BANKING BUSINESS MAJORS PROFITS BOOST CORPORATE TAX Increased profits netted by major commercial banks and big companies yielded higher revenues for government exchequer by over 70 per cent in the immediate-past fiscal Officials said the corporate-tax collection by the Large Taxpayers Unit (LTU) under income tax wing of the National Board of Revenues (NBR) marked a fair growth in the just-concluded fiscal year (FY) due to increase in profits of the major commercial banks and large businesses According to provisional figures the LTU collected Tk 149 billion in income tax in FY 2016-17 up by nearly Tk 10 billion from previous years figure Corporate-tax collection was Tk 13911 billion and Tk 14481 billion in 2015-16 and 2014-15 respectively However target for the unit was Tk 175 billion as per original estimate of revenue target of Tk 203 trillion handed to the NBR Although the government revised the aggregate revenue- collection target downward to Tk 185 trillion it was not reset in the field-level tax offices Officials in the unit said multinational companies (MNCs) under the unit paid advance tax worth Tk 18 billion in 2015-16 due to change in their income year in the budget for that year As per that budget all companies bar banks and non-banking financial institutions (NBFIs) had to follow July-June income year However the measure went through a change in 2016-17 budget following difficulties facing the MNCs Now MNCs and their subsidiaries can follow the income year as per their parent companies A senior official of the unit said tax collection could have been much higher last year had the advance tax not been paid that year The LTU has intensified monitoring audit and motivation activity to increase revenue collection despite all odds and having a few number of companies he added Some 60 per cent of the income tax of the unit comes from countrys commercial banks In January-June 2017 period operating profits of the countrys private commercial banks (PCBs) showed an uptrend Fifteen major banks posted higher growth in their operating profits due to a rising trend in private-sector credits Banking-insiders said the declining trend in interest-rate spread however put a drag on the overall operational profits of the banks The weighted average spread between lending and deposit rates came down to around 40 to 50 per cent in recent times Banks may see the upward growth in operating profits in the July-December 2017 period by reining in non-performing loans bankers said

TELECOM KINGPIN VEON WANTS SUITABLE POLICIES FOR FRESH INVESTMENT With fresh investment plans in newer digital services in telecommunications a major mobile-phone multinational operating in Bangladesh awaits both investor-and consumer-friendly guidelines regarding 4G and spectrum allocation and tower licensing Government regulations regarding 4G and spectrum need to be both investor-friendly and consumer-friendly to ensure better service quality as well as a level playing field on the telecom market said the global head of the mobile operator Simultaneously the government should also finalize the tower- licensing guidelines and enable the mobile operators to dispose of their tower portfolios to let them focus on new digital services said Jean-Yves Charlier the CEO of Banglalinks parent company VEON Mr Charlier who was on a visit to Dhaka shared his views on a number of pressing issues within the countrys telecommunications sector in an interview last week The VEON CEOs visit took place at a time when the company plans to invest over US$ 10 billion in its Bangladesh business expansion over the next three years Much of this investment will be channelled in boosting our spectrum network coverage and digital services Mr Charlier said His trip also coincided with governments recent issuance of the draft 4G Guidelines and the draft Spectrum Guidelines which are now hot topics within the countrys telecom industry The spectrum guidelines have already set the base price for additional spectrum to be in the range of US$ 27 million to US$ 35 million depending on the bandwidth Focusing on this pricing the VEON top boss observed that this is on the higher side of what we see in benchmarks across Asia or Europe For example in Europe the price of spectrum is US$ 10 million per megahertz while in Asia it is around US$ 17 million he said So obviously a balance needs to be there between the coverage obligations and coverage intensions when it comes to 4G framework and we are in continuous dialogue with the regulator on what that appropriate balance can be the VEON CEO added We want to ensure that the relevant guidelines are pro- investment and pro-consumer in their approach and we want to have a constructive dialogue with the government and the regulator on these issues While hailing the government move to introduce 4G in the country the VEON boss also emphasized ensuring spectrum availability beforehand to create a level playing field for all Meanwhile Banglalink recently applied for additional spectrum on 2100MHz but BTRC ultimately rejected that request for direct spectrum assignment

PE FUNDS INCREASE EMERGING MARKET ASSETS TO OVER $500B Private equity funds have increased their total of assets under management in emerging markets funds to more than $500 billion a survey of private capital found a sign the sector could begin to catch up with other regions if the trend continues reports dealstreetasiacom Total assets held by emerging markets-focused private equity funds increased from $254 billion at the end of 2010 to $564 billion as of September 2016 according to alternative assets research firm Preqin The firm also found that the EM-dedicated private equity funds have seen their assets grow at an average annual rate of 21 percent over the past decade growing from $93 billion in December 2006 This comes despite EM-focused private equity funds representing a declining percentage of global activity in recent years In 2016 187 emerging market private equity funds were closed for new deposits with $45 billion of aggregate annual capital raised Thats down from 2011 when 482 private equity funds were closed for funding and raised $87 billion

GP POSTS TK 79B PROFITS IN Q2 The countrys leading mobile operator Grameenphone has seen a 58 per cent jump in its revenue in the second quarter of this calendar year accumulating a total revenue of Tk 324 billion during the April-June period of 2017 The companys net profits after taxes for the quarter was Tk 79 billion GP officials said while revealing its quarterly financial results at a press briefing in the capital on Thursday At the same time the EBITDA of the mobile operator in this quarter was Tk 199 billion-- a feat which has been attributed to higher revenue and operating efficiency The companys earning per share in the quarter was BDT 587 The leading mobile operator ended the second quarter of 2017 with 616 million active subscribers registering a 29 per cent growth from the first quarter of 2017 Industry was very competitive during the quarter especially in the subscriber acquisition front said Michael Patrick Foley Chief Executive Officer (CEO) of Grameenphone Amidst this environment we were able to deliver a healthy growth both in data and voice segments he added Meanwhile the company has declared interim dividend at the rate of 105 per cent of paid-up capital Offsetting the commercial performance of the business is growing concerns relative to the business environment in particular the regulatory regime and local taxation policy said Mr Foley who was appointed GP CEO in May He also stressed the need for meaningful consultations between industry and government on issues of 4G Licence Spectrum Neutrality and auction historical SIM tax claims and consumer consumption taxes among other issues which he said would lead to a more predictable environment for investors

LEATHER EXPORT PLUNGES 50PC AMID TANNERY RELOCATION Countryrsquos earnings from crust leather export in the last three months of the just concluded financial year 2016-17 witnessed about 53 per cent negative growth as the production of the item was heavily disrupted in the period due to a relocation process of tanneries The government had cut the utility services to tanneries located at Hazaribagh in capital Dhaka on April 8 this year in compliance with a High Court directive to speed up the long-awaited tannery relocation to the newly constructed Leather Industrial Park at Savar on the outskirts of the capital According to the Export Promotion Bureau data export earnings from crust leather in the April-June period of FY17 declined by 5270 per cent to $3156 million from $6673 million in the same period of FY16 The data showed that the crust leather export in the last three months of FY16 had declined by 2871 per cent to $6673 million from $9361 million in the same period of FY15 Sector people said that export earnings from crust leather had been on the decline in the July-March of FY17 but the situation worsened after the disconnection of gas water and power supply to tanneries located at Hazaribagh in April Before cutting the utility services to the tanneries export earnings from crust leather in the July-March period of FY17 fell by 479 per cent to $20105 million from $21117 million in the same period of FY16

FOREIGN AID USE SLUMPS Foreign aid disbursement slid 478 percent last fiscal year even though a huge amount is ready for use and is now sitting idle in the pipeline In fiscal 2016-17 foreign aid disbursement stood at $339 billion according to statistics from the finance ministry The government had targeted to utilise more than $4 billion of foreign aid last fiscal year The government typically deems expending one-fifth of the amount at the start of a fiscal year to be a satisfactory outcome On July 1 last year the amount of foreign aid in the pipeline was $2187 billion and the ministries and divisions could manage to use only 1554 percent of the sum during the course of the year In recent years the capacity of the ministries and divisions in spending foreign aid has increased slightly but it is yet to reach the targeted level In fiscal 2008-09 the amount of aid utilisation was less than $2 billion it crossed the $3-billion mark in fiscal 2013-14 And for the next three years more than $3 billion was spent Over the last one decade commitment from donors has been on the rise but the implementation capacity of the ministries and divisions did not increase accordingly said a finance ministry official However last fiscal year the implementation of many mega projects had ground to a halt following the militant attack in Gulshan For instance work on the metro rail a Japan-financed venture was stopped indefinitely after seven Japanese nationals who were in Dhaka for the project were killed in the attack Besides the implementation of projects financed by China and India slowed down which also contributed to the lower foreign aid disbursement number for last fiscal year However foreign aid disbursement from the World Bank Bangladeshs largest donor soared more than 27 percent last fiscal year to $13 billion As of June last year the WB accounted for 462 percent of the countrys total outstanding debt of $2620 billion The Asian Development Banks share was 299 percent of the total external debt Last fiscal year the Manila-based lender disbursed $758 million which was $814 million in fiscal 2015-16

BANKING BUSINESS MAJORS PROFITS BOOST CORPORATE TAX Increased profits netted by major commercial banks and big companies yielded higher revenues for government exchequer by over 70 per cent in the immediate-past fiscal Officials said the corporate-tax collection by the Large Taxpayers Unit (LTU) under income tax wing of the National Board of Revenues (NBR) marked a fair growth in the just-concluded fiscal year (FY) due to increase in profits of the major commercial banks and large businesses According to provisional figures the LTU collected Tk 149 billion in income tax in FY 2016-17 up by nearly Tk 10 billion from previous years figure Corporate-tax collection was Tk 13911 billion and Tk 14481 billion in 2015-16 and 2014-15 respectively However target for the unit was Tk 175 billion as per original estimate of revenue target of Tk 203 trillion handed to the NBR Although the government revised the aggregate revenue- collection target downward to Tk 185 trillion it was not reset in the field-level tax offices Officials in the unit said multinational companies (MNCs) under the unit paid advance tax worth Tk 18 billion in 2015-16 due to change in their income year in the budget for that year As per that budget all companies bar banks and non-banking financial institutions (NBFIs) had to follow July-June income year However the measure went through a change in 2016-17 budget following difficulties facing the MNCs Now MNCs and their subsidiaries can follow the income year as per their parent companies A senior official of the unit said tax collection could have been much higher last year had the advance tax not been paid that year The LTU has intensified monitoring audit and motivation activity to increase revenue collection despite all odds and having a few number of companies he added Some 60 per cent of the income tax of the unit comes from countrys commercial banks In January-June 2017 period operating profits of the countrys private commercial banks (PCBs) showed an uptrend Fifteen major banks posted higher growth in their operating profits due to a rising trend in private-sector credits Banking-insiders said the declining trend in interest-rate spread however put a drag on the overall operational profits of the banks The weighted average spread between lending and deposit rates came down to around 40 to 50 per cent in recent times Banks may see the upward growth in operating profits in the July-December 2017 period by reining in non-performing loans bankers said
