DISCRETIONExercise of individual judgment, instead of

formal rules, in making decisions A. Patrol Officer Discretion- decide

where to patrol, who worth patrolling 1. Full Enforcement- practice,

FACTOR AFFECTING DISCRETION1. Nature of Crime- more serious more likely to be written up

2. Department Policies – Department gives orders (has to enforce)

3. Relationship between Victim and Offender- more discretion if they know the person

4. Amount of Evidence- handle differently if there is not enough evidence

5. Preference of Victim- victim might just want to talk it out

6. Demeanor of the Suspect- is the suspect disrespectful

7. Legitimacy of the Victim- patrol officers are bound to pass some kind of judgment on legitimacy of the victim

8. Socioeconomic Status- more affluent complaints more likely to patrol officer will use formal procedure

TYPES OF RECRUITMENTPublic Safety Officer- Police Department

employees who perform many policies and services but do not have arrest powers

Police Cadet Program- combines college with agency work and experience and academy training

Tech Prep- program where high school and college get together make 11th and 12th graders take 6 to 9 hours then come certification tests, when they graduate they have a chance for employment

TYPES OF RECRUITMENT Merit System- system of employment where by an

independent civil service commission is in cooperation with the city personal section and the police department Set Employment Qualifications and performance

standards, and discipline procedures- following these steps: Short Application(name, aged, education) Detailed Application- Background Medical Exam Physical ability Written Examination Back Ground Investigation Psychological Test Oral Interview- appearance, communication, attitude

towards drugs, and racial issues
