Oliver, PhD Department of Sociology, University of Wi sconsin – Madison February 23, 2008 At the end of 2006, an estimated 47% of the Black me n aged 25-29 in Dane County were under the supervision of the Department of Corrections, 15% in prison and another 32% under community supervision (either probation or po st-prison supervision). These rates are calculated using US Census estimates for 2006 and Department of Corrections records for persons incarcerated or under supervision as of Decembe r 31, 2006 who were convicted in Dane County. Across ages 18-54, an estimated 32% of Black men were under DOC supervision, 10% incarcerated and 22% under community supervision. Detailed calculations for all race/sex groups a re attached. Criminal justice rates are typically calculated per 100,000 population. A rate of 1000 is e quivalent to 1%. Not everyone convicted in Dane County is a resident, but residents of Dane County can be convicted in other counties in Wisconsin and be under community supervision and residing in Dane County. A separate analysis of county of supervision and county of conviction indicated that roughly comparable numbers of people were convicted in Dane County but supervised elsewhere and convicted elsewhere but supervised in Dane County. Further, the proportion convicted in Dane County but supervised elsewhere was higher for Whites than for Blacks. Thus, comparisons between racial groups are valid. The DOC counts only White Hispanics, not other race Hispanics, so the Hispanic calculation uses the White Hispanic population numbers. A rate of 30000 is t he equivalent of 30%. The minority/white disparities are calculated by dividing each non-White rate by the appropriate White_nonhispanic rate.

At the end of 2006, an estimated 47% of the Black men aged 25-29 in Dane County were under the

supervision of the Department of Corrections, 15% in prison and another 32% under community

supervision (either probation or post-prison supervision). These rates are calculated using US Censusestimates for 2006 and Department of Corrections records for persons incarcerated or under

supervision as of December 31, 2006 who were convicted in Dane County. Across ages 18-54, an

estimated 32% of Black men were under DOC supervision, 10% incarcerated and 22% under community

supervision.

Detailed calculations for all race/sex groups are attached. Criminal justice rates are typically calculated

per 100,000 population. A rate of 1000 is equivalent to 1%.

Not everyone convicted in Dane County is a resident, but residents of Dane County can be convicted in

other counties in Wisconsin and be under community supervision and residing in Dane County. A
