Dear friends, As the Chair of the 2016 AUMA Convention and AMSC Trade Show, I am pleased and excited to invite you to the 109th gathering of members.

The first half of our current term has been nothing short of incredible. Members across the province have had to navigate the bumpy, winding road of the municipal landscape, relentlessly impacted by the elements—economic, social, environmental and political in nature.

To support and assist you in fortifying the foundation to continue in your quest to build thriving communities across the province, our convention committee has put together an exceptional itinerary.

The theme for this year’s convention is Connect. Lead. Inspire. These three terms truly embody what our convention is all about.

When I think of convention, I, like you, have come to think of it as the place to connect and reconnect with friends and colleagues I have come to know over years spent as a community leader. But I also recognize the valuable role this convention plays in enabling me, like you, to connect with new collaborators and advisors.

We’re all leaders—it’s in our DNA. Yet, we can all benefit from the opportunity to hone our leadership skills and exercise our capabilities as we participate in various sessions and determine the direction of our organization. At this convention, delegates will have the opportunity to listen to and learn from one of Canada’s most renowned and respected leaders—Retired General Rick Hillier.

Being inspired at convention is a given—inspired by the wisdom of session speakers, the stories and experiences shared by our

colleagues in municipal government, and our collective fortitude. Importantly, we as municipal leaders must take what we learn and experience at convention and leverage it to inspire those back home to support our vision for a thriving community.

With that, I encourage you to take some time to read though the following pages and to register for the 2016 AUMA Convention in Edmonton, October 5-7.

Hello fellow AUMA members,The 2016 AUMA Convention and AMSC Trade Show with be the third held during this municipal government term. With that in mind, this convention experience will be different for many delegates, as everyone is now all “trained up” on the roles and responsibilities of a municipal elected official and the mandate of the municipal order of government.

As President of our association, it is my hope that members leverage this important platform to Connect. Lead. Inspire—while at convention and upon returning to your home communities. I also hope that through the convention experience, we leave more skilled and professional in doing our jobs as elected officials, more in touch with what the provincial and federal governments are doing, and more engaged in the work that AUMA has undertaken on behalf of all of us.

While the process of modernizing the MGA continues, a fall convention presents an opportune time to strengthen relationships with our provincial counterparts and reiterate our position—clearly with one voice.

As such, the format of Government Day has been enhanced to optimize the ability of members to gain insight into the various ministries, to ask specific questions and to receive meaningful responses from the provincial delegation. A plenary session, also known as a Bearpit Session, will allow all members to be present for the discussion of key issues relevant to the general assembly. Subsequently, breakout Minister Sessions, will allow provincial ministers to respond to specific delegate questions and highlight their efforts in supporting Alberta’s urban municipalities.

Additionally, there are some very timely and thought-provoking education sessions available to delegates. I hope that you will take advantage of these learning opportunities to come up

to speed on some of the latest trending issues that will impact local regulation, legislation and operations or to spend some time focusing on you, on your wellness, and ultimately your effectiveness as a local leader.

General Rick Hillier (Ret)Rick Hillier’s passion, leadership and outspoken nature have captured the hearts and minds of Canadians and people from around the world. A man who takes pride in his country, his team and the significance of his mission, General Hillier is one of Canada’s most celebrated leaders.

As Chief of the Defence Staff, Canada’s highest ranking position in the Canadian Forces, he oversaw our country’s most important mission in Afghanistan. Since retiring from that role in the military, he’s become more active in business and community programs, as organizations see the value in learning from and engaging with such a strong leader, motivator and team builder.

Considered one of Canada’s most charismatic and influential soldiers, he tells it like it is—with confidence and a straight-talking manner. General Rick Hillier will challenge convention and inspire pride in being Canadian, all while sharing his trademark Newfoundland charm and humour.

• assessment and taxation issues, including the impact of difficulties in collecting linear assessment

• employment issues, including constructive dismissal risks and severance obligations that can arise from any restructuring or downsizing

• tendering Issues, including limits on the extent to which you can direct work to local contractors in support of the local economy, and a general review of tendering and procurement rules when accessing any stimulus or other funding available to municipalities

9:00am – 4:00pm Building Your Leadership Skills for the 2017 ElectionThis preconvention session will focus on enhancing your leadership skills in anticipation of the 2017 municipal election. You will spend the day with a variety of experts who will help you:

• understand the importance of unlocking your leadership potential

• influence inter-municipal cooperation

• strengthen citizen engagement

• become a more effective spokesperson

The lunch will feature a panel discussion on how to encourage the participation of underrepresented groups in the election process.

4:00pm – 4:30pm MUNIX Annual Subscribers’ MeetingAs an integral part of the AMSC General Insurance Program, MUNIX provides reciprocal coverage for more than 700 Regular and Associate members. In accordance with the MUNIX subscribers’ agreement, this annual meeting will be held in conjunction with convention. This session will be led by Maryann Chichak of the MUNIX Board and will provide subscribers with information about governance, regulation, key initiatives and important financial information. As owners of the program, MUNIX subscribers are invited to attend this session to not only review progress but to discuss the future direction of the program and the financial contribution made to supporting fundamental association activities.

Elected Officials Program Courses9:00am – 4:00pm Effective Planning & StrategyBeing strategic means understanding past and present contexts, as well as being able to anticipate the future. Participants will learn how to develop compelling strategic and business plans that are aligned with corporate priorities, are actionable and measurable. The relationship of policy and strategy will be examined and participants will learn how to engage stakeholders. The course will include the identification and incorporation of sustainability principles into the planning process.

Regional Partnerships & CollaborationCollaboration within regions is an important step towards effectively serving the public. This course will examine the value of and opportunities created through inter-municipal partnerships as well as those between municipalities and non-governmental organizations within a region. Using a case study format, participants will learn how to identify collaborative opportunities and how to negotiate and establish the parameters for a service partnership. Attendees will identify the scope of partnerships, governance structures, delivery mechanisms and cost sharing arrangements and will explore the benefits of efficiency, effectiveness and innovation realized through regional collaboration.

The Economic Realities of Alternative Energy Alternative and renewable energy are expected to be a much bigger part of Alberta’s energy mix in the future. Join the Infrastructure and Energy Committee for this energizing session to learn about the economics of alternative and renewable energy and how all levels of government and the energy industry are preparing for these shifts through converting infrastructure and improving the reliability of renewables.

The Future of Municipal Water Services Water is a precious resource that will require greater stewardship given the impacts of climate change and increasing demand and regulation. It can be challenging to provide safe drinking water and wastewater services given the scarcity of water resources, aging infrastructure, revenue shortfalls, complex federal and provincial regulatory requirements and a lack of qualified operators. The Sustainability and Environment Committee invites you to hear from water experts about how municipal water services should be designed and operated to address these challenges and how upcoming changes to the plumbing codes will enable water reuse.

Addressing Municipal Challenges AMSC offers a diverse portfolio of services and programs to help solve municipal challenges including: Energy Procurement & Management, Water and Wastewater Services, Insurance and Risk Management, Employee Benefits, Retirement Services, Investment Services and Procurement. This session includes a brief progress update followed by a special guest speaker on a timely and relevant topic. Stay tuned to the Weekly Digest for more details as they unfold.

Keep Up to Date with Changes to Retirement ServicesThe APEX Board of Directors provides oversight and direction for the APEX Defined Benefit Plan, MuniSERP, ACPP (Defined Contribution Plan), Group RRSPs and TFSAs. Join us as we update you on the successes and challenges we have faced over the last year.

What Makes Municipal Councils Effective?In this session, the Elected Officials Professional Development Committee discusses how to strengthen council’s effectiveness and ensure conflicts are appropriately managed so that they do not create tension for council and administration and lead to credibility issues with the public and media.

Accelerate the Municipal Agenda: Join a Standing CommitteeAUMA, your association, is driven by member need and powered by member input. As such, delegates are invited and encouraged to attend committee reports. In these sessions, you will learn about the work undertaken in addressing the issues members identified as priorities, and will see the progress your colleagues in municipal government are making on your behalf—advancing the municipal agenda. Participating in an AUMA Standing Committee is a great way to influence the development of AUMA initiatives and policy and subsequently, the governance landscape across the province.

Standing committees are made up of elected officials and administrators from both small and large member municipalities. Participation in standing committees enables members to represent their particular community’s interests and to grow valuable networks and connections.

Housing Your CommunityDespite investments by all orders of government, Alberta’s communities continue to face issues of insufficient affordable housing and homelessness. This session, led by the Safe and Healthy Communities Committee, will offer insight on resources to conduct a needs assessment for your municipality and success stories about growing the stock of social housing. This presentation includes federal and provincial speakers and profiles AUMA’s affordable housing hub, a one-window resource to help municipalities take action to meet local housing needs.

Must-knows About Municipal LegislationThe Municipal Governance Committee will provide insights on federal and provincial legislation that will have significant impact on municipalities. Guaranteed to be a session that you won’t want to miss, key topics will be identified closer to Convention when there is more definitive information on federal and provincial directions.

Building a Stronger Local Economy Through Entrepreneurship This session, created by the Small Communities Committee, will explore innovative ways for you to build a vibrant entrepreneurial community to support your local economic development. A panel of municipal leaders and entrepreneurs from a small community will discuss how to create an entrepreneurial spirit and attract and encourage entrepreneurs which is particularly important in this challenging economic climate. You will also learn about AUMA’s new economic development resource hub.

Responsible Financial Oversight; Ensuring Member ConfidenceAUMA adheres to a thorough and stringent process in managing its own finances and those of its wholly-owned subsidiary, the Alberta Municipal Services Corporation. In this session, the Audit & Finance Committee will deliver a review of the annual audited financial statements. AUMA’s CFO will provide an overview to ensure that members are well versed in how membership dues are managed and how they provide a financial foundation to deliver effective advocacy and valued services.

Additionally, a representative from the Royal Bank of Canada will lead a discussion about fraud prevention; highlighting the latest fraud schemes that are increasing in frequency and impact to organizations at home and around the globe.

Member Priorities Drive Federal and Provincial Advocacy EffortsAUMA’s Executive Committee is a catalyst for change across Alberta’s municipal landscape. Responsible for driving both provincial and federal advocacy initiatives, the Executive Committee represents Alberta’s communities on a wide array of issues.

In this session, members will become more knowledgeable about the legislative and policy matters on both the provincial and federal fronts, reviewing the status of actions undertaken over the course of the past year as well as those ahead.

Gender-Based Analysis PlusGender-based Analysis+ (GBA+) is an analytical process which can be used to assess the potential impacts of policies, programs, services, and other initiatives on diverse groups of women and men; the overall goal being the realization of gender equality. During this session, subject matter experts and municipal leaders will discuss gender concepts, the benefits of using GBA+ and how to apply it in a municipal context.

Taking Care of Yourself: Get the Health Outcomes You DesireOn the battle-ground of business, great leadership is required to build strong, healthy organizations. The principles of leadership are also required to build strong, healthy people, yet over 70 percent of leaders have hidden health problems

In a culture where having it all can mean sacrificing health, relationships or peace of mind, many leaders feel frustration that they do not have enough time to accomplish everything. In particular, the responsibility held by leaders to their personal health can be low on the priority list.

Attendees will learn how to: regain control of their health and wellness, identify the steps they need to take to get the health benefits they desire, and build a personal action plan for a healthier life. It is time to take control and become the CEO of your health. Plan to be encouraged, empowered, educated and entertained.

Government Day; We’re Changing Things Up This YearGovernment Day has become one of the most eagerly anticipated elements of the annual AUMA Convention, offering delegates a chance to hear, first-hand, the perspectives of the Premier, the Minister of Municipal Affairs and various Cabinet Ministers.

In seeking to optimize the ability of delegates to gain insight into the various ministries, to ask specific questions and to receive meaningful responses from the provincial delegation, Government Day will look a little different this year.

Premier Rachel Notley will address convention attendees in the main hall and will be followed by a convention-wide Bearpit Session. This session will follow a plenary format in which previously submitted and approved questions will be asked of the attending Ministers. This format will allow all delegates to be in attendance for discussions that are relevant for most or all in attendance.

Subsequently, Minister Sessions will provide a platform in which provincial ministers will respond to specific delegate questions and outline their plans for supporting the communities in which Albertans choose to grow their businesses; to live, work and raise their families. During each designated timeslot, two breakout rooms will be available, and a facilitator will manage open discussions between delegates and specific Ministers from the Government of Alberta.

Ministers Sessions will run concurrently with the Education Sessions at the following times:8:30 - 9:30am; 9:45 - 10:45am; 1:45 - 2:45pm; 3:00 - 4:00pm

NOTE: Participating Ministers will be named and scheduled at a date closer to convention.

Exciting Opportunity for DelegatesThe 2016 AUMA Convention presents an exciting opportunity for delegates; an opportunity to engage the Alberta government in issues facing urban municipalities; an opportunity to educate and inform cabinet about the issues Albertans care most about; an opportunity to present a united front as we set the stage for the coming months and the final stages in modernizing the Municipal Government Act.

Municipal Implications of Impending Marijuana LegislationTwo significant changes are anticipated with regard to marijuana use and accessibility in Canada:

• A new process for the home growth of medical marijuana is being developed pursuant to a federal court decision enabling the practise; expected to be complete by convention.

• A system for the legalization of marijuana for recreational purposes is being developed

The issues and implications of such changes are significant for municipalities who must address: business licensing, zoning, public safety, and property damage. Aurora cannabis, an Alberta based licensed commercial medical marijuana producer and one of the first and largest producers in the country, will provide insight from an industry perspective.

Bringing out the Lighter Side of LifeSusan Stewart is a comedian and author who engages audiences in the art and practice of seeing the lighter side of life. The art, being a mixture of optimism, clarity, and cozying up to uncertainty. The practice, being mindfulness—carefully selecting the lens through which you view the world. Promoting self-care as a means to working and living with greater ease, while at the same time, having a positive impact on the lives of others. Susan believes you shine the brightest when you lighten up.

Insights into the Provincial Government Paul McLoughlin has been a keen observer and analyst of Alberta politics since 1983 when he became a member of the Alberta Legislature Press Gallery. In 1993 he created Alberta Scan, a weekly newsletter about provincial politics. An active broadcaster, Paul can be heard Thursday mornings on CBC Radio in both Calgary and Edmonton talking about Alberta politics. In this session, Paul will leverage his experience to give us a sense of what may happen in Alberta politics between now and the next election.

What’s New in Federal and Provincial Infrastructure Funding ProgramsRecent provincial and federal budgets have provided funding for various infrastructure-related projects, benefitting local governments.

A number of AUMA’s requests for infrastructure support were reflected in the Federal budget in March with significant dollars committed to Alberta’s municipalities. Highlights included an estimated $347 million for transit and $250 million for water and wastewater; funds hoped to be made available in time for the 2016 construction season.

As asset management is becoming increasingly important to municipal leaders, the federal government announced $50 million in funding to assist municipalities in building their asset management capacity - including the development and implementation of infrastructure asset management planning practices and data collection. The funds are being dispersed to FCM, who is developing the program with feedback from the provincial municipal associations; with delivery expected in January 2017.

Alberta’s provincial / regional share of the Building Canada fund was $848 million, $700 million of which remains uncommitted. As such, AUMA recommended the province ensure this funding is allocated to municipal projects; and recently learned that $300 million has been set aside for municipal use. Municipal Affairs will be consulting with our organization about the allocation of these funds.

Developing Broadband SolutionsBroadband accessibility is one of the biggest barriers to economic development in smaller centers across the province; an issue whose resolution could have significant impact on local economies. The City of Edmonton will host an Information & Hospitality Desk during peak periods on Tuesday, Wednesday and Thursday. City staff will be on hand to answer your questions about Edmonton, including interesting attractions, restaurants, medical services, shopping, esthetic services and transportation.

TransportationA shuttle service to the Shaw Conference Centre will be offered to delegates staying at the Crowne Plaza Chateau Lacombe, Delta Edmonton Centre Suite, and The Sutton Place Hotel. Due to close proximity, the shuttle service will not be offered from The Fairmont Hotel Macdonald, The Courtyard by Marriott or The Westin Hotel.

Service will be offered during peak periods of the convention on Wednesday, Thursday and Friday.

Get the Most from Your Convention ExperienceEvery year, the AUMA Convention and AMSC Trade Show is packed with opportunities to learn new skills, to connect with people, and to become better informed about the issues facing Alberta municipalities. This year is no exception and to help you get the most from your convention experience, we have some tips:

What does my registration fee include?• admission to the AGM and Opening Ceremonies, including the Keynote Address, all

committee reports, and education sessions. You may also attend and participate in the resolutions sessions (depending on your membership status), Bearpit with the Ministers, and general addresses delivered by the Premier, the Minister of Municipal Affairs and Opposition Party Leaders

• trade show viewing, dessert reception and lunch

• shuttle service to and from host hotels

• full buffet breakfast and lunch Wednesday and Thursday, breakfast and lunch-to-go Friday

• refreshment breaks

• connect with provincial cabinet ministers and network with other municipal leaders.

Where do I register?Register online at the AUMA website.

When you arrive at the Shaw Conference Centre, proceed to the Assembly Level where the registration desk will be located. The registration desk is where you get your convention package (including your name tag, voting information, voting pad, pre-purchased event tickets, and Partner’s Program packages). Your nametag is your admission to the sessions and meals, so it is a must-wear item during convention. Each registered delegate will also receive a convention handbook. This handbook is an invaluable resource containing transportation information, facility floor plans, session details, resolutions, and day-to-day agendas. All of these documents will also be available for download on the Convention app. See page 15 for details.

How do I vote on resolutions and for the 2016-17 Board of Directors?With your voting pad of course!

Make your vote count. Be sure to attend the resolutions session on Wednesday, October 5 at 1:30pm and Friday, October 7 at 9:15 am in Hall A.

A copy of the resolutions book will be included in your convention package.

AUMA Board elections take place Friday, October 7. Nominations must be received at the AUMA office by email to Returning [email protected] no later than 4:30 p.m. Thursday, September 22.

Election times:• Directors: starting at 9:45am• Vice-Presidents: approximately 10:30 am

What is a voting pad?Delegates with voting privileges receive a voting pad with their registration packages. Be sure to keep it with you, as this device is used for voting purposes during the resolutions session, elections and setting priority for 2016 initiatives. It is very important that the voting pad is returned to AUMA before you leave the convention.

What is the deal with resolutions?At this year’s convention, a number of policy papers and resolutions have been tabled for debate and member voting. Resolutions sessions will be held on Wednesday, October 5 starting at approximately 1:30pm and Friday, October 7 at 9:15am.

Resolutions were to be submitted to AUMA by May 31 and will be provided in your convention handbook (provided onsite when you register). Only voting delegates will receive a voting pad and will be able to vote.

What about the AGM?The Annual General Meeting will be held Friday, October 7. Elected officials of regular voting members are eligible to vote during the AGM.

What can I find at the trade show?The AMSC Trade Show is held Wednesday, October 5 and Thursday, October 6 in conjunction with the annual convention. The trade show takes place in Halls B&C. There will be more than 100 exhibitors offering products and services that are relevant to municipalities’ needs.

Tell me about the mealsWednesday morning starts out with a full buffet breakfast and lunch outside of Hall A. Later in the day, the Sun Life Dessert Reception will be hosted in the AMSC Trade Show in the Halls B&C. Join us for breakfast Thursday, and then in the Halls B&C for the AMSC Trade Show lunch. Friday brings you a full buffet breakfast and lunch-to-go to get you on your way home.

Is there a mobile app available to download?Absolutely.
