PrefaceThe Namibia Consumer Price Index (NCPI) encompasses all the expenditures on goods and services that Namibian private house-holds make. It is compiled by comparing the prices of the goods and services of the month under review with the price of those goods and services in December 2012. More than 9000 prices of goods and services are collected on a monthly basis from more than 900 retail outlets in 8 localities.

The item indices are calculated as unweighted geometric averages of price ratios while the higher-level indices are calculated as weighted arithmetic averages of the item indices by using chained Laspeyres index number formulae. The NCPI weights represent the expenditure share of each commodity in the 2009/10 Namibia Household Income and Expenditure Survey. The Consumer Price Index is published about 15 days after the end of the reference month to which it relates.

The NCPI is used as the basis to calculate the rate of inflation as experienced by households in their role as consumers. The infla-tion rate measures the change in the NCPI of the month under review to the previous month (month-on-month change) as well as to the same month in the previous year (year-on-year change). The NCPI and the inflation rates are vital for purposes of economic policy-making, especially the conduct of monetary policy.

The inflation rate is used in a wide variety of public and private contracts for the purpose of adjusting payments (such as wages, rents, interest and social security benefits). It therefore, has substantial and wide-ranging financial implications for governments and businesses, as well as for households.

Summary CommentsAll Items Index

The All Items Index for December 2013 stood at 104.9 indicating an increase of 0.2 percentage points as compared to November index of 104.7. This increase resulted from monthly increases recorded in all the groups comprising the Namibia CPI with the ex-ception of Communications and Transport which recorded declines of 1.2 and 0.3 percent respectively. The Education and Health categories remained unchanged.

The All Items Index rose to 104.9 in December 2013 from 100 in December 2012 (base period), recording an increase of 4.9 percentage points. The highest indices recorded between December 2012 and December 2013 were; Alcoholic beverages and tobacco 108.4, Transport 106.9, Food and Non alcoholic beverages and Hotels, cafes and restaurants indices both stood at 106.1. The categories of Communication, Miscellaneous goods and services and Housing registered the lowest indices of 99.9, 102.3 and 102.9 respectively during the indicated period.

Food and Non alcoholic beverages

The year 2013 was characterized by relatively stable Food and Non alcoholic beverages price movements on an annual basis as compared to the preceding year. The annual inflation rates for this category for 2013 fluctuated between 4.3 and 8.2 percent re-corded in the months of November and June respectively. The two digit level annual inflation rates were witnessed in the year 2012 where the rate of inflation hovered between 7.2 and 11.4 percent registered in August and February as compared to the single digit recorded throughout the year 2013.

During the year 2013 the subcategory Fruit recorded the highest annual inflation rate of 16.6 percent recorded in the month of June while a year earlier the highest annual inflation rate of 18.6 percent was registered in the Meat category in April. On the other hand the lowest annual inflation rates of -1.7 and 1.6 percent for the years 2012 and 2013 were recorded for Fruit and Bread and cereals subcategories observed in the months of April and November.

The Food and Non alcoholic beverages index for the month of December 2013 stood at 106.1 compared to 105.4 recorded in November 2013, translating into an increase of 0.7 percentage points. These increases were shown in the subgroups of Meat (1.8 percent), Fruits (1.4 percent), Milk, cheese and eggs (1.2 percent), Bread and cereals (1.2 percent), Food (0.8 percent) and Fish (0.3 percent). In the category of meat the increase resulted from increases recorded in bacon (4.2 percent), minced meat (3.9 percent), beef (2.7 percent) and Mutton/ Lamb (2.4 percent).

Monthly and annual inflation rates

The monthly and annual inflation rates for the December 2013 stood at 0.1 and 4.9 percent as compared to -0.3 and 6.7 percent recorded during the same period a year earlier.

The average monthly and average annual inflation rates for the period January to December 2013 stood at 0.4 and 5.6 percent. The corresponding rates registered during the same period in the year 2012 were 0.5 and 6.7 percent respectively.

The annual inflation rates for the major groups comprising the NCPI were Food and Non-alcoholic beverages (6.1 per-cent), Alcoholic beverages and tobacco (7.7 percent), Housing, water, electricity, gas and other fuels (2.9 percent) and Transport (6.9 percent). Corresponding rates recorded during the same period a year earlier were estimated as; Food and Non alcoholic beverages 7.7 percent, Alcoholic beverages and tobacco 8.8 percent, Housing, water, electricity, gas and other fuels 7.3 percent and Transport 5.4 percent.

Goods and services

The monthly and annual inflation rates for Goods for the month of December 2013 stood at 0.3 and 6.8 percent as compared to those for Services which were estimated as -0.1 and 2.4 percent indicating that prices of goods accelerated faster than those for services during December 2013.

Furnishing, Household Equipment etc

During December 2013 the Furnishing, Household Equipment etc group recorded an annual inflation rate of 4.9 percent as com-pared to 5.3 percent recorded a month earlier and 7.3 percent witnessed in December 2012.
