Catholic Education Week - April 27 - May 2, 2008 – “We Are Called…”
Each year, in the province of Ontario, we celebrate Catholic Education Week to recognize the importance of our Catholic schools. This year’s theme is “We are called…” and comes from the well known quote from the prophet Isaiah, “I have called you by name, you are mine.” (Isaiah 43:1) Each person is called by God, and Catholic schools are based on the commitment to recognize that personal dignity, so that those who are educated there will be helped to discover the purpose of their lives as children of God. Catholic education is meant to reveal not only the "what" and "how" of life, but also, and more importantly, the "why". In Catholic schools across the Archdiocese of Toronto, teachers and support staff invite our children to walk with one another as they grow in faith together. This is a responsibility that we all share - in home, parish community, and school. In that sense, we are all teachers and we all continue to learn. As the Archbishop of Toronto, I encourage you to renew your commitment to Catholic education. It is a beacon of hope in a troubled world. With your active engagement, it can provide a powerful vehicle through which God can call us to become what He intends us to be. Our Catholic schools seek to graduate men and women who know and practice justice, service, love and humility in the imitation of Jesus Christ. It invites those who experience it to weave the thread of faith through all that they do, and so to discover the path to the fullness of life. Catholic education is meant to lead not only to knowledge, but also to that holy wisdom that is made evident in the way we treat one another. To the many fine teachers, administrators, support staff and trustees, I express my gratitude for your ongoing efforts. In celebrating Catholic Education Week, may we all - parents, students, clergy, and educators - reflect deeply on the purpose and value of Catholic education, and devote our prayers, thoughts, and actions to its continued enhancement.

Sunday, April 27 – May 2, 2008 Our Catholic schools invite parishioners to join them in celebrating Catholic Education Week 2008 to celebrate the distinctive contribution that Catholic schools make to our students, our community and to the province at large. Catholic Education Week 2008 begins on a Sunday to highlight the school-parish-home partnership that remains the foundation of Catholic education. We encourage all members of our parish to pray for Catholic education and reflect on the significant role it plays in today’s world. We are called to be faith-centered communities, which integrate thinking and believing in ways that encourage intellectual growth, nurture faith and inspire action. We are called to be a community of educators, but even more importantly to be communities of faith. It is our shared belief in Jesus Christ and in Catholic teachings and values that binds us together. No matter where we come from, we recognize that we are all members of the one body of Christ. We are called to appreciate the rich diversity of our student population and school communities and to develop an appreciation for the many cultures, languages and ethnicities that make an indelible imprint on our daily lives. We are called to educate each and every student to his or her full potential by focusing not just on the basics. A MONTHLY SUMMARY OF BOARD HIGHLIGHTS AND DECISIONS

__________________________________________________________________________________________________________________ 2008-08 Preliminary Budget Status The Board has authorized staff to proceed on the basis of the preliminary draft budget status report pending Board approval of the final budget. The Board will hold public budget consultations meetings in the next few weeks. Budget information and a consultation process will be posted on-line at www.tcdsb.org. Non-Resident Visa student fees The Board has approved fees for Non-Resident Visa students for September 2008 which keeps both the elementary and secondary fees at the September 2007 rates, as follows:
Panel Yearly fee Pro-rated fee Elementary $10,500 or $1,050/month Secondary (under 21) $12,000 or $1,200/month Secondary (over 21-Fraser $12,000 or $1,500/course (based on 8 courses)
Summer Camps The Continuing Education Department will investigate the feasibility of offering summer camp programs on a cost recovery basis contingent on whether the proposed sites acquire sufficient enrolment. The proposed camp sites for the summer of 2008 are at Monsignor John Corrigan, St. Gregory, St. Simon, St. Jane Frances, Dante Alighieri’s Beatrice Campus, Our Lady of Victory, St. Timothy, St. Dominic Savio, Our Lady of Lourdes, St. Sebastian, St. Joseph and St. Maria Goretti. Selection Process for Ward 6 Trustee All Catholic school supporters in Ward 6 are invited to be considered for the position of Ward 6 Trustee. A candidate’s package will be available on April 8th on the Board’s website at www.tcdsb.org. The deadline for applications is on April 25th. All candidates are invited to attend a special board meeting on Thursday, May 8th for interviews. Review of Dress Code Policy for Elementary Students The Board is looking at the possibility of implementing school uniforms for elementary school students across the system beginning in September 2009. A consultation is to take place this spring with parent communities to determine the impact. The Board is expected to consider the matter in the fall of 2008. Appointment to OCSTA Board of Directors Ward 10 Trustee Barbara Poplawski and Ward 11 Trustee Angela Kennedy have been selected to represent the TCDSB on the Ontario Catholic School Trustees’ Association Board of Directors. The Board has also approved to pay the remainder of the annual membership fee to the organization for the 2007-2008 school year.

Appointment to SEAC The Board has appointed Dr. Ashleigh Malloy to the Toronto Catholic District School Board’ Special Advisory Committee (SEAC) as the Down Syndrome Association of Toronto representative. Trustee appointed to French Advisory Committee Angela Kennedy, Trustee for Ward 11, has been appointed to the newly-formed French Advisory Committee and will serve as co-chair. Consultation on Draft Policies The Board is circulating draft policies regarding sponsorships and donations for consultation. Sponsorships and donations fall under the auspices of the Partnership Development Department. Under its guidance, administrative staff are to develop sponsorship agreements as well as procedures to govern the consideration of offers and acceptance of donations (gifts). Student Success Action Plan 2007-2008 The Board’s 2007-2008 Student Success Action Plan focuses on the following key areas: Consolidation and alignment of practice kindergarten to grade 12 (strong collaboration between Curriculum and
Accountability and Special Services Departments) Working and learning together, grades 7-12 (supporting the transition process for students from elementary to
secondary school) Differentiation (personalizing programs to meet the varied needs of students) Assessment and evaluation (training secondary administrators, student success teams and teachers in practices
that are based in solid analysis of data to inform programming choices and instruction for all students) Building Addition Approved for Nativity of Our Lord A building addition to address enrolment pressures at Nativity of Our Lord Catholic School has been approved at an estimated cost of $2.302 million including pre-planning for full-day learning needs funded from Ministry grants and $0.672 million charged to the 2008-2011 School Renewal Budget. Board Objects to Zoning Bylaw Amendment Toronto Catholic District School Board objects to a Draft Plan for a new development at the northeast corner of Ellesmere Road and Markham Road. It is anticipated that this development would generate 51 students at the elementary level and 17 students at the secondary level. The Board’s objection relates to the lack of pupil spaces at in nearby elementary schools to accommodate students from the new development. Board Objects to Zoning Bylaw Amendment Toronto Catholic District School Board objects to a Draft Plan for a new development at the northeast corner of Lawrence Avenue and Dufferin Street. It is anticipated that this development would generate 84 students at the elementary level and 56 students at the secondary level. The Board’s objection relates to the lack of pupil spaces at Dante Alighieri Academy, which is already at 206% capacity and has 21 portables on site. Risk Management and Insurance Volunteers, including CSACs (Catholic School Advisory Councils) are covered under TCDSB’s liability policy for all events within the scope of normal educational activities and which are authorized/approved by the principal of the corresponding school. OSBIE (Ontario School Boards’ Insurance Exchange) offers supplementary CSAC insurance for those CSACs involved in activities outside of the scope of normal educational activities. Although the Board does not encourage these unauthorized activities, this insurance will be made available at the beginning of the 2008-2009 school year at a cost of $80 per year to be paid for by the individual CSAC at its own discretion.

Changes to Delegations Policy T.14 Approved A delegation wishing to address a matter to the attention of the Board shall appear before the Standing Committee with jurisdiction in the matter. Standing committees shall be held on Wednesdays. Delegations may register with the Recording Secretary of the Board by submitting a written Delegation Registration form (available on the Board’s website) by 11:00 a.m. on the Friday preceding the committee meeting. Where the Friday preceding is a holiday, the package must be submitted by 11:00 a.m. of the Thursday preceding the committee meeting. This is the preferred method of registration. However, for further information, contact the Recording Secretary at 416-222-8282 ext. 2293, if you are unable to use this process. Late registration must be received by 11:00 a.m. on the day of the meeting. It will be added as an addendum to the agenda. A late delegation will only be allowed to present if fewer than 10 delegations are to be heard or if the Committee Chair grants an extension. Registration will be accepted by delivery, by facsimile, by email or by phone. Delegations who submit registration on time will be listed on the agenda of the meeting and their topic and point of view shall be included in the documentation. Private information shall not be included. Delegations will be subject to a five (5) minute maximum and the presenter shall limit their presentation to the subject matter(s) outlined in the Delegation Registration. A delegate may share their time or ask a designate to speak on their behalf as long as the Recording Secretary has been advised by 4:00 p.m. on the day of the meeting. A late delegation if granted permission to present shall be given up to three minutes. A delegate may only speak once at a particular meeting. Delegations from the same school community on the same point of view shall be limited to a combined total of 15 minutes. Delegations who are unrelated to a particular school community but who are speaking on a common issue shall be limited to a combined total of 10 minutes. The Board shall only hear ten (10) delegations in public session at a Standing Committee meeting. Delegation registrations not presented shall be received by the trustees. The Committee chair may allow an extension of up to two (2) additional delegations if they are to address an aspect or issue not listed to be heard. HEAD CARETAKER PRE-QUALIFYING TEST PROCESS Appendix C of the collective agreement between CUPE Local 1280 and the Board states that “Pre-qualified List A and Pre-qualified List B shall be such list of bargaining unit members that have pre-qualified, by such selection process that may be in effect from time to time, for posted Head Caretaker vacancies in Category A and Category B schools respectively.” The Operations Department and CUPE Local 1280 have agreed on the following pre-qualifying process. Employees wishing to pre-qualify for a Head Caretaker posting will be required to write pre-qualifying test(s). No exceptions will be made. Testing will occur approximately every six months. Tests will be based on the Seneca College Heating 701 course and/or the Seneca College BESII course manuals, and/or the current Head Caretaker Manual. There will be four tests (see registration form). Please review the following points carefully:
• Assistant Caretakers registering to write the pre-qualifying test(s) will be obliged to write 2 tests: 1) the general Head Caretaker test and 2) the Head Caretaker Mechanical test. Employees registering to write these tests must attach a copy of their Heating 701 certificate or Building Operator certificate to the registration form.
• Assistant Caretakers may apply to write the Head Caretaker BESII test and the Head Caretaker BESII Mechanical test, but must attach a copy of their completed BES certificate with the registration form.
• Head Caretakers currently in Category A schools (codes 1, 2, 3, 4, 5, and 6) who wish to pre-qualify for Category B schools (codes 7, 8, 9 and 9+) will be required to write the General Head Caretaker test and the Head Caretaker Mechanical test.
• Head Caretakers currently in Category A schools who wish to pre-qualify for Category B schools requiring BESII will be required to write the Head Caretaker BESII test and the BESII Mechanical test. Employees registering to write this test must attach a copy of their completed BES II certificate to the registration form.
• Head Caretakers currently in Category B schools who wish to pre-qualify for BES II schools will be required to write the Head Caretaker BESII test and the BESII Mechanical test. Employees registering to write this test must attach a copy of their completed BES II certificate to the registration form.
The passing mark for all tests will be 65%. Employees must pass both tests to be short listed. Employees will be advised of the results of their test scores by letter.
Employees will be eligible to re-write the test when the next test session is confirmed. However, each time an employee wishes to re-write the pre-qualifying test, they will need to register by the deadline date for that specific testing session. Human Resources will not keep lists of employees who do not pre-qualify or who wish to re-write.
If employees request to re-write the pre-qualifying test, the new test score will be the test score used from that point forward – even if it is lower than the previous test score.
If an employee’s test results indicate that they have pre-qualified, their name, seniority date and the test results will be kept on a spread sheet to be used when Head Caretaker positions are posted. The pre-qualifying spreadsheet will be kept by the Human Resources department and is strictly confidential.
Employees’ test results will be filed in the employee file within the Operations department and will be strictly confidential.
Pre-qualified employees will be short listed to August 31, 2008. At that time, the process will be evaluated, and Union/Management will determine if the short list will be extended. If extended, due to changing technology and its impact on our schools, 3 years has been determined as a probable suitable short list period. Once the 3-year period expires, employees will be required to re-write the test(s).
Pre-qualified employees who bid on Head Caretaker positions after May 1, 2007 will continue to be subject to the current posting/interview award process (seniority issues, any specific qualification/experience required as noted in the posting, successful positive recommendation from the SQS, test score, good attendance record, etc.)

McLuhan celebrates Canadian Film and Theatre On Friday, April 18 the students of Marshall McLuhan enjoyed a full day of movies and meeting celebrities thanks to a wonderful program called REEL Canada. Sponsored by Telefilm Canada, this program offered the students the opportunity to view highly- acclaimed Canadian films and to meet one member of the creative team associated with the production of the film. Marshall McLuhan was privileged to welcome Academy Award-nominated director and Cannes Award-winning, Atom Egoyan, the star of Da Vinci's Code, Nicholas Campbell, and Gemini Award-winning director, Jerry Ciccoritti. The students really enjoyed the films and learning about the process of making movie magic!
For the first time ever, Marshall McLuhan entered the Sears Ontario Drama Festival with wonderful results. Jugband Blues, an original piece, was written and directed by Joel Chico who was joined in the cast by Bianca Gallo, Saul Lopez, Adam Ragusa, Matteo Cannarozzo, and Johnny Dabu. Mark Browne played piano and Daniel Shumka stage-managed. Joel received an Award of Excellence for his Writing/ Directing and Acting, and the cast as a whole won an Award of Excellence for Ensemble Performance. Furthermore, Jugband Blues was honoured to launch the Sears Regionals at Hart House by performing as their Guest Production on opening night. The Arts Department and McLuhan as a whole are very proud of Joel and these hard-working actors. Marshall McLuhan’s Biotech Team Participates at the Sanofi-Aventis BioTalent Challenge Congratulations to Marshall McLuhan’s Biotech team, Wesley Wong, Sarah Kanzo and Christopher Hodges, who will participate in the Sanofi-Aventis Biotech Challenge at York University April 29, 30 and May 1, 2008. The team worked with mentors from Toronto’s Sick Children’s Hospital and Mount Sinai along with their science teacher, Ms. Teresa Garisto in investigating a new chemotherapy for cancer research. Their research project is entitled, “Apoptosis via helenalin and alph-bromoacryloyl for chemotherapy of isolated cancer cells.” This knowledge may help kill tumour cells and further chemotherapy treatments for cancer patients. Nunavut Project at McMichael: Carmen Nieto in grade 10 Visual Arts has a painting on exhibit in ‘A Climate Change’ at the McMichael Art Gallery in Kleinburg. Her painting of an endangered silverback gorilla is entitled "The Last Look". Carmen’s work is the anchor piece of the show, which runs from April to September 2008.
Climate Change at Ontario Science Centre: A group of Arts students at McLuhan have been invited to work closely with the Ontario Science Centre and create an exhibition space in the Ideas Gallery. Our students will be creating soundscapes, animations and a feature tree in the space. They will be working with the designers at the Science Centre. The show on climate change will open September 4, 2008 as part of the International Polar Year Project.
SUBJECT: 11-7 Neil McNeil Eco Club Cleans Up! Neil McNeil’s Eco Club organized groups of students to participate in this year’s 20 Minute Toronto Makeover, the city’s annual clean-up, on Friday, April 18. Class groups set out into the Neil McNeil community throughout the day to pick up garbage and recycling in an effort to beautify the neighbourhood. Students were surprised to find grocery carts, bicycles, and discarded toys in the nearby ravine. The clean-up efforts resulted in an overflowing dumpster and full recycling bins. The Eco Club’s founder and leader, grade 11 student Danlee Athill, takes inspiration for his group from the idea, ‘The best time to plant a tree was forty years ago, the second best time is now.’ He says, “Every step taken towards bettering the environment is a step towards making our world a better place to live.” The Eco Club’s efforts are ongoing with recycling initiatives and environmental awareness campaigns.

Subject to the availability of funds, the Board, in each school year, shall pay the cost of tuition and books of prior approved job related courses for employees covered under the Collective Agreement between the Board and CUPE Local 1280. WORKPLACE FATALITIES
NATIONAL DAY OF
MOURNING
MONDAY, APRIL 28, 2008
Each year, workplace accidents and occupational disease are responsible for a large number of workplace fatalities among Canadian workers. On average, 3 Canadians die each workday due to workplace accidents. Thousands suffer disabling injuries, many of them permanent causing enormous pain and suffering for employees and their families. In recognition of these ongoing losses and injuries, the Canadian Labour Congress and the Federal Government have declared April 28, 2008 as “National Day of Mourning”. To commemorate this day, workers throughout Canada are encouraged to observe a moment of silence to remember those workers who died from workplace accidents or occupationally related diseases. All teachers are encouraged to incorporate safety in their daily classroom activities. The live safe work smart program provides Ontario teachers with resource materials that can be easily incorporated in everyday lesson plans.

MARIO GASPAROTTO VISUAL ARTS BURSARY DESCRIPTION OF BURSARY The Mario Gasparotto Visual Arts Bursary is a special fund administered through The Angel Foundation for Learning to support graduating students planning to pursue post-secondary studies in visual arts at college or university. Two awards of $500 each will be given to students each year. CRITERIA Allocations for the Mario Gasparotto Visual Arts Bursary are made by The Angel Foundation for Learning to a grade 12 student who has been accepted to post-secondary visual arts studies at college or university. The selection is made by a panel of visual arts educators and will be based on:
The quality of the student's work in terms of originality, creativity, problem-solving and technical ability The student's overall achievement in visual arts The student's post-secondary plans The student's overall contribution to the school and community

Evidence of acceptance into a post-secondary visual arts program SELECTION PROCESS
All applications will be forwarded by the School Department Heads for Visual Arts to the TCDSB Program Coordinator for the Arts by May 16, 2008.
A panel of arts educators will review the applications and prepare a list of finalists. Finalists will make an oral presentation of their works to the panel in early June. The panel will make the final decision regarding recipients of the award.
Notification of the winners will be made in mid June. Note: Winning the award is conditional on the students being accepted into a postsecondary program of study in visual arts. MARY JANE MCKEEN SKILLED TRADES BURSARY The Mary Jane McKeen Skilled Trades Bursary of $500 is awarded each year to a high school student attending a TCDSB school, who has skills and talents working with his or her hands.
