The following are the important activities of Department of Consumer Affairs duringthe month of July, 2018:

1. Pulses Buffer Stock:

Four Weekly Review Meetings on Disposal of pulses were held during the month ofJuly, 2018 to monitor and expedite disposal of pulses from the identified stocks. Off takeof around 11000 MT and 4600 MT of pulses for States under MOMand ICDS happenedduring July, 2018.

As on 31.07.2018, the available stock in the pulses buffer is 9.87 lakh MT after disposalof 10.63 lakh MT from 20.50 lakh tonnes procured/imported.

A CoS meeting was held on 24.07.2018 on issues concerning supply of pulses from theCentral Buffer stock under ICDS, MOM Scheme etc. The recommendations of the CoSare being acted upon in earnest including resolution of storage space in few States andcommunication of supply price to the States.

2. NCCF:

At present there is no MD nor Chairman in NCCF and it is in state of lawlessness. Anorder dated 24th July, 2018 was issued under Section 123 of the Multi StateCooperative Societies Act, 2002 (The MSCS Act) for superseding the Board of NCCF.The NCCF and Board members challenged the order of supersession in the High Courtof Delhi. Ld. Single Judge has stayed the order till next date of hearing and alsoordered that NCCF will not hold any meeting of the Board. The next date of hearing is21st August, 2018. Earlier Board of NCCF held a meeting on 12 July 2018 despiteGovernment direction u/s 122 not to hold the meeting. The Board took various irregulardecisions like reverting the Chief Vigilance Officer, NCCF, sanctioning salary of MD toGM, etc. Based on opinion of Ld. ASGI, a reference has been prepared for CRCS u/s84 of the MSCS Act to cancel the minutes of the meeting. Same is being settled by Ld.ASGI.

3. 3rd Session of IGE on UNGCP

Hon'ble Minister of Consumer Affairs, Food and Public Distribution, along withSecretary, Consumer Affairs attended the 3rd Session of the Inter-Governmental Groupof Experts (IGE), set up under the revised UN Guidelines on Consumer Protection(UNGCP), at Geneva during 9-10 July 2018. The Hon'ble Minister in his statement.

the Opening Plenary Session highlighted the steps taken by India to fully implement theSustainable Development Goals under the visionary leadership of the Hon'ble PrimeMinister, the policies of Government to ensure food security for the country, the policyinitiatives in the new Consumer Protection Bill etc. In an interview with UNCTAD, theHon'ble Minister explained the importance of the role of UNCTAD in the field ofConsumer Rights Protection. Following the last year's proposal by Argentina ondeclaration of World Consumer ProtectionWeek in the week of is" March, India moveda compromise proposal to proclaim the World Consumer ProtectionWeek to take placeyearly during the week of 15 March, and to celebrate the World Consumer Rights Dayon rs" March, as appropriate.

4. Super Bazar

MIs Writers & Publishers Ltd. (WPL) filed a case against Official Liquidator of SuperBazar for non-payment of their dues as per order dated 29.03.2016 according to whichCAG was to verify income and expenditure incurred by WPL as administrator of SuperBazar. On 17.05.2018 the Hon'ble Supreme Court passed an order for implementationof its order dated 29.03.2016 and also ordered correction of CAG's report in favour ofMIsWPL. Government was not a party in the matter.

After the order dated 17.05.2018, the then official liquidator Dr. A.K. Mishra, Retd.Director (Co-operation), DACFW whose term expired on 15.05.2018 unauthorisedlyissued a cheque for Rs. 35 crore in favour of WPL. Being unauthorized, the paymentwas stopped by this Department. On this, WPL filed a contempt petition in the Hon'bleSupreme Court.

Affidavits on behalf of the present Liquidator and contemnor have been filed. Also, anapplication will be filed before the Hon'ble Court for modification of order dated29.03.2016 and 17.05.2018. Next date of hearing is 24.08.2018.

5. Bureau of Indian Standards:

A Memorandum of Understanding (MoU) between Bureau of Indian Standards andGhana Standards Authority, Ghana for cooperation in the fields of Standardization andConformity Assessment was signed during the visit of Minister of Foreign Affairs andRegional Integration, Ghana to India on18 July 2018.

A two-day workshop on National Building Code of India 2016 jointly organized by BISand Indian Buildings Congress (IBC) on 13-14 July 2018 was inaugurated by Hon'bleMinister for PWD, Housing, Environment & Transport, Govt of Chhattisgarh and waspresided over by DG, BIS.

7. Price trends for the month of July, 2018 over June, 2018 for all India monthlyaverage retail prices from 105 centers across the country as reported by the respective CivilSupplies Departments of States/UTs are given at Annexure-I.

8. Three new Price Reporting Centers namely, Tura, Gaya and Muzzafarpur were added inmonth of July. With the addition of these three Price Centres, total number has centers hasincreased to 105 across country.

9. The update on other points to be reported to Cabinet Secretariat is at Annexure II.

7. Minimum Government, Maximum Governance:

Price Monitoring Cell (PMC) of the Department of Consumer Affairs monitors the retailand wholesale prices of 22 essential commodities on daily basis. These prices are reportedby State Civil Supplies Departments on daily basis mainly through online portal. Theseprices are disseminated through the Department website immediately. Because of the onlineprice reporting, the time taken to report and dissemination is less. As perinstructions/guidelines even other routine office work is being shifted on line to reducedelays and for more efficient results.
