The thrust undoubtedly was on West Bengal with the expected bonanza of 47 new trains and 107 existing lines being augmented from nine to 12 coach rakes. But the railway minister was conscious of the coalition partner Congress’s political demands in Assam, Kerala and Tamil Nadu that face elections in less than three months. Railways officials later confirmed that the four poll- bound states have received a staggering two- thirds of the infrastructural investments not just in terms of new train services but coach factories, passenger terminals and other cash- intensive projects. In keeping with her record, the minister announced a staggering number of 56 new trains, including nine non- stop Duronto trains and three Shatabdis. With the pronouncement – “ We love Kerala” — she allotted 12 new trains to the poll- bound state, including seven “express” services. The minister announced a “Student Express” on the Chennai-Puducherry-Thiruvananthapuram route. She also gave one of the specials — Vivekananda Express, introduced in the name of Swami Vivekananda — to Kerala. It will reach Thiruvananthapuram from Assam via Kanyakumari. Tamil Nadu, too, received a fair share of the budget bonanza as Mamata promised to beef up the suburban train services and announced the setting up of an integrated suburban train network in the state. She gave an assurance that the capacity expansion at Chennai’s Integral Coach Factory (ICF), which was announced in the last budget, would shortly take off. She sanctioned two air-conditioned Duronto trains (Madurai- Chennai and Chennai- Thiruvananthapuram, both bi-weekly). She also proposed weekly express trains between Kharagpur-Villupuram via Vellore, Purulia-Villupuram Express via Midnapore, Kharagpur-Vellore-Chennai Shirdi Express via Bangalore, and Mysore-Chennai Express. A daily express between Coimbatore and Tuticorin and a daily passenger train between Coimbatore and Mettupalayam will also be introduced. However, Kerala’s track capacity utilisation is at an alarming 130 per cent. Critics say that the new trains would worsen the congestion. In fact, the Railways could introduce three of the new trains announced in the previous budget only a couple of weeks ago. “Kerala’s immediate need is not new trains but new tracks,” O. Being the first Oriya in the Commission of the UGC, Achyuta Samanta's appointment has been hailed by academicians throughout the state. Dr. Samanta was first appointed a Commission Member of UGC in 2008. Shri Kapil Sibal, Hon’ble Union Minister of Human Resource Development re- appointed him before the end of his term in February 2011. A Gazette Notification to this effect has been issued on 25th February 2011 by the Ministry of HRD. His contributions and his active participation in formulation of different policies earned him the distinction of being the first choice of the Ministry of HRD for the consideration of an extension of his term at a time when the private education providers in all over the country are under the scanner of the Ministry. It is a significant achievement for Samanta as well as the state of Odisha as a whole. Samanta has also been included in a 9-member Round Table constituted by the Ministry of HRD during January last for the development of education of the downtrodden children in the society. It is a matter of prestige and pride for the state of Orissa. Samanta is expected to continue providing his expertise and views for the growth of higher education in India. Railway Budget is most disappointing:Naveen Bhubaneswar: Odisha Chief Minister Naveen Patnaik disappointed with Railway Budget 2011-12. Reacting to the proposals in the Budget for the State in the Railway Budget, Patnaik said the Ministry of Railways was requested to allot `2,085 crore for various ongoing projects in the State, but only an amount of `1,168.02 crore has been provided in this Budget. “This is grossly inadequate considering the requirement of the ongoing projects in the State and completely falls short of our legitimate demand,” he remarked. Expressing his displeasure, he further said, “None of our requests for new rail lines, new surveys and capacity expansion has been considered which is hugely disappointing.” The Chief Minister resented the Railway Minister’s apathetic attitude towards the State, particu- larly relating to the demand for expansion of rail network and improving rail services in the Maoist-affected underdeveloped areas. Former Union Railway Minister and Con- gress Lok Sabha member, Bhakta Charan Das echoed in the same term as the Chief Minister. Describing the Budget proposal for Odisha as "most disappointing", Das said ," I am sorry to say that the Union Railway Minister did not responded to the proposal given to her for the development of Railways in the State" Similarly, State Youth Congress President and Lok Sabha MP, Pradeep Majhi said that the request of the Odisha Congress MPs was not heeded to. On the other hand, the ruling BJD has lodged strong protest against the Union Railway Minster for her attitude towards to the development of railways in Odisha and threatened to organise an agitation against the Central apathy . Senior BJP leader and Rajya Sabha MP, Rudra Narayan Pani while criticising the anti-Odisha attitude of Union Government as far as railway development , he also accused the Odisha BJD government led by Naveen Patnaik for its lack of concern for the State in putting pressure on the Centre to get is due. Under the guidanceof incumbent Chief Justice of theOdisha High Court V Gopalagowdaand further encouraged by State LegalServices Authority executive chairmanBP Das, portfolio judge SC Parija andjudge of Balasore and Bhadrakdistricts SK Patnaik, several landmarkrecords have been achieved here.With 11 district-level Lok Adalats, threeState-level and two mega Lok Adalatsbesides the 21 legal awarenesscamps, over 20,000 pending cases,including 13,623 criminal cases and7,118 cases of civil nature weredisposed of in 2010 against thepending 91,823 while in 2009, the

disposal was of 17,088 cases,sources added. The cases pendingout of marital disputes too have foundquick disposal with the formation ofFamily Court since July 5, 2010. Whileseveral cases were disposed, otherspending are moving at a faster pacewith the establishment of exclusivecourt in the district, sources said. Thesettlement of as many as 290 cases,amounting to 15 per cent of the MotorAccident Claim Tribunal (MACT)pendency, in one go by the state-levelLok Adalat with a compensation ofover Rs 4 crore have been one amongthe notable achievements. Thedisposal of cases under the Nego-tiable Instrument (NI) Act was alsounique in nature and was organisedfor the first time resulting in a massivesuccess with disposal of 284 cases.

In order tomeet its future challenges, theNTPC has launched its ownBusiness Excellence Model in2010. Baba Ramdev's ashram Patanjali Yogpeeth in Hardwar.

BABA Ramdev’s campaign against blackmoney appears to have earned him manyenemies among the political class as wellas seers. The Akhil Bhartiya AkhadaParishad, one of the leading groups ofsadhus, is planning to write to the PrimeMinister and the President seeking a CBIinquiry into the assets and wealth of theyoga guru. The national spokesperson ofthe Akhada Parishad, Baba Hat Yogi, said: “A decade ago, Ramdev used to move on abicycle. He even had to struggle to findmoney to fix his punctured cycle. Now heflies on a chopper. We demand an inquiryinto the income and assets of the Ramdevashram.” Hat Yogi wasn’t alone; a demandfor a probe into the baba’s assets alsocame from Trivender Panwar, president ofthe Uttarakhand Kranti Dal that recentlywithdrew support from the RameshPokhriyal Nishank government inUttarakhand. “ Baba Ramdev is shoutingagainst black money to protect his own ill-gotten wealth. He is even planning to enterpolitics to protect his black money,” Panwaralleged. “ He had claimed last year that oneUttarakhand minister had asked for `2-crorebribe from him for some favour. If he is socommitted to weeding out corruption fromIndia, he should disclose the name of theaccused minister.” The outbursts againstRamdev come just days after a CongressMP in Arunachal Pradesh allegedly abusedhim when he talked about corruption at aspiritual camp at Pasighat in the East Siangdistrict. Many claimed that the popularityand political clout of Ramdev had made a lotof people jealous and they were now

making allegations against him. But they, too, agreed that the babashould disclose his assets. The yoga guru, however, remainedunfazed. Hitting out at his critics, he told the Aaj Tak news channel:“We are ready for any inquiry. The central government hasconducted such investigations twice and they are welcome to do soagain. Is it a sin to speak about corruption in India? “Five crorepeople have donated for the development of our ashram. We willhold rallies on February 27 and March 23 in New Delhi against thefailure of the Congress government to bring back to India theblack money stashed away in foreign banks.” His detractorsdismissed his aggressive stance as mere posturing and allegedthat his ashram was involved in many dubious activities. BabaHat Yogi said: “ In 2006, Mahant Shanker Dev of the Divya YogaMandir disappeared under mysterious circumstances. Anindependent inquiry should be conducted on the missing Mahant.”The phenomenal rise in the wealth of the trust run by the yogaguru in the last few years has raised many eyebrows. Accordingto a rough estimate, the Patanjali Yogpeeth Trust has propertyworth more than ` 1,000 crore in Hardwar alone.

New Delhi : The Congress-led United Progressive Alliance Government onThursday moved a motion in the Lok Sabha for an investigation by a JointParliamentary Committee (JPC) into the 2G spectrum scam. Leader of LokSabha and Finance Minister Pranab Mukherjee moved the motion in the LokSabha for setting up of the JPC to look into the telecom policy pursued from1998 to 2009 and was involved in a war of words with Bharatiya JanataParty (BJP) leader Sushma Swaraj, who is also the Leader of Opposition. "Ifeel that I should express my regret that I could not sort out the issue due towhich the entire winter session was lost. The fact clearly demonstratedcertain areas of concerns which we have to address together. When weseek the vote of the people, immediately after the elections we assume theoffice and we have to take the oath to protect and follow the Constitution.It's our constitutional responsibility to discharge our duties as parliamentar-ians," said Pranab while moving the motion. "I might have failed to under-stand the sentiments of other parliamentarians. My gratitude to the Opposi-tion that impasse was resolved. It's not arrogance that we didn't agree toJPC. We thought that all the measures were taken needed to look into 2Gspectrum. There was no lack of interest in resolving the issue," he added.He also criticised the Opposition for not allowing Parliament to functionduring the Winter Session. "Please remember not to have or not to agree tohave a JPC is not arrogance or obduracy, or obstinacy. We thought weshould be able to carry convictions with our friends sitting on the otherside. There we thought that when all these measures have been takencare of, issues have been adequately addressed, perhaps it would beadequate and there would be no need of JPC," he said about theGovernment not agreeing to a JPC earlier. However, Sushma defendedthe Opposition's protests over the issue and asked Pranab why theywere likened to Maoists for their protests. "Why were we called Maoistswhen we demanded JPC? Is demand for JPC illogical, unconstitutionaland equal to violent behaviour? When you were in opposition, you alsodemanded for JPC, were you behaving like Maoists then? Whenever abig scam happened, the party in opposition demanded JPC and theparty in power agreed to JPC. Our demand was called illogical whenwe demanded for JPC in the last session.

It is a surrender to Terrorists

Is CVC a Rubber Stamp ?Indian conscience remains bitten by a bug called corruption.

Sadly the year 2010 will be etched out in history with multi-crore scamsat the Centre. While this bug reguses to die, the Government's watch-dog, Central Vigilance Commissioner, remains a mute spectator. Be it theCommonwealth Games goof-up of Rs. 70,000 crore or the DG Spectrumallocation sell-off at an alleged loss of Rs. 1.76 lakh crore to the nationalexchequer, the CVC's recommendations, inquiries and advice on furtherproceedings on these and many other scams are just a pile of files invarious government offices.

While social activists resemble the Central Vigilance Commission toa post office and have declared it as a paper tiger, the governmenthas virtually made the CVC a rubber stamp with inaction on itsrecommendations. The problem lies in the Central Vigilance Commis-sion Act 2003 and the way it functions in its present form. The CVC'srecommendations are not mandatory. The Government is not obliged toabide by them. Juxtapose the popular opinion of amending the CVCAct 2003, a faction also believes that one should adopt an incrementalapproach to the problem and the Act should not be rushed into foramendments. What is apparent is that the CVC is in dire need ofreforms. The CVC Act, 2003 should, therefore, undergo an immediateoverhaul either within the existing Act or by way of introducingamendments.

The CVC ACTAccording to the Act, the CVC's under the administrative control of

the Department of Personnel and Training which in turn is under theMinistry of Personnel, Public Grievances and Pensions.

It is argued that several sections of the Act do not make the CVC atoothless body. But if gone through in detail, the CVC actually does nothave real powers. The powers of the CVC encompass functionssuch as giving directions, reviewing, advising and exercisingsuperintendence and giving recommendations.

Sample this : The CVC has 'powers' to exercise superintendenceover the functioning of the Delhi Special Police Establishment (CentralBureau of Investigation) in cases related to the investigation ofoffences alleged to have been committed under the Prevention ofCorruption Act, 1988 or an offence with which a public servant isspecified under the Code of Criminal Procedure, 1973.

But it also has a sub-clause which provides that while exercisingthe powers of superintendence or giving directions under this clause,the Commission shall not exercise powers in such a manner so as torequire the Delhi Special Police Establishment in vestigate or dispose ofany case in a particular manner. Does it not amount to giving powersto exercies them with the handcuffs on ?

The CVC cannot act or order a vigilance inquiry against a publicofficer of the Joint Secretary rank and above without the consent ofthe Central Government. This provision is surprising when seniorbureaucrats and technocrats are involved in mot of the high-profilescams in India.

It may be noted that in 1997, the Centre abolished the SingleDirective or Section 6A of the Delhi Police Special Establishment Act,after the Supreme Court quashed its validity in the iconic Vineet NarainHawala case Judgement. Since then the CVC and the CBI had beencarrying out investigations without any prior approval of the CentralGovernment.

The NDA Government made an attempt to introduce this provisionin the CVC Bill 1999 but was unsuccessful after the apex courtexpressed its discontent over it. After which a Joint ParliamentaryCommittee recommended introduction of the 'Single Directive' provisionand the provision found its place in the CVC Act, 2003.

Former CVC N Vittal thinks that the singhel Directive must beabolished as the CVC and the CBI are not insulated from political andbureaucratic control. He says that there is no confidentiality as far asleaks and disclosures are concerned. He opione, "The Government isvery sympathetic to corrupt bureaucrats."The fact is that by the timecorruption emerges and the CVC seeks approval for an inquiry theofficer in question is either transferred or superannuates."

THE PHILOSOPHER George Santayana once said “Those who cannot remember the past are condemnedto repeat it.” He was probably talking about Indians,even though he did not quite say it. The Orissagovernment’s decision to concede all fourteen demandsof the Maoists, in exchange for its collector R. VineelKrishna and junior engineer Pabitra Majhi, marks yetanother surrender by an Indian state to the armed mightof a militant group. Clearly we have learnt nothing fromthe fiasco of the IC 814 hijack of 1999 or the release ofRubaiya Sayeed in 1989. In part, the problem seems tobe in our muddled response to Maoism. Because theyclaim to speak on behalf of the people and haveorganised poor tribals to fight what they say are thedepredations of the state, there is an assumption thatthey are some kind of Gandhians who use guns onlywhen compelled to do so.That is simply not true and let us not fool ourselves: TheMaoists have obtained their ends by threatening toexecute the two officials. Looked at any way, this is anact of terrorism.

PriceThere will be people who will say that the Maoistdemands were largely reasonable. That is true, but themasters of public relations that they are, they have takencare to camouflage their real demands— the release ofimprisoned senior cadre— with the ones which showthem as friends of the poor and the exploited. So, it istrue that some good ends will be served by the epi-sode— justice may be nudged a bit on behalf of tribalswho lost their land because of a NALCO project, theOrissa government will harden its existing opposition tothe Polavaram dam project in Andhra Pradesh, trumpedup cases will be withdrawn against some tribal activists,and so on, so forth. But, all these have been obtainedwith the real threat of death hanging over two people.

The consequences of this surrender are bound tobe negative. The next time the Maoists want to spring acolleague from jail, they will kidnap another functionaryof the state, perhaps some lowly policeman andthreaten to kill him. If the official is relatively junior, thestate may not even react and the hapless person couldbe executed.

I wonder whether the alacrity with which the Orissagovernment acted had something to do with the fact thatthe officer in question is from the Indian AdministrativeService, and that the officials advising the Chief Ministeron the issue are also members of the same prestigiousservice which is known to look after its own to theexclusion of everyone else.

Another consequence of the statekneeling before the Maoists will be in theconduct of the anti- Maoist operations.

Already, as one of the pre- conditionsfor the release, the government hassuspended anti- Maoist operations in thejungles of Malkangiri. If Maoist cadre,presumably arrested after a great deal ofeffort by the police, can get away likethis, why should the police personnelwaste their time and effort, and risk their lives, inactively pursuing them ? The penalty for the Orissasurrender could be long lasting. Even today the countryis dealing with the consequences of releasing fiveJammu and Kashmir Liberation Front militants for thekidnapped daughter, Rubaiya, of the then Union HomeMinister Mufti Mohammed Sayeed.

This disastrous decision gave the still fledglingKashmiri militancy its greatest boost in December 1989.For the first time, the Kashmiri militants felt, they hadactually bested the Indian state. The result was thattens of thousands of young Kashmiris went across theLine of Control to receive arms training from the waitingPakistani handlers.

Ironically, the militants had been on the verge ofreleasing Rubaiya anyway. The public opinion may havebeen heavily influenced by the JKLF’s azadi propa-ganda, but the outfit itself came under a great deal of

social pressure for the dastardly act of holding a youngwoman hostage.

FollyYes, Kashmir was still in its age of innocence. FarooqAbdullah, then Chief Minister of the state was aware ofthis and he refused to release the jailed JKLF leaders,Hamid Sheikh, Sher Khan, Javed Ahmed Zargar, NoorMohammed Kalwal and Mohammed Altaf Butt. However,Mufti Mohammed Sayeed’s ministerial colleagues inDelhi— Arun Nehru, I. K. Gujral and Arif MohammedKhan— recommended to Prime Minister V. P. Singh thathe be overruled and the JKLF militants were released.

The next historical lesson came from the IC 814hijack. A passenger aircraft with 176 passengersaboard was returning from Kathmandu to Delhi when itwas hijacked on December 24, 1999 by some PakistaniHarkat jihad- e- Islami terrorists. The authorities bungledin not being able to stop the aircraft when it landed inAmritsar, and so it went to Lahore, then Dubai and finallylanded in Kandahar, then under the control of the Taliban.Twenty- seven passengers, including one RupinKatyal— who had been stabbed several times and wholater died— were released in Dubai.On the ground, the aircraft was surrounded by Talibanpersonnel who claimed they were there to protect theaircraft and its passengers, but in reality had beendeployed to prevent any Indian military action. Afterseveral days of negotiations, the hijackers obtained therelease of Masood Azhar, a top terrorist leader who hadbeen in jail since 1993, Ahmad Sayeed Omar Sheikh, aBritish- Pakistani terrorist who was in jail for kidnappingseveral foreigners in New Delhi in 1994, Mushtaq AhmedZargar, a Kashmiri militant leader under arrest since1992.

RetrieveAfter their release, Masood Azhar split with the Harkatjihad- e- Islami and set up the Jaish- e- Mohammedwhich was involved in the attack on the ParliamentHouse in New Delhi in December 2001 and other terroristacts. Sheikh’s career has been even more notorious. Hewas reportedly involved in the murder of Wall StreetJournal reporter, Daniel Pearl, as well as in the assassi-nation plots against President Pervez Musharraf. He iscurrently in a Pakistani jail. Both Azhar and Zargarremain free.

The result of the IC814 hijack and the 9/ 11 incident inthe United States in 2001 compelled New Delhi to adopt atough antihijack policy. India would not negotiate withhijackers, authorities had pre- authorisation to immobilise

aircraft on the ground, the air force would,under certain circumstances, shoot downan aircraft under the control of hijackers.

But the whole can only be the sum ofthe parts. The Union government can onlydo so much, the states need to do their bit,especially in the case of the Maoistmovement which confronts the state witha complex problem. It feeds on poverty anddeprivation and the systemic injustice andexploitation in many parts of the country.

But it is also a fact that the leadership cadre of the

Maoists are a bunch of cold blooded killers who

ruthlessly run an empire of extortion and exploitation of

their own. There is little point in lamenting over what has

happened. The Union and the Orissa state governments

must now focus their efforts in retrieving the situation to

the extent they can. Instead of going easy on the

Maoists, they should press on with the anti- Maoist

campaign.

This does not mean a relentless military effort, but a

sophisticated strategy which separates the Maoist fish

from the waters in which they are swimming through

effective political engagement with the locals, more

development work, better security for government

officials, and an overall resolve to press the campaign

Exercise to fight weight regainExercise can help control weight regain after dieting by reducing appetite and burning fat before burningcarbohydrates, according to a new study. According to researchers from the University of ColoradoDenver, burning fat first and storing carbohydrates for use later in the day slows weight regain and mayminimize overeating by inducing a feeling of fullness to the brain. Reliance inks $ 9 bn stake sale deal with BPIN YET another big leap inthe oil and gas domain,Mukesh Ambani- controlledReliance Industries Ltd (RIL) on Monday announceda deal with British Petro-leum ( BP) of over ` 40,000crore ($ 9 billion) to divest30 per cent stake in its 23 oiland gas fields in India. Thecompanies have alsodecided to set up an equaljoint venture ( JV) firm toexplore and supply naturalgas in the country. Thispartnership agreement,touted as one of India’sbiggest ever foreign directinvestments ( FDI), wassigned in London, the

headquarters of BP on Monday. Only theVedanta- Cairn deal seems to surpass thisvolume at $ 9.6 billion. As per the deal, BP wouldpay $ 7.2 billion ( over ` 32,000 crore) to RIL topick up the stake and the balance $ 1.8 billionpayment is linked to the success of the explora-tion blocks. BP would also pump in additionalinvestment for the natural gas JV and thecombined investment could amount to $ 20billion ( ` 92,000 crore), Reliance said. Whilemany analysts are highlighting the positives ofthe deal for the country’s largest private com-pany and India’s energy sector as a global

investment destination, some questions are beingraised on the intent and future course of theMukesh Ambani group’s focus. Particularly,whether oil and gas will remain the future ofMukesh’s group? “ The deal will benefit RIL withstrong cash flows. It is definitely a positive thatway. BP’s expertise in deep water exploration isexpected to help expedite exploration in the 23 oiland gas blocks in the east coast of India,” saidPrayesh Jain, analyst at India Infoline. Most ofthese oil blocks are located in the Krishna-Godavari ( KG) basin, off the coast of AndhraPradesh and Mahanadi basin, off Orissa coast.

'Grain exports tobenefit from high prices'New Delhi : Agriculture Minister Sharad Pawar, citing high globalprices, called for wheat, rice and sugar exports to resume onWednesday to take advantage of high global prices for the com-modities. Pawar's call for exports came as at least 100,000 tradeunionists marched through the Indian capital on Wednesday in aprotest against high food prices and unemployment. India, theworld's 2nd-largest producer of wheat and rice, has kept a tightcontrol over grain exports since 2007, allowing only limited salesthrough diplomatic deals, while the nation's stocks swelled afterthree straight years of bumper harvests. "This is the right time togive serious thought over allowing exports of certain quantities ofrice, wheat and sugar as we have ample stocks. World prices arevery good while the harvest looks favourable," Sharad Pawar toldreporters on Wednesday. "Exports should be allowed only to theextent where it doesn't hurt domestic consumers." The demonstra-tion against food prices was the biggest in New Delhi in years andincluded members of a trade union linked to the ruling Congressparty, reflecting disquiet within the party over food inflation, which hita high above 18 percent last December.

IT firms hope for STPIextension in budgetIndian information technologyfirms are looking for increasedspending on education, e-governance and defencesectors, and an extension by atleast one year of tax benefitsunder the Software TechnologyParks of India (STPI) scheme,but many think it is unlikely. STPIwas a society set up by theMinistry of Information Technol-ogy in 1991 to boost softwareexports. Among other benefits,the STPI scheme provides a 10-year income tax exemption forunits situated in software technology parks. "I think extension ofSTPI is a bleak possibility in the current form," said Ganesh Murthy,chief financial officer at MphasiS. In the 2009-10 budget, the govern-ment had extended tax benefits for units in STPI by a year to March2011, in the backdrop of a financial crisis in the United States, whichaccounts for more than 50 per cent of India's software exports. Thebudget for 2010-11 went without any mention of extending the STPIscheme, disappointing IT companies. "We believe, an extension willnot come," Anand Rathi Securities analyst Naushil Shah said,adding most analysts have factored in higher tax rates for the nextfiscal. "So, if STPI is not extended, it will be neutral for the sector andif it gets extended, it will be a positive surprise."

1426 crore on capex says MinisterBhubaneswar : Energy minister Atanu SabsyasachiNayak on Tuesday informed the State Assembly thatthe four distribution companies operating in the state-Central Electricity Supply Utility of odisha Ltd (Cesu),Northern Electricity Supply Company of Odisha Ltd(Nesco), Southern Electricity Supply Company ofOdisha Ltd (Southo) and Western Electricity SupplyCompany of Odisha Ltd (Wesco) have invested Rs1425.58 crore on capital expenditure since theprivatization of electricity distribution in the state.These four discoms have incurred a capitalexpenditure of Rs 515.73 crore, Rs 394.80 crore, Rs304.19 crore and Rs 201.86 crore respectively,Nayak said in response to a question in the House. Cesu's revenue income in2009-10 stood at Rs 1201.16 crore whereas its expenditure was Rs1218.64 crore Similarly Nesco's income and expenditure in the last fiscalstood at Rs 983.68 crore and Rs 1012.98 crore respectively, he said.

Nalco CMD takes bribe in gold bricksNew Delhi : THE CENTRAL Bureauof Investigation ( CBI) on Friday ar-rested the chairman- cum- manag-ing director ( CMD) of the NationalAluminum Company Ltd ( Nalco),Abhay Kumar Srivastava, and hiswife for allegedly taking bribe. Theagency seized about ` 30 lakh incash and more than 10 kg of goldfrom the couple’s locker in a publicsector bank. CBI officials allegedthat Srivastava had accepted goldin lieu of cash for alleged favoursextended to a private company.Acting on an information, thesleuths arrested Srivastava’s wifeChandni, who was leaving the Bankof Maharashtra’s branch near theUPSC office in Delhi after deposit-ing three kg gold in her locker. Theofficials also searched her andfound that she was carrying ` 5lakh in her handbag and the key ofanother locker in the name of thewife of a middleman, the CBIspokesperson said. The middleman,Bhushan Lal Bajaj, and his wifeAnita were also arrested.

“The CBI arrested the Nalco CMDwhen he got his wife to accept anillegal gratification of three 24 caratgold bricks, each weighing one kg.His wife had accepted this illegalgratification from the wife of amiddleman who was brokering adeal between the CMD and a MadhyaPradesh- based private group ofcompanies,” the CBI said in a pressrelease. The locker, being operatedby Srivastava’s wife, had beenopened under Anita’s name so as toprevent the illegal money beingparked in the bank from beingtraced. In fact, the CBI team nabbedChandni along with Anita just afterthe duo had allegedly deposited thegold bricks in the bank locker. Thesleuths searched the locker, whichled to the further recovery of sevenmore gold bricks of 1 kg each, gold

ornaments weighing 188 gram and `9.5 lakh in cash. The total recoveriesso far have been 10.188 kg gold and` 29.5 lakh in cash, the overall valueof which comes to approximately `2.43 crore at the current gold rate,the CBI spokesperson said. All thefour accused are being questionedto find out other details of the moneythe CMD of the Navratna company,which has its headquarters inBhubaneswar, might have amassed.Searches in various parts of thecountry, including Bhubaneswar, arealso being carried out.
