DAILY EXCELSIOR, JAMMU SATURDAY, FEBRUARY 6, 2016 (PAGE 7) Some areas of city facing worst ever water crisis Excelsior Correspondent JAMMU, Feb 5: As some areas of Jammu city are facing acute water scarcity over a month or so with concerned authorities looking as mute spectator the people left with no alternative are up in arms against the concerned depart- ment. The worst ever water crisis in the Old City areas have been reported from Residency Road area near Sher-e- Kashmir Bhawan, Mohalla Darogaran, Purani Mandi, Kali Jani, Mast Garh etc which has added to the woes of the people especially the house wives in these locali- ties. There is no timing for water supply now as earlier it was supplied two times a day morning and evening for one hour each and nowadays one does not know when the water will be supplied. Even the duration of one hour has been curtailed to 20 to 30 minutes in the morning while the sup- ply during evening has been totally stopped said Anju Bala a house wife in Kali Jani area. She said the working ladies are in most trouble as they can't stock the water during the odd hours when they are in office as the timing and dura- tion has been totally changed. Supporting her Govind Sarin a social activist near Residence Road said that water is only supplied for 20 minutes a day nowadays and people living in the Residency Road near Sher-e-Kashmir Bhawan and Eidgah are facing acute problems due to water scarcity. He said if this situa- tion persists there will be grave crisis in coming Summer Season. He accused the authorities of ignoring the plight of people. Sarin said Gujjar Hostel which is near the Eidgah at Residence Road has a role of 104 students and over 30 staff members and the inmates daily purchase a water tanker for their use. Sometimes even they approach social activists for help in getting a water tanker as the hostel having four taps does not get regular water supply. Kartar Nath Gupta of Purani Mandi said that his area is facing worst ever water crisis at present and the authorities have failed to settle the same. The unscheduled power cuts for last some time have been the main cause of water crisis, he said, adding earlier there was a definite timing for water now people don't know the same. Sometimes it is supplied in morning, some times in evening and some times dur- ing the day depending upon the power supply in the area. Moreover the duration of sup- ply has also been curtailed to a great extent, he added. Pramod Kumar of Mohalla Darogaran in Old City area said that the locality is also worst hit by water crisis nowa- days and no one at the helm of affairs is ready to listen their woes. He said while there is no schedule timing of water supply in the area now as was a past practice, the duration of supply has also been reduced to a great extent. However when contacted the Chief Engineer PHE, Rajiv Gandotra said that the problem has been caused due to the curtailment in power supply. He said there is repeatedly six hour power cut as the Power Development Department (PDD) is engaged in changing of lines in the city and its out- skirts. The water supply is linked to power supply and when there is power curtail- ment the water supply will be naturally affected, he added. Mr Gandotra said other- wise PHE system is O K and there is no problem from Departmental side. He made it clear once the power supply is better the water supply will naturally improve. International Conference on ‘Sustainable Destination Excellence’ begins at JU Excelsior Correspondent JAMMU, Feb 5: The two- day 3rd International Conference on "Sustainable Destination Excellence: Revitalizing Peace through Innovation in Tourism", was inaugurated here this morning at the School of Hospitality and T o u r i s m Management, University of Jammu. Kavinder Gupta, Speaker, J&K Assembly, was the chief guest while Farooq Ahmad Shah, Secretary Tourism, Government of Jammu & Kashmir was the guest of honour, Prof R D Sharma, Vice- Chancellor, JU, presided over the function and Ma Christina G Aquino, president, APacCHRIE, Executive Director for Planning and Development of the Lyceum of the Philippines University Manila, was the key note speak- er. Kavinder Gupta, in his address, emphasized the role of tourism in integrating societies and promoting brotherhood and unity. While appreciating the theme of the conference, he said that tourism must be promoted at a large scale so that new issues can be resolved through innovation and creativity. Ma Chrsitina G Aquino, in her key note address, highlight- ing the importance of conver- gence between Government, Industry and academia which can help all the stakeholders of the tourism and hospitality sec- tor. Highlighting the 15 mega trends of the travel industry, she said we should have better vision for tourism other that just business and must have a reflec- tion of humanity. Farooq Ahmad Shah said that focus of the tourism devel- opment should be on the stake- holders who are the ultimate beneficiaries and its needs an integrated and sustainable approach to remove trust deficit in conflict destinations like J&K. Prof R D Sharma, in his presidential remarks, said that tourism is an effective strategy to promote peace and that sus- tainability is a dynamic process. He said that tourism promotes national integration and pro- motes traditional art forms. Prof Keshav Sharma, Dean, Faculty of Business Studies, said that tourism along with its obvious international economic impact transcends Governmental boundaries by bringing population of the world closer. Earlier, Prof Parikshat Singh Manhas, Director SHTM, said that this conference has set a new dimension of bringing vari- ous tourism stakeholders on a common platform to discuss and deliberate on various issues related to sustainable tourism. He shared that the School is the process of leveraging the inter- national linkages to promote tourism and hospitality educa- tion in the region. Dr. Anil Gupta , conducted the proceedings and Dr Suvidha Khanna coordinated the techni- cal sessions. During the function, the con- ference proceedings were released along with the announcement of two books, titled "Sustainable Tourism Development: Building Competitive Advantage for Destinations" and "Integrated Approach for Sustainable Tourism: Issues and Challenges" edited by Prof Parikshat Singh Manhas, Dr Anil Gupta, and Dr Suvidha Khanna. The conference was attended by over 120 international and national delegates, key Government officials of the tourism, industry professionals, faculty members, research scholars, and students. Jan seeks immediate replenishment of ration in far-off areas Excelsior Correspondent JAMMU Feb 5: Provincial Youth National Conference presi- dent Ajaz Jan today sought imme- diate buffer of rations in the far off areas of Doda, Kathua,Bani, Basholi, Reasi , Banihal, Poonch, Rajouri and Kisthtwar districts of the Jammu region, saying PDP- BJP owe an explanation to the people of these areas why they failed in doing so as per practice. "The poor rationees are suffer- ing due to scarce stocks and the Governor's Administration needs to take immediate steps for miti- gating their problems", Mr Jan said while interacting with media at Sher-e-Kashmir Bhavan here this afternoon. He said the PDP-BJP Coalition Government failed the people of Jammu and Kashmir especially those living in far off areas, as no concern was ever shown towards their problems, least to speak of mitigating these. He said the insensitive dispensa- tion remained mired in controver- sies and instead of delivering they played to the galleries at the cost of public interest. Mr Jan also dwelt upon prob- lems confronted to educated unemployed and said that no seri- ous effort was made to fill the vacant posts. Instead, the anti- people and anti-youth Government attempted to intro- duce such a job policy which would have denied the deserving candidates chance to seek employment. The Provincial Youth National Conference president urged the Governor's Administration to devise a mechanism wherein fast track recruitment is ensured through designated institutions. Mr Jan also expressed concern over delays in the release of finan- cial assistance to targeted segments of population like old, widows and destitute besides grant of scholar- ships to Scheduled Caste and Schedule Tribe students of the State. Brigadier Harcharan Singh met veterans and war widows during his visit to Sainik Sarai Basohli today. NPP activists stage protest demonstration Excelsior Correspondent UDHAMPUR, Feb 5: The activists of Jammu and Kashmir National Panthers Party (NPP) and local youth and farmers from Moud, Bali, Samroli, Chirdi, Kithers and Madda Panchayats led by NPP State president Balwant Singh Mankotia (Ex-MLA) held a protest demonstration at Moud in front of the office of M/s Gammon India Ltd today. The local public also took out rally at the village and blocked National Highway at Moud in support of their demands. They alleged that local youth are being ignored by the company management in providing employment, more- over, famers whose land has been acquired for construction of 4-lane highway ahead of Udhamnpur have not been paid compensation. Same is the com- plaint of the people residing between Udhampur and Chenani. Mr Mankotia blamed M/s Gammon India Pvt Ltd for con- struction of their office forcibly at village Moud on private land without the consent of the land owners in connivance with some officials in local administration. He further said that the compa- ny had allotted work to the con- tractors from Kashmir, Uttar Pradesh, Punjab etc instead of local contractors of the said area who were blatantly ignored and as such they had only option to start strong agitation against the company. He also said that company had engaged hundreds of youth in the company from outside while ignoring the local youth. He added that Panthers Party shall fully support the agi- tating youth, contractors, local residents and farmers. The Ex-MLA warned the company management to resolve the aforesaid issues within weeks time or else Panthers Party shall take the agi- tational course against them. Executive police has pivotal role to deliver justice: DGP Excelsior Correspondent JAMMU, Feb 5: Describing executive police an important pillar of the JKP, the Director General of Police (DGP), K. Rajendra Kumar has said that executive police has to play a vital role in strengthening its relations with people. He said that executive police, being the first responder to the problems of public has a great responsibil- ity to win their trust by deliver- ing justice. This was disclosed by DGP, while inspecting the police sta- tion R. S. Pura and other police posts coming under the border jurisdiction of Police Station. He was accompanied by IGP Jammu Zone, Danish Rana. During his surprise inspec- tion, he inspected Roznamcha register, FIR register, Lockup room, Maal-khana, CCTN con- nectivity and crime related cases. He also interacted with the accused persons booked under various cases and lodged in lockup room. He also enquired about their involve- ment in different cases and pres- ent status of their cases. During the inspection, Rajendra sought detailed reports of crime and other cases from the concerned investigating offi- cers dealing with the cases. The SHO, Bushan Singh Manhas briefed the DGP about the progress of various cases, deployment of personnel and functioning of police station. He also informed about the cases related to the theft of vehicles in the jurisdiction of Thana. DGP interacted with the cops and stressed that Thana Police has a great responsibility to deliver to public service at different locations including border areas. Commissioner Commercial Taxes reviews performance Excelsior Correspondent SRINAGAR, Feb 5: Commissioner Commercial Taxes, Baseer Ahmad Khan, today held a meeting to review the performance of the depart- ment in Kashmir division. It was given out in the meet- ing that nearly 13 percent growth was registered in tax collection in Kashmir division till January, 2016. An amount of Rs. 1089.27 crore was realized in comparison to previous year's Rs 964.84 crore. The Commissioner was informed that there was an increase of Rs. 95.10 crore and Rs 29.50 crore revenue realisa- tion under VAT and GST respectively till ending January 2016, thus registering a growth of 19.13 percent and 6.35 per- cent accordingly. Baseer Khan asked the offi- cers to work with zeal and directed for strict action against tax defaulters. Retired police personnel take up issues with DGP, ADGP Armed Excelsior Correspondent JAMMU, Feb 5: All J&K Retired Police Personnel NGO & ORS Forum led by its President Ajit Singh met DGP and discussed various problems of police personnel. During the meeting, the par- ticipants highlighted various issues including enhancement of medical allowance from Rs 300 to Rs 3000 as per 6th Pay Commission, free of cost medi- cines and treatment to be pro- vided to the retired police per- sonnel from the Police Hospitals, reimbursement of medical bills to the police retirees, reservation in recruit- ment of Police Department and professional courses at the rate of 15 per cent for wards of police personnel, sanction of at least Rs 50,000 at the time of marriage of daughters/sons of the police retirees as a financial help out of welfare funds, and at least 50,000 should be sanc- tioned at the time of death of police personnel/retirees for per- forming the last rites of the deceased. They added that recently the Central Government has issued ordinance regarding one rank one pension. The State Government should also follow the same pattern in Police Department. They further stated that the Government Order No. 229-F of 2014, Dt 17-10-2014 is not acceptable regarding pay anomalies since the effect is being given prospective, which means the effect will be given from the date of order. Ajit Singh also met Additional Director General SM Sahai, ADGP (Armed) in regard with issue of Police Personnel (Retd.) certificate by the con- cerned SP instead of the con- cerned Battalion. In this regard, Sahai issued the order on the spot. They were arrested on October 1, 2011 while smuggling cha- ras. After hearing both the sides, court observed, "the crime com- mitted by the accused is very serious. Narcotic menace is spread- ing its tentacles throughout the country and is eating vitals of the society and posing a grave threat to the youth of the country". "Sentence has to be proportionate to the gravity of the crime committed. There is a little scope for exercise of discretion in deciding the quantum of punishment. The courts have to adhere to the principles of law governing the award of sentence, the legisla- tive intent behind NDPS Act and also the impact of awarding sen- tence", Additional Sessions Judge said. With these observations, court awarded 12 years RI and fine of Rs 1.5 lakh to each accused. Excelsior Correspondent JAMMU, Feb 5: Former Union Secretary, Ministry of Information and Broadcasting and Chairman, Indian Institute of Mass Communication (IIMC), Uday Kumar Varma visited the Jammu Centre of IIMC. Since Jammu Centre was set up during his tenure as Chairman IIMC, he was keen to have inter- action with the students and also to know the activities being undertaken in the Centre. During his interaction with Special Officer, IIMC Jammu Centre, Manohar Khajuria, he was briefed about the perform- ance of the Centre. JAMMU Feb 5: ProvincialYouth National Conference presi-dent Ajaz Jan today sought imme-diate buffer of rations in the far offareas of Doda, Kathua,Bani,Basholi, Reasi , Banihal, Poonch,Rajouri and Kisthtwar districts ofthe Jammu region, saying PDP-BJP owe an explanation to thepeople of these areas why theyfailed in doing so as per practice.

"The poor rationees are suffer-ing due to scarce stocks and theGovernor's Administration needsto take immediate steps for miti-gating their problems", Mr Jansaid while interacting with mediaat Sher-e-Kashmir Bhavan herethis afternoon.

He said the PDP-BJPCoalition Government failed thepeople of Jammu and Kashmirespecially those living in far off

areas, as no concern was evershown towards their problems,least to speak of mitigating these.He said the insensitive dispensa-tion remained mired in controver-sies and instead of delivering theyplayed to the galleries at the costof public interest.

Mr Jan also dwelt upon prob-lems confronted to educatedunemployed and said that no seri-ous effort was made to fill thevacant posts. Instead, the anti-people and anti-youthGovernment attempted to intro-duce such a job policy whichwould have denied the deservingcandidates chance to seekemployment.

The Provincial Youth NationalConference president urged theGovernor's Administration todevise a mechanism wherein fasttrack recruitment is ensuredthrough designated institutions.

Mr Jan also expressed concernover delays in the release of finan-cial assistance to targeted segmentsof population like old, widows anddestitute besides grant of scholar-ships to Scheduled Caste andSchedule Tribe students of the State.

He also sought priority atten-tion to the restoration works of thedamaged infrastructure due to2014 floods and incessant rains,saying the people of the remoteareas continue to suffer due todilapidated road network and poorutility services.

Executive police has pivotalrole to deliver justice: DGP

JAMMU, Feb 5: Describingexecutive police an importantpillar of the JKP, the DirectorGeneral of Police (DGP), K.Rajendra Kumar has said thatexecutive police has to play avital role in strengthening itsrelations with people. He saidthat executive police, being thefirst responder to the problemsof public has a great responsibil-ity to win their trust by deliver-ing justice.

This was disclosed by DGP,while inspecting the police sta-tion R. S. Pura and other policeposts coming under the borderjurisdiction of Police Station. Hewas accompanied by IGPJammu Zone, Danish Rana.

During his surprise inspec-tion, he inspected Roznamcharegister, FIR register, Lockuproom, Maal-khana, CCTN con-nectivity and crime relatedcases. He also interacted withthe accused persons bookedunder various cases and lodgedin lockup room. He alsoenquired about their involve-ment in different cases and pres-ent status of their cases.

During the inspection,Rajendra sought detailed reportsof crime and other cases from

the concerned investigating offi-cers dealing with the cases. TheSHO, Bushan Singh Manhasbriefed the DGP about theprogress of various cases,deployment of personnel andfunctioning of police station. Healso informed about the casesrelated to the theft of vehicles inthe jurisdiction of Thana.

DGP interacted withthe cops and stressed that ThanaPolice has a great responsibilityto deliver to public service atdifferent locations includingborder areas. He said that timelyand quick disposal of publicgrievances and better attitude atlowest level would build imageof the Organization among themasses. SRINAGAR, Feb 5:Commissioner CommercialTaxes, Baseer Ahmad Khan,today held a meeting to reviewthe performance of the depart-ment in Kashmir division.

It was given out in the meet-ing that nearly 13 percentgrowth was registered in taxcollection in Kashmir divisiontill January, 2016. An amount ofRs. 1089.27 crore was realizedin comparison to previous year'sRs 964.84 crore.

The Commissioner wasinformed that there was anincrease of Rs. 95.10 crore andRs 29.50 crore revenue realisa-tion under VAT and GSTrespectively till ending January2016, thus registering a growthof 19.13 percent and 6.35 per-cent accordingly.

JAMMU, Feb 5: All J&KRetired Police Personnel NGO& ORS Forum led by itsPresident Ajit Singh met DGPand discussed various problemsof police personnel.

During the meeting, the par-ticipants highlighted variousissues including enhancement ofmedical allowance from Rs 300to Rs 3000 as per 6th PayCommission, free of cost medi-cines and treatment to be pro-vided to the retired police per-sonnel from the PoliceHospitals, reimbursement ofmedical bills to the policeretirees, reservation in recruit-ment of Police Department andprofessional courses at the rateof 15 per cent for wards ofpolice personnel, sanction of atleast Rs 50,000 at the time ofmarriage of daughters/sons ofthe police retirees as a financialhelp out of welfare funds, and atleast 50,000 should be sanc-tioned at the time of death ofpolice personnel/retirees for per-forming the last rites of thedeceased.

They added that recently theCentral Government has issued

ordinance regarding one rankone pension. The StateGovernment should also followthe same pattern in PoliceDepartment. They further statedthat the Government Order No.229-F of 2014, Dt 17-10-2014 isnot acceptable regarding payanomalies since the effect isbeing given prospective, whichmeans the effect will be givenfrom the date of order.

12 yrs RI awarded to 3 narco smugglersExcelsior Correspondent

JAMMU, Feb 5: Additional Sessions Judge Udhampur SoniaGupta today awarded 12 years rigorous imprisonment and fine ofRs 1.5 lakh each to three narco smugglers namely Sayyed MohdSadiq, Haroon Sheikh and Mohd Razak.

They were arrested on October 1, 2011 while smuggling cha-ras.

After hearing both the sides, court observed, "the crime com-mitted by the accused is very serious. Narcotic menace is spread-ing its tentacles throughout the country and is eating vitals of thesociety and posing a grave threat to the youth of the country".

"Sentence has to be proportionate to the gravity of the crimecommitted. There is a little scope for exercise of discretion indeciding the quantum of punishment. The courts have to adhere tothe principles of law governing the award of sentence, the legisla-tive intent behind NDPS Act and also the impact of awarding sen-tence", Additional Sessions Judge said.

With these observations, court awarded 12 years RI and fine ofRs 1.5 lakh to each accused.
