The load sharply dropped and kept on falling as people switched off more than their lights. Experts consider the management of this 9pm – 9 minute blackout a historic event in electricity grid management. To compound matters, the estimated electricity load reduction went off the estimation of 13 GW to 32 GW. “The demand went down from 117 GW at 20:49 hrs to 85 GW till 21:09 hrs; that is a reduction of 32 GW. Then it started increasing. Frequency was maintained within a band of 49.7 Hz to 50.26 Hz, which means the voltage was kept stable,” said power minister Raj Kumar Singh.Grid frequency is a critical aspect of power system operations, with global standards requiring that grid frequency be kept close to 50 Hz. India’s grid code calls for grid frequency to be in the range of 49.5 - 50.2 Hz. Power Minister Shri Raj Kumar Singh along with Power Secretary Sanjiv Nandan Sahai and his team were keeping a close eye on grid operations from National Power Monitoring Centre at the Ministry of Power in New Delhi, India Managing this was a humongous task which involved close coordination between the grid operators and power generation plants across coal, gas, hydro, nuclear and green energy sources run by the central and states government agencies and the private sector.Power sector experts across the globe praised their Indian counterparts for this brilliant grid management, one of the first such exercise anywhere in the world.

Considering the Coronavirus (COVID-19) outbreak and therepercussions it has had on several services, including powersupply, the Delhi Electricity Regulatory Commission (DERC) hasannouncedrebatesandincentivesonpowerbillsraisedbetween24th March, 2020 and 30th June, 2020.According to DERC,consumers making payments in the first seven days will get arebateof1%onthebillamount(excludingarrears),notexceedingINR 200. CERCProposesNewForbearancePriceandRemovalofFloorPricesforRECs

TheCentralElectricityRegulatoryCommission (CERC) has issueda proposal for establishingforbearance and floor prices forrenewable energy certificates(RECs)The proposed forbearanceprice is INR1,000/MWh each forsolar and non-solar renewableenergy certificates for 2020,

DEWAResumesAED1.5bnGridModernisationProjectDespiteCOVID-19Crisis

The AED850 million ($231 million) project

is part of AED1.5 billion ($408,000)

project to ensure the efficiency, reliability

and availability of the grid across Dubai.

Dubai Electricity and WaterAuthority (DEWA) hascommissioned 8 new smart gridsubstations since the beginningof the year, as part of effortsto modernize its grid networkdespite the downturns dueto COVID-19. The 132/11KVsubstations have a conversioncapacity of 150 megavolt-amperes (MVA) and have been installed with 16kms of high-voltage 132kV energy transmission cable. The AED850 million($231million) project is part ofAED1.5billion ($408,000) projecttoensuretheefficiency,reliabilityandavailabilityofthegridacrossDubai. Energy Efficiency Services Limited has announced

the completion of installation of 10 lakh smart meters across

India under the centre’s Smart Meter National Programme

(SMNP).

The total cost of the project is QR30m,

and it will take nine months in its implementation.

Elenia aims to increase the underground cabling

rate of the electricity distribution network to 75% by 2028. The loan follows a €150 million ($163 million) facility

signed in 2018.

Finland’s Second-Largest Utility Gets EIB Backing on GridModernisation

Finnish utility Elenia will beleveraging a €100 million($108 million) loan from theEuropean Investment Bank(EIB) to modernize its gridnetwork. Qatar General Electricity andWater Corporation (Kahramaa)has announced to install about60,000smartelectricityandwatermeters, enabling customers tomonitor their consumption andmakeprepayment throughsmart

India needs to establish amanufacturing base of smartelectricity meters to ensureadequate supply and shouldensure that there are multipleplayers in the segment.There is a need to augmentthe manufacturing base ofthe smart meters to ensuresupply of adequate number ofmeters to be installed all overthe country. Finance MinisterNirmalaSitharamaninherbudgetspeechyear 2020 allocated Rs22,000 crore for the power and

meters, by end of 2020. Coronavirus Delays Smart Meter Rollout as InstallationsSuspendedinUK

Aspartof the6th IndiaSmartUtilityWeek (ISUW2020),held from03to07March2020 inDelhi,TechnicalTourswereorganizedon07March2020totheSmartGridLaband10MWhBatteryEnergyStorageSystematTataPowerDelhiDistribution;andtoNorthernRegionalLoadDispatchCentre(NRLDC)andRenewableEnergyManagementCentre(REMC).Theobjectiveofthistourwastoprovideanopportunitytothedelegatestohaveafirst-handexperienceoftheNRLDCandREMC.Belowaresomeglimpseofvisit.

Asof February2020, India’s renewablepower installedportfoliostandsat86.32GWoutofthetotal369GWinstalledcapacityinthecountry. Indiaaimstoadd175GWofrenewablepowercapacityby2022,with100GWofsolarand60GWofwind.Renewablegenerationfromwindandsolarhasincreasedsubstantiallyduringthepastfewyearsandformsasignificantproportionofthetotalrenewablegenerationportfolio in the Indiangrid. It is imperativetoworkoutawayforwardforfacilitatinglargescaleintegrationofvariablerenewableenergysources(VRES) inthegrid,keeping inviewthesecurityofthegrid.Thisrequiresanenablingframeworkofpolicies,processes,tools,trainingandskillbuildingamongstthecurrentgridoperatorsandmanagers.

With the above background, Government of IndiaestablishedREMCs to facilitate large scale integration of renewables intothe gridwhich is a global best practice. REMCs, equippedwithadvanced forecasting tools, smart dispatching solutions and realtimemonitoringofREgeneration,cancloselycoordinatewiththegridoperationsteamforsafe,secureandoptimaloperationsoftheoverallgrid.
