What is behind this tender and is it a prolongation of HRH Prince Khaled Al- Faisal wish and vision to develop and transform the Holy City?

Keynote speaker: His Excellency Dr Osama Fadl Al-Bar Mayor Holy City of Makah

10:10 - 10:45 Keynote address Why Saudi Arabia’s huge solar potential may not be enough

The Kingdom has twice the average of solar irradiation than Europe, and solar energy projects are one of the most promising contributors to solve the expected energy demand of 120 GW by 2030.

However this keynote reveals what Schneider Electric sees as a bigger challenge than just generating solar energy - and showcases how their slogan of ‘Make The Most of Your Energy™’ will contribute to the overall solar energy plan in Saudi Arabia.

Schneider Electric is a total solution provider for large photovoltaic power plants - providing complete solutions from panel DC output to grid connection. With complete solutions, customers can significantly reduce total electrical installation costs and project cycle time with a company that has more than 100 years of experience designing electrical distribution and control systems.

Keynote speaker: Jean-Claude Estival Renewable Energy Business Manager Schneider-Electric Projects and Engineering France

10:45 - 11:15 Keynote address Global lessons in renewable energy development

The United Nations Development Programme (UNDP) is the UN’s largest provider of assistance in the area of energy and environment with more than 100 clean energy projects valued at US$ 1.6 billion in 80 countries around the world.

One successful example has been the UNDP Capacity Development Programme for Renewable Energy in China (undertaken from 1997 to 2007 at a cost US$ 75 million).

Agenda

08:00 - 08:45 Registration and welcome refreshments

08:45 - 08:50 Recitation of the Holy Quran

09:00 - 09:40 Panel discussion Policy and legal framework behind the Kingdom’s solar vision

Understanding the legal framework surrounding solar energy development and how the Kingdom can effectively stimulate the market is key to the success of such projects.

There is a need for clear, consistent long-term government renewable energy policies to guarantee investment certainty and project viability for solar power.

This panel discussion addresses the best international practices in renewable energy incentives and how they are being implemented within the Kingdom.

Dr Namjil Enebish Senior Renewable Energy Technology R&D Analyst IRENA Innovation and Technology Centre

13:35 - 14:05 Keynote address The solar value chain: From manufacturing to generation

Understanding the entire value chain is key to implementing the solar energy policies that could maximise the environmental value of the Kingdom of Saudi Arabia’s solar energy resource base. Understanding the value chain promotes economic development, generates employment and develops and retains its own world-class talent.

This keynote asks: •Should theKingdomgenerate solar power? And should it be for the Kingdom’s use only, orforexportandoilconservation? •ShouldtheKingdommanufacturesolarcells? Should we invest in research and development? •Should the Kingdom invest in solar developmentinothercountries? •Should the Kingdom vertically integrate in solar cells manufacturing? Should we grow polysiliconingot? •Should the Kingdom select solar cell technology:Includingthinfilm, polysilicon,or others? Should they let themarket pick the winners? Keynote speaker: Waleed Al-Rumaih DirectoroftheEfficiencyandProductivity Research Programme King Abdullah Petroleum Studies and Research Centre (KAPSARC)

14:05 - 15:15 Networking lunch

15:15 - 16:15 Panel discussion From design to implementation to integration

Solarfieldsareagrowingcomponentoftoday's power systems. Integrating renewable and solar energy into the current power systems is a key factor when it comes to the design and implementation of solar farms.

The main challenge is being pro-active with the changes in solar energy with regards to design and conversion technology.

Where the organisation partnered with the Government and the private sector to establish the pillars of what is now one of the world’s pioneering renewable energy partners.

Having led UNDP’s cooperation in China prior to his years in Saudi Arabia, this keynote’s speaker is exploring lessons for Saudi Arabia from the UN’s cooperation in China and in other contexts around the world.

Keynote speaker: Dr Kishan Khoday Deputy Resident Representative UNDP

11:15 - 12:35 Coffee break and one-to-one business meetings 12:35 - 13:35 Panel discussion Solar power generation: What is the best way to reach the maximum energy input?

Yes, the kingdom of Saudi Arabia offers great incentives to harness solar energy; but in order to reach the target announced by the Government, solar farm developers will have to use the best technology available to reach the maximum energy input. This panel discusses and presents the best options available to implement when building solar farms in the region. •Viewpointone:Concentratedsolarpower (CSP) •Viewpointtwo:Solarthermal •Viewpointthree:Photovoltaic

12:30 - 13:00 Keynote address China’s solar companies in search of new markets

The Chinese solar panel producers are subjected to anti-subsidy sanctions when selling to the US market. At the same time the feed-in tariff subsidy on solar energy in Europe is gradually phased out. As Chinese solar companies are predominantly export- oriented and the price competition in the Chinese market is harsh, they look for opportunities in new markets.

Recent partnerships and joint ventures between Saudi and Chinese companies in different industry sectors are setting the trend and the solar market is next in line.

Keynote speaker: Jan Holthuis Managing Partner HIL International Lawyers and Advisers

13:00 - 13:30 Keynote address When and why is solar energy production cheaper than fossil fuel generated power?

It is a fact that photovoltaic solar power is cheaper than the fossil fuel generated power - with the non-transparent subsidy mechanisms in the fossil fuel generated power sector leading to an often cited cost myth.

Furthermore, the production of renewable energy is cheaper, cleaner, and more sustainable and creates more jobs than conventional power generation. In conclusion, theeconomicreturnsandfinancialcostsforthe national economy are largely in favor of solar generated power.

This keynote asks: •Why is solar produced power cheaper than conventionallyproducedpower? •Whatlossesdoesthenationaleconomyincur by delaying the replacement of conventional energy generating power plants with solar powerplants? •What needs to be done to turn everlasting talksintorealsolarpowergeneratingplants?
