Redress 1 – England, Wales & Scotland : £20m
Redress 2 – Targeted: Cheshire, Lincs & Essex: £6.2m • Funds will provide heating, energy efficiency measures, advice and related
support to over 6,000 FP householders
• 80 % of funds will be for physical measures
• Other measures include community engagement, training, building capacity & advice
Redressing the Balance – Key Facts
• Funding targeted at vulnerable and low income households
• No overlap with ECO or any other energy efficiency schemes administered by Ofgem
• To benefit at least as many households as did not benefit from CESP schemes
• To deliver innovation • To have an independently endorsed evaluation
methodology and dissemination of findings
Redressing the Balance: High Level Principles
1.Technical Innovation Fund - (TIF)
To promote new solutions to fuel poverty utilising energy saving measures not traditionally in scope of current schemes
2.Warm and Healthy Homes Fund - (WHHF)
To establish new models of working with colleagues in health and social care sector
3.Warm Zones Fund - (WZF)
Cost effective delivery of energy efficiency and carbon reduction measures and related advice to vulnerable householders

Technical Innovation Fund Round 1. Higher Cost Measures
Examples of measures:
Hybrid heat pumps, ground source, park home insulation, controls using whole house zoning, district Heating, CHP, domestic biomass
Redress 1: - Technical Innovation Fund in England and Wales
• 10 locations in England and Wales
• £250,000 per area
• 34 homes per area / 340 across 10 areas
Redress 2: - Technical Innovation Fund in 7 local authority areas Cheshire, Lincs, Essex
• 7 locations in England
• £240,000 per area
• 36 homes per area / 252 across 7 areas

• 45 homes per area / total 450 /10 areas
Redress 2: - Technical Innovation Fund in 7 local authority areas

– Warm and Healthy Homes - Partnerships Programme (E&W)

Purpose of programme: To work with partnerships incorporating health sector partners to identify and fund new or existing projects to provide heating, insulation and other measures to vulnerable households at risk of cold-related illness/EWD

• Average cost per home: £3,250/max £4000
• As a minimum scheme will deliver measures to 1000 homes, 100 homes per area
• Approx. £325,000 to be awarded per area

• 21 invited to CfP / 21 received
• Due for oversight review Friday 18th Sept
• Contract meetings during October
• Programmes due to commence in November

• 10 locations in England and Wales
• Average cost per home: £250
• As a minimum 1000 homes, 100 homes per area
• Approx. £25,000 to be awarded per area
• Types of measures: TRVs ,programmers, room thermostats, HWJs, chimney balloons, draught proofing, etc.

• Programmes to commence in October

• Approx. £310,000 funding for Scotland
• Working with Health Partnerships across targeted areas
Higher cost measures
• Average cost per home: £3,250, approx. 88 homes
Lower cost measures
• Average cost per home: £250, approx. 95 homes
£13 million funding
–Redress 1 – England /Wales/Scotland: £10m
• 85% England, 10% Scotland, 5% Wales
• 10% overall off gas areas
–Redress 2 – Targeted areas Cheshire, Lincs & Essex : £3m
