In searching for a Director of the Dundee International Institute of Central South University (DII-CSU), we are offering an outstanding opportunity to lead on one of our most high profile and ambitious international partnerships. CSU is a Chinese Ministry of Education (MoE) Class A Double First Class University. The University of Dundee is the only UK institution to have 3 MoE approved joint partnerships with 3 different institutions in China that fall within the 42 Universities designated to become World Class Universities.

The Director will have responsibility for the strategic development of the Institute working alongside their equivalent at CSU in China to ensure the successful delivery of the partnership. The collaboration establishes double awards between UoD and CSU, engaging the disciplines of Civil Engineering, Computing, Mechanical Engineering and Mathematics at both universities. It is expected that 300 students per academic year will be taught at the DII.

Both institutions are fully committed to developing the DII as a centre of collaborative research excellence and the Director will have a key role in recruiting academic staff and brigading joint teams and resources to realise that research potential. All of the CSU disciplines taught within the partnership are ranked top 20 in China (THE), and Dundee also has highly REF ranked disciplines at the heart of DII.

Governance and Senior Management

The University Court is the governing body of the University, and The Senatus Academicus or ‘Senate’ is its supreme academic authority.

The University Court has particular responsibility for the employment of staff and the management and administration of property and finance. The Senate’s primary responsibilities are to regulate and superintend the academic work of the University in research, knowledge exchange and in learning and teaching – from admissions to graduation.

The University has four Vice-Principals: for Education; Research, Knowledge Exchange & Wider Impact; International; and the Senior Vice Principal, who manages the Deans of our ten academic Schools.

The University Secretary and Chief Operating Officer leads a team of 10 Professional Services, each headed by a Director. The Principal chairs the University Executive Group, which comprises the Vice-Principals, University Secretary and Chief Operating Officer, and Directors of Human Resources and Organisational Development and Finance.

About the School of Science and Engineering

The School of Science and Engineering delivers research and teaching across Anatomy & Human Identification, Computing, Engineering (Biomedical, Civil, and Mechanical & Electronic), Forensic Sciences, Mathematics and Physics. Excellence in research can be evidenced by a Research Excellence Framework (REF 2014) profile marking Civil Engineering, Engineering and Mathematics all 1st in Scotland and in the top 10 in the UK. The School benefits from superb research infrastructure and substantial opportunities for inter-disciplinary collaboration through which we deliver impactful knowledge-transfer and translational activities with industries (local and global) and with social ecosystems, including the judiciary and, through assistive technology, people with disabilities or the elderly population.

We are also delivering on a number of strategic initiatives – including Graduate Apprenticeship programmes, the Leverhulme Research Centre for Forensic Science, and a Joint Education Partnership with Northeastern University, China – which attest to our commitment to civic engagement, our capacity to positively disrupt, and our proven ability to operate on the world stage.

The Opportunity

The Dundee International Institute of Central South University (the Institute) is an exciting new partnership between the University of Dundee (UoD) and Central South University (CSU), established under the Chinese Ministry of Education’s Transnational Education initiative and due to start in the academic year 2022/23. CSU is a Class A Double First Class University located in Hunan Province.

The Director, in close collaboration with their equivalent at CSU, will lead the Institute’s strategic development, ensuring successful delivery in accordance with the Collaboration Agreement. They will develop, enhance and manage the partnership, and will lead UoD’s academic and professional services staff in delivering the agreed outcomes of a new suite of five international degree programmes. The collaboration establishes double awards between UoD and CSU, engaging the disciplines of Civil Engineering, Computing, Mechanical Engineering and Mathematics at both universities. Students undertake their studies entirely in China (a “4+0” arrangement), with input from UoD academic staff at all levels. UoD academic staff will make a significant contribution to the teaching and assessment on campus in China.

The Director will be based in the School of Science and Engineering at UoD, reporting to the Dean and School Executive and with accountability to the VP (International). Working with the School’s Associate Dean (Learning & Teaching) and Associate Dean (Quality & Academic Standards), the Director will achieve the School’s aims for the Institute’s successful implementation, including: the integration of the Institute into existing systems and structures; oversight of quality and academic standards for the entire suite of programmes; delivery of financial control and reporting on the Institute in line with the business plan; the establishment of long-term research collaborations between the two universities; and the development of partnerships with companies or organisations in China. They will oversee the preparation of the Annual Review in liaison with the Institute Administrative Lead and the Global Partnerships office at UoD, including the production and analysis of progression and achievement statistics, income generation, and development opportunities. The Director is being appointed at an early stage in the collaboration, and will establish preferred ways of working between the two universities. There is a critical need to ensure strong ongoing relationship management and coordination of administration between both institutions.

The Opportunity

The Director will be expected to:

→ Lead, manage, and maintain the institutional relationship between the two universities to ensure UoD provides excellent education and an outstanding experience for all students during their time at the Institute, and to lead the Institute in accordance with the Collaboration Agreement

→ Provide outstanding leadership of academic and professional services teams to ensure the successful operation of the Institute, including a high level of student experience and timely delivery of the agreed partnership outcomes and KPIs

→ Develop a culture of continuous enhancement in the Institute in relation to the student experience, staff development and future collaborative arrangements in teaching, research and industrial engagement

→ Oversee the organisation and management of teaching and assessment activities delivered by UoD staff at CSU, and ensure there is appropriate UoD oversight of quality and academic standards

→ Chair (alongside their counterpart at CSU) all of the relevant collaboration programme board and joint academic committees established in the Collaboration Agreement

→ Lead on all strategic planning, reporting and analysis in relation to the partnership, including the Annual Review, progression and achievement statistics, income generation, and development opportunities

→ Represent and promote the School and University on internal and external bodies, committees and boards relevant to the Institute, including attendance at local, regional and international events; embody and uphold UoD’s purpose, vision and values in the development of the Institute in all discussions and decision-making with CSU

Please note: These responsibilities are representative but not necessarily exhaustive. The nature of the role requires significant periods of time spent in Scotland and China, spread over several trips. A commitment to international travel is therefore an absolute requirement, and it is expected that the Director will spend at least 30–50% of their working year in China.

The Person

The Director will have relevant experience of working with international partner institutions, providing high-level support to academic colleagues undertaking international travel for research or teaching. They will have a robust understanding and experience of requirements for the assurance of quality and academic standards within the UK (and ideally Chinese) higher education system. The post holder will possess outstanding interpersonal and organisational skills, be a problem solver with a ‘can do’ attitude, and have experience of working in international markets. They should also be an experienced leader and team worker, as working closely with colleagues at both universities will be central to the success of the partnership. Excellent written and verbal communication skills and the ability to interact positively with people at all levels – from UoD and CSU – within a dynamic academic environment are therefore essential requirements of this post.

Knowledge and qualifications

→ A higher degree and academic credibility; commands respect in the broad community of academics

→ Wide-ranging knowledge of the UK and international higher education environment

→ Knowledge of the key issues facing higher education nationally and internationally, especially relating to transnational education, and the ability to advise on them

Experience

→ A substantial track record of achievement as an academic, covering teaching, research and professional practice in a subject area relevant to the Institute

→ Experience of academic leadership within an organisation of comparable size and complexity, including delivering continuous improvements

→ A successful track record of managing people and budgets

→ The proven ability to deliver complex projects in a politically nuanced, multi-stakeholder environment

→ A thorough understanding of the issues and demands facing the delivery of a partnership agreement

→ Experience of working across cultures and international boundaries

→ Ideally, a successful track record of leading a similar initiative within a higher education environment

→ Fluency in Mandarin, or the ability to develop working proficiency in the language within a reasonable timeframe

The City of Dundee

One city, many discoveries

Dundee occupies a stunning position on the east coast of Scotland, overlooking the River Tay where in summer dolphins can be seen playing. The city and its surrounds offer a high quality of living; city life combined with wide open spaces.

Dundee is friendly and compact. With a population of 150,000 it is small enough to walk round but has all the cultural and leisure activities you would expect in a much larger city. It is the UK’s only UNESCO City of Design and with the opening of the only V&A museum outside of London has a growing reputation as a creative centre. The Wall Street Journal placed Dundee among their top ten places to visit in 2018, while GQ said it is ‘becoming Britain’s coolest little city’.

The best of Scotland is easily accessible from Dundee. You can take part in watersports on the Tay in the morning, climb a mountain in the afternoon and still have time to return for a show at Dundee Rep, home to Scotland’s leading theatre ensemble, in the evening.

We lie at the heart of Scotland’s fabled golf triangle, linking the Ryder Cup venue at Gleneagles and the Open Championship courses at Carnoustie and St Andrews, the home of golf.

Dundee is a post-industrial city that has worked hard to reinvent itself. The University is a key economic driver for prosperity and we’re involved in many partnerships across the city in areas such as social, education, cultural, business and the voluntary sector. We have strong links with the City Council, other local authorities, Scottish Enterprise Tayside (the local economic development company), NHS Tayside and range of other local and national bodies in Scotland and the UK.

The City of Dundee

Salaries in Dundee currently go further on the property ladder than almost any other city in the UK. The range of properties within commuting distance of the University covers the widest spectrum – from country houses and seaside cottages to handsome town villas and sleek city quay apartments.

Dundee has put enormous effort into the redevelopment of the city centre and its stunning waterfront along the Tay is now being developed, including the recently-opened V&A Museum of Design, an iconic building designed by renowned architect Kengo Kuma. The vibrant cultural quarter is home to Scotland’s award-winning Dundee Rep Theatre and the highly acclaimed Dundee Contemporary Arts which has become a lively social hub and film house as well as a champion of leading-edge arts.

Dundee has become known as the City of Discovery – the place where Captain Scott of the Antarctic’s ship, the RRS Discovery, was built and is now permanently berthed. It is a line that serves contemporary Dundee well with its reputation asa strong research-led environment.

The highest levels of annual sunshine, more green spaces and the purest air quality of any city in Scotland make Dundee a pleasant place to live and comparatively low levels of traffic cut the daily ‘hassle factor’ considerably. An apocryphal tale has it that the local radio station has on occasion warned of traffic jams “causing delays of up to three minutes”.

There are 35 primary schools in the region feeding into eight secondary schools. In the private sector, Dundee High School is one of the leading fee paying schools in Scotland, consistently scoring well on academic and sporting achievement. A further eight independent/private schools are within driving distance including St Leonards, Strathallan, Glenalmond College and Lathallan School. Pre-school education is widely provided including a number of excellent private nurseries.

Dundee is just a 90 minute drive from 90% of Scotland’s population. Edinburgh is less than an hour away and Glasgow around an hour and a half by road or rail. If London beckons, you can get down for a meeting and back on the same day using Dundee Airport, flying direct to London. Short check-in times are an extra bonus and crystallise the quality of life enjoyed in this part of the world.
