TASK MEMO

1.0 INTRODUCTION

The T a s k Memo is required under S e c t i o n 8.3 of the F i n a l W o r k Plan for the OldM i d l a n d Products C o m p a n y ' s Remedial I n v e s t i g a t i o n / F e a s i b i l i t y S t u d y ( R I / F S ) .The F i n a l W o r k Plan c a l l s for the T a s k Memo to pre s ent the method that w i l l beused in the screening of the p r e l i m i n a r y remedial action a l t e r n a t i v e s , r e su l t sof the in i t i a l s creening, reasons for the e l i m i n a t i o n of remedial actional t ernat ive s and a l i s t of remaining remedial action al ternatives .

T h e r e f o r e , th i s T a s k Memo w i l l f i r s t pre s ent t h e Assessment C r i t e r i a . Thenthese cri teria wil l be used in screening the p r e l i m i n a r y l i s t of remedialaction al t ernat ive s to yie ld a l i s t of remedial action alternatives that wi l le v e n t u a l l y be s u b j e c t e d to d e t a i l e d a n a l y s i s . T a b l e 1 pre s en t s the pr e l iminary l i s t of source control a l t e r n a t i v e s that wered e v e l o p e d p r e v i o u s l y . T a b l e 2 contains the p r e l i m i n a r y l i s t o f a l t e r n a t i v e sf o r groundwat er migra t i on control r e m e d i a t i o n .

The N o v e m b e r 20, 1985 F e d e r a l R e g i s t e r ( V o l u m e 50, N u m b e r 224, Pages 47912-47979) contains the f i n a l rule for the N a t i o n a l Oil and H a z a r d o u s Sub s tanc e sP o l l u t i o n C o n t i n g e n c y P l a n (NCP). T a b l e s 1 and 2 were d ev e l op ed based uponthe f o l l o w i n g guidance on al ternatives in the NCP (40 CFR 3 0 0 . 6 8 ( f ) ( 1 ) :

Reverse OsmosisReverse osmosis (RO) is used to reduce the c onc en tra t i on of d i s s o l v e d s o l i d s ,both organic and inorganic. P r i o r to the removal of d i s s o l v e d s o l i d sp r e t r e a t m e n t such as removal of s u s p e n d e d s o l i d s and oil is necessary. Theprimary con s t i tu en t s in Old Midland' s was t ewater are phenanthrene andp e n t a c h l o r p h e n o l . T h e s e two compounds have very low water s o l u b i l i t i e s andare present p r i m a r i l y in the s u s p e n d e d s o l i d s a n d / o r oil phase. S i n c e a ROunit i s d e s igned to reduce c o n c e n t r a t i o n of d i s s o l v e d s o l i d s not su spendeds o l i d s or o i l , RO is an i n a p p l i c a b l e t e c h n o l o g y . Note , .minor amounts of oil orsuspended s o l i d s can de ter iorate an RO u n i t .

D i s s o l v e d A i r F l o a t a t i o nI n a d i s s o l v e d a i r f l o a t a t i o n . ( D A F ) sy s t em, t h e su spended s o l i d s w i t h i n awastewater stream are s eparated when air is i n j e c t e d into the wastewater whichi s held in a pres surized tank. The air bubb l e s p i c k up su spended s o l i dp a r t i c l e s and. carry the p a r t i c l e s to the s ur fa c e of the l i qu id where thes t a b i l i z a t i o n f r o t h i s p e r i o d i c a l l y skimmed o f f .

The e f f i c i e n c y of a DAF sys t em is d e p e n d e n t on the d e n s i t y and s ize of thes u sp ended p a r t i c l e s . I n p a r t i c u l a r , t h e d e n s i t y o f t h e su spended s o l id needsto be less than the liquid medium in which it is suspended. The s p e c i f i cg r a v i t y of the p r i n c i p a l hazardous c o n s t i t u e n t s as e x h i b i t e d by PCP andp h e n a n t h r e n e , are 1.978 and 1.025, r e s p e c t i v e l y . S i n c e these two contaminant sare heavier than the lagoon water in wh i ch they are s u s p e n d e d , DAF is ani n a p p l i c a b l e technology.

S t e a m D i s t i l l a t i o nS t e a m d i s t i l l a t i o n i s a process f or r emov ing wa t e r- immi s c i b l e v o l a t i l e organiccompounds (VOC) f r o m the l i q u i d waste s tream. A l s o i t i s a p p l i c a b l e on ly towaste streams that can be a d q u a t e l y c on tac t ed w i t h steam or water and that donot react or decompose in the presence of water or steam.

The p r i n c i p a l hazardous c o n s t i t u e n t s , PCP and phenanthrene , are not V O C .A l s o , xylene wa s t h e only VOC d e t e c t e d in Lagoon 1 ' s water a t a l owconcentration (7.4 p p b ) . T h e r e f o r e , steam d i s t i l l a t i o n i s an i n a p p l i c a b l et e chno l ogy .

K l e e n s o r bK l e e n s o r b i s an a d s o r p t i o n system d e v e l o p e d by C a l g o n C o r p o r a t i o n for removingd i s s o l v e d oil f r o m a l i q u i d waste stream. .The d i s s o l v e d oil adsorbs onto thep r o p r i e t a r y p o l y m e r i c adsorbent whi ch ha s a h i g h a f f i n i t y f o r o i l . The o i ld e t e c t e d in the groundwat e r f r o m M W - 3 s is not in the s o l u b l e f o r m and ite x i s t s as a f r e e -pha s e on the s u r f a c e of the groundwat er . T h e r e f o r e ,K l e e n s o r b i s an i n a p p l i c a b l e t e c h n o i o g y .

The next s t ep involves screening of a l t e rna t iv e s based upon environmental andp u b l i c heal th criteria f o l l o w e d by an" "order of magnitude" cost screening.T h i s two- s t ep screening permi t s an i n i t i a l assessment of the a p p l i c a b i l i t y ofeach a l t e r n a t i v e r e l a t i v e t o t h e ' o t h e r s .

The s creening of the p r e l i m i n a r y a l t e r n a t i v e s i s a c c o m p l i s h e d by c o n s i d e r i n gthe p r e l i m i n a r y a l t e r n a t i v e s agains t e f f e c t i v e n e s s , i m p l e m e n t a b i l i t y and costf a c t o r s . A s required b y t h e N C P [ 4 0 C F R 3 0 0 . 6 8 ( h } ] , th i s s creening processuses the f o l l o w i n g three c r i t e r i a to narrow the l i s t of p r e l i m i n a r ya l t e r n a t i v e s :

E f f e c t i v e n e s s i n c l u d i n g :- a b i l i t y to m i t i g a t e t hr ea t s to p u b l i c h e a l t h andw e l f a r e or the env ironment;- degre e of adverse a f f e c t s ;I f a n a l t e r n a t i v e does n o t e f f e c t i v e l y c o n t r i b u t e t othe p r o t e c t i o n of p u b l i c h e a l t h and w e l f a r e or .theenvironment or if it has s i g n i f i c a n t adverse a f f e c t sand very l imi t ed environmental b e n e f i t s , it shall bee x c l u d e d f r o m f u r t h e r c o n s i d e r a t i o n .A c c e p t a b l e Engineer ing P r a c t i c e i n c l u d i n g :- A p p l i c a b i l i t y ;- S c h e d u l e ( t i m e required t o i m p l e m e n t ) ;- M e t h o d s i m p l i c i t y ;- R e l i a b i l i t y ( to meet o b j e c t i v e s ) ;- D u r a b i l i t y ( c o n s i s t e n t w i t h c losure r equ ir ement s).

H o w e v e r , cost w i l l be used tod i s c r i m i n a t e among treatment a l t e r n a t i v e s but notbetween treatment and nontrea traent a l t e r n a t i v e s .

In T a b l e 1, A l t e r n a t i v e s M and N have been added since chemical d e c h l o r i n a t i o nand l i q u i d - l i q u i d e x t r a c t i o n are p o t e n t i a l l y v i a b l e and innovative t e chnol-ogies. If these a l t e r n a t i v e s are s e l e c t e d , t h e i r in c lu s i on in the l i s t o fa l t e r n a t i v e s that w i l l be s u b j e c t e d to d e t a i l e d analy s i s w i l l require benchand p i l o t scale t r e a t a b i l i t y t e s t s d u r i n g th e remedial ac t ion d e s i g n phase.If the t r e a t a b i l i t y tests indicate that the a l t e rna t iv e i s not e f f e c t i v e , thenanother a l t e r n a t i v e would have to be s e l e c t e d .

3 . 0 S C R E E N I N G O F P R E L I M I N A R Y A L T E R N A T I V E S

T a b l e 3A pre s ent s the order of m a g n i t u d e cost e s t ima t e s for various sourcecontro l a l t e r n a t i v e s . W h e n a t e c h n o l o g y c a l l s for l ong-t erm opera t i on andmaint enanc e , the net present value has been i n c l u d e d w h i l e d e v e l o p i n g the coste s t i m a t e s in c luded in T a b l e 3A. T a b l e 3B p r e s e n t s the order of m a g n i t u d e costest imates f or groundwater remediation a l t e rna t iv e s .

T a b l e s 4 and 3B contain the l i s t of source control a l t e r n a t i v e s and groundwater m i g r a t i o n control a l t e r n a t i v e s , r e s p e c t i v e l y , that w i l l be s u b j e c t e d tod e t a i l e d analys i s . I n d e l e t i n g a l t e r n a t i v e s , e f f e c t i v e n e s s , i m p l e m e n t a b i l i t yand costs were compared w i t h i n each g r o u p . A L T E R N A T I V E S E , . F A N D GA l t e r n a t i v e s D, E, F and G represent treatment methods for par t ia l soilremoval (PCP >100 p p m ) and, t h e r e f o r e , they are comparable . All o f thesea l t e r n a t i v e s may achieve the 100 ppm PCP soil c oncentra t i on cr i t er ia .T h e r e f o r e , the most cost e f f e c t i v e a l t e r n a t i v e , namely A l t e r n a t i v e D, has notbeen ruled out. I n s t e a d , A l t e r n a t i v e s E, F and G have been screened fromd e t a i l e d analysis. However, it should be noted that e f f e c t i v e n e s s and cost ofb i o t r ea tmen t has not been demons t ra t ed by bench or p i l o t scale te s t s . T h e s et e s t s would be necessary d u r i n g the d e s i g n phase of the Remedial A c t i o n and ifthe b i o t r e a t m e n t was not shown to be s u c c e s s f u l , i n c i n e r a t i o n would have to ber e - eva lua t ed .
