INTRODUCTION

• NOSS was first introduced in 1991 by NVTC (LLPPKK)

• 71 National Trade Standards (NTS) had been developed

from 1971 until 1991. The old format focused mostly on the

knowledge-based approach adopted from Europe for

flexible skill certification system.

• First NDT NOSS was RT (1986), UT 1990, MT 1991, PT

1992 and ET 1993.

• NDT’s NOSS main reference was ISO 9712

• However , new ISO 9712 : 1999 was established forcing

changes in NOSS RT and UT both in 2000.

• NOSS NDT (RT &UT) differs from other trades since it is

an examination centric approach

• In Malaysia 3 Training agencies accredited to JPK:

ANM (all NDT methods except UT)

SIRIM BERHAD (UT only)

TATI (RT)

• Another centre ITC was approved in 2011 (all methods

except RT.

• > 3,000 certified NDT personnel in all methods by JPK

NASDA Act 2006 (Act 652) MLVK changed to JPK

ISO 9712 have been revised twice (2005 and 2012)

JPK accredited to ISO 17204 by DSM in 2012

MSNT appointed as Industrial Lead Body (ILB) by JPK

• Number of higher levels of certified NDT personnel needs

WHAT IS NOSS?

National Occupational Skills Standard (NOSS)

is defined as a specification of the competencies

expected of a skilled worker who is gainfully

employed in Malaysia for an occupational area,

level and the pathway to achieve the

competencies.

OLD NOSS FORMAT

• Modular system

• Suitable for both private and public training sector

• Followed trends in USA, Canada, UK, Australia, Germany for

Competency based Training and Education (CBTE).

• Concentrates on end product i.e. “ What people can do as a

result of training? “

• In 2006 occupational standard established under part IV of

Nasda Act 2006 (Act 652).

NEW NOSS FORMAT

• Initiated in 2011 by NOSS Expert Working Group (EWG)

• Change from DACUM (develop a curriculum) to DESCUM

(develop the NOSS and curriculum):

- Starts with an occupational area review on the industry to

gain insight on the Malaysian job market scenario.

- Review of current Occupational Analysis (OA) structure of the

industrial sector/sub sector, current trend of the industry, skilled

workers supply and demand in the local sector and the

industrial competitiveness at international level.

CPC consist of core and elective competency units. A Competency Unit (CU) is an

independent meaningful unit of work, which contains several activities to complete

a work cycle.

Core Competency Unit

Classified as generic and essential competencies required for a particular

occupation.

Elective Competency Unit

Classified as related additional competencies and relevant to the particular

occupation.

Competency Profile Consists of the competency unit (CU) descriptor, work activities and performance

criteria

CU Descriptor

Describes the synopsis of the competency unit on the outcomes/ objectives; process; condition/

range; standards; and/or regulation; and/or manual; pre-requisite; etc in order to carry out the

competency successfully.

Work Activities

Represents a complete cycle of work activities to produce an outcome with its starting point

and ending point which result in a product; service; or decision.

Performance Indicators

Tells someone how well he/she must perform the work activities with regard to process criteria

and product criteria that meet the standard quality requirement.
