  FAO:  trees  unbind  on  average  5  tons  of  CO₂  per  ha/year.    

  Problem:  pollu4on  caused  by  fossil  fuels  is  8,4  billion  tons.    

  Solu4on:  2  Billion  hectares  trees  x  5  tons  CO₂    =  10  billion  tons.

Obstacles  &  Solu,ons  

 Obstacle  1:  –  No  finance  for  young  entrepreneurs  for  working  on  water  reduc4on.  

 Solu4on:  –  Government  gives  collateral  to  private  banks  based  on  requirements  (WBSO  in  the  Netherlands  =  Law  Promo4ng  Research  and  Development).  

 Obstacle  2:  –  There  is  no  economical  environment  for  trial  periods  of  innova4ve  solu4ons.  

 Solu4on:  –  Tender  Program:  Government  defines  problems  and  asks  for  proposals  for  solu4ons.  

– Offers  minimum  amount  for  solu4ons    –  Best  solu4ons  are  chosen  (SBIR=  Small  Business  Innova4on  Research).

 Obstacle  3:  –  No  clear  tax  and  customs  policies.    –  New  inven4ons  are  defined  under  old  rulings.    –  Interna4onal  rulings  are  not  excepted.    –  Bureaucra4c  aitude.  

 Solu4on:  –  Customs  have  to  appoint  special  personnel  for  rulings  on  innova4ve  products.

 Obstacle  4:  –  Risk  avoiding  aitude  at  government  level    

 Solu4on:  –  Each  ministry  should  have  a  risk  taking  department  for  innova4ve  ideas.  

–  Criteria  have  to  be  defined.  –  A  minimum  number  of  projects  a  year.  

–  If  no  projects  fail,  the  risk  avoiding  aitude  is  too  high.  

–  One  of  requirements  of  projects  is  the  risk  of  failure  (no  risk  is  not  for  this  department).
