1.0 SCOPE

This Specification defines the minimum requirements for installation of submarinecables, and fabrication and installation of associated appurtenances as describedherein, in the Scope of Work, and as shown on the Contract Drawings.

3.0 GENERAL REQUIREMENTS3.1 Submarine cables shall be installed, and all associated appurtenances shall be

fabricated and installed in accordance with this Specification, the Scope of Work,the Contract Drawings, and the Codes, Standards, Specifications andReferences listed in Section 2.0 of this Specification.

(*) 3.2 Any deviation from this Specification, Scope of Work, or from the ContractDrawings will not be permitted unless prior written approval is obtained fromSAUDI ARAMCO. Responsibility for identifying differences and/or deviationsand obtaining approval shall rest with CONTRACTOR.

3.3 Shop drawings shall be furnished by CONTRACTOR to SAUDI ARAMCO forinformation and review prior to start of fabrication. As-built drawings identifyingall modifications shall be supplied by CONTRACTOR no later than thirty daysafter completion of fabrication.

3.4 Components to be installed offshore shall be trial fitted onshore whereverpossible to ensure correct fit.

3.5 CONTRACTOR shall provide a cable installation spread (including laying, diving,survey, testing and other) with component barges and vessels in good workingcondition, suitable for the intended work, staffed by fully qualified and competentpersonnel, and approved by SAUDI ARAMCO.

3.6 CONTRACTOR shall supply resumes and qualifications, including those of sub-contractor organizations, for all In-Kingdom and Out-of-Kingdom supervisory andother key personnel, (including divers), to accomplish the WORK, and is tosupply additional resumes and qualifications as may be requested by SAUDI

ARAMCO.

3.7 CONTRACTOR shall carry necessary backup equipment and sufficient spareparts at all times to ensure that no undue delays are caused to the cable layoperation due to equipment breakdown. A list of such equipment and sparesshall be submitted to SAUDI ARAMCO for review.

3.8 CONTRACTOR shall be acquainted with all applicable safety requirements andensure that both personnel and equipment comply with these requirements at alltimes.

3.9 One copy of CONTRACTOR's approved welding procedures and individualwelder's qualifications shall be retained for use at the fabrication site and/or onthe applicable installation barge or vessel(s) at the installation site. No welderqualification shall be allowed offshore.

3.10 CONTRACTOR shall provide a complete set of installation drawings, procedures

and relevant specifications dedicated for SAUDI ARAMCO use on board theinstallation spread. This set of documents shall be in addition to those requiredby CONTRACTOR.

3.11 CONTRACTOR shall continuously check and inspect the work in strictaccordance with his approved QA/QC procedures during construction and shallperform such remedial work or non-operational tests as may be necessary toensure the integrity of the work and its performance in accordance with theContract Drawings, Scope of Work, and the listed relevant Codes, Standards,Specifications and References.

3.12 All construction barges are required to have three attendant anchor handling tug

boats (AHTs) while moving into or out of the field, and while moving within thefield. In addition, no material barge shall be left unattended whether in the fieldor at anchorage outside the field. Each material barge shall be attended by itsown tug at all times.

Each vessel shall meet the requirements of SAUDI ARAMCO OperatingInstruction No. 1.519 and the "Basic Marine Vessel Specifications &Requirements" document. In addition, vessels shall meet the requirements ofConstruction Specification DE-119959.

3.13 CONTRACTOR shall move into the work site only after all applicable provisionsof SAUDI ARAMCO Operations Instruction No. 1.519 and the "Basic Marine

Vessel Specifications & Requirements" document have been met. This includesbut is not limited to the notification period for offshore installation and testingequipment, the submittal of all required procedures, a Work Review andPlanning Meeting with CONTRACTOR's representative in attendance, andcompliance with General Instruction No. 2.100 for Work Permit issuance. Theseprovisions apply to each separate work site move-in.

No work shall be performed without a Work Permit. CONTRACTOR shall beresponsible for obtaining Work Permits on a timely basis to start work.

3.14 All barges and vessels utilizing anchors shall have fluke and gravity styleanchors decked or secured with a double strap clear of the water in an A-frameduring anchor movements across pipelines or cables regardless of water depth.

3.15 CONTRACTOR shall provide a daily installation report for the installation work inaccordance with Construction Specification DE-119895 and Appendix A, DailyInstallation Report (Sample) .

3.16 CONTRACTOR shall provide a senior full time English speaking Safety Officeron all construction barges, diving vessels, and work boats. One Safety Officerper shift is required on construction barges. Safety Officer shall report either tothe Master or Barge Superintendent. Safety Officer shall have full authority tostop work at any time that he should see fit based on breaches of safety.

Safety Officer shall be familiar with SOLAS regulations, diving procedures andregulations, life saving operations, fire equipment and breathing apparatus,helicopter safety, hygiene standards, SAUDI ARAMCO Work Permitrequirements, SAUDI ARAMCO emergency procedures, and all other aspects ofoffshore work. Safety Officer shall also be responsible for implementing andenforcing CONTRACTOR's safety program and procedures. Safety Officer shallbe subject to the approval of SAUDI ARAMCO and may be subject to a SAUDI

ARAMCO test at SAUDI ARAMCO's discretion.

3.17 CONTRACTOR shall be responsible for ensuring that the owners of all non-CONTRACTOR owned vessels used by CONTRACTOR in the performance ofany part of the work in Saudi Arabian waters have a Port Captain and Port

Engineer on twenty four hour call resident in the Eastern Province of Saudi Arabia during the course of the work.

4.0 MATERIAL HANDLING AND INSPECTION

4.1 Material Handling

4.1.1 CONTRACTOR shall receive, inspect, safeguard, handle, protect andstore, all SAUDI ARAMCO supplied F.I.M. materials and beaccountable for all such materials transferred into CONTRACTOR'scustody in accordance with Construction Specification DE-119892.

CONTRACTOR shall nominate a minimum of 3 persons authorizedto receive F.I.M. materials at the Offshore Job Site(s), and provideSAUDI ARAMCO Representative with specimen signatures beforeMOB.

4.1.2 Details of materials to be purchased by CONTRACTOR shall besubmitted in writing to SAUDI ARAMCO for approval prior to purchase,allowing reasonable time for evaluation without disruption of theinstallation schedule. Details shall include the reason for purchase,effect on schedule, full specification, physical properties and tests ofproposed materials, and any other pertinent information requested bySAUDI ARAMCO.

4.1.3 Material substitution shall be in accordance with Construction Specifi-cation DE-119892.

4.2 Inspection of Materials

All submarine cables and other SAUDI ARAMCO supplied materials shall bethoroughly examined in the SAUDI ARAMCO staging area by CONTRACTORfor damage prior to load-out by CONTRACTOR. Any damage or non-conformityshall be reported to and verified by the on site SAUDI ARAMCO Representative.

5.0 WELDING

5.1 All welding, weld inspection, and other similar welding activities shall beconducted in accordance with Construction Specification DE-119896.

5.2 Internal misalignment (high-low) of J-tube pipe shall not exceed 1/16 inch. API5L mill tolerances may exceed this requirement. CONTRACTOR shall align thepipes so this maximum is not exceeded.

6.0 PROTECTIVE COATINGS

6.1 Structural Components

Structural components such as clamps, cable ladders, splitter box supports, andother similar items to be installed above water level shall be coated using APCS-22 in accordance with the Contract Drawings. The above water portion of J-tubes, J-tube guards, and other similar items shall be coated using APCS-22 inaccordance with the Contract Drawings. Below water clamps and the belowwater portion of J-tubes, J-tube guards, and other similar items shall be coatedusing APCS-3. No internal coating of J-tubes is required.

The inside portion of J-tube clamps where they attach to the J-tube shall be linedusing neoprene in accordance with the Contract Drawings. All components to be

coated shall be prepared and coated in accordance with ConstructionSpecification DE-119889. When transitioning between APCS-3 and APCS-22on a structural component, APCS-3 shall lap over APCS-22 by a minimum of 75mm.

6.2 Preparation and Application

6.2.1 Preparation and application of APCS-3 coal tar epoxy coating systemshall be in accordance with Construction Specifications DE-119892and DE-119889, SAES-H-100, SAES-H-101, and 09-SAMSS-068,which are applicable to this coating system.

6.2.2 Preparation and application of APCS-22 epoxy coating system shall bein accordance with Construction Specifications DE-119892 and DE-119889, SAES-H-100, SAES-H-101, and 09-SAMSS-087, which areapplicable to this coating system.

6.2.3 All coating materials shall be handled and stored in accordance with

Construction Specification DE-119892. Coating materials shall be kepttightly sealed at all times when not in use, and shall not be opened untilimmediately before it is required.

7.0 SURVEY REQUIREMENTS

7.1 General

7.1.1 CONTRACTOR shall refer to SAUDI ARAMCO Hydrographic SurveyOperating Procedures and Standards (AHSOPS) for additional surveyrequirements.

7.1.2 CONTRACTOR shall provide a dive survey vessel for the pre and postconstruction surveys meeting the requirements of SAUDI ARAMCOOperating Instruction No. 1.519, and the "Basic Marine VesselSpecifications & Requirements" document and ConstructionSpecification DE-119959.

The vessel is to be equipped with the following equipment, facilitiesand personnel in addition to that described in Section 7.2.2 of thisSpecification.

• 5 tons capacity, at 40 foot radius, telescopic crane with fullyqualified and experienced personnel to operate this facility

• Survey Post Processing Equipment

• Side Scan Sonar

• Echo Sounder

• Remote Operated Vehicle (ROV) (if required by the Scope ofWork) for post construction survey

• Hand held and diver head mounted video cameras for pre-construction and post-construction surveys.

• Sufficient SAUDI ARAMCO approved divers, equipment, andsupervision to accomplish the work.

7.2 Barge Management

7.2.1 General

7.2.1.1 CONTRACTOR shall supply a comprehensive BargeManagement System (BMS), as defined in the "Basic

Marine Vessel Specifications & Requirements" documentunder `Barge Management System' (BMS) configured toprovide accurate positioning facilities to CONTRACTOR'sconstruction/installation barges and associated anchorhandling tugs (AHTs).

7.2.2 Barge Positioning System

7.2.2.1 CONTRACTOR's primary positioning system shall be adifferential global positioning system (DGPS) as defined inthe "Basic Marine Vessel Specifications & Requirements"document under ̀ Barge Positioning System'.

Supplementary to these Specifications andRequirements: 7.2.2.2, 7.2.2.3 and 7.2.2.4 additionallyapply to the DGPS to be provided.

7.2.2.2 SAUDI ARAMCO will supply coordinates of shore sitesand/or offshore structures for use as base stations for thesecondary ground based positioning system.

7.2.2.3 Any power supplies installed on producing well platformsor GOSPs shall be enclosed in explosion proof sealedcases, or make use of solar panels and battery power.

(*) 7.2.2.4 CONTRACTOR shall present the proposed primary andsecondary positioning systems calibration procedures toSAUDI ARAMCO for approval at least 14 days beforecommencement of work in the field.

7.2.3 Other Construction/Work Vessels

All AHTs, dive vessels, diver/survey vessels, survey vessels andother construction or work vessels shall have the capability tocontinuously position themselves using the same system andrequirements described in Section 7.2.2 of this Specification. Asingle dedicated qualified SAUDI ARAMCO approved surveyor shallbe onboard each of these construction/work vessels.

7.2.4 Data Transmission Link

A two-way data telemetry link shall be in place on the barge and AHTs. The barge shall be capable of automatic and continuoustransmission of its position and proposed anchor positions to the

AHTs. The AHTs shall be capable of automatic and continuous

transmission of its position and actual anchor drop position to thebarge control station. Radio voice communication shall be the backup data transmission link.

7.2.5 Data Acquisition and Processing System

7.2.5.1 General

All data collecting equipment and data collected andprocessed associated with the BMS Control Station bothon the CONTRACTOR's barge, and on the AHT(s), shallbe as defined in the "Basic Marine Vessel Specifications

& Requirements" document under `Data Acquisition andProcessing System', except that following additional VDUdisplay information shall also be available during allphases of the operation:

• Position of submarine cable touchdown point (in laymode)

• Actual submarine cable track (in lay mode)

• Distance from start of submarine cable (in lay mode)

• Submarine cable station number (in lay mode)

7.2.5.2 If requested by SAUDI ARAMCO, CONTRACTOR shalldownload the data to a 1.44 MB diskette in a PCcompatible file format. Data may be stored in a binaryformat if CONTRACTOR provides a PC EXE file that canexpand the information to a fixed length record ASCIIformat.

7.3 Pre-Construction Survey

7.3.1 CONTRACTOR shall conduct a pre-construction survey of eachsubmarine cable route using an echo sounder and side scan sonar.CONTRACTOR's survey limits shall comprise the proposedsubmarine cable route, and additionally shall include an area

extending 600 feet (183 meters) beyond the intended anchor patternof the barge. Surveys shall be in accordance with Section 2.4 ofSAUDI ARAMCO Hydrographic Operating Procedures andStandards (AHSOPS). Sediment samples are not required.

Depending upon water depth CONTRACTOR shall utilize 75 metersrange with 50 meters line spacing, 100 meters range with 75 metersline spacing or 100 meters range with 100 meters line spacing. A100 kHz sonar towfish shall be used.

7.3.2 All surface and subsurface obstructions shall be plotted on a plan ofthe anchor pattern area, and on a profile along the centerline of the

proposed submarine cable route.

All depths shall be reduced to lowest astronomical tide (LAT).CONTRACTOR shall be responsible for checking the accuracy andconsistency of the SAUDI ARAMCO supplied submarine cable route,route survey and compilation chart information. CONTRACTORshall inform SAUDI ARAMCO of any discrepancies found beforemobilizing the installation spread.

7.3.3 Should the survey indicate that a certain section of the submarinecable design route is not viable due to seabed features or extensiveseabed obstructions, SAUDI ARAMCO may authorize

CONTRACTOR to run additional survey lines to identify a moreacceptable route.

7.3.4 CONTRACTOR shall install and maintain marker buoys on allexisting pipelines and cables, and any obstructions within thesubmarine cable corridor, and additionally shall include an areaextending 600 feet (183 meters) beyond the intended anchor patternof a barge or vessel. Buoys shall be placed and tied at maximumintervals of 600 feet (183 meters), but in no case shall there be lessthan three buoys on a pipeline or cable.

Buoys shall be color coded and so placed and tied as to clearlyindicate the location and direction of all pipelines and cables.

All buoys shall be tied directly to pipelines with soft line. For cables,only every third buoy shall be tied directly to the cable.

All buoys shall be maintained by CONTRACTOR until all workrequiring anchoring is completed.

7.4 Submarine Cable Installation Survey

7.4.1 CONTRACTOR shall ensure by means of the positioning systeminstalled on the barge that the submarine cable is installed within thecorridor specified in the Contract Drawings and within a 2 degreesmaximum deviation from the design submarine cable heading, or asotherwise specified in the Scope of Work.

7.4.2 During submarine cable installation CONTRACTOR shall:

7.4.2.1 Provide barge positioning to the accuracy required to meetspecified installation corridor requirements as defined in

the Contract Drawings.

7.4.2.2 Define anchor positions.

7.4.2.3 Mark the location of existing pipelines, cables, and otherstructures in critical areas and identify any pipeline or cablecrossings with double marker buoys. CONTRACTORshall ensure that crossing supports and the like areinstalled within the tolerance stated in the Scope of Workand/or Contract Drawings.

7.4.3 The submarine cable shall be closely monitored as it is being laid for

any out-of-corridor tolerance or for any damage. The monitoringshall be undertaken using divers (or by ROV if required by the Scopeof Work) at all minor bends (small radius curves of the submarinecables), crossings and during J-tube pulls.

7.4.4 CONTRACTOR shall identify all submarine cable spans and correctthose spans so that the entire submarine cable is supported. Arecord of these spans and crossings of existing pipelines and cablesshall be prepared and maintained by submarine cable stationnumber, pipeline or cable being crossed, length of span and height ofspan.

7.5 Post-Construction Survey

7.5.1 CONTRACTOR shall undertake a post-construction survey aftercompletion of the submarine cable installation to verify that thesubmarine cable has been installed within the specified submarinecable corridor parameters, to ensure that all spans are adequately

corrected, and that no damage has occurred to the submarine cable. Any deviation of the submarine cable installation outside theseparameters shall also be identified. Utilization of a ROV isconsidered optional unless specifically required in the Scope ofWork.

7.5.2 Surveys shall be in accordance with Section 2.5 of SAUDI ARAMCOHydrographic Survey Operating Procedures and Stanadrs(AHSOPS)

7.5.3 Submarine cable coordinates and top of cable depths shall beobtained by crossing the submarine cable at maximum spacings of

165 feet (50 meters). The coordinates of the submarine cable shallnot be obtained by attempting a single position fix on top of thecable, but shall be computed from position fixes taken just beforeand after crossing the cable.

7.5.4 CONTRACTOR shall run additional lines at the location of all specialsubmarine cable features such as starts and stops of protectivecover, minor bends, existing pipeline and cable crossings, andsimilar items. CONTRACTOR shall pay particular attention to anylocations where the cable spans above the seabed and obtain fulldetails of any such location.

7.5.5 CONTRACTOR shall obtain a diver video record, with voice overlay,of special features along the installed submarine cable including J-tubes, cable fittings (if any), spans, supports, crossings, protectivecover (for example, grout bags), trenching start and stop locations (ifapplicable), and other similar items. Videos shall meet therequirements of Section 8.10 of this Specification. All vessels withonboard subsea video recording capability shall have the necessaryequipment to add text, edit, add voice-over, and copy videos. Eachsubmarine cable shall have separate videos.

7.5.6 CONTRACTOR shall obtain a video record of one side of theinstalled submarine cable (including the trench for any trenchedportions) using an ROV, if required by the Scope of Work. Particularattention shall be paid to all special submarine cable features, spans,and all areas of damage. Still color pictures shall be taken of allimportant features as directed by SAUDI ARAMCO.

7.5.7 The ROV (if required by the Scope of Work) to be employed byCONTRACTOR on the post-construction survey shall, unlessotherwise specified, be capable of deployment and operation incurrents of 2 knots to a maximum depth of 150 feet (46 meters), anda horizontal excursion of 350 feet (107 meters) minimum from thesupport vessel.

7.5.8 The size and performance of the ROV if required by the Scope ofWork shall be as defined in the Scope of Work.

7.5.9 If an ROV is used by CONTRACTOR, CONTRACTOR shall refer to Appendix B, Remote Operated Vehicle Procedure Requirements , foradditional ROV requirements.

8.0 SUBMARINE CABLE INSTALLATION

8.1 Submarine Cable Installation Spread

CONTRACTOR shall refer to Appendix C, Construction/Installation Spread Pre-Mobilization Vessel Survey Requirements , for details of the submarine cableinstallation spread pre-mobilization requirements. Reference is made to SAUDI

ARAMCO Operating Instruction No. 1.519 and the "Basic Marine VesselSpecifications & Requirements" document for additional details.

8.2 Submarine Cable Laying

8.2.1 The direction of submarine cable lay shall be as defined in the Scopeof Work, Contract Drawings, or as agreed by CONTRACTOR withSAUDI ARAMCO.

8.2.2 CONTRACTOR shall provide details of the maximum weatherconditions during which he considers it safe to maintain submarinecable laying operations without risk of damage to the submarinecable. A detailed analysis of CONTRACTOR's assessment shall besubmitted with the submarine cable lay calculations.

8.2.3 CONTRACTOR shall perform calibration checking of the cable(hauler or tension device), departure angle, length, and associatedmonitors prior to the commencement of the cable lay, to ensure thatthe hauler, and monitors are within the manufacturers specifiedsettings. Results of the calibrations are to be submitted to SAUDI

ARAMCO for approval 14 days prior to specific tension adjustment

and start of cable lay.

8.2.4 During installation, the tension exerted on the submarine cable shallnot exceed the values specified in the Scope of Work. At no timeshall CONTRACTOR allow the submarine cable to assume a radiusless than the minimum bend radius specified in the Scope of Work orcable specification which is larger. Catenaries shall be calculated forthe water depth and tension ranges to be utilized during the cable

laying operations. Submerged weight, barge motion, barge trim, andcurrent forces acting on the submarine cable shall also be consi-dered. CONTRACTOR shall submit calculations to SAUDI ARAMCOdemonstrating and confirming that limiting conditions can be met.

8.2.5 Only SAUDI ARAMCO approved cable grips, pulling eyes, and cableend seals shall be used to handle and install the submarine cables.

8.2.6 CONTRACTOR shall take all necessary steps to ensure that allsubmarine cable laying parameters such as cable tension, bargeattitude, barge orientation, barge offset, departure angle, anddeparture ramp configuration conform at all times to the procedures

agreed and accepted by SAUDI ARAMCO.

8.2.7 Any departure from the expected behavior of the submarine cableduring installation as detailed in the procedures shall be investigatedas to its cause, and remedial action taken to the satisfaction ofSAUDI ARAMCO.

8.2.8 CONTRACTOR shall keep a continuous record of the tension andangle exerted on the submarine cable during all submarine cable layoperations, including any abandonment and recovery of thesubmarine cable. The recording shall be of a continuous natureproduced by suitable automatic recording instruments. A copy of the

recordings shall be submitted to SAUDI ARAMCO for each cablelaid.

8.2.9 The adjustment regulation of the cable or hauler or tension deviceshall be such that the variations of tension and departure angleremain within safe limits, and that the movements of the tensiondevice remain smooth both at standstill and during laying.

8.2.10 CONTRACTOR shall nominate two persons on each shift who will beresponsible for the correct regulation of the cable (hauler or tensiondevice) and departure angle parameters. Except in an emergency,no other person shall make any change in the laying parameters.

8.2.11 Permanent supports shall be installed by CONTRACTOR wherenecessary to eliminate spans in the submarine cable.

8.3 Crossings, Span Correction, Cable Anchoring Equipment, and Protective Cover

8.3.1 Crossing clearances shall be as defined in the Contract Drawings. Inthe event of unanticipated settlement of crossing supports, aminimum clearance of 12-inch shall be achieved. The bridging ofexisting pipelines or cables shall be accomplished as per the Scope

of Work and Contract Drawings. The bridging shall be accomplishedusing grout bags. CONTRACTOR may elect to supplement use ofgrout bags by using precast reinforced concrete blocks to form thebase of the support as agreed with and as approved by SAUDI

ARAMCO.

(*) 8.3.2 Use of temporary sleepers or bridging by CONTRACTOR to supportand provide the required separation for the new submarine cableduring lay over existing pipelines or cables is generally acceptable toSAUDI ARAMCO. CONTRACTOR shall supply procedures 14 daysprior to operational mobilization detailing the following to SAUDI

ARAMCO for review and approval:

• Height, length, width, and cross-sectional shape of proposedsleepers or bridging.

• Quantity and locations (with respect to the new submarine cable)of sleepers or bridging proposed for each crossing.

• Sleeper or bridging removal procedures including any requiredsubmarine cable lifting.

• Submarine cable lifting calculations and procedures (for anyrequired submarine cable lifting).

8.3.3 The installation of both crossing supports and the submarine cableitself shall be monitored by divers. The divers shall takecomprehensive video of the overall operation.

8.3.4 Any height discrepancy between the submarine cable and thecrossing supports shall be rectified by inserting grout bags. Allpermanent crossing supports shall be installed prior to submarinecable testing.

8.3.5 Supports to correct (eliminate) spans shall be installed byCONTRACTOR at SAUDI ARAMCO's direction based on the resultsof CONTRACTOR's post submarine cable lay survey. Spancorrection support bridging shall be accomplished using grout bags.CONTRACTOR may elect to supplement use of grout bags by usingprecast reinforced concrete blocks to form the base of the support as

agreed with and as approved by SAUDI ARAMCO for use ascrossing supports.

8.3.6 Submarine cable anchoring (hold-back or tie-back) to the platformtype equipment, shall be installed as specified in the Scope of Workor Contract Drawings.

8.3.7 The submarine cables shall be protected by trenching or installationof grout bags as a protective cover over the submarine cables as andwhen specified in the Scope of Work or Contract Drawings. The typeand extent or limits of protection shall be as specified in the Scope ofWork or the Contract Drawings.

When trenching is specified, but the minimum acceptable trenchdepth or cover (measured from the top of the submarine cable tonatural seabed) is not specified, the minimum acceptable trenchdepth shall be taken as one meter. Backfilling is not required whentrenching is specified. Transitions from untrenched to fully trenchedor fully trenched to untrenched shall be such that the bend radius ofthe submarine cable is at all times above the minimum bend radiusfor the submarine cable as noted in the Scope of Work and ContractDrawings.

8.3.8 Grout shall consist of Type V sulfate-resistant portland cement in

accordance with the Contract Drawings and SAES-Q-001. Neat orneat dry cement may be used at CONTRACTOR's discretion.

8.3.9 Grout bags shall be ULO pillow bags with a double flap inlet, orequivalent. One sample of CONTRACTOR's proposed bags shall besubmitted to SAUDI ARAMCO for review and approval 14 days priorto bags being filled and placed, or placed and filled in place.

8.4 Commencement and Intervention of Lay

8.4.1 CONTRACTOR shall not commence submarine cable lay until asatisfactory weather window is identified which offers a reasonableassurance that the cable lay operation can proceed to completionwithout undue risk of encountering unfavorable weather. Agreementshall be obtained with SAUDI ARAMCO regarding the satisfactorynature of any such forecast.

8.7 Procedures

8.7.1 General

CONTRACTOR shall develop detailed procedures for all phases ofthe submarine cable installation, including load-out to and from the

installation vessel, and for cable handling in general, and submitthem for SAUDI ARAMCO approval prior to commencement of thework.

Copies of these procedures and all installation drawings shall beprovided on the submarine cable installation barge and vessels foruse by SAUDI ARAMCO in accordance with the Scope of Work. Thecontents of these procedures shall be adhered to and shall be keptupdated in accordance with any Contract changes approved bySAUDI ARAMCO.

These procedures shall include but not be limited to the following:

(*) 8.7.2 Submarine Cable Lay Start-Up and Laydown Procedures

CONTRACTOR shall submit a complete procedure for initiating andtermination of the submarine cable lay operations. The procedureshall indicate the method and procedures to be used to perform theJ-tube pull and to insure accurate positioning of the submarine cableon the seabed at the platforms, anchor patterns and anchor handling,navigation and survey, submarine cable handling, J-tube installation,(when included in the Scope of Work), first end connection J-tubepull, and second end connection J-tube pull. The ends of the cableshall be sealed to prevent in ingress of water when submerged.

Cable splices shall not be pulled into or through J-tubes. (Thisapplies to both factory and field splices.

This procedure shall also address all preparatory work (installation ofsplitter box supports, cable ladders, and other similar items). It shallalso address all completion activities such as submarine cable armorclamp and ground installation, supports, clips, heat shrink coverings,and submarine cable terminating or splicing.

(*) 8.7.3 Normal Submarine Cable Lay Procedures

8.7.3.1 Complete and detailed submarine cable installationprocedures and installation analysis shall be submitted fornormal cable lay operation. The analysis shall model theequipment which will be used to perform the work in the

deepest and shallowest water along the proposed route.

8.7.3.2 CONTRACTOR shall submit the sequence of eventsplanned for the laying of the submarine cable betweenplatforms, and all related procedures for implementingthese plans. The information and procedures shallinclude, but not be limited to the following:

• Cable lay barge and equipment, and catenary profileand details during the lay operation, ramp supportand roller/guide locations and elevations, andtension and departure angle ranges to be used for

each submarine cable.• The initial, various intermediate, and final mooring

positions of the barge and other vessels that will beworking on anchors shall be submitted for SAUDI

ARAMCO review and approval for all submarinecables at least six weeks in advance of thescheduled set-up. Prior to submittal to SAUDI

ARAMCO, CONTRACTOR shall ensure that allanchor pattern drawings have been reviewed andapproved by CONTRACTOR's barge or vesseloffshore operations supervisory staff.

All anchor pattern drawings shall be 1:5000 scale on aSAUDI ARAMCO compilation chart plot plan of theappropriate area. Mooring drawings shall identify theplanned start-up (first end connection) and laydown(second end connection) procedures. Anchor patternsapproved by SAUDI ARAMCO and subsequently alteredshall be subject to review and reapproval by SAUDI

ARAMCO.

(*) 8.7.4 Cable Abandonment/Recovery and Shifting Procedure

CONTRACTOR shall submit a procedure for abandonment andrecovery of the submarine cable and a procedure for lateral shift ofthe submarine cable along with a catenary analysis for theseoperations.

(*) 8.7.5 Cable Repair Procedure

8.7.5.1 CONTRACTOR shall submit a procedure for repair of thesubmarine cable during installation. The procedure shalladdress in place repairs for minor damage, and abovewater repair for major damage both during lay and afterlay. The procedure shall address the method to be used torecover the submarine cable to the surface for repair ofmajor damage in both the deepest and shallowest wateralong the proposed route (both during and after lay), andshall include a catenary analysis. The procedure shall

describe how the submarine cable will be laid back downon the seabed if recovered to the surface.

8.7.5.2 The catenary analysis shall model the submarine cablebeing lifted and shall report limiting catenary parameters(including tension and departure angle) to prevent damageto the undamaged portions of the submarine cable.

(*) 8.7.6 Coating Procedure

CONTRACTOR shall submit a procedure for shop and field coatingapplication, inspection, and repair in accordance with Construction

Specification DE-119889.(*) 8.7.7 Welding, Welder Qualifications and NDE Procedures

8.7.7.1 CONTRACTOR shall submit a procedure for welding,welder qualifications and non-destructive examination(NDE) as required by Construction Specification DE-119896, and SAES-W-013.

8.7.7.2 Prior to the commencement of work, CONTRACTOR shallsupply all necessary equipment, materials and personnelrequired to qualify welders and welding procedures inaccordance with Construction Specification DE-119896,and SAES-W-013.

8.7.7.3 CONTRACTOR shall provide all operational equipment,supplies and qualified personnel required to perform theNDE including radiography, in accordance with thisSpecification, Construction Specification DE-119896,SAES-W-013, and CONTRACTOR's QA/QC Manual(approved by SAUDI ARAMCO).

(*) 8.7.8 Crossing, Span Correction, and Protection Procedures

8.7.8.1 CONTRACTOR shall submit a procedure for installation ofcrossing supports and correction (elimination) of spans inthe submarine cable.

8.7.8.2 CONTRACTOR shall submit a procedure for submarinecable trenching and/or installation of protective covers (forexample, grout bags) if required by the Scope of Work orContract Drawings.

8.7.8.3 CONTRACTOR's procedure shall detail the installation ofsupports as shown on the Contract Drawings, as describedin Section 8.5 of this Specification, and as approved bySAUDI ARAMCO.

8.7.8.4 CONTRACTOR shall supply grout, grout bags, and ifapplicable, reinforced concrete blocks. CONTRACTORshall submit specific details on the type, style, size, andmanufacturer of the grout bags. The procedures andhardware are subject to SAUDI ARAMCO review andapproval. All reinforcing steel for reinforced concreteblocks shall be fusion bonded epoxy (FBE) coated.

8.7.8.5 CONTRACTOR's trenching procedure shall include alldetails such as trenching machine deployment, trenchingmachine recovery, trenching machine monitoring (includinginstrument indications and video cameras), trenchingmachine operation and control, weather limitations fordeployment, recovery and operating the machine,contingency procedures, troubleshooting procedures alongwith available spares, and other similar procedures thatmay be required.

8.7.8.6 CONTRACTOR shall submit a description of all vesselsand equipment to be utilized for the performance of anycrossing, span correction, trenching, and protective coverwork.

8.7.9 Terminating/Testing Procedures

8.7.9.1 CONTRACTOR shall supply and install all submarinecable terminating, splicing, and pre and post installationtest procedures, equipment lists, calibration records andcalibration certificates as detailed in this Specification, the

Scope of Work and the Contract Drawings.

8.7.9.2 Testing shall include, but is not limited to, megger,continuity, and Hi-Pot testing as outlined in the listedCodes, Standards, Specifications and References.

8.7.9.3 Cable termination personnel shall be certified by SAUDI ARAMCO before termination work is started.

8.8 "As-Built" Drawings

8.8.1 CONTRACTOR shall provide to SAUDI ARAMCO three full size prints

of each Contract Drawing that has been revised to show the "As-Built"condition of the submarine cable. CONTRACTOR shall utilize theprints to show the "As-Built" information including as "As-Built" MaterialTake Off (MTO). CONTRACTOR shall produce any additionaldrawings required to show all "As-Built" information.

8.8.2 The above drawings shall be delivered to SAUDI ARAMCO no laterthan 30 days after completion of the work described in the Contract.

8.8.3 Detailed "As-Built" submarine cable information incorporated on theContract Drawings shall consist of, but not be limited to:

8.8.3.1 As-laid submarine cable route including bearing.8.8.3.2 As-laid submarine cable coordinates, minor bend

coordinates, and curve data such as point of curve (PC),point of tangent (PT), point of intersection (PI), radius, andother similar information.

8.8.3.3 Actual length of cable installed.

Areas along the submarine cable requiring a video record include J-tubes, protective covers, starts and stops for trenching, crossingsand crossing supports, supports for span correction, areas ofrepaired damage and other similar items as described in Section 7.5of this Specification. ROV videos shall be supplied where requiredby the Scope of Work.

8.8.6 Contract shall not be deemed complete until the information herein hasbeen submitted and approved by SAUDI ARAMCO. All positions shallbe reported using the UTM system of coordinates.

9.0 DIVING OPERATIONS

9.1 Competent and qualified divers shall be employed to perform underwaterinspection and construction services including repair, salvage work, and the useof pneumatic and hydraulic tools.

Note: Diver's CV's are to be submitted for SAUDI ARAMCO approval prior to

any work being performed.

9.2 Divers shall visually inspect the as-laid submarine cables for damage, spans,and obstructions as described in Section 7.5 of this Specification.

9.3 CONTRACTOR shall provide an adequate number of general and specializeddivers together with proper surface support and supervision personnel to ensuresafe and timely conduct of diving operations. Personnel and equipment shallsupport continuous 24 hour bottom time diving capability during J-tubeinstallation, and first and second end connection work (J-tube pulls) unlessotherwise approved by SAUDI ARAMCO.

9.4 Diving operations shall be in accordance with M.I. 1197.001 and ConstructionSpecification DE-119957.

10.0 CLEAN-UP

10.1 Before the work is accepted CONTRACTOR shall return all SAUDI ARAMCOsurplus material to a location designated by SAUDI ARAMCO.

10.2 CONTRACTOR shall not discard, nor allow to be discarded, any constructionmaterials, scrap or other objects at any location within Saudi Arabian waters.

10.3 CONTRACTOR shall remove any objects which may intentionally or

unintentionally be deposited on the seabed or platforms during the course of thework.

APPENDIX B

REMOTE OPERATED VEHICLE PROCEDURE REQUIREMENTS

(*) General

This Appendix identifies the specific items that CONTRACTOR shall address as part of therequired ROV procedure submittal to SAUDI ARAMCO if specified in the Scope of Work.

CONTRACTOR shall provide a complete specification and description to cover the followingancillary equipment as specified in the Scope of Work.

• Video recording system• Still color photography• Potential measurement• Sub bottom profiling• Referencing location system• Manipulator system• Transponder positioning• Vehicle tracking• Side scan sonar system• Water jetting• Soil sampling

CONTRACTOR shall state the number of personnel required and the type of ROVnecessary to undertake the work and to operate the required ancillary equipment. Ancillaryequipment for any one type of ROV shall be interchangeable. Complete spares and backup parts or systems shall be provided on board the support vessel.

CONTRACTOR shall provide operating procedures for the ROVs including launch andrecovery, and video tape recording of underwater operations. CONTRACTOR shall alsoprovide a description of emergency and back-up procedures including but not limited to:

• Failure of viewing system• Failure of vehicle navigation system• Umbilical snagging• Umbilical breaking• Power failure

Performance characteristics shall be provided for the ROV and shall include, but not belimited to:

• Average expected dive period or ROV utilization.• Working capabilities, stating maximum sea state and maximum currents in which the

vehicle can be launched, operated and recovered.• Average expected dive time per twenty-four hour day.

In addition, CONTRACTOR shall also state limiting conditions, if any, for operating near and

around structures and for dives in poor visibility or with no natural daylight.

Video

CONTRACTOR shall supply a closed circuit TV camera system and identify in theprocedure details of:

• ROV mounted camera(s) with remote pan/tilt and focus 75 mm to infinity, built-inmonitor, and all spares and back-up.

• Lighting systems for the above, with spares and back-up.

Suitable television cable/umbilical with underwater connectors, near neutral buoyancy, andproven strength capabilities for underwater use.

Video recording equipment compatible with survey vessel power supplies, with duplicatedmonitors and recorders.

Video typewriter (VTM) having the ability to input on-line annotation (that is, numerals,alphabet characters).

CONTRACTOR shall provide a schematic layout of the recording and peripheral videocomponents, indicating their inter-connections and indicating both audio and visual paths.

CONTRACTOR shall identify in the procedure the provision of regular summary videos offifteen minutes (approximate) duration that are edited to contain highlights as required bySAUDI ARAMCO. The video tapes shall become the property of SAUDI ARAMCO, andshall be indexed, referenced and submitted as part of the diving and ROV reports.

CONTRACTOR shall state in the procedure that no video tapes will be erased or disposedwithout prior written agreement of SAUDI ARAMCO.

Videos shall meet the requirements of Sections 7.0 and 8.0 of this Specification.

- B.Sc. in Hydrographic Surveying/Engineering- B.Sc. in Geomatics with hydrographic specialization- Naval Academy graduate as deck officer with watch-keeping ticket and subsequent

All qualifying education must be in institutions accredited with Federation InternationalDe Geodesie/International Hydrographic Office (FIG/IHO) category "A" certification atthe time of graduation.
