DBIA National Design-Build Student Competition Project Details 2 0 2 1 Student Health Facility The project is a student health facility on a liberal arts college campus on the eastern coast of the United States. In the fall of 2019 the college completed a study of the current Student Health Services that included: a. Services they supply to the students b. Ability of the existing facility to continue providing those services c. Potential of sharing services with the community After the initial review of the study the board established a committee that was tasked with the following: a., Determining the services that are critical to remain. b. Identify any additional services that the college should consider providing. c. Ability of the existing facility to provide the current as well as additional services based on the projected student enrollment. d. Potential of teaming with the community to allow use of the facility for non-students of the college. Although they were not finished with their evaluation at the September 2020 Board Meeting the committee presented that they have determined the need to build a new facility. After discussion, the board agreed and requested the committee attend the December board meeting and provide their recommendation of a delivery method to be utilized. In the following months, the committee evaluated the following delivery methods: a. Design-Bid-Build – which the college has used extensively, but not always with a successful outcome. b. Construction Manager at Risk – which in the past 10 years the college has used successfully. c. Design-Build – which has never been used by the college. d. Multiple Prime – which has never been used by the college. e. Agency Construction Manager – which has never been used by the college. At the December 2020 Board Meeting the committee recommended the Design-Build delivery method for the project as the best way to deliver the facility for the college. Since the college has not utilized the Design-Build method the board had many questions regarding the delivery method and gave their approval contingent on the RFQ requesting that the proposers address the pros and cons of Design-Build vs the two delivery methods utilized by the college in the past. The board also stipulated that if they were not satisfied with the RFQ responses addressing their concerns they would revert to a delivery method utilized in the past. Description

Description

Although the report and program has not been finalized the committee has identified the following since the December Board Meeting:

a. There will be additional services in the new facility.

b. Three potential sites have been identified for the facility.

c. Potential teaming with the community is actively being pursued.

d. Final Report / Program is scheduled to be complete by June 2021.

e. Using a date of July 15, 2021 for the report to be reviewed by the committee the following schedule is contemplated:

• Issue RFQ September 2021

• Program will be included in the RFQ.

• RFP to shortlisted firms will be issued October 2021.

The RFQ requirements will include all or parts of the following components:

a. Delivery methods pros and cons that include:

• Design Excellence

• Overall design and construction team approach b. Provide information to solidify your team’s ability to be a design and construction

partner with the college specifically for this Student Health facility including:• Design-Build Team specifics – integrated firm or design and construction firms

forming a JV, teaming alliance, etc.

• Design-Build Team’s similar work experience in building type

• Design-Build Team experience working together (if not an integrated firm)

• Project Team Key Personnel Qualifications and resumes

• Available work capacity

• Insurance and Bondingc. Since the committee is charged with convincing the board that the

Design-Build delivery is the correct direction for the college the RFQ will also address the following:

• Design

• Schedule

• Cost The scoring criteria will be included with the RFQ.
