IT is notified for general information that under the provisions of section 78 (2) of the Customs (Control and

each in the amount of US$1.2 million equivalent from the International Development Association towards the cost of the hIV/AIDS Prevention and Control Project and intends to apply part of the proceeds of this loan and credit towards the financing of activities/subprojects to be implemented by eligible civil societies to respond effectively to hIV/AIDS.

Tender for the Supply of Brown Sugar to the Ministry of Trade, Industry, Commerce and

Consumer Affairs

The above named Ministry is inviting tenders for the supply of Brown Sugar, for the period

November 2007 to October 2008.

Quantity:

Four thousand five hundred (4,500) metric tons to be shipped in equal monthly quantities over a twelve month period or as agreed between the contracting parties.

Quality:

The Brown Sugar shall be in keeping with the Saint Lucia Standard Specifications for Brown Sugar - SLNS #23 of 1996.

Specific Requirements:

98 degrees polarization

Invert sugar shall not exceed 1% by weight

Sulphated ash shall not exceed 0.5% weight

Loss on drying (3h at 105 degrees C – 221 degrees F) shall not exceed 0.7% by weight.

The color shall not exceed 3,000 I.C.U.S.A units

The following maximum limits shall apply for heavy metal.

Arsenic 1PPM

Copper 2PPM

Lead 2PPM

Insoluble matter shall not exceed 500 PPM when tested according to the official method.

The finished product shall not contain lumps larger than 1.27 cm (0.5 inches) in the greatest diameter that cannot be broken on light finger pressure, and must be fit for direct human consumption.Quality Assurance:

each shipment should be accompanied by a Certificate of Compliance.

A Certificate of Product test results in conformity with the specifications stipulated in the tender notice must be submitted annually.

A Microbiological test report issued by a third party laboratory or a test laboratory within certified facilities must accompany each shipment.

Weight:

Brown Sugar must be packed in strong bags in not more than 125 lbs.

Transportation:

Brown Sugar shall be shipped break bulk or containerized in vessels suitable for transporting food stuff for human consumption.

Insurance:

A copy of insurance certificate must be submitted with each shipment for settlement of lawful claims.

On the eCSe last week, shares of the Bank of Nevis started the week trading at $5.25 but ending the week trading at $5.50 and

shares of east Caribbean Financial holding Company traded at $12.50 down $0.25 on its last traded price.

On the Regional Government Securities Market, the Government of St. Vincent & the Grenadines auctioned a $30M 10-year bond. The issue was fully subscribed at a rate of 7.5%. The Government of Antigua & Barbuda also came to market with a 91-day Treasury Bill. This issue was oversubscribed and closed at a discount rate of 6.5%.

Trinidad:

In response to Neal & Massey’s purchase of BS&T shares, Ansa McAl has increased its offer from B$9 to B$10. Neal & Massey has increased its shareholding of BS&T to 27.9% after the company purchased over 3 million shares on the TTSe. The shares were purchased at $28.35. The Ansa McAl offer stands until October 22.

Jamaica:

Jamaican markets ended the week with the indices recording mixed results. Of the 33 stocks traded, Cable & Wireless Jamaica was the volume leader, followed by Mayberry Investments and Jamaica Broilers.

Guardian holdings was the price leader followed by RBTT and First Jamaica Investments Limited. Amongst the top decliners were Lascelles de Mercado & Co, Salada Foods and GraceKennedy.

DundeeWealth has rejected CI Financial’s bid for acquisition. Coming on the heels of Scotiabank’s offer to pat C$608 million to purchase the banking operations of Dundee Corporation and acquire 18% of the company’s wealth management division. CI is seeking to acquire the banking division and money management division of Dundee Corporation at C$2.4 billion. CI Financial is Canada’s second largest mutual fund company.

Barbados:

On the BSe, last week’s volume leaders included Barbados Shipping & Trading, Goddard enterprises and Neal & Massey holdings. The

composite ended the week gaining 0.52 points to close at 982 points.

The Barbadian Government may be seeking to sell its 20% stake in Barbados National Bank. In a speech to some Barbadians in New York, Prime Minister Owen Arthur gave what was termed as a ‘broad hint’ that the sale of the shares is being considered. In his speech, he noted that when the BNB shares first came to market, Barbadians did not take advantage of the opportunity, however, should the Government decide to sell off its stake in BNB, Barbadians would now have a second chance at acquiring those shares. The BNB shares were initially sold at $1.80; the shares are now worth $6.80.

International:

US markets plunged on concern that the credit market losses may worsen after a report showed that Americans are missing mortgage payments. Asian stocks climbed n speculation that the US Federal Reserve will cut borrowing costs to avoid a recession and in europe, a draft report indicates that european markets may remain unsettled and threaten economic growth across europe.

Security In October 2005, a flaw in MySpace’s site design was exploited by a user only known as “Samy” to create the world’s first self-propagating cross-site scripting (XSS) worm. MSNBC has also reported that MySpace is a “hotbed” for spyware, and that infection rates are rising because of MySpace. In addition to this, the cus-tomization of user pages currently allows the injection of certain HTML which can be crafted to form a phishing user profile, thus keeping the myspace.com domain as the address. More recently, there has been spam on bulletins that has been the result of phishing. Users find their MySpace homepage with bulletins they didn’t post, realizing later they had been phished. The bulletin consists of an advertise-ment that provides a link to a fake login screen, tricking people into typing in their MySpace e-mail and password. Other security fears regarding profile content itself are also present. For ex-ample, the embedding of videos inher-ently allows all of the format’s abilities and functions to be used on a page. A prime example of this surfaced in De-cember 2006, when embedded Quick-Time videos were shown to contain

hyperlinks to JavaScript files, which would be run simply by a user visiting a ‘phished’ profile page, or even in some cases by simply viewing a user’s ‘about me’ elsewhere on the site. Users who entered their login information into a fake login bar that appeared would also become ‘phished’, and their account would be used to spam other members, thus spreading this security problem. In April 2007, a house in the United Kingdom was wrecked by gatecrashers

storming a party after reading an invite for it on MySpace. The party caused an estimated £20,000-£25,000 worth of damage, forcing the family to move out after graffiti was sprayed on walls and light fixtures were ripped out. Rachel Bell, the organizer of the party, claimed that her account was hacked and she only expected a small number of people to turn up. The resulting situation required several police cars and a dog-handling unit in order to restore peace.

CRICKETKey ECB jobs for Morris & Gatting

Hugh Morris and Mike Gatting have been handed key managerial roles as part of a major restructure of English cricket. Morris, current England and Wales Cricket Board deputy chief executive, will take over as managing director of the England team from next Monday. Former England captain Gatting has been given the task of overseeing the first-class and recreational game. The moves comes in the wake of the Schofield report into England’s heavy Ashes defeat a year ago. The structural overhaul also sees former England women’s captain Clare Connor succeed the retiring Gill

McConway as the head of women’s cricket. “I am delighted that Hugh, Mike and Clare have accepted these positions,” said ECB chief executive David Collier. “These appointments were recommended within the England Review and approved by the board this summer.” Morris, 43, was a member of the seven-man Schofield committee and is expected to take on overall responsibility for all aspects of England team affairs. A former captain of Glamorgan, he appeared in three Tests for England against West Indies and Sri Lanka in 1991 and acted up as ECB chief executive when Tim Lamb resigned in 2004. BBC Radio 5live cricket reporter Pat Murphy said: “Morris will deal with discipline and acting as a liaison between players and head coach while taking responsibility for selection of players who’ve got injury problems. “He’ll also have input into programming of future tours.” One of Gatting’s key roles as Managing Director Cricket Partnerships will be to improve communication between the ECB and first-class and minor counties. The 50-year-old is also responsible for raising standards across first-class and non-first class cricket.

He told BBC 5live: “I think our development programme is as good as anywhere else in the world. “In fact, the Australians have invited us over recently just to go through how we’re developing our game through the grass-roots. “I think we’re in pretty good shape around the bottom rungs. “We just have to make sure the lines of communication are open so everybody has their say and the right decisions are made to improve the players coming through.” The ECB is also thought to be seeking a national selector - a role which Gatting has filled in the past. Gatting, who appeared in 79 Tests and captained England to their last Ashes victory in Australia in 1986/87, was last on the selection panel in 1999. He also acted as coach, alongside former team-mate Graham Gooch, during the ill-fated series defeat to New Zealand that left England bottom in the unofficial Test rankings. The creation of the new positions fulfils one of the recommendations of the Schofield report, published in May. The report, which suggested 18 other steps to improve the state of English cricket, called for: “The establishment of a new management structure within the ECB with full accountability and responsibility for the selection and performance of the England cricket team.”

FOOTBALL

Manchester United midfielder Michael Carrick will be out of action for up to six weeks with a fractured right elbow. The injury also means the 26-year-old will miss England’s crucial upcoming Euro 2008 qualifying games against Estonia and Russia. He suffered the injury during the latter stages of United’s Champions League

victory over Roma on Tuesday. Carrick appeared fine immediately after the game, but X-rays have revealed the full extent of the problem. He will probably be missing until the trip to Bolton on 24 November, which means he is likely to miss five Premier League matches as well as United’s two Champions League ties against Dynamo Kiev. The injury leaves United boss Sir Alex Ferguson facing a selection headache for Saturday’s encounter with Wigan, with Owen Hargreaves already ruled out. Midfielder Hargreaves will be out of action for up to four weeks with a knee injury.

With Darren Fletcher also sidelined with a knee injury it leaves only Paul Scholes as the only fit recognised central midfielder. Brazilian Anderson is capable of playing in central midfield but a more likely alternative could be John O’Shea, who himself is only just back playing following a knee injury. As well as the Estonia and Russia games, Carrick is almost certainly out of England’s friendly in Austria on 16 November and the final Euro 2008 qualifier against Croatia five days later.
