RECOGNIZED ITS FIRST

ROADS SCHOLAR GRADUATES DURING

A LUNCHEON AT THE ASSOCIATION

OF ARKANSAS COUNTIES FALL

CONFERENCE ON SEPTEMBER 30TH. The luncheon was held at the Wyndham Riverfront Hotel in North Little Rock.

Seventeen graduates were recognized at the luncheon and each individual received a ROADS Scholar certificate presented by Laura D. Carter, the T2 Program Manager at the AHTD, and Dr. Stacy Williams, Director for the Center for Training Transportation Professionals (CTTP) at the University of Arkansas. There was a total of 33 ROADS Scholar graduates for 2015.

The graduates were from Bryant, Jacksonville, Malvern, North Little Rock, Pine Bluff, Jefferson County and Saline County.

To obtain the ROADS Scholar certificate, each graduating participant completed a minimum of 24 hours of total coursework during a four year period. Hours were completed in both the Safety and Maintenance & Infrastructure

T2 PROGRAM

categories, with a minimum of 10 hours in the Maintenance & Infrastructure category.

The ROADS Scholar Program is designed to be an opportunity that encourages the continuation and expansion of education in the transportation industry. This program is specifically intended to provide a mechanism for professional development and recognition for personal growth, while delivering valuable information and technology to local agency personnel responsible for the construction and maintenance of roads and streets. Through a diverse selection of classes offered, each participant can choose to advance in both familiar and unfamiliar subjects relating to safety, maintenance and infrastructure.

More than 5,000 database entries for classes have been entered into the ROADS Scholar database, which was created and is maintained by CTTP. Dr. Stacy Williams manages this database for the T2 Program.

AVID HENNING was named State Construction Engineer on November 14th.

Henning began his career with the Department in June of 1988 as an Advanced Estimates Technician in Contract Estimates. He advanced to Civil Engineer Technician one year later. Henning was promoted to Civil Engineer I in 1990, and transferred to the Pine Bluff Resident Engineer Office in November of that year. He was promoted to Construction Field Engineer I in 1991 and advanced to Construction Field Engineer II one year later.

HTD DIRECTOR SCOTT BENNETT AND AHTD

STAFF MEMBERS attended the annual IRC Conference held in Little Rock on November 4th. The event is presented by the Arkansas Interdepartmental Relations Committee (IRC). The organization was formed in 1972 for the administrative assistants or executive secretaries of State Department directors to provide an opportunity to better understand the functions of all departments and agencies in State government.

Director Bennett was a guest speaker and shared how change can be a good thing, how important it is to thank those who help you succeed and how important it is to balance family, job, faith and health.

HENNING Named STATE CONSTRUCTIONENGINEER

Henning was promoted to Advanced Construction Field Engineer in 1994 and transferred to the Construction Division in 1995 as a Civil Engineer IV. He was promoted to the position of Staff Construction Engineer in 2002, and was promoted to District Two Maintenance Engineer in 2008. Henning became District Two Engineer in January of 2012.

Henning has a bachelor’s degree in Construction Engineering Technology from the University of Arkansas at Little Rock. He is a Registered Professional Engineer. u

EMPLOYEES held its 32nd Annual Meeting in October at Bishop Park in Bryant.

Jerry Westerman, the outgoing State President, welcomed a crowd of 145 members and guests.

Attendees enjoyed a chicken and catfish lunch provided by Dorey Catering of Bryant/Leola. Guest speaker Craig O’Neill of KTHV-11 then entertained the group with stories of his days in radio at B98.5 before he became a television newscaster.

The program closed with the election of the association’s 2016 slate of officers. They will be: Frank Russenberger, President; Bonnie Wesson, Senior Vice President; Mike Selig, Vice President; and Doyle Hughes, Secretary/Treasurer. u

1. CENTRAL OFFICE: On October 10th, the Susan G. Komen Race for the Cure was held in downtown Little Rock. 2. CENTRAL OFFICE: Hundreds of bidders gathered for the AHTD’s annual auction on November 4th. The event was held at the Equipment & Procurement Central Shops Complex. Items on the auction block included surplus construction equipment, mowers, automobiles and tractors, among other things. Some of the larger items finding new owners were a striper truck and a crawler (bulldozer). The Department made a net profit of $1.1 million for the day. Blackmon Auctions served as auctioneers.

3. AR HIGHWAY POLICE: (L. to R.) The following AHP District 1 Officers were recently promoted to the rank of Corporal: CPL Charles Tolliver – Pulaski County, CPL John Clark – Grant County, CPL Territha Reed – Pulaski County, CPL Donald Hilliker – Pulaski County.

2. BRIDGE: Sofia Grace Pinto was born July, 22, 2015. She weighed 7 pounds, 14 ounces and measured 19.5 inches long. Sofia is the daughter of Amanda Pinto, Advanced Bridge Design Engineer, and her husband Carlos Mauricio.

3. EQUIPMENT & PROCUREMENT: Judith Elaine Neighbors was born August 14, 2015. She weighed 6 pounds, 5 ounces and measured 19 inches long. Judith is the daughter of Cass Neighbors, Station Attendant II, and DeAnne Neighbors.

5. DISTRICT 3: (L. to R.) Twin sisters Chloe and Caitlyn Owenby, age 9, have been selected as members of “The Rain Drops,” the Oklahoma City Thunder Junior Dance Team. Chloe and Caitlyn are the granddaughters of Jim Owenby, D3 Bridge Inspector, and Peggy Owenby, Field Clerk II.

6. DISTRICT 5: Cavin (Bub) Hall, Area Maintenance Supervisor – Sharp County, and his 81-year-old father, Morris Hall, competed in Jonesboro in the State roping finals. They placed in one round and finished second place in the finals.

7. DISTRICT 5: (L.) Dion Stevens, of the Southside School District, was honored recently in Washington D.C. He received the award for Middle School Principal of the Year for the State of Arkansas. His proud wife, Coleen Stevens, is Administrative Assistant V at District 5 Headquarters.

8. DISTRICT 9: (L.) Karley Dixon, daughter of Tommy Dixon, Area Maintenance Supervisor and his wife Paula, recently competed in the Northwest District Fair Talent Show with a group of cloggers from Mrs. Kelsey’s Studio 65 Dance. Karley and her partner won the group dance and Karley also won her division with her solo. Congratulations, Karley!

9. DISTRICT 10: Jackson Kristian Perkins was born June 13, 2015. He weighed 8 pounds, 13 ounces. Jackson is the first grandchild of Steve Leath, Assistant Maintenance Superintendent.
