Direct Appointment of a Board Member
This job aid provides step by step instructions on how to process a Direct Appointment of a Board
Member External Candidate and as an *Additional Job for a current employee.
Step 1: In the Search bar, type Create Job Requisition.
Step 2: Use the menu to select the Supervisory Organization (1). Select the radio button For Existing
Position, and use the menu to select Worker Type. Click OK.

Step 3: Click on the pencil icon to enter Recruiting Information. Use the menu to select a
Reason for the job requisition, in this case it will be Create Job Requisition > Direct Appointment, and then Direct Appointment > Requires Special/Unique Skills at the Professional Level (1). Under Recruiting Instructions enter Direct Appointment (2). Enter a Recruiting Start Date (3) and Application Deadline Date (4). Click Next.
Step 4: Click on the pencil icon to enter Job Details. Add the Job Positing Title. Click into the Job
Profile field and select Board and Commission Member – SR00 - Exempt. Verify the information that is
pre-populated is correct. Fields notated with red asterisks (*) are required.

Step 4 continued: Click Next.
Step 5: Qualifications are not required for board members. Click Next.

Step 6: Verify the Organizations information including: Company and Cost Center. Click Next.
This information will default from the job position. Updating these fields on the requisition will not update the underlying position.
Step 7: Click Add to insert attachments to job requisition. This may include the justification for the direct
appointment and the Appointing Authority Approval documentation. Click Next.
Step 8: Verify requisition information. Any comments can be added at the bottom of the requisition
summary in the “enter your comment” section. If accurate, click Submit.
The example used here is from an
agency that doesn’t use cost center
numbers.

Step 9: The Job Requisition is now submitted. Up Next displays the next step Request Requisition
Compensation and who is responsible for it.
Step 10: From the Request Requisition Compensation screen, scroll down to the Guidelines box to verify
the information. If the information needs to be changed, click the pencil icon to edit the requisition compensation information. Select the appropriate Guidelines. Scroll down to the Salary box and click on the pencil icon to edit it. In the Salary box, add the monthly stipend. In this case, we’ve assigned a $30.00 a month meeting stipend. Click Submit.
Note: Since the monthly Amount ($30) is more than the Total Base Pay Range (0.00-0.00), you will get a warning alert: “Total base pay is above pay range maximum.” This is an alert that you can click through.

Step 11: Up Next displays the next step and who is responsible for it. Click Review.
Step 12: Look through the job requisition, make any necessary edits, and click Approve.
Step 13: Up Next displays the next step and who is responsible for it. Click Complete Questionnaire,
scroll to the bottom and select Not Required. Click Submit.
Step 14: The creation of a Direct Appointment requisition has been successfully completed. Make note
of the requisition number.
Step 15: You will now create the application for the external prospect candidate. In the search bar type
Create Prospect, select it from the Search Results.
Step 16: On the Create Prospects screen, click Create New Prospect. Click OK. *For Internal
Candidate with Board Member as an additional job select Create from Existing Workers and enter the
employee’s OR number.

Step 17: You will want to fill out as much as possible on this screen; name, address, phone number,
and email address will be important. Also under the Prospect Information section you will want to
make sure the Type is Direct. A resume and other documents can be attached to the prospect as well.
When everything is filled out, click OK.
Step 18: From the prospect screen, click on Actions (1), hover over Job Application (2), and then
Create Job Application (3).
Step 19: The Candidate name will default, in the Jobs prompt field enter the job requisition number.
Click OK. *For an internal candidate you’ll need to “Post” the job before you can attach the job
application to the position. Go to the requisition and click the Job Postings tab and Post Job.

Step 20: On the Create Job Application screen, enter as much information as you’d like. Click OK. The
application for the Direct Appoint candidate has been created and will show on the Candidate Grid.
Step 21: Go back to the requisition and click on the Candidates tab. The direct appointment candidate
is at the recruiter Review step.
Step 22: To move the direct appoint candidate forward, click the check box next to the candidate’s
name and click Move Forward.

Sep 23: Repeat the Move Forward step to get the candidate to the Ready for hire stage. Click OK.
Step 24: The process has been successfully completed. The HR Partner now has the hire task in their
inbox. The Direct Appointment of an External/Internal candidate has now ended and the Hire business process now begins.
Step 25: Verify the hire date is correct and change if needed. Enter the Reason. Review and update
Job Details as needed. *Use the Reason Additional Job if this is an internal candidate with a Board
Member Position as an Additional Job.

Step 25 continued: Add the 6 required Job Classification codes and employment dates.
Step 26: Up Next will display to Add Social Security Number. Click Open. Click the + icon under
National IDs and enter SSN information. Click Approve.

PERS Class Plan – B Overtime Eligible – N
Holiday Code – N Pay Basic Code – U

Step 27: Up next will display to Change Personal Information. Click Open. Enter Board Member’s
Personal Information and click Submit.
Step 28: Review the compensation on the hire. See “Step 28 continued:” on next page.

Step 28 continued: Verify the Salary. In this case, we’ve assigned a $30.00 a month meeting stipend.
Click Submit. *For an Internal Candidate with Board Member as an additional job, add the stipend on the
base position as a Request Compensation Change.
Onboarding tasks now begin for the Board Member.
