At yesterday's' meeting, the IT Commission reviewed the applications submitted for the following vacancies on the Commission: (1) one member representing an institution of higher education located in Northern Virginia and (2) one of the six citizens-at-large memhers on the Commission.

The review and evaluation of the candidates was conducted by Dan Brooks, the Commission's Vice Chair who also heads the Recruitment Committee.

We have prepared the attached recommendations for Council's consideration at the meeting this evening.

SUBJECT: APPLICANT RECOMMENDATION FOR VACANCIES ON THE COMMISSION ON INFORMATION TECHNOLOGY

The Alexandria Commission on Information Technology has reviewed the applications submitted for the vacancies for (1) one member representing an institution of higher education located in Northern Virginia and (2) one of the six citizens-at-large members on the Commission in accordance with city code and per the Commission's Recruitment Plan prepared previously at Council's request.

Two positions were advertised and applications were received by the deadline of September 2, 2010. There was only one applicant to fill the vacancy for representing an institution of higher education located in Northern Virginia. There were five applicants to fill the one vacancy for citizen-at-large.

The applicant for representing an institution of higher education located in Northern Virginia, Margaret Leary, meets all qualifications called for in city code Sec. 2-4-1 12 to be appointed to the Commission. The Commission recommends her appointment to that position based on her qualifications.

All applicants for citizen-at-large meet the basic qualifications called for in city code Sec. 2-4- 112 to be appointed to the Commission on Information Technology. Since only one citizen- at-large vacancy currently exists and only one appointment can be made, the Commission recommends Mr. Matthew Hussey based on his overall qualifications that will compliment the existing members of the Commission in continuing to provide a highly effective advisory group for the Council. Mr. Cutts and Mr. Wilmot also have good technical knowledge and

experience with an association or academia, though not as broad as Mr. Hussey. We hope to involve these and any other applicant not appointed to be involved in public discussion and input to the Commission.

Mr. Hussey has a technical college degree as well as an advanced degree in business, so he understands technology as well as functional business drivers and economics involved. He has worked in industry and with a trade group and is currently in the federal legislative branch, which gives him a wide view of the different organizations that comprise the business sector and government including policy and legislative aspects. He has researched telecommunications technology and laws to determine impacts, prepared papers, and supported decisions that included policy and strategic planning. His current job is focused in these same areas, which provides him contacts that would be beneficial as information resources to the Commission. He has been a city resident for over five years and his desire is to help the Commission with policy and strategy as well as improve citizen participation, which fits well with the Commission's charter and our focus for the upcoming year.

The Commission realizes that the Council has the final say in the appointment and that other factors may be considered beyond those in the Commission's evaluation. Regardless of whoever is appointed, the Commission believes that any of the applicants would be an asset and contribute to the mission of the Commission.

Once these two appointments are made and they take the oath required of all members of a board or commission, there will only be one remaining vacancy on the Commission on Information Technology. That vacancy is for a representative from the city's Budget and Fiscal Affairs Advisory Committee.
