Shri Piyush Goyal delivered a Special Address at the India Smart Grid Week 2016
organised by ISGF from 16 to 18 March 2016 at Manekshaw Center, New Delhi. In his
address, he complemented the technological prowess displayed at ISGW 2016 and
mentioned the necessity of conducting such events for the growth and sustained
progress of the power sector in India. Highlights of Shri Goyal's Address are:
'Distinguished gentlemen on the dais, off the dais, ladies and gentlemen. In fact I am
extremely impressed by what I have just had an opportunity to see. The exhibition
showcases some really outstanding innovations, technologies and interventions that
can transform our own energy sector. I am extremely grateful to the organisers for
putting together the companies from around the world and I am particularly grateful to
Sweden for it is partnership for engaging with India. I am sure in the days to come,
government of India is focussed on creating smart grids which is an integral part of
our smart cities program. This particular smart grid initiative is only going to be the first
step towards India's future in the creation of technology enabled and really efficient
electricity networks across the country.

Today we are probably the fourth largest electricity consuming country in the
world. Of course given our size, it is extremely inadequate and I think we have to
move quickly towards being at least the second largest power consumer given
our size and scale and that is the mission this government has set out to do; 24
by 7 affordable energy access to every person in this country and that's what I
am personally committed to and I am sure that's what all my colleagues on the
dias are committed to and that's the partnership that I would like to invite all of
you to participate in; and that's the effort and initiative which cannot be achieved
unless we can all work together to not only give access to everybody but also
make it affordable, make it technology enabled so that people have the ability to
control their usage, people have the ability to know what they are spending,
people have the ability to use energy efficiency to save on their spending and
people have the ability to hold me accountable along with all my other colleagues
if we are not able to give them 24 by 7 power.
To my mind this initiative of bringing together all the stakeholders on one platform
and helping us and educating us in crafting the programme right will be a very
great contribution to our efforts and I must thank you once again. I do hope that in the days to come all of you can sit down as a team,
smaller roundtables, interaction amongst yourselves and help me to achieve my objective and my objective is very simple, very
transparent, extremely doable.
I want to see that by 2019, the original targets that we had set was by the year 2022, we have just advanced it by 3 years because of all
that we have seen you all can achieve; and because of all that I saw in the exhibition today, I am more and more convinced that this
revised 3 years advanced target to reach our goal for power for all, affordable power for all, quality power for all is achievable by 2019. I
urge you sir to lead the technology initiative and help us through all your partners. For example I was most impressed with the village
smart grids that one of the innovation companies just showed me. We need to look at innovative solutions which are cost effective,
which can be immediately scaled up, get the benefits of economies of scale, see how we can do the work transparently, honestly and
give equal opportunity to all, see what technology can bring to the table, to drive down costs, use innovative financial models which can
be win-win for all stakeholders.
We had an interaction with the mobile companies to see if we could integrate mobiles penetration into people's homes and I saw little
bit of that in one of the stalls here too. How telephony, smart meters and both of them integrating into smart grids can be achieved and
to my mind that could be achieved with zero investment either by the consumers or by the power companies. So I believe if we all work
together, all stakeholders take this up as a mission, my own personal desire, commitment and those of you who have worked with me a
little bit know that sometimes I shoot off the top of my head, but then we all work together to make that happen. I want to keep
monitoring to see that the quality doesn't suffer as the prices come down and technology and quality are two things which are non-
negotiable. I would not like any costs to fall at the cost of the best of class modern technology and the best state of the art quality.
So I am quite sure that my target that I am going to set today for all of you in this distinguished gathering that we would like to see smart
meters in every establishment and home in this country which means that you have a business opportunity of 250 million smart meters
in India in the next 3 and a half years and we want to make that happen, we want to achieve this at a price point which should be in 3
digits, that is, Rs. 999! We want smart meters at Rs. 999 and I am confident that with your blessings, your innovation, your technological
prowess, your support and with the partnership that we can all work in, we can have completely two way communicable, wireless or
wired smart meters. The poorest and the most deprived person, the last man at the bottom of the pyramid in India will be provided with
basic amenities like power so that every child in this country has access to electricity, so that he can study well and add value to the
growth and development of India. Every person gets good quality healthcare, every mother doesn't have to worry about health of her
children and delivery of her next child. In fact every dimension of human existence can be transformed with good quality power and
that's the mission we have all set out for us. I compliment all of you for your commitment for this sector and I appeal to you earnestly.
Let us make this 250 million smart meters leading to every part of India becoming smarter and smarter, our children becoming smarter,
our cities becoming smarter, our infrastructure working well to serve the people of India. Thank you all very much for your cooperation
and support and I wish the organisers the very best for this event.

HECO files grid modernization plan including $340M smart meter project
Madhya Pradesh Electricity Regulatory Commission (MPERC) issued new regulations which shall apply to new & existing Micro-Grid
projects for generation and supply of electricity to consumers in the rural areas in the State of M.P. The existing Micro- Grid projects shall
within six months of notification of these Regulations, comply the technical standards and safety measures as per the Regulations; The
Micro-Grid projects with installed capacity of 10kW or more shall be governed by these Regulations. MGO (Micro-Grid Operator) shall
construct, commission, operate and maintain Micro-Grid projects for generation and supply of electricity through PDN in areas where
Distribution Licensee’s System doesn’t exist. MPERC has kept this regulation open for public comments and last date for commenting on

The policy is applicable for Solar Photovoltaic (PV) technology. However, with the efficiency in Solar Thermal and other solar technologies
growing and their relevance to the State in context of competitiveness with Solar PV and SHPs, State may consider these technologies
in due course. State will endeavour to set up about 700 MW capacity projects, including about 220 MW required for RPPO from solar

Andhra Pradesh Cabinet today approved the first-of-its-kind policy on Internet of Things (IoT) with the prime objective of turning the state
into an IoT Hub by 2020 and achieve a sizeable share (at least 10 per cent) in its market in the country. The state government will
promote setting up of 10 IoT hubs with active participation of the private sector and create 50,000 direct employment in different IoT

The Ministry of New & Renewable Energy, Govt. of India is planning to scale up the ambitious target to add 1, 00,000 MW of solar
power by 2022. To achieve this target, the Ministry is planning to raise the solar renewable purchase obligation (RPO) targets for
obligated entities (including distribution companies) to 8% from the current level of 3%. For Haryana State, this will translate to installed
capacity of 3200 MW solar power by the year 2021-22. A total capacity of 1600 MW rooftop solar power plants shall be added by the
year 2021-22. All electricity taxes & cess, electricity duty, wheeling charges, cross subsidy charges, Transmission & distribution charges
and surcharges will be totally waived off for Ground mounted and Roof Top Solar Power Projects. Price preference will be given to IPPs

The objective of these regulations is to facilitate large-scale grid integration of wind and solar generating stations while maintaining grid
stability and security as envisaged under the Grid Code, through forecasting, scheduling and commercial mechanism for deviation
settlement of these generators. These regulations shall apply to all wind and solar generators connected to the State grid, including those
connected via pooling stations, and selling power within the State. Wind and Solar generators, independently or represented via Qualified
Coordinating Agencies (QCAs), shall mandatorily provide to the SLDC, in a format as prescribed by SLDC, the technical specifications at
the beginning and whenever there is any change. The data relating to power system output & parameters and weather related data as
applicable shall also be mandatorily provided by such generators to the SLDC in real time. The QCA or the wind and solar generator shall
submit a day-ahead and week-ahead schedule for each pooling station or each generating station, as the case may be. Day-ahead
schedule shall contain wind or solar energy generation schedule at intervals of 15 minutes (time-block) for the next day, starting from
00:00 hours of the day, and prepared for all 96 time-blocks. Week-ahead schedule shall contain the same information for the next seven

Huwaiian Electric Cos (HECO) plans a modern wireless communication network, smart meters and enhanced technology that will
upgrade the existing electric grid to be more automated and energy efficient." The new meters will help improve outage detection and
restoration, as well as giving customers more information about their electricity usage to help manage their bills. Meter reads and move-
in/move-out requests could also be automated. This investment will lay the technological foundation to enable us to provide customers

Cyan Technology wins order for smart metering worth £10 million in Iran
Graphene to generate electricity from rain
Cyan Technology, an ISGF Member, recently won an order worth £10 million from telecommunications contractor Micromodje for a 360,000 unit smart electricity metering implementation in Iran. This purchase order is for the supply of both, Cyan's CyLec Advanced Metering Infrastructure hardware solution and its Head-End Software. The 360,000 units will be installed for high value, high demand customers that represent an estimated 25% of total national power consumption of Iran. Read more: http://bit.ly/1qrahGD
Researchers at the Ocean University of China have created a solar cell that uses rain water to generate electricity. They added graphene to a dye-sensitised solar cell and put them on a flexible and transparent backing of Indium Tin oxide and plastic. Rain water, being impure, contains salts that split up into positive and negative ions. Graphene's electrons attract the positive ions which result in separated layers of positive and negative ions thus acting like a capacitor to store energy. Read more: http://bit.ly/1qrahGD
Fingrid selects IBM to modernise the electricity grid
SDG&E signs two smart grid contracts to improve energy efficiency
Fingrid, the primary electricity transmission grid operator in Finland, has selected the internet of things technology of IBM to modernise its grid. Using networks of sensors and IBM's advanced analytics, Fingrid has pioneered a new solution, ELVIS (Electricity Verkko Information System) which provides system operators with a consolidated view of the entire electricity transmission grid, from long-term plans to the day-to-day management and hence provides maintenance of assets and infrastructure. US Utility San Diego Gas & Electric recently signed two deals to improve energy efficiency. The first deal is with Hecate Energy Bancrof which will provide a 20 MW/4 MWh energy storage facility using lithium ion batteries to store electricity for powering 28,000 homes for upto four hours. Zenner develops smart meters using LPWAN technology
World Bank to double investment in renewables by 2020
Mindteck, a global technology company, will implement a smart grid project at Bangalore Electricity Supply Company (BESCOM), India, in synergy with Indian Institute of Technology (BHU). This research oriented project will focus on design and development of a smart energy grid architecture with energy storage, and is funded by the Department of Science and Technology (DST) under sanction by the Ministry of Science and Technology. The project entails the installation of Advanced Metering Infrastructure (AMI), single phase and three-phase smart meters along with LT-CT and HT-CT operated-meters, data concentrator units, a Meter Data Acquisition System (MDAS) and a Meter Data Management System (MDMS) for real-time data acquisition and retrieval. The National Institute of Standards and Technology (NIST) is planning to formulate an Internet of Things-enabled smart city framework in coordination with a group of international partners. This framework will contain common architectural features that will support smart city applications and will eradicate the current barriers to smart city deployments that include interoperability, portability across cities and extensibility. Zenner, German measuring instrument manufacturer recently developed smart water meters, heat meters and heat cost allocators for the Internet of Things capable of reading consumer data for water, heat, gas and electricity for an entire city in minutes using Low Power Wide Area Network (LPWAN) technology. Zenner has used LoRaWAN standards developed by the Lora Alliance, an international non-profit organisation that formulates communication standards for the Internet of Things. As part of the Climate Change Action Plan released by World Bank, the international financial institution will double its investment in renewables, thereby aiming to add 30 GW of renewables by 2020. With this initiative, World Bank targets to de-risk investments in renewable energy through policy advice, regulatory reforms, direct investment funding and guarantees.

Unites States of America and Israel have signed an amendment to an existing agreement between the US Department of Energy (DOE) and the Ministry of National Infrastructure of Israel for furthering the cooperation between the two countries. The collaboration will include exploration, production, and distribution technologies for fossil and alternative fuels; research and development for natural gas, transmission, distribution, and smart grid technologies; water desalination and treatment facilities; and physical and cyber protection of energy and water infrastructure. The agreement also recognizes the importance of developing advanced energy and water technologies to secure water and power supplies while protecting the environment and increasing energy efficiency. The North American Electricity Reliability Corporation (NERC) recently released its third grid security exercise report after conducting the biennial grid security and emergency response exercise, GridEx III. This exercise provided an opportunity for industry and other stakeholders to respond to simulated cyber and physical attacks that affected the reliable operation of the grid. As per the report, real-time communication needs to be established with utilities, incident reporting mechanisms need to be reviewed, reliability coordinators should continue to play an major role, social media needs to be leveraged and there is a major role to improve coordination with local law enforcement agencies and first responders. In a global survey undertaken by ABB, electricity, gas and water utilities believe that the IT-OT integration is a key component of any effective asset management strategy. As per the survey, about 80% of the respondents believe that IT-OT integration for asset management is valuable, 58% of the respondents either have or are planning to have a strategy for leveraging the Internet of Things (IoT) for asset management and 55% respondents reported that the importance of asset management has increased over the past 12 months. • The pilot project is implemented for 34,000 consumers, which includes 1643 high end LT CT operated consumers, 110 Nos. of
Distribution Transformer meters.

Highlights of Competitions: India Smart Grid Week 2016
ISGF organized three competitions namely Appa-thon, Inno-thon and Hackathon as part of ISGW 2016 held in the month of March 2016 at
the Netaji Subhas Institute of Technology (NSIT), New Delhi. The Appa-thon and Inno-thon were organised in association with Tata Power
Delhi Distribution (TPDDL) and NSIT and Hackathon was organized in association with National Critical Information Infrastructure
Protection Centre (NCIIPC) & Veermata Jijabai Technological Institute (VJTI), Mumbai.
The competitions received 156 participants from 34 organizations located around 12 big cities of India. The challenge of each competition
was focussed on Smart Grid and Smart Cities themes allowing innovative minds to ideate, develop and execute their prototypes during
the non-stop 48 hours competition. The problem statements for each of the competitions were:
App-athon: To create a smart phone App that will be useful for electric, water and gas utilities and their customers, smart city
administration, transport, security, health, sanitation, education etc.
Inno-thon: To showcase an innovative and ground-breaking concept via a concept note, an electronic-hardware/embedded -hardware
prototype with suitable software tool.
Hackathon: To 'Capture the Flag (CTF)' which involved participants to hack into a SCADA system, toggle a switch and exit the system.
Academic Institutions: PEC University of Chandigarh, VJTI, IIT BHU, IIT Delhi, NSIT, Army Institute of Technology, Karpagam College of
Engineering, IIT Hyderabad, IIT Delhi and many more.
Industry Participants: Bosch, TCS, Landis+Gyr Ltd., CESC Ltd., Tata Power, Fluentgrid Ltd, Parallel Minds, CCFIS, 1400 labs, Cadence
Design System and many more.

Prize Money and Winners
ISGF and European Commission (DG ENER) & the European Union Delegation in Delhi are jointly organising a series of Smart Grid Workshops in India and Europe. The first of the series was held in Nice, France in June 2015 and second was held in Vienna in Nov 2015. Leading technology companies and utilities from Europe and select group of policy makers and industry members from India participated in the workshops.
The Third EU-India Smart Grid Workshop will be held during 06 – 08 July 2016 in Bornholm Island, Denmark. Bornholm Island is experimenting with integration of wind energy and electric vehicles to be completely independent from the Danish grid; and well on its way to be the first in the world that will meet 100% electricity from renewable energy sources. The focus of the workshop will be on upscaling and deployment of smart grid demonstrations in India and the lessons learned from large renewable energy and smart grid deployment projects in the EU nations. Several key decision makers from utilities, ministries and regulatory commissions from India will be participating in this workshop.
