SUBJECT 2016 National Women's Month Celebration

Please be informed that pursuant to Presidential Proclamation Nos. 224 and 227,series of 1988 and Republic Act 6949 s. 1990, declaring the month of March asNational Women's Month (NWM), this Department will participate in thecelebration of the 2016 National Women's Month. This year's theme ''Kapakananni Juana, Isama sa Agenda!" (Include Women in the Agenda) resonates the callfor gender-balance in leadership and decision making positions both in publicand private sector; inclusion of women's concerns in leadership platforms andthe government's development agenda; and capacitating and preparing womenand girls to reach their ambitions.
To promote GAD awareness among OaF officials and employees, its Bureaus,Attached Agencies and Government Financial Institutions & SSIs, and tocapacitate the GFPSand oaF personnel on various gender-related trainings, theoaF shall undertake the following activities:
I. Flag Raising Ceremony at OOFGrounds on February 29, 2016(Monday), 8:00am - onwards
The Flag Raising Ceremony will be held simultaneous with the FRC atMalacanang which aims to increase the awareness of officials and

employees on the background, theme and activities under the 2016NWMC. Flyers on the Magna Carta of Women and the 2016 NWMCshall be distributed to the attendees of the Flag Raising Ceremony,along with the announcement of the 2016 NWMC.
The CCP's Kabataang Gitarista, through the "Neighborhood by theBay", shall be invited to sing the "Lupang Hinirang" and to rendersome songs/music related to GAD/women's empowerment. Likewise,the CCPGAD Focal Points shall also be invited to join the DOF-GFPSina simple breakfast to discuss GAD-related issues and concerns.
This FRCis for women and men employees of DOF.
Snacks will be distributed to the first 100 attendees of the FRC.
11. Participation to the ''Sama-samang Pagsulong sa mga Agendani Juana" (Public Event) on March 16, 2016 (Wednesday) atthe Quirino Grandstand, Rizal Park, Manila
This event is an assembly of women and GAD advocates to celebratethe achievements, gains and accomplishments with regard to bridgingthe gender gap and promoting women's empowerment. Thisgathering is also the opportune time for the Philippine Commission onWomen to gather public perception on what women's issues should beprioritized by the next administration.
La. Learning Sessionon ProfessionalGrooming for Ladies15 March 2016, 8:00am-12:00nn/at a proximate hotel
The DOF will send a 300-member delegation (women and men) to thisevent and shall be entitled to t-shirt with 2016 NWMC logo,transportation and meal allowance.
Ill. Conduct agency specific activities to celebrate the 2016 NWM:
1. For Women Only Forum
Proper grooming and professional appearance are important to gainnot just positive impression but also respect in the workplace. Firstimpressions matter and the way one looks and carry herself createimpact on people she gets along with in the work setting. Propergrooming and professional appearance is important to women. Lack ofthese may lead to poor image and may interfere with her chance of
getting good impression and positive feedbacks from her workmatesand superiors.'
Basic guidelines for good grooming may also be discussed and actualdemonstration on professional grooming may be done for betterapplication by participants.
Lb. All Women "Kapihan"15 March 2016, 1:00-5:00pm/at a proximate hotel
This "kapihan" session will feature the female leaders of DOF who willshare their experiences and thoughts on female leadership, thechallenges and career tips to younger females, to be followed by openforum on women's issues and concerns that may need to be addressedin the Department.
The For Women Only Forum is targeted to women employees of DOFand GAD Focal Points of Bureaus, Attached Agencies, GFIs and SSIs.
Leaflets on the Magna Carta of Women shall be distributed to theparticipants.
2. Immersion Program for DOF-GFPS, its Bureaus andAttached Agencies (first week of April, 2016)
This is a gender-related capacity development program for the DOF -GAD Focal Point System to include GAD Focal Points of Bureaus andAttached Agencies, GFIs and SSIs. The objective of the program is forthe GAD Focal Points to participate actively and to experience firsthandthe programs/projects undertaken by Local Government Units relatedto gender and development of their constituents to have a betterappreciation of the said programs. This will be held tentatively forthree (3) days in I1oilo, a province identified by the PhilippineCommission on Women as a GAD learning hub. Gender SensitivityTraining and Seminar on Micro Health Insurance shall be conductedback-to-back with the immersion program which shall be attended byemployees of BLGF, BTr, BIR, BOCwho are in the regional and districtoffices. Details of the program to be supplied later.
Officers and members of the DOF - GFPS shall attend this program,including GAD Focal Points of Bureaus, Attached Agencies, GFIs and

SSIs. Costs shall be charged against GAD budget of respectiveagencies.
Please enjoin your staff to participate in appropriate activities listed above andallow the Personnel Services Division to follow-up from your office yourdesignated representatives.
Let us all be active "Juanas" and "Juans" to make the 2016 National Women'sMonth Celebration a success!
