Development Review – Current Process

• DWM contacted during zoning applications for staff comments

• DWM contacted during annexation petitions for cost-benefit analysis when annexation is proposed

• For proposed projects inside City limits, DWM is not typically contacted until it receives a copy of the site plan for review/comment

• Lift Station Construction Drawings are not received until applicant submits them, there is no requirement for meetings/coordination with Water Management prior to submittal

Development Review – Need for Change

• Projects frequently encounter utility capacity limitations during site plan review, often when significant funds have already been spent on site

• DWM has to review full site plans to ensure all standards are being met, this review often overlaps with Public Works’ review

• DWM does not receive CDs for non-lift station projects, DWM’s review of site plans would therefore be an obstacle to consolidated site plans and CDs

Development Review – Path Forward • A Required Utility Statement (RUS) will be required for all

projects requiring water and sewer service, including redevelopment of existing sites with new service connections or demolition of existing structures

• An application fee of $500 will be charged for DWM’s review of the RUS

• All due diligence requests, inquiries for capacity, etc will require a RUS application for the site on file prior to meeting

• RUS will replace the current Utility Impact Analysis (UIA) for DWM

• The target date for the implementation of the new RUS process is early September

What is a RUS? • The RUS will collect general information about the project

(Parcel ID, applicant contact info, etc)

• RUS will provide adequate information to DWM staff to pull relevant capacity information at the site

• The applicant will provide basic information on how much additional sewer flow is proposed and what required fire flow is applicable to the site

• A basin map will be made available to applicants of downstream sanitary sewer lift stations

• The form will be available on the City’s website and will be web-based

• Payment of fee will be required through the City’s website or via check

When will a RUS be required?

• A RUS will be required prior to any zoning case, annexation case or any new connection to the City’s water and/or sewer system

• A new RUS will be required if a previous RUS is being modified (total number of units changing or offsite improvements changing)

• A Utility Extension Agreement (UEA) will likely be triggered by a RUS for projects, which conveys with the property. Applicants will not be permitted to subdivide or phase projects to circumvent requirements for second feeds, lift stations, etc

• Due diligence callers will be referred to the RUS process once in place

RUS – General Information • Engineering PM: Name of engineer working on project, will

receive the final statement from the City

• Email Address: where do you want the statement to be sent?

• Project Name: Please pick one and stay with it!

• Parcel ID(s) (not PINs): Use the largest parcel proposed. Please note that the parcel ID will be the field that ties to payment, so choose wisely. All parcel ID’s attached to the project will be included in the final statement.

• Is a Lift Station Proposed – Check Yes or No.

• If a Lift Station is Proposed, is DWM operation of the lift station proposed? – Only check Yes here if you have at least 150 units and are prepared to design to the City’s standards

RUS – Proposed DU Count and Flow

• Total Unit Count – count total DUs, this number will be written in to the final statement but will be allowed to vary approximately 10%. This would not be required for a commercial or industrial development

• Volume of Wastewater Generated per 2T rules – 2T rules must be used, ADF is required.

• Peaking Factor per 2T rules – Calculated for whole basin per 2T rules

• Diameter of Downstream Sewer – the applicant needs to confirm this with survey prior to submitting

• Description of Offsite Sewer Improvements – text field, provide length and locations of proposed sewer lines

RUS – Fire Flow • Required Fire Flow for proposed project type from

Reference Guide for Development (RGD) - a number will be required in this field, “N/A” or “TBD” are not acceptable. The fire flow required for the proposed use or the fire flow required for the Future Land Use Map (FLUM) must be used, whichever is HIGHER.

RUS – Fire Flow (con’t)

• The City’s fire flow map generated by the current model will be made available to developers to predict fire flow at current sites

• Predicted fire flow can be used for onsite improvement sizing at DPW’s discretion

• Fire flow tests may be required at DPW’s discretion but will not be required prior to the approval of all RUS. DWM may require fire flow tests when necessary, but will not make them a required component of the RUS process.

RUS - Deliverables

• Applicant will receive a statement with the required offsite utilities and utility connection points

• The information in the RUS will be used by DPW to review site plans, CDs and UEA applications

• DWM is working on an internal set of standards that sets turnaround times for statements based on when application was received and when a meeting (optional) with the applicant was scheduled. These turnaround times will likely be converted to a metric tracked by the CMO

• Funds from permit fees are being used to create a new position in DWM (currently advertised) to expedite review turnarounds

Sanitary Sewer Lift Stations

• DWM is now charging a fee for the review of Lift Station Construction Drawings ($10,000)

• A Preliminary Engineering Report (PER) must be reviewed and approved by DWM. The PER must be approved BEFORE Construction Drawings are submitted (DWM has a separate presentation on how to perform these calculations that is forthcoming)

• The PER and CD review are all included in the initial fee

• The fee will be required for all sanitary sewer lift stations to be owned and operated by the City of Durham

Sanitary Sewer Lift Stations – Important Notes • NC DEQ issues permits for both lift stations and force

mains, DWM signs the flow acceptance letter and operator portion of the permit application

• DPW approval of force main CDs is required prior to DEQ permit application

• Plat approvals and/or COs for any property draining to a proposed lift station will be held until the LS is started up and the record drawings are submitted to both DPW and DEQ

• READ THE LIFT STATION DESIGN STANDARDS BEFORE CONSIDERING A CITY LIFT STATION!!!!

Future Considerations

• DWM is preparing documentation to recommend the formal adoption of Appendix B of the NC Fire Code. Much greater variability in building materials and sprinkler systems will be allowed to reduce fire flow requirements. State approval is required prior to implementation.

• A new Reimbursement Policy that includes a significantly larger portion of the City and aligns with future City projects is in development. This Policy would apply to water and sewer projects, but likely only would impact waterline replacements

• RUS is being presented for comment and feedback, a final version will be posted in the coming weeks along with payment procedures

• Sections 5 and 7 of the RGD are being updated for consistency

• The City’s Lift Station Design Standards are being updated to reflect new instrumentation requirements, include more consistent references and reflect other updates to design

• The updated standards and details are currently at NC DEQ for final approval

General Design Standards

NCDEQ has established minimum design criteria for lift stations and force mains:

• NCAC Title 15A Subchapter 2T • Minimum Design Criteria for the Permitting of Pump Stations

and Force Mains The Department of Water Management maintains its own additional standards:

• Wastewater Lift Station Design Standards

Required Calculations

Service Area Definition and Basin Analysis Applicants must identify the following as part of the proposed lift station design:

• Limits of the service area boundary

• Current and proposed land use according to the Future Land Use Map (FLUM) within the service area boundary

• Existing and planned sanitary sewer system facilities within the service area boundary

• Minimum Daily Wastewater Flow • LS serving existing collection systems – flow is determined using historical

data provided by the DWM

• LS serving new collection systems – flow to be estimated from daily average flows using typical ratios for minimum to average flows

• Average Daily Wastewater Flow – determined in accordance with the 2T rules

• Peak Hourly Wastewater Flow – calculated using a peaking factor in accordance with the minimum design criteria

Hydraulic Analysis and Pump Selection • System Head Curve

• Include calculation of static head and friction head in discharge and suction piping

• Calculated for initial service and end of service conditions with C-values per the minimum design criteria

• Pump Curve • All operating points shall be on the pump curve

• Efficiency shall be maximized during all hydraulic conditions to the greatest extent possible

• Selection of pumps outside of a pumps allowable operating range is not permitted. Preferred operating range is from 70% to 120% of the pumps best efficiency point (BEP) flow

• Net Positive Suction Head (NPSH) available shall exceed the NPSH required by a margin of safety as outlined in the COD LS standards.

• Suction specific speed over the entire operating range is at or below 10,000

BEP flow = 400 gpm Preferred Operating Range: 70% BEP flow = 280 gpm 120% BEP flow = 480 gpm

Video Inspections Submittal Process

• Submittals will continue to track with as-built submittals, but will be an individual submittal package.

• Submittals and fees will be received at the Public Works desk in Development Services Center.

• New fees for video inspection review: $1.00 per linear foot for sanitary sewer and $1.00 per linear foot for storm drainage.

• Review fees are required at the 1st submittal for review. Submittals that do not include the review fees will not be accepted.

• Submittals must now include new video inspection checklist.

• Submittals must also include, video inspection, utility map, contractor’s video inspection reports, and Engineer’s Certification Letter.

• Individual utility map required for sanitary sewer and storm drainage highlighting the pipe segments and structures from the video inspection.

• Like Construction Drawings, incomplete submittals will not be accepted for review. This includes incomplete video inspections.

• Submittals must be received no later than 60 days after completion of video inspection. Submittals received later than 60 days must be re-inspected.
