Awards

The Council’s 'Citizen of the Year' scheme recognises residents who have made an outstanding contribution to the local community. In 2012 the public was asked to nominate worthy recipients for special 'Citizen of the Year' awards. As a host Borough of the London 2012 Games, the Council awarded complimentary tickets for events at the Lee Valley White Water centre and the opening and closing ceremonies to those who demonstrated outstanding service to the local community. Awards were given to deserving residents who have made an outstanding contribution to the life of the community, such as work for local voluntary bodies over a period of time or leadership of voluntary bodies. Awards were presented to the following winners: Kerryn Atkins, Maggie Buckley, Paolo Catarinicchia, Staff Sergeant Christopher Edridge, Sheila Farmer, Peter Hutchinson, Michael King, Brian Lowe, Mike Taylor, Dr June Crew, George Evans, Joy Grahame, Rebecca Lashley, Celia Morris, Lee Rayner, Michael Tam, Rich and Elaine Youngman, Grace Harvey, Mark Nikson, Catherine Robinson and Richard Stevens.

Introduction and Notes of Explanation 2012 will be a special year in the history of the Borough with the celebration of Her Majesty The Queen’s Diamond Jubilee and the London 2012 Games taking place. The Borough Council wishes to acknowledge these events with the presentation of special awards to local citizens. Over recent weeks, the Council has invited the public to nominate people who have made a significant contribution to local community and the life of the Borough. This evening, the Council will make the first set of awards, chosen by the Grants Panel. Further nominees will be chosen in due course. The Council hopes the publicity these awards receive will encourage residents to make other nominations. I would urge the public to do so. Because these awards are being give in groups, it is proposed that a get-together of all awardees is held - possibly at the Annual Garden Party in June.

Miss Kerryn Atkins Kerryn is a local sixth form student who, following a week of work experience, decided to become a volunteer at the Broxbourne Day Services Centre in King Arthur Court, Cheshunt. Kerryn dedicates all her non-school time to working at the Centre offering help and assistance to a mixture of elderly people suffering dementia, physical disability or age-related problems. Kerryn gives her time freely and spent Christmas Day working with the homeless as a volunteer. Kerryn is described as “a star in the making … and deserves recognition for all her hard work”. Mrs Maggie Buckley Maggie Buckley has been involved with The Boys’ Brigade at the Methodist Church in Hoddesdon for many years; helping out when her father was Captain and then running the Brigade, together with her husband, Bob, for the past 30 years. A nurse by profession, Maggie is “a very caring person and a valuable church member who devotes her time to helping other people, quietly and without fuss”. Maggie also raises money to help children in poorer parts of the world. Mr Paolo Catarinicchia Paolo Catarinicchia has been involved in helping the Italian community in the Borough and surrounding areas for more than 50 years. One of only a few early immigrants who could read and write, he has helped those less fortunate than himself by offering assistance with passports, pensions and official documentation. Throughout, his assistance has saved many people a great deal of time and effort. Staff Sergeant Christopher Edridge Staff Sgt. Edridge is considered an exceptionally energetic instructor who brings enthusiasm and zeal to his work with the Army Cadet Force. He has been Hoddesdon Detachment Commander since July 2005. He is an instructor with sound common sense and practical skills, whose senior cadets always do well under his guidance. He supports local charities and is a keen poppy distributor for the Royal British Legion. In 2009, he received the High Sheriff’s Award for Services to the Community. By profession, he is a local school teacher at The Broxbourne School. Mrs Sheila Farmer Sheila Farmer is described as “an incredibly inspiring woman who has dedicated her life to the education and welfare of children”. She has been a Governor of Brookland Infant and Nursery School for over 14 years, 11 as Chairman. Throughout this time she has given over and above - from spending time with the children to being instrumental in managing the expansion of the school to minimise disruption for all: pupils, teachers and parents. A former teacher at Brooklands, Sheila has provided supervision and guidance for local children who are home schooled. She has been part of the Extended Schools offer in Cheshunt since its inception. Since 1997, Sheila has solely co-ordinated the Waltham Cross


Over 60s' Club offering female senior citizens social interaction through their weekly meetings. Sheila is renowned for her calm, practical and selfless approach and is an active grandma, supportive friend and pillar of the local community. Mr Peter Hutchinson Peter has been a very active school governor at Holy Trinity, Waltham Cross, for over 50 years. With responsibility for finance and premises and the creative side of the curriculum, he is always a popular visitor to the school. He has worked tirelessly and unselfishly for Christ Church Waltham Cross fulfilling a number of roles - Chairman of Finance, head server, handyman and font of all knowledge! He is Chairman of The Robert Dewhurst Foundation offering educational grants on behalf of the charity. Mr Michael King Cheshunt born and bred, Mike King’s voluntary service to the Borough has been exceptional. He served as a Justice of the Peace for 18 years, eight years as Chairman, retiring at the age of 72. For the past 30 years, Mike has been a Trustee of the Beaumont Charity, a charity providing almshouse accommodation in Cheshunt. A member of the Cheshunt and Waltham Cross Rotary Club for many years, Mike served as Chairman on four occasions, remaining a member until his 70th birthday. In 1953, he was a founder member of the Cheshunt Old Cestrians Rugby Club. When the Club moved into its current home at Rosedale in 1972, Mike became President of the Rosedale Sports Club, a position he holds to this day. Mike was instrumental in setting up the town twinning exchanges between Cheshunt and Stains in France, bringing both towns together through rugby. His lifelong interest in sport has also involved him in setting up the inaugural Hertfordshire Games on behalf of the Borough. In his nomination, Mike is described as “a quiet and unassuming man who does not look for praise and gratitude … but for whom there is nothing but praise, thanks and respect”. Dr Brian Lowe Brian Lowe is currently Chairman of the Broxbourne Open Spaces Trust. Aside from his work for the Trust, he also has worked hard to improve playground facilities for children on the St Augustine’s Recreation Ground in Broxbourne, spending many hours dedicated to raising funding for the project. Brian is also Chairman of the local Neighbourhood Watch and the local Neighbourhood Forum giving much time and enthusiasm to these tasks.

Mr George Evans When he retired from his job as a Welfare Officer at the Rolling Mills at Brimsdown in 1999 George wanted to continue helping people in the same way as he had done at in his working career. George has volunteered at the Broxbourne Citizens Advice Bureau since the year 2000 and is a welfare benefits case worker. Over the years George has helped Broxbourne residents claim £1.5m in unclaimed benefits, much of it in the area of Disability Living Allowance and Attendance Allowance. These benefits assist the claimants to manage their disability and give them quality of life George is also a volunteer outreach worker with Age UK. Since 1992 he has been the Treasurer of the Lea Valley Talking Newspaper for the blind where; in addition to looking after the books for the Association, he is also the editor of the paper and reads on the tapes which are sent to approximately 70 blind or partially sighted members of the community. The paper sends out a weekly tape of the news as recorded by the Mercury newspaper group. George is also Secretary and Treasurer of the Brimsdown Long Service Association which is made up of former employees of Delta Compton Cables which were based at Brimsdown and where he worked for 44 years before the Company closed in December 1999. George also has a daughter with special needs and has assisted with fund raising activities both schools she attended. He has also helped other local charities.

Mrs Joy GRAHAME Joy Grahame has devoted almost thirty years to the Guiding and Scouting Movements. Her typical week follows a regular pattern. On a Monday evening she leads the Broxbourne District Ranger Guide Unit, on a Tuesday the 1st Broxbourne Beaver Scouts and on a Friday evening the 1st Wormley Brownie Pack meetings, followed by the 1st Wormley Girl Guide Unit. In addition to organising the unit events and activities, Joy also finds time to arrange weekend 'sleepovers' and week-long camps at Tolmers Scout Camp. During her years of service, Joy has also undertaken the role of District Commissioner for Broxbourne - offering advice and guidance to the local Rainbow, Brownie and Guide units in the area. She has also been willing to undertake responsibility at County level acting as the Queen’s Guide Co-ordinator for the whole of Hertfordshire. At present, Joy acts as a mentor to new leaders who are working towards their leadership qualifications.

Joy’s enthusiasm for Guiding and Scouting is evident from the moment you meet her. When asked if there was any aspect of her service over the last thirty years she would like to mention, her response was “I just enjoy it”. Many hundreds of young people have benefited from the time she has given. Miss Rebecca LASHLEY From the age of nine, Rebecca’s began attending St Mary's Youth Club, during which time she progressed to a junior leader. Rebecca went on to undertake the Bronze Duke of Edinburgh Award and began working with the 1st Cheshunt Cubs Explorer Pack. She has continued with the St Mary’s Youth Club and is now a volunteer leader attending every Sunday. Rebecca runs activities, trains young leaders and plans the Club’s programme and residential and camping trip. She even learned how to canoe in order to help out on one activity! The young people think very highly of her and she motivates them with her caring, friendly, positive and fun attitude. Rebecca has graduated as a nurse but still finds time to volunteer at the Club and with the Cubs as a leader. She is an inspiration to the members. Mrs Celia MORRIS Mrs Celia Morris has lived in Cheshunt for eighty years (she is now 82) and for 70 years has been involved with voluntary organisations: She opened her first Guide company aged 21 and has been involved with Girl Guides locally ever since. She has run local Guide and Ranger companies and been District Commissioner. Even in retirement she has remained in the movement as a member of the Trefoil Guild which fund raises and gives support to the younger Guiders and their Packs. To date she has been an active member of the Guiding Movement for 70 years. Celia has also been a School Governor at Flamstead End Infant and Primary School for over 40 years. In addition, Celia has also been a volunteer sitting on Schools Appeals Panels for the last 30 years, to which she devotes a lot of time. Mrs Lee RAYNER Lee Rayner has been involved in music, education and the arts all her life, but this nomination is for her work with Broxbourne Arts Forum (BArts). Lee was closely involved with the setting up of the organisation in 2000 and since then has been BArts’ Programme Director. She has worked tirelessly to promote the Arts in the Borough. For the past 12 years Lee has been the arranger of the programme of musical events, plays and exhibitions, details of which appear in the twice-yearly BArts Programme, which she herself collates and

designs. She created the popular series of “Let’s Do Lunch” events, and set up the “My Kind of Music” monthly lunchtime piano recitals sponsored by BArts. Having pioneered the idea of art exhibitions at the Civic Hall, under her guidance more than 80 artists have been encouraged to exhibit their work. In the education field, Lee has used her experience as a teacher to liaise with schools, encouraging their participation in the Badger Awards for art, drama, music and dance, created in association with the Badger Centre for the Arts, of which she has also been a leading light. Lately she has introduced the concept of Arts Active Schools. Lee Rayner has provided much of the publicity for Broxbourne Arts Forum, writing all the newsletters, and is also publicity officer for Lea Valley U3A, of which she is a member. Special Constable Michael TAM Special Constable Michael Tam joined the Metropolitan Police as a special in 1990 at Tottenham Police Station. In 1993, he transferred to Enfield Police Station when Cheshunt and Waltham Cross was part of the Metropolitan Police. He started policing around Enfield as well as Waltham Cross and Cheshunt. In 2000, due to the boundary change, Waltham Cross and Cheshunt moved into the Hertfordshire Constabulary area. Michael Tam and a few of his Met Police colleagues decided to stay at Cheshunt and all transferred to Hertfordshire Police. He carried on policing around the Broxbourne area and says he enjoys every duty. Michael says he is pleased to serve the Borough as a Hertfordshire Special and he hopes to carry on serving this community as long as he can. Chief Inspector Dave Newsome endorses this award to Special Constable Michael Tam “for outstanding service and commitment to the Hertfordshire Special Constabulary in support of problem solving and crime reduction in the Borough of Broxbourne”. Mr & Mrs Rich & Elaine YOUNGMAN Rich and Elaine Youngman run the joint churches together youth group called YoungLife. Despite Elaine’s illness, they have continued to serve the young people of our community with diligence and grace. Rich worked as an adult volunteer leader for the Hertford Young Life team from 2000 when it started up, Both Rich and Elaine worked as volunteer leaders for 6 years.

At that time, Hoddesdon Christians wanted to start Young Life, and Rich put his name forward for full time ministry with Hoddesdon. Young Life Hoddesdon started in December 2006. Rich was the first UK-born Young Life

leader in the UK. Elaine joined him as an adult volunteer leader, maintaining her day job at the same time. By 2008, Young Life (Hoddesdon) were able to start a CLUB evening. Now there is regular attendances of 40 teenagers to weekly CLUB nights. The Mannamead Centre, Burford Street by kind permission of the Baptist Church there, is now firmly established as the Young Life building. Rich and Elaine were awarded the “Churches Together Care and Commitment” award this year for their services to the youth community, and this award was richly deserved. They work hard doing a difficult [but very rewarding] job, and the kids they support and mentor are effusive about their respect and love for their leaders.

Grace Harvey Grace Harvey is a 13 year old swimmer with the Hoddesdon Swimming Club. Classified as a disabled swimmer three years ago, Grace has thrived and holds 11 East Region records for her classification in freestyle, backstroke and butterfly. She won five gold and two silver medals at the National Junior Championships. In December 2011 she was selected on to the British Disability Swimming World Class Talent Programme. She now has her International Disability Classification and on the International Paralympic Committee database she is in the top 20 in the world for her S7 classification. Mark Nickson Mark is a regular ‘paddler’ at the Herts Young Mariners’ Base as part of the Cheshunt Olympic Preparation Squad. He has autism and cerebral palsy. He competes within Paddleability, the section of the British Canoe Union for disabled people. He regularly competes in canoe sprint and canoe marathon races in the Eastern Region and nationally. Mark competed in the British Canoe Union's National Sprint Championships in Nottingham last year. He won the Under 16 Paddleability Award for sprint races and the Endeavour Award for the most improved Paddleability paddler. Catherine Robinson Catherine is part of the successful Cheshunt Olympic Preparation Squad based at the Herts Young Mariners’ Base. She is the National Junior Para Sprint Canoe Champion 2011 and won three gold and three silver medals at the National Sprint Regatta last September. She is part of the Great Britain paracanoe squad and is on course to compete in the 2016 Paralympic Games.

Richard Stevens The inaugural winner of the Active Broxbourne Disability Coach of the Year award and shortlisted every year since, this year Richard received the Active Broxbourne Disability Service to Sport Award. This award acknowledges a lifetime of service to children and young people with additional needs. In the past year, Richard has raised over £6,000 for the special needs sports club he runs at the John Warner Sports Centre in Hoddesdon. The funding has been used to purchase a hoist to ensure that the trampolining sessions can be fully inclusive no matter what the disability of the individual. Richard has run the club for over 18 years. He thrives on doing things for others and it is said that those who attend his sessions “absolutely love Richard”.

Ladies and Gentlemen The Citizen of the Year awards provide an opportunity to mark the outstanding contributions of a number of people in the community. Each year, members of the variety of community groups and organisations give their time willingly to help others and play an active part in our community. This evening it is the occasion to mark the outstanding contribution made by an individual who will join the list of winners of the Council’s Civic Award. Civic Award winners have dedicated a lifetime to serving others in the community. Mr Mike Taylor has demonstrated a lifetime of service to the community through his involvement with a range of community groups in the Borough. He has also served from time to time as a Governor of various local schools. He is a member of the Friends of Lowewood Museum where he has also served as the Secretary and since his retirement in 1996 has worked as one of the museum’s volunteers. He is Secretary of the Friends of St Mary’s Church, Cheshunt and was Chairman of the Church’s Fabric Committee for a period which was responsible for the reroofing of the Chancel and the College Chapel. He has been a member and Secretary of the Lea Valley U3A Committee for several years. He was one of the founder members of the Goffs Oak Community Association which was originally formed when there was a threat that the M16 (now the M25) would be built along the Cuffley Valley. He was also a Trustee of the Cheshunt Common Rights Trust and former Clerk to the Trust.
