1. Delhi & DDA A Historical Perspective

An ancient historical city of myths and legends, Delhi was once a barren piece of land developed by the Pandavas as their capital Indraprastha. Over centuries, Delhi has seen many empires come and go in its evolution as the global metropolis it is today. It is a city where the past co-exists with the present, where new age skyscrapers stand guard over monuments resplendent in their timeless, medieval, ancient glory. Throughout its history, Delhi has been invaded and ruined, built, destroyed and then rebuilt again. A trip around its forts and archaeological sites is all that it takes to reveal the city’s inherent charm and its infinite attractions.

A succession of emperors and empires starting with Qutab-ud-din to Khiljis and Tuglaq to Mughals ensured that Delhi added many dramatic chapters to its history. The city was passed on to the British empire when they shifted their capital from Calcutta to Delhi in 1911. The prestige it earned then continues till date as Delhi remains the celebrated capital of independent India. Initially Northern Ridge was proposed as the capital of Delhi but was later changed to the location around Raisina Hills. But it was Edward Lutyens and Herbert Baker – renowned British town planners, who gave Delhi its unique character and grandeur as a metropolis when they drew the blueprint of New Delhi in 1912.

In 1922 a tiny Nazul office, consisting of 10 to 12 officials, was set up in the collectorate of Delhi, the first Authority to regulate the planned development of the city. In 1937, the Nazul office was upgraded to an Improvement Trust, constituted under the provisions of the United Provinces Improvement Act, 1911, to control building operations and regulate land usage. In 1947, when India gained its independence, Delhi witnessed a vast inflow of migrants. Its population shot up from 7 lakh to 17 lakh leading to critical shortage of urban infrastructure and virtual collapse of civic services. A large number of migrants were forced to occupy open spaces. This paved a new direction and need for planned development of the city.

Delhi Improvement Trust and Municipal Body, the two local bodies at the time, were not quite equipped to cope up with the changing scenario. In 1950, the central government appointed a committee under the chairmanship of G. D. Birla to plan and check Delhi’s rapid and haphazard growth. This committee recommended a single planning & controlling Authority for all urban areas of Delhi. Consequently, the Delhi Development (Provisional) Authority (DDPA) was constituted by promulgating the Delhi (Control of Building Operations) Ordinance, 1955 (replaced by the Delhi Development Act, 1957) with the primary objective of ensuring the development of Delhi in accordance with a plan. Thereafter on 27th December, 1957 Delhi Development Authority acquired its present name and assumed its historic responsibility as the 9th builder of Delhi.

At its inception, DDA had no yardsticks or plans to follow. Thereafter, it formulated the Master Plan for Delhi in 1962 with perspective up to 1982, for an organised and structured growth of the city. Later, this Master Plan became the benchmark and blueprint for other cities to follow. The key features of this Master Plan envisaged identifying land that could be developed

into residential areas and create self-contained colonies by providing ample space and support infrastructure for commercial use as well. This Master Plan was extensively revised with perspective up to 2001 and was adopted in 1990. It was further modified extensively keeping in mind vision and policy guidelines for perspective period up to 2021 and was notified on 7th February, 2007. To adapt to the changing times the Master Plan was to be reviewed at five year intervals.

With its team of world class town planners, DDA gradually transformed Delhi into a global metropolis. Besides introducing the Master Plan, DDA also pioneered several landmark initiatives that today serve as benchmarks in India’s urban development. DDA also formulates zonal plans, action area plans, urban extension projects. The spheres covered include housing schemes, commercial complexes, office spaces, land development, transportation, infrastructure, recognition and preservation of heritage sites in Delhi, sports complexes, play grounds, golf courses, sustaining the environment, retaining green belts and forests, etc. DDA’s thoughtful initiative and efforts have led to Delhi being recognized as one of the greenest capitals of the world. DDA is credited for having developed 5,050 hectares of greens including 4 regional parks, 25 city forests, 111 district parks, 255 neighbourhood parks, 15 sports complexes, 3 mini sports complexes, 2 golf courses, 11 mini football grounds and 26 play-fields in and around Delhi.

In addition to the creation of verdant green belts, DDA has also stepped forward to nurture the future of natural resources and greenery of the city by setting up the Delhi Biodiversity Foundation. A key objective of the Foundation is to retain the rich ecological and natural biodiversity of the National Capital Territory of Delhi. This Foundation has set up the first of its kind biodiversity parks, 6 of which will eventually be developed by DDA with technical inputs by a team of scientists who have specialised in the areas of biology, ecology and wildlife.

To lend Delhi its global character, DDA has gone well beyond its mandate of urban infrastructure development to address problems related to transportation and daily commuting of the citizens. DDA has set up the Unified Traffic and Transport Infrastructure Planning and Engineering Centre (UTTIPEC) for planning roads, highways and related infrastructure to reduce congestion and enhance mobility of Delhi’s burgeoning traffic. DDA had also modernised its logistics to introduce online services in order to facilitate better services, quicker turnaround time and transparent operations across services rendered to the public.

The cumulative efforts of DDA’s initiatives and achievements have visibly transformed the city into a dynamic, vibrant, global metropolitan city that’s seamlessly changing, adapting, growing and glowing as the pride of India.

2.1 The year 2013-14 unfolded relentless development work initiated by DDA and expansion of the city limits as per Master Plan-2021 provisions, by developing and creating the physical infrastructure such as roads, sewerage, drainage, water supply, power lines and recreational facilities etc. A number of policies have been notified, as stipulated in MPD-2021, with several more in progress at various approval stages.

Policies regarding ‘Regulation for Regularisation of Farm Houses in Delhi’; ‘The (permission of banquet) Halls Regulation, 2010’; ‘Regulation for Regularisation of Unauthorized Colonies in Delhi’ have been formulated and notified. Other policies as per the MPD-2021 such as ‘Regularisation of Temporary Cinemas’; ‘Policy of Land Assembly Based Land Pooling;‘ ‘Policy Formulation for Regularisation of Godowns in Urbanisable Areas’ of GNCTD’ are under process.

To bring more transparency in various procedures and processes, steps have been taken to launch various services online. Conversion of group housing flats and DDA flats from lease hold to free hold has been made online. Through web-enabled application developed in-house, allottees can now apply online to get their flats converted from lease hold to free hold. Similarly the booking of DDA parks, community halls and vacant sites to hold social and religious functions has also been computerized with implementation of online booking.

2. Highlights of the Year

2.2 HousingThe Year 2013-14 started with a very promising note as about 30,000 dwelling units were under construction mainly in Rohini and Narela with prefab technology. Thirty thousand one hundred fifty nine houses were in progress as on 1st April, 2013. Thirty seven thousand nine hundred thirty six houses were started during 2013-14 while 11,781 houses were completed during the same period. Fifty seven thousand one hundred fourteen houses were in progress as on 31st March, 2014 comprising 560 in HIG, 7,764 in MIG, 24,879 in LIG and 23,911 in EWS categories.

2.3 Land Acquisition / DevelopmentAn important function of the land management department is to protect DDA land from encroachments. DDA has set up a zonal working system for land protection. There are six Zones such as East, West, North, South-East, South-West and Rohini to protect DDA land. Land measuring 263.33 acres was handed over by the respective Land Acquisition Collectors (LACs), GNCTD to DDA during the period 1st April, 2013 to 31st March, 2014. The updation of data in respect of acquired land in 48 villages was completed during the year.

2.4 Development and Maintenance of GreensWith considerable emphasis laid on development of green areas in Delhi, DDA has developed about 5,050

ha of greens in the form of 4 regional parks, 111 district parks, 25 city forests, 605 Master Plan greens / zonal greens / green belts, 255 neighbourhood parks, 1,872 group housing greens, 15 sports complexes plus 3 mini sports complexes and 2 golf courses apart from fitness trails, landmark and heritage greens. DDA is also planning and developing biodiversity parks in and around Delhi. Other special projects like river front development, reclamation of sanitary landfill sites - lndraprastha Park, Aastha Kunj as well as heritage projects like Tughlaqabad have also been taken up by the landscape unit. Through the year, DDA planted over 1,46,845 trees and 5,21,784 shrubs, developed 18,735 acres of land as new lawns as well as 103 children corners.

2.5 DemolitionRegular demolition operations are planned and carried out with the help of police to check encroachment on DDA land. DDA has carried out 414 demolition operations and about 29.44 acres land was made free of encroachments during the year from 1st April, 2013 to 31st March, 2014. In this process 575 structures of kucha, pucca and semi pucca nature were removed. Sometimes, demolition operations had to be re-fixed because of litigations and non-availability of police force on account of pre-engagements for law and order duty in the capital.

2.6 Quality ControlDDA has been striving for continuous improvement of services and quality of work. Interaction with the field staff is being conducted during various inspections for bringing out various suggestions for quality improvement. To ensure quality control in its various projects, DDA’s quality assurance cell carried

out 122 inspections, collected 254 random samples and performed 5,793 tests in its laboratory.

As a result of concerted efforts made by quality assurance cell, the BIS has certified DDA for IS/ISO 9001:2008 for ‘Quality Management Systems’.

2.7 TrainingDuring 2013-14 the DDA’s training institute success-fully organised training courses for all categories of DDA employees nominated to participate in the various courses, workshops, seminars, conferences, etc. In-house and external training courses were organised by 7 other professional institutions and government agencies such as ISTM and UTCS, etc. Thirty eight internal training courses were conducted for 1,379 employees and 10 external training courses were conducted for 130 employees. No foreign training courses were conducted during this period.

A special training programme on Land Acquisition ACT-2013, arbitration for engineering staff and programme for planning officers on GIS, remote sensing, etc. were organised successfully during the year. The training institute also played a significant role in assisting the personnel department for conducting training/coaching programmes for Group “D’ employees, LDCs, & UDCs and assistants respectively. The institute has also conducted induction training programme for the newly recruited assistant executive engineers, 105 LDC’s, newly appointed staff such as LDC’s, peon’s, security guard’s & mali’s etc. on compassionate grounds during the year under review.

2.8 RTI Act 2005DDA has opened 14 separate counters for RTI in its offices where forms / applications / fees are received. DDA has also appointed five counsellors who give

assistance to the public to the queries regarding RTI. A free application form has been designed for seeking information regarding RTI which, however, is not mandatory as DDA also receives applications on plain paper, through post, through electronic media, etc. DDA has appointed 86 PIOs pertaining to different departments. Such a large number of PIOs are necessary because DDA’s offices are widespread. All PIOs have been provided e-mail ID’s which facilitates the public to reach them and appellate authorities easily.

Between 1st April, 2013 to 31st March, 2014, DDA received 18,399 applications under the RTI Act, out of which 17,489 applications have been disposed off and 910 which are pending for less than 30 days, are under process. There are 281 applications which are pending for more than 30 days for want of documents, payment from the applicant and clarification from the applicant.

2.9 Vigilance Awareness Week

i) During this period 76 inspections were conducted.

ii) E-tendering system has been implemented in DDA to increase transparency and check pooling of tenders. Also e-payment gateway is under process.

iii) To curb the nuisance of tent Mafia, the booking of parks, community halls and vacant sites for tents had been computerised and online booking has been implemented. The same is being refined based on active feedback. DDA is constructing Kalyan

Mandapams speedily. Also e-payment gateway has been started to accept payment by debit / credit card and net banking.

iv) The list of contractors registered in DDA in civil (B&R), electrical and horticulture along with their details such as application, validity of registration, solvency certificate, enlistment order, performance of contractors etc. is available at DDA’s website i.e. www.dda.org.in under subhead “Engineering”. The list of debarred contractors and action taken against them is also available on the website.

v) Online conversion of leasehold to freehold of group housing flats and DDA flats is being refined further based on active feedback. Lok Shivirs were held to solve 3,000 freehold cases. Further such shivirs are planned.

3. Management of the Authority

3.1 Members of the Delhi Development AuthorityDelhi Development Authority was constituted under Section-3 of Delhi Development Act, 1957. Hence, it is a corporate body with the power to acquire, hold and dispose of property. It can sue and be sued. Shri Najeeb Jung, an IAS Officer (Retd.) (1973 Madhya Pradesh Cadre), a senior bureaucrat, academician and prolific writer, who took over as the 20th Lt. Governor, Government of NCT of Delhi and Chairman, Delhi Development Authority on 9th July, 2013, continues to direct the diverse activities of the organisation. 3.2 Advisory Council to Delhi Development Authority This is a body constituted under Section-5 of the Delhi Development Act, 1957 for advising the Authority on the preparation of Master Plan and on such other matters relating to planning and development or arising out of or in connection with administration of this Act as may be referred to it by the Authority. 3.3 RTI Implementation and Co-ordination BranchWith a view to bring transparency in the functioning of the government and to create a sense of responsibility among the government officials in order to remove corruption an Act known as Right to Information Act-2005 came into force w.e.f.12th October, 2005.

Delineating the importance of the Act, the main objectives of the new Act is to get the information required in the public domain. This shall not only bring more transparency in the functioning of DDA but also got a great deal in demystifying the procedures involved in different scheme and projects.

DDA has opened 14 separate counters for RTI in its offices where the forms/applications are received and also the fees. Also DDA has appointed five counsellors who give assistance to the public regarding RTI queries. An application form has been designed for seeking information regarding RTI which is not mandatory and is free of cost. DDA also receives applications on plain paper, through post and through electronic media etc.

DDA has appointed 86 PIOs pertaining to different departments. Such a large number of PIOs are necessary because DDA offices are widespread. All PIOs have been provided e-mail ID’s which facilitates the public to reach the PIOs and appellate authorities easily.

Officers have undergone training under the programs organised by DoPT, Delhi Productivity Council and National Productivity Council etc. Instructions are being issued time to time to create awareness among PIOs.

On DDA website complete information regarding RTI, list of PIOs and appellate authorities, application form and miscellaneous information regarding RTI are available.

3.5 Nazarat BranchThe main function of nazarat branch is to look after the general administration and office management. The branch consists of director (Naz), dy. director (Naz), two assistant directors and other subordinate staff. Hence this branch is functioning for procurement and issue of various items i.e. stationary items, office furniture, uniforms, office equipments e.g. photocopying machine, photocopier paper, fax machine, mobile phones, crockery, calculators, ink cartridge for computers etc. required for smooth functioning of the office.

In addition to above, this branch functions for procurement of other items required in this office i.e. desert coolers, water coolers, air conditioners, etc. During the period under report, a good number of meetings were held from time to time and all the items were provided to the concerned staff well in time. This branch is also looking after the allotment of office space.

3.6 Hindi DepartmentFor effective implementation of Government’s Official Language Policy the Hindi Department has carried out 32 inspections and organized 2 meetings of the Authority’s official language implementation committee during 01.04.2013 to 31.03.2014. To impart training in Hindi noting and drafting to the employees, 5 hindi workshops had been organised in which 23 officers and 156 employees participated.

In September 2013, “Hindi Use Incentive Month “ was celebrated. During this period, Hindi debates, Hindi noting – drafting, Hindi sulekh (for class A, B and C employees), Hindi sulekh (for class IV employees), Hindi essay (for class A, B and C employees), Hindi

essay (for class IV employees) and Hindi general-knowledge competitions were organised. Overall 321 officers/employees took part in these competitions. Prizes for these competitions were given amounting to Rs.1,10,600/-. During the ‘Hindi Use Incentive Month’ one Hindi workshop was also organised.

Apart from the above mentioned works, in compliance of the Government’s official language policy, the translation of oral evidence on DDA activities, account officer (account) main, work to the Ministry, Department of Parliament and Coordination, Master Plan of Delhi, CRB, Report of 2009-10 sent by the Ministry, CGA Report of 2008, Annual Report, questions related to the Standing Committee, Annual Accounts 2012-13, APAR forms of 13 categories and material related to draft memorandum to finance and expenditure committee were translated.

In addition to this, forms, standard forms, notifications, press notes, tender notices etc. were also translated during this period.

handouts, processing and follow-up / monitoring of grievances expressed through newspapers, receiving of delegates and issue of enjoinder are some of the other functions entrusted to this department.

Activities performed for the period 1st April, 2013 to 31st March, 2014

1. Twenty five press handouts (both English & Hindi) were released highlighting the achievements, various activities and functions organised during the period. These press releases were covered both in print as well as in audio-visual media during the period. Apart from this, DDA version for all stories published in various newspapers were given to newspapers after collecting information from concerned departments.

2. An audio-visual capsule on Doordarshan titled ‘Dateline - Delhi’ highlighting achievements of DDA is being telecast fortnightly since July, 2006, During the period 1st April, 2013 to 31st March, 2014, inputs for 20 episodes were prepared and episodes telecast on Doordarshan.

3. Seventy four advertisements (English + Hindi) after getting designed and layout prepared, got published in various newspapers including campaigns.

4. Thirteen press clippings which appeared in various newspapers, were followed up to get the individual grievances redressed and also 7 letters to editor (rebuttals) were issued.

5. One lac sixteen thousand five hundred sixty letters received and 68,083 letters dispatched through computerised receipt and despatch counters at reception.

Public Relations Department of DDA is entrusted with the activities relating to image building of the organisation through paid and unpaid publicity and to maintain cordial interaction with public using various modes of communication. Its other major functions include formulation of advertisement policy, fixing of advertisement rates, empanelment of advertising agencies, publication of quarterly house journal, sports newsletter, publicity literature including guidebooks, souvenirs, etc. Besides this, the department is also responsible for arranging Press conferences/press trips etc. Coverage of various functions, issue of press

DDA were extracted from daily newspapers and circulated to senior officers for information or response if any.

7. Annual Report 2012-13 was compiled, designed and printed.

8. One hundred sixty functions were covered by photo section. Five thousand eight hundred fifty photographs were taken and 2,170 photographs were developed/printed and issued for publication and record.

9. Three thousand five hundred DDA diary for 2014 and 25,000 DDA wall calendar for the year 2014 got printed and distributed.

10. During the period under reference, advertisement rates for the year 2013-14 were called, negotiations were held with various newspaper publications for lowering down their rates to some extent and got the rates finalised.

3.8 Public Grievance Redressal SystemDDA has so far developed / facilitated construction of more than one million dwelling units, more than 640 commercial spaces, 22 industrial estates, about 3,600 institutional plots, 13+3 sports complexes and huge landmark greens. Such a massive development results in large public interface and also a number of public queries and grievances due to enormous transactions.

DDA has been making concerted efforts for creating a consumer friendly environment by adopting innovative measures for cutting delays in disposal, ensuring timely redressal of grievances and providing easy access to information. For achieving these objectives, various measures taken by DDA include regular monitoring and speedy follow up, delegation of powers and decentralisation and dissemination of information through various modes.

DDA has been following a 4 tier system of grievance redressal, wherein consumer can approach deputy directors, directors, commissioners and principal commissioners on any working day between 2.30 pm to 4.30 pm for on the spot redressal of their issues. Vice-chairman too meets the public on all working days.

A fifth tier has been created in the form of Lieutenant Governor’s Listening Post in 2007. The public can refer their grievances now at the highest level.

This system known as ‘Citizen Relationship and

Grievance Management System’ was launched by the Hon’ble Lieutenant Governor, Delhi on 9th May, 2007 at Raj Niwas. This system is a ‘Help Cell’ which receives grievances from the public relating to various civic bodies of Delhi. The citizens can call one single number 155-355 to register their grievances. All the grievances relating to DDA are immediately posted on the e-mail ID of the concerned head of the department of DDA. This site is opened by all HODs on daily basis. Grievances registered under this are redressed urgently. The aggrieved party is also contacted on telephone number, given at the time of registration. The disposal of all these grievances are recorded online and monitored by Lieutenant Governor. The grievances are dropped from this list only after satisfactory redressal.

Disposal of Grievances

1. Grievances received at the reception counters The grievances submitted by the public at reception

counters are computerised and an acknowledgment is given with a serial number to each grievance. All grievances received at the counters are sent to the concerned HODs along with the daily scroll i.e. the list of grievances received on the day, for monitoring and speedy redressal.

2. Grievances received on public hearing days Public hearing is held on every working Monday

and Thursday between 2.30 pm to 5.30 pm by deputy directors, directors and commissioners.

During public hearing an aggrieved person can meet the HOD, concerned director and deputy director for on the spot redressal. These grievances are regularly monitored by respective HODs.

3. Grievances received by vice-chairman are sent to the concerned HOD and monitored by vice-chairman.

4. Grievances received from Lieutenant Governor’s Listening Post are accessed by HODs for early disposal and up-to date status is uploaded regularly on the website.

5. Grievances are also received from the Directorate of Public Grievances, Cabinet Secretariat, Govern-ment of India. These are forwarded by the public grievances department of the DDA to the concerned HODs for urgent redressal.

Status of these grievances are regularly reviewed and periodic meetings are conducted by head of departments for their speedy disposal. Their disposal is regularly reviewed at the highest level in the cabinet secretariat periodically.

6. Grievances which are forwarded to DDA by the Ministry of Urban Development are received in the office of the vice-chairman for redressal. Their redressal is reviewed periodically by commissioner -cum-secretary, DDA and by the Ministry.

DDA has thus created a very elaborate system of grievance redressal leading to consumer satisfaction. In order to further increase consumer satisfaction assistance is provided at the reception through counsellors. Five counsellors have been seated at the reception to provide guidance and

assistance in filling up forms, documentation, calculations etc. These services are in addition to the information provided through website and touch screen kiosks located at the Vikas Sadan, Vikas Minar etc. for the general public.

Status of grievances received and disposed off during 2013-14

i. Eighty two cases were pending as on 1st April, 2013 and 32 fresh complaints were received through Department of Public Grievances, Cabinet Secretariat, Government of India. Out of these, 70 cases have been disposed off and 44 cases are pending with HODs.

ii. One hundred twenty cases were pending as on 1st April, 2013 and 21 fresh cases were received from DARPG. Out of these 79 cases have been disposed off by concerned HODs and 62 cases are pending with them.

iii. As on 1st April, 2013 fifty seven cases were pending and 69 fresh public grievances were received from the Ministry of Urban Development. Out of these, 101 were disposed off by concerned HODs and rest cases are pending with them.

iv. Forty seven grievances received in the office of the Director (PG). Out of these 6 have been disposed off by the respective HODs and rest are pending with them. No grievance received through ‘Visitor’s Book’ kept at Reception, Vikas Sadan.

4. Personnel Department

4.1 Human resources of DDA are valuable organisational assets. Major emphasis is placed on regulating existing job profiles, employee development, resolving grievances, maintaining discipline and ensuring mutual respect for management. Personnel Department deals with all kinds of service matters pertaining to the employees of the Authority. During the year 2013-2014, the following major achievements have been made.

4.2 Vision, Mission, Objective & Functions To secure optimum productivity, to serve the general public by making best use of human resources, to inculcate professionalism and skill in its employees and to employ checks and counter checks to identify, monitor and reward leadership qualities and attitudes and encourage work conscious ethos, the major thrust of personnel department is on the following activities:

5.1 Vigilance department is responsible for impleme-ntation of anti corruption measures and checks on integrity in service, as per the instructions issued by the Central Vigilance Commission, Department of personnel & training, Government of India and the Ministry of Urban Development, Government of India from time to time.

5.2 In DDA, the Vigilance Department receives, scrutinises and conduct in-depth investigation of complaints received from various sources and frames charge sheets in consultation with the CVC, wherever required. It also analyses inquiry reports and gives its comments for consideration of the disciplinary authorities. Further, appeals, review petitions, suspension and its review and regularisation of suspension period are also dealt by it. Finally vigilance branch suggests system improvements based on observations while examining complaints etc. which helps in preventive vigilance.

5.3 Efforts of System Improvement/ Preventive Vigilance

i) During this period 76 Nos. inspections were conducted.

ii) E-tendering system has been implemented in DDA to increase transparency and check pooling of tenders. Also e-payment gateway is under process.

iii) To curb the nuisance of tent Mafia, the booking of parks, community halls and vacant sites for tents had been computerised and online booking has been implemented. The same is being refined based on active feedback. DDA is building on Kalyan Mandapams. Also e-payment gateway has been started to accept payment by debit/credit card and net banking.

iv) The list of contractors registered in DDA in civil (B &R), electrical and horticulture along with their details such as application, validity of registration, solvency certificate, enlistment order, performance of contractors etc. is available at DDA website i.e. www.dda.org.in under sub-head ‘Engineering’. The list of debarred contractors/action taken against them is also available at website.

6.1 The Law department is headed by chief legal advisor. The key responsibility of the department is to extend expert advice in the policy, rules, regulations and Acts while considering the administrative issues which are referred to it from time to time. Additionally, the department monitors all court cases filed against DDA and by the DDA employees with the help of law officers posted in various branches and courts to assist the administrative department. Further the issues regarding filing of the appeals and implementation of the orders, judgment are examined in detail in order to take proper decision by the administrative departments.

7.1. Systems Department7.1.1 Revamping of website of DDA: The website of DDA was revamped to make it user friendly in July, 2013. It has also been made disabled friendly in March, 2013. Various online applications are running for the public on DDA website.

7.1.2 Digitisation of land records: The maps of 27 more villages have been scanned and digitised in 2013-14. The revenue data of these villages has been uploaded on DDA website along with digitised maps. This is a step towards bringing transparency for public.

7.1.3 Scanning and digitization of files: An ambitious work of scanning and digitisation of files of DDA has been started in February, 2014 and every day about 300 files are being scanned and digitised. The scanned and digitised information of files will be useful for long time archival and fast retrieval of information. This information will be most useful for court cases and will be a relief tool in case of misplacement or loss of physical files.

7.1.4 Online system for monitoring of complaints regarding encroachment on DDA land: An online application was designed and developed for monitoring the actions taken on the complaints regarding encroachments on DDA’s land. About 200 complaints have been uploaded on this system.

7.1.5 Online system for monitoring the issues of MPs and MLAs of Delhi related to DDA: An online application was designed and developed for monitoring the actions taken on the proposals and requests of MPs and MLAs of Delhi regarding various issues related to the works of their constituencies. One thousand two hundred fifty three references have been received and monitored through this system.

7.1.6 Creation of data base of institutional properties: A module for creating the data base of institutional properties of DDA was developed and details of 3,808 institutional properties have been fed

by institutional branch in this system.

7.1.7 Design, development and implementation of pension processing system: A web enabled application for processing of pension was designed, developed and implemented. One thousand three hundred fifty four cases of pension of DDA employees have been processed through this system. This application is a very useful tool for giving timely retirement benefits to DDA employees.

7.1.8 Online Samasya Nidaan Sewa: Online facility has been created for general public for lodging online grievances related to any department of DDA and these grievances are replied online through this application. Five thousand two hundred forty nine grievances of various types have been replied through this system.

7.1.9 Online processing of medical claims reimbursements: A web enabled application for processing of medical claims was designed developed and implemented. Twenty five thousand three hundred eighty four cases of medical claim reimbursement of DDA employees have been processed through this system. This application is a very useful tool for giving timely reimbursement of medical claims to DDA employees.

7.1.10 Online personnel grievance redressal monitoring system: A web enabled application for monitoring the grievance redressal of DDA employees related to personnel department has been designed and developed and implemented and 161 grievances of DDA employees have been received through this system.

7.1.11 Online complaints registration and monitoring system for repair of computers etc.: A web enabled application for online registration and monitoring the complaints related to the repair of computers etc. has been designed and developed and this has been made operational. As of now 4,383 complaints have been registered in this system.

7.1.12 Bio metrics based attendance system: Speci-fications and tender documents were framed through various committees and through open bidding the work has been awarded on 1st March, 2014 for installation of bio metrics based attendance system. On its implementation there will be better monitoring of punctuality and attendance of DDA staff.

7.1.13 Implementation of payment gateway in online booking system and online conversion: Payment gateway of Corporation Bank has been integrated with online booking and online conversion applicants can now make online payments of booking and conversion charges etc. through credit cards, debit cards and net banking. More than 7,000 applicants have made online payments through payment gateway to the tune of few crore of rupees.

7.1.14 Computerised compilation of Budget of DDA: DDA’s Budget for 2013-14 has been compiled and Budget for 2014-15 is being compiled through this application.

7.1.15 Implementation of file tracking in all departments of DDA: File tracking application has been implemented in every department of DDA. More than 28 thousands files are uploaded on file tracking system by various departments.

7.1.16 Online provision of pay slips: A provision has been made for about 15,000 DDA employees to get the pay slips online from the website of DDA.

7.1.17 Development of various new applications for public and DDA staff: Work has been started for design and development of online staff quarter allotment system and online monitoring of building plan sanctions. The work on these applications shall be completed by June 2014.

7.1.18 Project of computerisation of complete DDA: Initiative of systems department for computerisation of complete DDA was finally formalised on 12th June, 2013 and after various rounds of screening through presentations at the level of Hon’ble LG. The consultant (E&Y) has been selected on 9th March, 2014 to assess the requirements of computerisation and to draft the RFP document. The consultant has started the work. Through computerisation, DDA will be able to impart its services to general public efficiently as per their convenience i.e. at their houses, at cyber cafes, at various citizen service centres and through out the whole world. Motto of complete computerization is Digital DDA.

7.1.19 Tie-up With GSDL for geo spatial data requirements of DDA: The Geo Spatial Data Ltd. is a PSU of Government of Delhi and the nodal agency for geo spatial data of Delhi. The geo spatial data is required in DDA for resolving issues related to planning and management. The process of reaching at the stage of signing a MoU with GSDL was started in September, 2013 and finally a MoU was signed by LM department. of DDA with GSDL in February, 2014. Now DDA can utilize the GS data of GSDL for its day to day use.

7.2 Training Institute7.2.1 The Training Institute of DDA has organised training programmes for the staff, officials/officers of DDA. It also identifies the need to upgrade the professional knowledge and skills of staff in various fields. The department also processes nominations received from various officers/officials to participate in various external training programmes organised by other professionals institutions in Delhi and other parts of the country.

It is apparent that in-house training programmes including orientation courses for the officials/officers posted in Housing Department and lands Department were conducted. In regard to lands management department, a special training Programme on Land Acquisition ACT-2013, arbitration for engineering staff and programme for planning officers on GIS, remote sensing etc. were organised successfully during the year.

7.2.3 The Training Institute also played significant role in assisting the personnel department for conducting training/coaching programmes for Group “D’ employees, LDCs, & UDCs, appeared in the departmental tests for the post of LDCs, UDCs and assistants respectively.

7.2.4 The Institute has also conducted induction training programme for the newly recruited assistant, executive engineers, 105 LDCs, newly appointed staff such as LDCs, peons, security guards & malis etc. on compassionate grounds during the year under review.

8.1 HousingThe Year 2013-14 started with a very promising note as about 30,000 DUs were under construction mainly in Rohini & Narela with prefab technology. In the month of May 2013 Hon’ble Supreme Court on a petition from Barwala villagers issued a status-quo notice to DDA halting all the major development works including

8.2 Major Development SchemesDDA is continuing its process of development of land for expanding the city limits as per Master Plan. The new sub-cities under development are Dwarka, Narela and Rohini. After hiring a special advocate the petition of DDA was heard and it was only in January, 2014 after surpassing all legal hassles, DDA was able to start again construction of houses. Crucial time of more than six months was lost in this legal battle.

8.3 Community HallsFor the benefit of public at large DDA has taken up construction of community halls in a big way. During the year two community halls were completed, 25 in progress and 33 more were planned for construction.

8.4 Lighting of ParksAs a special drive DDA has completed the task of providing lights in more than 60 parks which are being extensively used by public.

8.5 In-situ Development(i) Kathputli Colony - The transit accommodation for temporary shifting of allottees was completed. Water and power connection were obtained for individual transit DUs. Due to political interferences, the shifting could not be materialised and the matter became sub-judiced.

(ii) In-situ development at Jailerwala Bagh, Ashok Vihar: The layout plan of the scheme has been approved by the screening committee and drawings issued by architect wing of DDA. One thousand six hundred seventy five units shall be constructed. The tenders have been called on ‘design and built’ basis and are under scrutiny.

8.6 Urban Extension RoadsDDA has undertaken extension of three UERs along with ROBs there. Status summarised as below:-

DDA has undertaken the construction of the following three urban extension roads along ROBs on Delhi Karnal Railway Line and Delhi Rohtak Railway Line. These roads are being constructed to de-congest the traffic load, reduce pollution level and improve the connectivity to the main arterial roads and increase

the pace of development of urban areas in Delhi.

8.6.1 Urban Extension Road no.1(80 m R/W)

This road having a length of 57.24 km is from Wazirabad to NH-8 and cross through NH-1, Western Yamuna Canal and NH-10. The stretch from Delhi Karnal Railway Line has already been completed in a length of 3.43 km. The part portion of the road from Western Yamuna Canal to Delhi Auchandi road (1.17 km) has also been completed by DSIIDC. The stretch from Delhi Karnal Railway Line to Sannoth (2.42 km) has been constructed in two lanes on either side of the central verge. The stretch from Sannoth to Western Yamuna Canal (2.64 km) is to be taken up in the near future on the basis of the pavement design for which CRRI has been appointed as the consultant.

ROB on Delhi Karnal Railway Line has also been approved by the governing body UTTIPEC. Geo technical investigations are being taken up at site.

8.6.2 Construction of Urban Extension Road No. 2 (100m R/W)

This road having a length 79.12 km is from Wazirabad to NH-2 via NH-1, Western Yamuna Canal , NH-10, Najafgarh drain and NH-8. The stretch from NH-1 to Delhi Karnal Railway Line (3.20 km) has been constructed in two lanes on either side of the central verge. The stretch from Delhi Karnal Railway Line to Western Yamuna Canal (3.42 km) has been completed in three lanes on either side of the central verge. The bridge on CLC and WYC has been taken up as a deposit work by Haryana Irrigation Department.

The bridge on drain no.6 at Bawana Escape drain are in progress as a deposit work by irrigation and flood control department. The progress of the work is 95%. The ROB on Delhi Karnal Railway Line has also been approved by the governing body UTTIPEC.

The work for stretch for a length of 2.95 km connecting NH-10 to Bakkarwala was awarded but has been put on hold due to high water table encountered at site. The specifications have been revised by CRRI, who was appointed as consultants. The work with revised specifications shall be taken up after due approval from the competent authority.

The stretch for a length of 5.8 km from WYC to Kanjhawala road near village Karala Mazri for part alignment passing through Rohini is in progress in a small length only. Since rest of the stretch is on hold due to stiff public resistance from the villagers and some part of land in possession of DSIIDC.

ROB on Delhi Rohtak Railway Line has been approved by the governing body UTTIPEC. Geo technical investigation has been taken up at site.

(iii) Construction of Urban Extension Road No.3 (100 m R/W)

This road having a length 20.80 km. (100m R/W) is from Wazirabad to NH- 10 via NH-1, Western Yamuna Canal. The stretch from Prem Adhar Nursery to Mohamad Pur Mazri road (2.50 km) has already been completed by Rohini Zone. The work in stretch from Western Yamuna Canal to Prem Adhar Nursery ( 4.80 km) has been constructed in three lanes on either side of the central verge except in the portion which has not been acquired so far. An elevated road is proposed from Mohamadpur Mazri road to NH-10 for which consultants has been appointed for feasibility study.

8.7 Flyover and Others

8.7.1 Covering of drain/nallah in Lajpat Nagar

The work of box drain has already been completed. The electrification and horticulture works are in progress. Now revised PE has been approved by PAC (MoUD) on 24th December, 2013 and technical sanction for stone cladding work has been accorded by PM (FOP) on 7th April, 2014 and NIT is being prepared by PM (FOP).

8.7.2 Covering of drain/nallah at Defence colony

Presently the work is 95% completed. The work of covering of 65 m stretch held up because the status- quo is granted by National Green Tribunal. The work of landscaping and electrification have been completed.

8.7.3 RUB at railway crossing near Lajpat Nagar

One way RUB has already been inaugurated by Hon’ble MP, Shri Ajay Makan on 16th February, 2014. The work

of other way i.e. towards Lajpat Nagar side was delayed due to the 4 shops are falling in the alignment. Now, except relocation of one shop coming in the alignment is remaining due to litigation with commercial establishment branch of DDA. All new shops, for the relocation have been constructed at alternate site and the other way shall be completed within one month of shifting of all the shops.

8.7.4 Construction of three number additional clover leaves at Sarita Vihar flyover i/c slip road, approach road, footpath, cycle track and underpass

Railway work is 97% completed. DDA work is 90% completed and balance work will be completed by 31st August, 2014. Other small work are likely to be completed by December, 2014.

8.7.5 Construction of multi-level stack parking at multiple locations i.e. Seedbed Park, Laxmi Nagar, District Centre at Preet Vihar along Vikas Marg Delhi

Proposal approved by UTIPEC governing body in the 42nd meeting held on 5th April, 2013. The case for accord of AA & ES submitted to EM/FM office. The case for approval of appointment of consultant for the project also submitted to EM, DDA.

8.7.6 Construction of 80 m R/W Expressway from Bijwasan Road to the Boundary of GNCTD (Dwarka Express Way)

In the 46th GBM of the UTTIPEC alignment of 80 m R/W road from the boundary of GNCTD of Delhi to Bijwasan road has been approved. Consultancy work awarded to DIMTS. Land yet to be acquired from Bijwasan road to the boundary of NCTD.

8.7.7 Major repair on the surface road in-between the flyover on Delhi Rewari Railway Line level crossing at Pankha Road and Half Trumpet

The work is completed on 25th September, 2013.

8.8 Retrofitting / Reconstruction of Unsafe Houses in DelhiAs directed by Hon’ble Lt. Governor, Delhi, retrofitting cell was created in DDA in September, 2012 for retrofitting works of unsafe building in East Delhi. Three to four houses in Lalita Park, Fatehpur Beri, Kondli, Gandhi Nagar and Lal Kuan have been taken up as pilot project for retrofitting works. Agenda note for the following issues was put up in the Authority meeting held on 27th December, 2013.

A) Private housing in the unauthorised and resettlement colonies to be retrofitted/reconstructed by concerned municipal corporation in consultation with GNCTD.

B) Group housing structure and other structures constructed by DDA will be undertaken by respective Zone of DDA. The cost to be borne by DDA.

C) Review of MPD-2021 by planning cell of DDA for deciding planning parameters of land pooling of smaller plots in order to make a big plot for the reconstruction in the form of group housing.

Hon’ble LG decided that the matter should be examined and more comprehensive policy should be formed. Accordingly, matter has been referred to urban development of GNCTD vide letter no.CE(Proj)5(6)13/ DDA/254 dt. 19th February, 2014 by EM, DDA to principal secretary (UD), GNCD. Now as per the orders issued by director (Works) vide no. EM 3(7)86/VOl-V/Pt./1285 dated 3rd April, 2014 the post of PM (retrofitting) stands abolished and chief engineer of respective Zones shall look after the retrofitting work falling under their Zone.

8.9. Sports Complexes/Golf Course8.9.1 Re-development of Qutab Golf Course

NIT and Press notice for RFP for appointing consultant has been issued on 18th April, 2014

8.9.2 Club, house building at Qutab Golf Course

Financial concurrence amounting to Rs.36.16 crore has been awarded. In the meeting held on 29th November, 2013 under the chairmanship of Hon’ble LG it was decided that the quantum of construction should be restricted to what actually be required for the golf course. Accordingly revised drawing/revised PE have been submitted by the consultant which is yet to be approved by the competent authority.

8.9.3 Golf course at Sector 24 Dwarka

Layout of golf course approved by Screening committee on 7th August, 2013 for area of 68.85 ha excluding the area of 11.99 ha for which land use was to be changed. Land use for 11.99 ha was changed on 17th December, 2013.

Final layout plan sent to architect wing on 13th February, 2014 by the consultant for obtaining revised approval from screening committee.

In the meeting held under the chairmanship of EM, DDA on 3rd December, 2013 it was decided to execute the project under six packages.

Package -1 Boundary wall

Package-2 Main work for development of golf course includes earth work, drainage, lake water bodies, car parking, bore holes etc.

Package-3 Irrigation and electrical cabling, wiring and computerised control.

Package-4 Club house.

Package-5 External cabling, transformers sub stations, generators, pump houses etc.

Package-6 Maintenance of equipment, inventory of maintenance of machinery tools etc.

PE for package 1, 2, & 3 submitted by the consultant and is under scrutiny. However, senior architect raised some observations regarding use of quartzite stone in boundary wall and some other observations and accordingly drawings/designs of boundary wall is under revision in the architect wing.

9. Planning and Architecture

9.1 Planning Department

9.1.1 Master Plan Section

a) Works undertaken by Master Plan Section

Processed 20 cases of change of land use for inviting public objections/ suggestions under section 11 A of DD Act-1957.

As part of Master Plan review, 17 public notice comprising of about 150 modifications have been issued for inviting public objections/ suggestions as per section 11 A of DD Act-1957.

Ten meetings of the technical committee were organised during the period. ·

During the period, 419 RTI applications were received and replies were sent to the concerned.

Uploaded gazette notifications, public notices and technical committee minutes on DDA website through systems department.

Prepared 8 action taken reports of the Authority’s resolutions relating to planning matters.

b) Policy formulation under the provisions of MPD-2021

Land pooling policy as part of new chapter in MPD-2021.

9.1.2 Master Plan Review

The mid-term review of MPD-2021 has been undertaken and an advisory group has been constituted under the chairmanship of LG with experts from different institutions/ departments. Three meetings of advisory group were organised for discussing the modifications recommended by management action groups (MAGs).

Management action groups have been formed consisting of officers from GNCTD, local bodies, and professional institutes under the chairmanship of senior officers of DDA and Government of NCTD. Suggestions received for the review of MPD-2021 were discussed in fourteen meetings of MAGs.

All the suggestions received as part of review of MPD-2021 are uploaded on DDA website along with the status of suggestions for public viewing. Minutes of meetings of the advisory group & management action groups are uploaded on the website.

As part of review, the chapters on transportation and environment are being revised. These were discussed in detail in respective management action groups. These are in advance stage of formulation and being placed before advisory group for consideration based on the recommendations of MAGs.

from time to time, regarding amendments in MPD- 2021. The modifications till 31st March, 2014 have been compiled in a report form for reference and minor editing related changes were placed before advisory group.

The interim report of an expert committee cons-tituted by Ministry of Urban Development, Government of India on ‘Review of Master Plan for Delhi- 2021’ received from NIUA on the suggestions forwarded by Ministry of Urban Development (MoUD). The broad observations have been forwarded to Ministry of Urban Development, Government of India.

Associated in organising a workshop on ‘Land Economics - Issues and Challenges’ on 10th and 11th April, 2013, which was inaugurated by the Hon’ble Minister for Urban Development, Government of India.

Work of re-drafting of approved zonal development plan of Geo Spatial Delhi Ltd. (GSDL): GIS data base has been completed by the GIS unit and for the urban extension zones (planning Zone K & L (Dwarka Project), planning Zone N (Rohini Project), Zone, P-I & P-II (Narela project) and planning Zone ‘J’). The checking by respective units has been completed.

9.4 Architecture Department (HUPW)

The architecture department utilises the structural land use plan of project scheme for preparing its conceptual architecture design and working drawing of architectural concept. The department is headed by the chief architect who reports to the engineer member. Three additional chief architects along with six senior architects report to the chief architect who monitor the work of the 6 Zones in architecture including heritage, sports & special projects. The thrust areas for architecture department are:

1. Developing the urban design/ architectural schemes (housing of all categories, hierarchical, non hierarchical, commercial centres as per Master Plan for Delhi) and their development control norms.

2. Initiating and formulating heritage and conservation projects.

3. Sports related projects (designing and other sports related projects)

4. Social infrastructure projects (community facilities, up-gradation plans, etc.)

5. Conduct and co-ordinate screening committee meetings for approval of all projects of planning, architecture and landscape departments.

6. Obtaining approvals from:

Delhi Urban Arts Commission for urban design /architecture schemes;

Delhi Urban Heritage Foundation for all

heritage/conservation related projects;

Other Authorities like chief fire Officer, Airports Authority, environmental clearances, Archaeological Survey of India etc.

9.4.4 Creation of barrier free built environment

Persons with disabilities are valuable human resource for the country and DDA seeks to create an environment that provides them equal opportunities, protection of their rights and full participation in society.

There are many guidelines available and access audits are also available.

The specified facilities for the built environment for disabled persons have been applied to all building, recreation areas and facilities used by public in respect of site planning, access path/walk way, parking and building requirement.

Some of the steps already taken by DDA in this direction are:

a) In the MPD-2021, issued by DDA, major considerations have been given in the planning and design for the movement of people with disability and elderly persons.

b) In some of its new housing pockets like Pocket-4 N G-8 Narela, which is a turn key project the agency shall give an undertaking that a quantum of 5% of dwelling units to be earmarked for the differently able persons.

c) The access of the housing complex as well as commercial complex and other community facilities like community halls, etc., have been designed for universal access both at layout level and building level by provisions of ramps, lifts, handrails, etc.

d) Toilets in commercial and other public buildings have been specially designed to cater to the persons with special needs.

e) Adequate well defined parking spaces have been specially earmarked near the entry ramps for the physical challenged persons in public buildings.

9.5 Landscape and Environmental Planning Unit

Delhi is spread over an area of 1,497 km, it is one of the greenest metros in the country. The city has ex-perienced tremendous growth in the recent times, with increased pressure on its open spaces. Delhi Development Authority, the first urban develop-ment Authority in India, has played a key role in overall development and management of its green spaces, with conscious efforts towards the devel-opment of open spaces as regional parks, district parks, green belts and neighbourhood greens etc. With approx. 3,800 small and big parks under its ju-risdiction, DDA has kept its commitment of up-gra-dation and maintenance of green areas, which form the lungs of the city, with its recent efforts towards the development of biodiversity parks, river front development project, reclamation of sanitary land-fill sites, rejuvenation of water bodies and revival of lakes etc.

DDA has promoted conservation of natural fea-tures like the river and ridge, has developed green belts, theme parks, urban woodlands, green areas around monuments, biodiversity parks etc. which are being designed by the landscape unit of DDA. This encompasses-

Designing and policy decision related to regional parks as per norms laid down in the Master Plan.

Designing of all the district parks under the jurisdiction of DDA, along with neighbourhood parks, play-fields, children parks.

Special projects like biodiversity parks, river front development, reclamation of sanitary landfill sites- lndraprastha Park, Aastha Kunj and heritage projects like Tughlaqabad have also been

taken up by the landscape unit. The concept of water harvesting and conservation of rainwater, recharging of ground-water aquifers is also an integral part of planning of various greens.

In the process of designing and up-gradation of green areas, efforts have been put to incorporate design features for differently able people. DDA has considered and has been able to integrate such special features in their landscape design. These de-sign features are introduced in entrance plaza, kids play area, sitting area and pathways. For exam-ple entrance plaza of Indraprastha Park provides ramps for the ease of access to all people with spe-cial needs.

The Sensory Park in Dwarka is an example of its kind. The park has been designed for kids who are differently able so that they can play with other children. The design introduced elements like sto-ry maze, butterfly park, horticulture therapy area, herbal garden, splash pool, small orchard, special-ised play equipment for (special need) children, fragrant Zone in between the activities, ramp for wheel chair, railings with children friendly design, sand play etc. Thus, attempting to improve the chil-dren’s quality of life and health as well as create op-portunities for them to develop social abilities and moral skills.

The green areas of DDA are to be up-graded as per new policy with consideration to provide facil-

ities for the people with special needs. The toilets has been designed with the facilities for physically challenged people like access ramps, manoeuvring space etc.

A newsletter on Delhi Biodiversity Foundation is published quarterly by DDA with inputs from landscape unit and director is in the editorial team of the same.

9.6 Right to Information (RTI) and coordinationSince year 2005 to April 2014, 367 RTI applications have been received and disposed off.

10. Housing

10.1 Housing activity has been taken up by Delhi Development Authority since 1967-68 and from time to time, it has been announcing schemes for various categories of flats. The first registration scheme was opened in the year 1969. Thereafter, 43 more schemes have been launched till date. Out of the total 44 schemes launched so far, only one scheme is live. So far DDA has allotted 3, 94, 738 (this includes houses allotted after surrender/cancellation) allotments as on 31st March, 2012 under various schemes.

10.2 DDA Housing Scheme 2010The major work of issue of possession letters allotted under DDA Housing Scheme 2010 has been completed. Out of approximately 16,000 flats 14,500 (approx) possession letters have already been issued. The execution work of conveyance deeds in respect of these flats are near completion and likely to be completed by March, 2014. Apart from above, the demand letter in respect of Ganga Tower flats in Vasant Kunj (476) have already been issued by November, 2013 and Dwarka Sector -18B (217) are likely to be issued by March, 2014. Thereafter, the scheme would stand closed formally.

Further it is stated that the draw of the waiting list applicants already held and the intimation letters have already been issued to the successful applicants. The demand-cum-allotment letter is likely to be issued after receipt of necessary demanded earnest money that is Rs. One lakh fifty thousand only for other than Janta Flats and for Janta Flats it is Rs. fifty thousand only. This work is likely to be completed by March, 2014.

10.3 Conversion of Flats1,01,972 DDA built up flats have been converted from lease hold to free hold as on 31st March, 2014 under the existing policy guidelines.

B. Costingi) Housing finance pursues and submits agenda

before the Authority for approval of plinth area rates to be adopted for working out the cost of flats under different categories. The effective dates are 1st October and 1st April of every year for PAR agenda. Accordingly, Authority in its meeting held on 24th February, 2014 vide item No.48/2014 approved plinth area rates for the period from 1st October, 2013 to 31st March, 2014.

ii) Costing of 210 individual flats/ left out flats of DDA Housing Scheme 2010, as against 289 and 204 flats during the year 2011-12 and 2012-13 respectively has been finalised.

C. Other achievements

1 Under RTI Act, 2005, 108 cases have been received by the housing accounts wing during the year and 104 cases have been disposed of after giving reply to the public, as against 185 and 110 cases disposed of during the year 2011-12 and 2012-13 respectively.

ii) Fourteen thousand two hundred seven cases of no dues certificates for lease hold to free hold have been processed as against 9,557 and 12,810 cases during the year 2011-12 & 2012-13 respectively.

iii) Three thousand eight hundred seventy three defaulter notices have been issued to allottees under hire purchase for non-payment of dues.

iv) Penalty Relief Scheme 2014 has been launched with effect from 12th March, 2014 to 11th September, 2014 for benefit of defaulter allottees under hire purchase scheme of various housing schemes. An amount of Rs. 5.19 crore has been realised towards instalments/ interest up-to 31st March, 2014 through 230 applications.

v) Reconciliation of mis-match challans since 1995 and their updation in individual ledger account has been taken up and likely to be completed by May, 2014.

D. Salient achievements of housing Finance during the YearThe following special initiatives/steps were taken towards speedy/judicious disposal of cases towards improving public service delivery of the department:-

(a) General improvement in functioning:-

i) Weekly monitoring system of pending cases.

ii) Training programmes on different occasions have been attended by officers/ officials to improve their working.

b) Cash Housing BranchInitiative taken towards electronic posting of receipts under various housing schemes by new generation banks.

11. Land Management and Land Disposal Departments

11.1 Land Management Department11.1 Delhi Development Authority (DDA) has vast area of land of different categories under its jurisdiction. Besides, looking after Nazul-1 land, which came to DDA from the erstwhile Development Improvement Trust, it also manages and takes care of Nazul-II land, acquired by the DDA after 1957. DDA has also some land, which was taken over from the erstwhile Ministry of Rehabilitation under a package deal.

In addition to above, some land belonging to Land & Development Office, Ministry of Urban Development is also with DDA for care and maintenance only. This land is utilized and allotted by the Land & Development Office, MoUD.

11.2 Main Functions of the Land Management Department are:

i) Acquisition of land.

ii) Management of land.

iii) Protection of land till it is handed over to the user departments.

iv) Assisting the land user departments.

v) Coordination with various departments and outside agencies for land management matters.

vi) Planning and execution of demolition programme for encroachment removal.

vii) Action against unauthorized construction in the development Area.

viii) Action against misuse under Master Plan provisions.

11.3 Land measuring 263.33 acres was handed over by the respective Land Acquisition Collectors (LACs), GNCTD to DDA during the period 1st April, 2013 to 31st March, 2014.

11.4 An important function of the land manage-ment department is to protect DDA land from encroachments. DDA has set up a zonal working

system for land protection. There are six Zones such as East, West, North, South East, South West and Rohini to protect DDA land.

11.5 Each Zone is headed by a senior officer of deputy director level who is supported by secretarial, ministerial and field staff. For effective protection of DDA land, regular watch and ward is kept on DDA land by the security guards deployed and assigned specific beat areas.

11.6 Regular demolition operations are planned and carried out with the help of police to check encroachments on DDA land. DDA has carried out 414 demolition operations and about 29.44 acres land was made free of encroachments during the year from 1st April, 2013 to 31st March, 2014. In this process 575 structures of kucha, Pucca and semi Pucca nature were removed. Sometimes, demolition operations had to be re-fixed because of litigations and non-availability of police force on account of pre-engagements for law and order duty in the capital.

11.7 During this period DDA has also won some important court cases during the year.

11.8 On the vacant/reclaimed DDA land, boundary walls and barbed wire fencing measuring 17,763.85 and 3,579 metres respectively were constructed during the year.

11.9 The damages branch of land management is entrusted with the work of eviction and assessment of damages and recovery from the unauthorized occupants squatting on the government land under the control and management of DDA. Recovery of damages amounting to Rs.1.59 crore from unauthorized occupants of 23 revenue estates was collected and notices involving damages of Rs.5.21 crore were issued to defaulters.

11.10 DDA initiates the eviction proceedings under PP Act against the unauthorized occupants on government

land. There are 2 estate officers and 6 zonal dy. directors who have been delegated with powers under the PP Act to discharge their duties of assessment of damages and eviction. 348 eviction cases pending in the court of estate officers were finalized during the year.

11.11 The updation of data in respect of acquired land in 48 villages was completed during the year.

11.12 Mutation cases relating to 23 Nazul estates under the control of land management department were disposed of during the year.

11.13 Digitization of massavi/sizra plan in respect of 29 villages has been completed during the current year.

11.14 The payment of compensation and enhanced compensation in respect of acquired land amounting to Rs. 17.85 crore and 121.55 crore has been released during the year.

11.2 Land Disposal DepartmentThe land disposal department deals with the disposal of residential, institutional, commercial & industrial plots. The built up shops also disposed off by the land disposal department. The allotment is made by way of auction/tender. The allotment of alternative plots to the farmers whose land has been acquired is also done by land disposal department. 12. Sports Departments

12.1 As per the provisions of MPD -2001, DDA embarked upon developing sports complexes in all the Zones of Delhi. The first sports complex was opened at Siri Fort in 1989 and fourteen other complexes and two golf courses have been developed.

For the Commonwealth Games 2010, DDA developed stadia at Siri Fort for squash and badminton and at Yamuna Sports Complex for archery and table tennis. Both these stadia are being utilised for holding regional, national and international level tournaments and are also available for utilisation by the public.

Although these sports complexes are membership oriented having playing rights only, any member of the public can utilise the facilities on payment of the prescribed charges. Special concessions are available for students, senior citizens, schools, sports federations and associations.

Sports complexes are exclusively devoted to sports related activities and facilities for over 20 sports disciplines have been provided.

12.2 Sports Infrastructure

12.4.2 Sports Gala

A sports gala to promote participation in sports for members and their families is an annual feature at all Complexes. Tournaments in individual sports such as tennis, squash, badminton, table tennis, billiards etc., for all age groups are conducted.

In addition, each Complex also conducts an invitational tournament at school, state level in team sports as part of the gala and the winners in turn compete in the invitational tournament conducted by the DDA.

12.4.3 Coaching - Regular coaching at all the sports complexes in various sports disciplines such as cricket, tennis, badminton, skating, aerobics, taekwondo etc., were organised. Over 120 individual coaching schemes are being run by professional coaches and approximately 7-8 thousand trainees attended the training. Approximately 190 talented trainees from weaker sections of society are being provided free coaching in various disciplines. During summer special summer coaching camps were also organised at all the sports complexes during the summer vacations of the schools/ colleges.

A review of the system for award of coaching at Complexes has been carried out during the year . A new policy has been approved to bring in greater transparency, accountability as also to encourage independent young professional talent to take up coaching at DDA sports complexes.

12.5 Promotion of GolfQutab Golf Course at Lado Sarai, India’s first public golf course has gained immense popularity with around 300 rounds being played during weekends in peak season. The mini golf course constructed at Siri Fort Sports Complex is also popular and extensively used.

12.5.2 Golf Tournaments

The Qutab Golf Course hosts several invitational golf tournaments sponsored by corporates. Two such tournaments are held every month during the golfing season. In addition, two medal rounds were organised by the Qutab Golf Course for its members.

12.6 Sports Promotion SchemesDDA had started two sports promotion schemes in athletics and football with a view to promote these sports at the grass-root level. These are successfully running since 2001and 2002 respectively. The schemes are fully supported by DDA and are run under the guidance of expert advisers and experienced coaches.

12.6.1 Athletics Promotion Scheme (APS)Currently 35 athletes both boys and girls, in the age groups of U-14 and U-19 years, are receiving coaching in their respective events. Trainees from the schemes participated in various state, zonal and national athletics meets and won laurels for the DDA. A few achievements are highlighted below:-

DDA’s trainee Ankit who is hearing challenged won 3 gold medals in the 18th National Deaf Games held at Aurangabad, Maharashtra from 1st to 5th April, 2013 and set a meet record.

In the 73rd Delhi Athletics Championship held at Nehru Stadium, New Delhi from 8th to 10th August, 2013, DDA athletes won 15 gold, 6 silver and 8 bronze medals. Shivangi Rawat was adjudged the best athlete in the girls under-17 category and Beant Singh in the boys under-17 category respectively.

In the National Inter Zonal Junior Athletics Championship held from 22nd to 24th September, 2013 at Kochi, one silver and one bronze was won by the four trainees who participated.

Rahul participated in the 1st Asian School Athletics held in Malaysia from 17th to 24th September, 2013 and won 2 silver medals. Based on his performance, he was selected for participation in the World School Games held at Brasilia, Brazil in December, 2013.

At the 29th Junior National Athletics held at Bangalore from 3rd to 7th December, 2013,trainees from the scheme won one gold, one silver and 5 bronze medals.

At the 59th National School Games held at Ranchi, from 8th to 12th January, 2014, 1 gold, 3 silvers and 6 bronze medals were won by the trainees.

12.6.2 Football Promotion Scheme (FPS)Seventy five trainees participated in the scheme conducted at Siri Fort and Yamuna Sports Complex. Open selection trials for inducting new trainees to the scheme were held on 13th -14th July at Siri Fort and 20th and 27th July, 2013 at Yamuna Sports Complexes respectively.

The DDA Football Academy team participated in the Delhi Soccer Association ‘B’ division league championship. The young team performed extremely well against experienced competition and stood second in the league. Based on their performance, they have been promoted to the ‘A’ division league for the next season. Major achievements of the trainees under the Scheme are as under:-

The DSA Inter Academy U-17 football competition was won by the academy.

Four trainees represented Delhi State and one represented Haryana in the under-14 national championships.

12.7 Sports NewsletterQuarterly sports newsletters were brought out for half year ending December 2013. The publication of the newsletter on sports is a regular feature designed to increase public awareness on the facilities at the sports complexes and golf courses and provide an insight into sports activities at these complexes. The newsletter is circulated to schools, colleges, sports federations and associations.

12.8 Development WorksMaintenance and upkeep is an ongoing process at all Complexes to ensure that the facilities are kept in good shape. In addition to major up-gradation works of capital nature were also carried out in all the

sports complexes to up-grade and improve existing infrastructure. Computerisation of membership reco-rds and introduction of a scheme to permit user to carry out cashless transactions in the Complexes using cards has been initiated.

14. Quality Assurance Cell

14.1 Delhi Development Authority is committed to provide quality products at reasonable cost to the customers, keeping in mind “the customer is supreme and should be benefited”. The quality is therefore drilled not only into activities of various serving sections of DDA but also the quality in engineering and horticulture wings for all construction and development works.

14.2 Quality of construction is supervised and monitored regularly by JE/AE/ EE at field level and checked internally at the level of SE/CE and externally at the level of QA cell of DDA by conducting periodical inspections to ensure that the works are executed strictly in accordance with contract conditions, specifications and drawings.

14.3 The QA cell, created in 1982, includes 9 JE’s, 10 AEs (8-civil and 2 elect.); 7 EEs (6-civil and 1-elect.), 1AD(Hort.) and one SE headed by CE(QAC). The cell is playing vital role in quality assurance, which oversees not only the quality of material and workmanship but also the quality of planning, designing contract documents, specifications etc. and issues necessary guidelines, circulars etc. from time to time. To enforce the compliance of observations made by Third Party Quality Assurance Agencies, Circular No. 213 has been issued by QAC wherein QAC is also to monitor inspection reports of TPQA.

For major works a system of third party inspection has been introduced and agencies like CRRI,. NCCBM, IIT, RITES, Sriram Institute for Industrial Research etc. have also been engaged as consultants. QAC is also associating to the third party in taking 10% of total samples to be conducted on these works to ensure the quality of material is being used .

14.4 The major projects are inspected by QA cell at least twice i.e. at foundation stage, super-structure stage and third time with the approval of EM/DDA or on a receipt of complaint with permission of EM / DDA.

Due emphasis is given to maintenance of records on procedural aspect, material aspect and workmanship aspect which are duly examined during quality audit. The deficiency noticed, if any, is promptly brought to the notice of concerned EE/SE/CE for suitable and effective administrative/contractual action and close watch is kept on compliance of the observations. QAC is also being assigned the special duties like inspection of sewerage pipes pre & post-delivery. The HDPE & RCC pipe of work of D/o 258.17 ha of land in Ph-IV & V Rohini, SH: P/ L peripheral sewerage scheme in sector 29, 30, 34 & 35 Rohini at Tender Cost of Rs. 26.33 crore is under inspection by QAC in factory premises where total 4927m of HDPE & 12162 m of RCC pipes was to be checked . Out of this 4230 m HDPE pipes and 125 m RCC pipe has been checked and approved. Similarly the pipe involved in the work of D/o 122.92 ha of land in sec-37 Ph-V, SH:- P/L Peripheral sewer line in sec-37 Rohini Ph-V amounting to Rs. 1.91 crore is also to be checked. The levels of earth work involved in the work of C/o 30 m RIW road in sector 27 & 28 Rohini and C/o internal roads (Ph-I treatment) for sector G-2 & G-6 at Narela is also assigned to be jointly checked by QAC and concerned field staff.

14.5 The specifications and technologies adopted are being reviewed regularly and suitably amended to meet the present requirements and environmental consideration. Use of new construction material, new techniques, such as prefab technology in housing projects, use of mix design/RMC etc. have been encouraged. Control on time and cost over runs without compromising with the quality, functional requirements, aesthetics and structural soundness of the building is being effectively monitored. 18,600 EWS houses with prefab technology are nearing completion and work of 24,660 LIG and 4,855 EWS houses has been started and likely to be completed in a time bound manner.

14.6 DDA has been striving for continuous improvement of services and quality of work. Interaction with

the field staff is being conducted during various inspections for bringing out various suggestions for quality improvement. The QAC officers and other engineering staff were sent for refresher courses/ training programmes being conducted by CPWD/CRRI and NIHA for their skill up gradation.

14.7 Emphasis has also been laid to clear the long pending QAC paras and closure of the cases for which a drive was launched by QAC for the cases up-to 31st March, 2005. The paras having no financial implications were settled and several cases were closed. As a result a good number of cases has reached to their conclusion stage. Efforts were made to delegate the jurisdiction for satisfaction of procedural paras to zonal chief engineers. The QAC has kept only those paras which are having financial implications or having any specific technically vital issue. QAC has played advisory role also indirectly to the field engineers during zonal review meetings and interaction among engineers during inspection also.

14.8 Complaints as and when received from VC, EM and Vigilance Cell are got investigated through the units of QA cell and vigilance angle involved if any is being taken care by vigilance cell.

14.9 Selection of material for works, collection of representative samples and their testing in reputed and reliable lab is of utmost importance. QA cell has a well equipped testing lab (with one AE and 2 JE’s) set up in Asian Games Village Complex. Though day to day routine tests are conducted at site by the field

staff, the random samples collected by QA team during their inspections are mostly got tested in the QA Lab. In order to induce more confidence in people at large, the present system of testing has been streamlined and revised guidelines have been issued in this regard giving more emphasis for testing of at least 100% samples in outside lab. As such, other labs like Sriram Test House, NTH, Delhi Test House, Spectre Analytical Lab etc. are also on panel for testing of material. Besides, this, the QAC lab of DDA is also being renovated/strengthened.

14.10 DDA gets IS/ ISO 9001:2008 License. The Quality Assurance Cell has made concerted efforts to improve quality systems and complied Quality manual in line with Quality Management System of ISO-9001-2008 which emphasised in organization profile, quality management, administrative, quality policy and quality objectives, quality management system, management responsibility, resources management, service realization etc. It is only after all parameters were fully covered and BIS was satisfied with the Quality Management System. The Bureau of Indian Standard granted “Quality Management Systems Certification Increase CRO/QSC/L-8002720 for ISO/ ISO 900 I :2000 to DDA in March 2007. The certification is reviewed every year and renewed after every three years. It was last renewed on 23rd September, 2013 and is valid up-to 30th March, 2016.

Besides compilation of annual accounts of the Auth-ority, it also deals with the investments of funds under General Development A/c, Nazul A/c-II, UDF, Sports Funds, Pension Fund Trust, Gratuity Fund

Trust and GP Fund etc. on the recommendation of investment committee headed by CAO, DDA and FA (H), director (Finance), director(LC), director (IA) as its members.

15.4 Financial approval of schemes during 2013-14

10. Property Tax Cell: During the period under report, distress warrants served on DDA for huge demands of property tax for Rs. 746 crore. Municipal Corporations of Delhi viz. South Delhi Municipal Corporation, North Delhi Municipal Corporation and East Delhi

Municipal Corporation have even attached the bank accounts of DDA. An appeal has been filed against the aforesaid demand of property tax and attachment orders of bank accounts. The Delhi High Court has set aside all demands and distress warrants.

11. Land CostingThe main function of land costing wing is to fix the yearly pre-determined rates for allotment of plots/flats in respect of developing/developed areas/projects including institutional properties, fixation of market rates for computation of conversion charges in respect of commercial, industrial and other properties. The PDRs in respect of Tikri Kalan project has been finalized and placed before the Authority. The rates of damages, developed areas, misuse charges & rates of license fee for petrol pump sites on DDA land have been revised/finalized. In addition, land costing wing notified the (i) penal charges for regularization of farm houses and (ii) low density residential areas (LORA) and (iii) charges of enhanced FAR for motels with the approval of the Ministry.
