or for,ard the national interest. hat alone is

insufficient% ho,e'er. here are t,o other

co$#onents to the craftin( of forei(n #olic!. 8irst%

the #olic!$a+er $ust ha'e a (ras# of the do$estic

and bureaucratic en'iron$ent in ,hich #olic! is

 bein( crafted% and reco(nize ho, that en'iron$ent

affects both #ri'ate and #ublic actions. econd% the

 #olic!$a+er $ust also learn the 'arious artsassociated ,ith the #olic!$a+in( #rocess. he $ost

 brilliant forei(n #olic! architect in the ,orld ,ill

ha'e no influence unless s9he can $a+e a coherent
