Santa Barbara Police Chief Cam Sanchez is excited about a positive 2012 in the Santa Barbara Police Department.DAILY SOUND / Victor Maccharoli

Cam Sanchez toutshiring, more servicesAfter seeing drastic cuts over the last few years, the Santa

Barbara City Police Department reported more robust hiringand some expanded community services.During a budget presentation to the city council yesterday,

Chief Cam Sanchez reported the number of officers employedis holding steady and the department had put in beat coordina-tors and restorative policing.Deputy Chief Frank Mannix said the city has been working

hard to increase the number of sworn officers out on the streetand the numbers were looking good. The number of officers in the police department comes in

three types: Authorized, Operational, and Functional.

Authorized refers to the number of officers the department hasthe budget to pay for, Operational is the number of officers thecity has hired, and Functional refers to the number of hired offi-cers that are able to work at one time.Increasing the number of Authorized officers had been a pri-

ority of previous councils and the department is seeking 144.Currently, 141 are Authorized with 140 vacancies filled. With 9officers out on training or injury, the functional number comesin at 131.Due to training and hiring standards, Mannix said there’s

always a delay between hiring an officer and getting them outin the field.“It’s a little bit like putting water in a garden hose and wait-

Susan sends her childaway for the weekend— for the first time

A couple of weeks ago, Iwas picking Fia up from asleepover at her friend’shouse. The mom quietlyasked me if we were going tobe in town the first weekendof May. “Yes,” I said. Shesaid she’d call me about it.I went home with no real

inkling as to where she wasgoing with that question. Itall seemed so cryptic andcode for something, but what?I wasn’t sure. A couple dayspassed and I, somewherealong the way, got in my headshe was going to ask us towatch her daughter for theweekend. (Which, by the waywe would be more than happyto do.)No call came, but I got an

email laying out her plan. The plan did involve a week-end, it did involve a nightaway from home and itinvolved being out of town. However, it wasn’t just theparents leaving town, theyalso were taking their daugh-ter, their son and they wereinviting Fia.While I was expecting to

have two girls in my house forthe weekend, I was notexpecting to be childless. With the temptation of a

quiet weekend, my first incli-nation was a big excited yes! Then the reality set it. My

daughter would be gone forthe weekend. Gone for theweekend, out of town. Gonefor the weekend, out of town, hours away. Gone for theweekend, out of town, hoursaway, camping. Then the inner dialogue

began. This would be a week-end on easy street. No child,do what I want, when I want,no kid’s birthday parties, noplaying pretend. I could sleepin, read books, watch BravoTV before 9 p.m. My mindwas spinning with theoptions. On the other side of the

dialog, is she too young tosend her away for the week-end with another family?

What if something wentwrong? Fia would be so faraway…hours away. It’s notlike I could run across town ifshe completely lost it in themiddle of the night. Wouldshe be OK sleeping in a tent?It also meant a weekend of

full of new experiences forFia. It meant a way for mydaughter to do things she’snever done before and goplaces she’s never been to.And so the answer was yes.We packed her bag, bought

her a warmer sleeping bagand sent her off on earlySaturday morning. I told thefamily to text when theycould and we waved as the carpulled away. I sighed a heavysigh. The Husband I filled the

day with chores around thehouse and doing projectswhich we had set aside foranother day.I checked my phone often

with hopes of news. We got atext mid-morning, they werestill on the road and the tripout to the desert was takinglonger than they had antici-pated, but all was going well.A few hours passed with

no word. It’s okay I thought. They must have gotten to thecamp site and were out havingfun. Then ding! Late afternoon,

another message came sayingthey’d been in an area withoutcell service, but the girls werelike mountain goats climbingthe rocks and having a reallyfun time. We got pictures of

two very happy girls and itconfirmed the right decisionwas made. But what happened next I

wasn’t quite ready for, orrather what didn’t happennext I wasn’t quite ready for.Radio silence. No texts.

No calls. No emails.Saturday turned into Sunday.Early morning turned into latemorning. Late morningturned into early afternoon. All was quiet. At first, it wasn’t a big

deal. They again must be outof cell service, right?Everything was fine, right? Ifsomething was wrong, theywould find a way to contactme, right? And then, almost 24 hours

of no news, news came. Allwas fine. Just out of rangeand this was the first chancethey had to touch base.Whew. Worry for naught. They were on their wayhome, everyone was fine andeveryone had a great time. Ina mere few short hours easystreet would be coming to anend. The trip was a success. Fia

had a blast. She loved camp-ing and sleeping in a tent. She loved making s’moresover the campfire and herfavorite part was climbing thebig rocks.I loved that she was confi-

dent enough to be away fromus for the weekend.I loved that she explored

part of the world she hadn’tbeen to before.I loved that she had new

experiences she can add to herlong list in her short life.I love that this is just

another example of having avillage to help raise my child. But, most of all I love havingmy little girl home safe with abig smile and stories to tell.

wash and wear looks - liberating many women from weeklysalon trips to have their hair done. But as much as he was a genius in the salon, Sassoon was a

whiz in business. He began marketing his name, styles and cut-ting techniques in a worldwide line of beauty salons, hair-cut-ting schools and later, related lines of hair products.

ing for it to come out the other end,”Mannix said. When council member Frank

Hotchkiss asked if there was a “magicnumber” for a ratio of police to popula-tion, Chief Cam Sanchez said there’dbeen a few, but every community has itsown issues and there’s no real way to tellexcept by feeling it out.“It’s just a shot in the dark really,”

Sanchez said. But despite news looking a little bet-

ter, the council made little note of currentnegotiations with the Police OfficersAssociation. While the council looks tohire more officers, the cost to employthose officers in the future is less clear. The city is in talks to extend the POA’scontract.Public safety is the largest portion of

the city’s budget, with combined Fireand Police totaling almost $58 million ofthe city’s $105 million General Fund. Ofthe Police’s $35.8 million budget almost

87 percent goes towards salaries andbenefits.Mannix said he couldn’t comment on

any specific offers and demands. However, Mannix noted that even ifnegotiations fall through, the currentcontract extends through July 2013 andwouldn’t affect next year’s projections.Beyond then, how the city wants to pro-ceed with any new costs associated withofficer pay will be up to the council.“It’s kind of a look and see process

right now,” Mannix said after the ses-sion.

Obama now backs gay marriage(Reuters) - After years of

"evolving" on the issue,President Barack Obama saidon Wednesday he believessame-sex couples should beallowed to marry, a stancethat is likely to please hispolitical base and complicateefforts to attract some inde-pendent voters."It is important for me to

go ahead and affirm that Ithink same-sex couplesshould be able to get mar-ried," Obama said in an inter-view with ABC's RobinRoberts. Obama's commentsmarked the first time a U.S.president had publiclyexpressed support for gaymarriage, and his positionwas hailed by Democrats, gayrights groups and others as abenchmark for civil rights inthe United States."This is a major turning

point in the history ofAmerican civil rights" said

New York Mayor MichaelBloomberg, an independentwhose city is in one of sixstates that allow same-sexmarriage.Neera Tanden from the

Center for American Progressdescribed the president'sexpression of support as"another large step towardrealizing this country's prom-ise of equality."Others, including

Republican activists and con-servative Christian leaders, criticized Obama's stance andcalled it a huge political riskon a divisive issue. Some said it could lead

independent voters whooppose gay marriage to sup-port Mitt Romney, Obama'slikely Republican opponent inthe November 6 election.Noting that 29 states haveapproved bans on same-sexmarriage, they said Obama'sannouncement also could

help Romney consolidatesupport among evangelicalChristians who, like Romney, oppose gay marriage."Today's announcement

ensures that marriage willagain be a major issue in thepresidential election," saidTony Perkins, a prominentevangelical leader and presi-dent of the Family ResearchCouncil, a conservativeChristian group. "The presi-dent has provided a clear con-trast between him and ... MittRomney."Added Ralph Reed of the

Faith and Freedom Coalition:"This is an unanticipated giftto the Romney campaign. It iscertain to fuel a record turnoutof voters of faith to the pollsthis November."Romney, campaigning in

Oklahoma City, said hebelieves "marriage is a rela-tionship between a man and awoman."

NEWSKids who watch too muchTV eat too much junk food(Reuters Health) - Kids and

teens who watch a lot of tele-vision are less likely to gettheir fruits and veggies andmore likely to snack on candyor drink soda every day, according to a new survey ofclose to 13,000 U.S. students. The link to poor eating

habits remained even afterresearchers took into accounthow much exercise kids typi-cally got as well as how oftenthey snacked while in front ofthe tube.Though the findings

weren't particularly surpris-ing, this study alone can'tprove that watching too muchtelevision, itself, causes kidsto make worse diet choices.Researchers couldn't tell

which of the extra TV or pooreating habits came first, sincethey only looked at kids'behavior at one snapshot intime, in what's called a cross-sectional study. The association between

TV and diet jibes with past

research showing that whenkids have their TV time cutback, they tend to eat less andmay lose weight, researcherssaid."It certainly is consistent

with the idea that TV ismaybe adversely affectingdietary intake and food choic-es," said Leah Lipsky, whoworked on the new study atthe Eunice Kennedy ShriverNational Institute of ChildHealth and HumanDevelopment, along with col-league Ronald Iannotti.Previous studies have also

suggested youth who spendmore time in front of the tubeare more likely to be over-weight or obese. One explanation is that

advertisements touting fastfood and sweets during kids'programming may be drivingyoungsters who see a lot ofthose commercials towardunhealthy foods."These studies suggest the

food advertising has kind of

an unconscious effect and justmakes you want to eat more,"said Jennifer Harris, from theRudd Center for Food Policy& Obesity at Yale Universityin New Haven.Kids in the new study -- a

nationally-representativegroup of 12,642 private andpublic school students --watched an average of twoand a half hours of televisioneach day.The researchers found that

for every extra hour of dailytelevision-watching reportedby kids in fifth through tenthgrades, the students were fivepercent less likely to eat veg-etables every day and eightpercent less likely to get dailyfruit. Each extra average hourof TV also meant kids were18 percent more likely to saythey ate candy each day, 24percent more likely to drinksoda at least daily and 14 per-cent more likely to go to fastfood restaurants once a weekor more.
