards:

1. District will present trophies to the First Place at the District Tournament.

The District Champion is determined by the head to head records in the regular season matches.

2. All District 1st team and second team will be based on the individual wrestler’s finish in the District Wrestling Tournament

3. All Academic Team: Academic All-District Certificates will be awarded to Junior (11th) and Senior (12th) team members who finish the season in good standing and have a CUMULATIVE GPA above 3.5. Awards should be given to varsity contributors, regular starters or subs, and not players who float between JV and varsity. ►Verification of the grade point average is to be done by the Athletic

1. The coaches of the championship and runner-up teams will represent the District at the State Seeding meeting. 2. The state tournament will be held during Week #34. 3. Weight Allowances - follow the rulebook and NMAA guidelines.

2. Video taping - Guidelines are set by NMAA.

F. General: Strict weight management guidelines have been established by the NMAA. Any team or coach who violates established policies will be subject to disciplinary action by the NMAA.

G. District Tournament Rotation and Tournament: The District Tournament is a

one day tournament. A seeding meeting will be held immediately after weigh-ins on the day of the tournament. Wrestlers will be seeded 1 – 6.

NMAA POLCIES – STATE ROSTERS The NMAA policy regarding players moving from the Junior Varsity and being placed on the Varsity for the state tournament is as follows:

1. No player can be added to the roster after the state seeding meeting is held
