    ARTICLE XIXDistrict Grand Lecturers

    Sec. 1 There shall be one or more District Grand Lecturers appointed by the Grand Master for eachMasonic District who shall be under the supervision of the District Deputy Grand Masterconcurrently with the Senior Grand Lecturer.

    Sec. 2 A District Grand Lecturer shll have the following duties and functions within his assigned area ofjurisdiction:a) To represent the Senior Grand Lecturer on matters relating to his (SGL) duties as provided by

    law (SeeArticle XVII attached).b) To visit alone or with the District Deputy Grand Master, subordinate Lodges assigned to him

    in his District.c) With prior authority from the Senior Grand Lecturer or Junior Grand Lecturer, and prior

    consultation with the District Deputy Grand Master, to conduct Lodge ofInstruction for theproper exemplification of the work in conformity with our rituals.

    d) To conduct the proficiency examination of Masters-elect and Wardens-elect when delegated todo so by the Senior Grand Lecturer in accordance with Article XVII, Section 1, sub-section e."(SGL) T o delegate to the Junior Grand Lecturers, District Deputy Grand Masters, DistrictGrand Lecturers or Grand Lodge Inspectors his power and authority to examine Masters-elect andwardens-elect as to their respective proficiency in the work and lectures 0 / the pertinent degrees andto issue certificates ofproficiency prior to their installation. "

    e) To perform such other duties and submit such written reports as may from time to time berequired of him by the Senior Grand Lecturer or the District Deputy Grand Master.A RTIC LE X VII

    The Grand Lecturers

    Sec. 1 The Senior Grand LecturerThe Senior Grand Lecturer shall be vested with the following powers and duties:a) To have immediate and direct supervision of, and to teach the ritual and esoteric work to, the

    Junior Grand Lecturers, District Grand Lecturers and Grand Lodge Inspectors.b) To visit Lodges in the jurisdiction and, where convenient, hold seminars regarding thegovernment and administration of subordinate Lodges by the Grand Lodge, and schools and

    Lodges ofInstruction to teach the ritual and esoteric work, and to exemplify the work orrequire conformity therewith.

    c) To examine masters-elect, Wardens-elect, Treasurers-elect and Secretaries-elect in the partof the Constitution, By-laws, Edicts and Regulations of the Grand Lodsge referring to thegovernment of Lodges and the Masters-elect and Wardens-elect in their proficiency in thework and lectures, and to withhold the issuance of certificates of proficiency from allwho arenot proficient prior to their installation.

    d) To issue certificates of proficiency to masters-elect and Wardens-elect who qualify after theexamination required of them prior to their installation.

    e) To delegate to the Junior Grand Lecturers, District deputy Grand Masters, District GrandLecturers or Grand Lodge Inpsectors his power and authority to examine Masters-elect ndWardens-elect as to their respective proficiency in the work and lectures of the pertinent

    degrees and to issue certificates of proficiency prior to their installation.f) To issue certificates of proficiency to master masons who are proficient in the work and

    lectures adopted by the Grand Lodge.g) To endorse to the Grand Master the recommendation of the District Deputy Grand Masters

    for the appointment of as many Past Masters as may be needed to serve as Grand LodgeInspectors.h) To sign together with the Grand Master, the commission of each Grand Lodge Inspectorappointed by the Grand Master:

    i) To render a report to the Grand Lodge at each Annual Communication giving a full accountof services rendered during the year and submit a copy thereof to the Committee on GrandLodge Officers' Report two (2) weeks before the Annual Communication.

    j ) To delegate to the Junior or District Grand Lecturers such of his powers and duties as he mayconsider necessary, proper and expedient.

    DUTIES & FUNCTIONSof the

    DISTRICT GRAND LECTURERGENERAL

    Stated MeetingsAttend all Stated Meetings of the subordinate Lodges comprising the District, ascertain that thesolemnity and proficiency of the Rituals and Floor Works are observed and that all applicableprovisions of our Constitution and By-laws are duly complied with.

    Special Meetings/ConferralsAttend all Special Meetings / Conferral of the subordinate Lodges comprising the District,ascertain that the solemnity and proficiency of the Rituals and Floor Works are observed and thatall applicable provisions of our Constitution and By-laws are duly complied with.

    Candidate's OrientationEnsure that the recommended Orientation Program according to the Tried and Proven manual iscomplied with and regularly given by members of the Lodge to their Candidate(s).

    A committee of at least five (5) Master Masons (with a Past Master and a Chairman) togive each of the 5 topics of the 4 orientation programs.A regular venue and time for the 4 programs

    Annual ElectionsEnsure Part III, Article II, Section 2 of the Masonic Law Book (revised 1994) regarding Electionsis read in the months of October, November and December; and ascertain that it is duly compliedwith; as follows:"N o m em ber shall so licit f o r him self o r fo r any o ther m em ber o f any L odge any elective o r appo intiv ep o sitio n in a L o dg e, n o r sh all a ny e le ctio n ee ring , c an va ssin g o r so lic iting o f v o te s o r su pp o rt, fo r a nym em ber be allo w ed.     Ensure that only those present and in good standing will voteEnsure that those elected and appointed to office are

    In good standingHave taken their 3rd Degree proficiency examination

    Ask the Lodge Secretary to submit a roster of the names of all the Lodge memberstogether with the dates when their 3rd Degree proficiency examination were taken.Ascertain that a copy of the Election Returns is transmitted to the Grand Secretary.When delegated by the Senior Grand Lecturer, qualify the Lights on their proficiency inthe Opening and Closing of the Lodge, Conferral Rituals of their respective Degrees andthe pertinent laws, rules and regulations governing the LodgesIssue Certificates of Proficiency to qualified Lights-elect prior to their Installation.

    Annual Budget and Program of ActivitiesFor the ensuing yearSecure a copy of the approved Annual Budget and Program of Activities of eachof the subordinate Lodges from the out-going District Deputy Grand Master orincumbent Worshipful Master to monitor and guide the subordinate Lodges in theirimplementation.For the succeeding yearOn the 1st Stated Meeting after the Installation, ensure that the Annual Budget andthe Program of Activities of the Ldoge for the ensuing Masonic Year is presented by theWorshipful Master and approved by the members of the Lodge.

    District ActivitiesAssist the District Deputy Grand Master in planning and formulating guidelines for theimplementation of all District-sponsored activities. Be diligent in attending these activities andencourage the members of all subordinate Lodges comprising the District, expecially its officers, toattend and participate in the activities and/or proceedings.

    Monthly District Council MeetingsEffective Lodge Management ForumLodge of Instructions

    The District Grand Lecturer must be actively involved in organizing and conducting theLodge of Instructions.

    Lodge of RemembranceNCR Multi-District Convention

    Conferral Ritual Proficiency Contest Orientation Proficiency Contest Sports and Family Activities

    Reports:Prepare the required reports and submit them on time

    Monthly Report; before the next stated meeting.Annual Accomplishment Report; on the 1st day of March,

    Others:Wardens' Columns:Ensure that the columns of the Wardens are properly positioned

    During the Meeting, the Senior Warden's column is standing while the Junior Warden'scolumn is down.During recess, the Junior Warden's column is standing while the Senior Warden's columnis down.

    Decorum:During the proceedingsSilence is observed

    Cellular Phones:Announce and ascertain that all Cellular Phones are turned off or in silent mode so as not todisturb the proceedings.Late-comers

    Late-comers cannot enter the Lodge while it is being opened. They can enter the Lodgeonly after the Lodge has been opened; but before or after the Reading of the Minutes.The Tyler should knock to announce that a brother desires admission in the LodgeThe Junior Deacon admits the brother only after the Worshipful Master raps once toattend to the requestThe Junior Deacon knocks at the door to verify the alarm.The late-comer must salute to the Worshipful Master at the Altar before taking his seat inthe Lodge

    Brethren leaving and returning to the Lodge: Without disturbing the proceedings;

    A brother who needs to leave the Lodge must salute to the Worshipful Master at the Altarbefore leavingThe Junior Deacon knocks at the door to alarm the Tyler that a brother desires to go outof the Lodge.On the brother's return to the Lodge, The Tyler knocks to alarm the Junior Deacon whoopens the door to verify the alarm.The brother must salute to the Worshipful Master at the Altar before taking his seat inthe Lodge.

    STATED MEETINGSAttendance

    Ensure that there is at least one (1) of the Lights to open the Lodge. The Lodge cannot beopened without the presence of any of the Lights.Ensure that there are at least seven (7) members of the Lodge to conduct the meeting. The Lodge can be opened with only three (3) members present; but,

    The meeting cannot be conducted if there are less than seven (7) members presentIn the absence of the Worshipful Master, the Senior Warden must preside in the meeting.In the absence of the Worshipful Master and the Senior Warden, the Junior Warden mustpreside the meeting.

    Date and TimeEnsure that the Lodge is opened on the regular date of its stated meeting.If the meeting is held on another date:

    Ascertain that the proper dispensation is had from the District Deputy Grand Master andthe corresponding Dispensation Fee paid.Have the dispensation read immediately after the opening and before the meeting proper.Without such dispensation, the meeting cannot be held.

    Encourage the Lodge to start the meeting on time as stipulated in its By-laws.

    Masonic Attire:Ascertain that all members present are in proper Masonic attire

    Barong Tagalog and dark pantsDark suit and tie

    Proper regalia; i.e., aprons, collars and jewelsLodge paraphernalia:

    Make sure the following are available The Lodge Charter is displayed

    Working tools are displayedAltar displays a Volume of the Sacred Law with a Square and Compasses accordinglyarranged on the degree the Lodge is to be opened.Ascertain that the Square and Compasses over the Volume of the Sacred law is arrangedon the 3rd degree when the Lodge is opened.The Book of Constitutions or Masonic Law Book together with the Lodge By-laws areavailablePhilippine Flag is in good condition and on a flag staff

    Monitor:Monitors are not to be read during the entire proceedings. Encourage the members to memorizeand be proficient at delivering their pieces and floor works according to regulations.

    Agenda:Ascertain that an agenda is prepared by the Lodge Secretary or Worshipful Master and inaccordance with Masonic Law Book.

    Presentation and retirement of the Philippine Flag: National anthem is sung Grand Lodge Hymn is sung after the Philippine Flag is conducted to the East

    The Pledge of Allegiance or the prescribed "Panatang Makabayan" is recited before thePhilippine Flag is retired to its proper custodian.Minutes of the last stated and/or special meeting

    Note that the minutes read contains all the proceedings proper to be written as approved. Ascertain that the minutes contains the Circular and Edict Numbers and titles read in the

    previous stated meeting.If the Minutes of the last stated meeting is not available,

    the Worshipful Master or any member of the Lodge should give an oral account of theproceedings of the last stated meeting for comments and/or corrections by the membersof the Lodge.the official minutes should be read when available in the next stated meeting.

    Grand Lodge Circulars and Edicts:All Grand Lodge Circulars, Edicts and communications must be read.The Brethren will stand only for the Edicts read.If too long, only the Circular/Edict number, subject and summary of contents may be readand the documents circulated to the brethren present.All Circulars (especially No. 12 containing announcements) and Edicts can be circulated tothe members to save time and for the members' perusal.

    Petitions:Before a petition is read, ascertain that ...

    All questions on the Petition Form are completely answered in the Petitioner's ownhandwriting.Two (2) 3-R full-body pictures are attached to the petition

    For plural membership, the Certificate of Good Standing must accompany theFor Affiliation, the Certificates of Demit and Good Standing must accompany thePetition.

    The Petition Fee is paid and duly receipted by the Lodge Secretary.

    Balloting:Before balloting of a Petition, ascertain that The Committee on Investigation has made its report to the Worshipful Master.

    The petition appears on Circular No. 12; the Lodge Secretary showing the circular asevidence of circularizationAll members present must cast their ballots without exception; nobody can be allowed toleave until after the balloting is over.

    Examination of Candidates: Ascertain that the examination is given at the proper stations depending on the degree the

    examination is givenAscertain that the examination is given in an audible tone heard by all members of the LodgeAscertain that the examiner givesthe examination from memory.Ascertain the proficiency of the Candidate is satisfactory.

    Masonic EducationDeliver Masonic Education lectures to the subordinate Lodges comprising the District on

    Topics as prescribed by the Senior Grand LecturerTopics needed by and timely for the brethren

    When necessary, clarification and/ or validation of topics given by the Masonic EducationCommittee of the subordinate Lodge.

    SPECIAL MEETINGS/CONFERRALSAttendance

    Ensure that there is at least one (1) of the Lights to open the Lodge. The Lodge cannot beopened without the presence of any of the Lights.Ensure that there are at least seven (7) members of the Lodge to conduct the special meeting.The Lodge can be opened with only three (3) members present; but,

    The special meeting cannot be conducted if there are less than seven (7) members presentIn the absence of the Worshipful Master, the Senior Warden must preside in the opening ofthe Lodge.In the absence of the Worshipful Master and the Senior Warden, the Junior Warden mustpreside the opening of the Lodge.Ascertain that all the positions in the conferral are filled up.Ensure that a lecturer is available.to deliver the Lecture of the conferral. In no case should theconferral be allowed to proced if there is nobody to give the lecture.

    Dispensationfs): Ensure that proper dispensations are obtained from the District Deputy Grand Master on the

    following and dispensation feeis) accordingly paid:More than one (1) Candidate

    Simultaneously on more than One (1) CandidateThe number of Candidates per conferral must not exceed five (5).

    Such dispensations must be read prior to the Conferral Rituals.Qualification:

    Before each Conferral, ascertain that the Candidate has complied with the following:Satisfactorily passed the pertinent Degree Proficiency Examination.Attended the pertinent Degree Orientation according to regulations.Updated in his petition feesAll other requirements of the Lodge

    LectureThe Lecture is an integral portion of the conferral ritual. Without it the conferral is not consideredcompleted; hence, the conferral should not be given.

    Do not allow a conferral to proceed if there is nobody assigned to deliver the Lecture.Encourage the Lodge to practice efficient time management. It has been a commonexcuse to defer and dispense with the Lecture for a later date bcause the conferral hasprogressed to the late hours of the night. -If there is more than 1 Candidate for conferral, suggest for the Lodge to be opened at anearly time to allow sufficient time for the Lecture to be delivered during the conferral.Do not allow thel.ecture to be deferred or dispensed with for a later date once theconferral has begun.

    Examination of Candidate(s)If the Candidate will take the Proficiency Eamination of the preceding Degree prior to thisconferral scheduled for the succeeding degree:

    Ascertain that the Degree on which the Lodge was opened is accordingly lowered to theDegree on which the proficiency examination will be given and the Square and Compass

    on the Volume of The Sacred Law at the altar is correspondingly arranged.Ascertain that the examination is given at the proper stations depending on the degree theexamination is given

    Ascertain that the examination is given in an audible tone heard by all members of theLodgeAscertain that the examiner gives the examination from memoryAscertain that the proficiency examination of the Candidate in the preceding degree issatisfactory before the Conferral of the succeeding Degree can be given. No Conferral ofthe succeeding degree can be given if his proficiency examination in the preceding degreeis not satisfactory.Ascertain that the Degree on which the Lodge was lowered for the proficiencyexamination is accordingly raised to the Degree on which the conferral will be givenand the Square and Compasses on the Volume of The Sacred Law at the altar iscorrespondingly arranged.

    Edict 131:Prior to a 3rd Degree Conferral, read Edict 131 on abuse and violence on Candidates and ensurethat it is regularly implemented and complied with.
