SECTION 1—MAIL MESSENGERSERVICE.

Whenever it shall becomenecessary to change the dispatchor receipt of mails at RailroadStations where Mail MessengerService is performed by the De-partment, especially when thenumber of trips will be increasedor decreased by such change,Division Superintendents will,before ordering these changes,make the necessary recommenda-tions to this Office for the actionof the Second Assistant Post-master General.

SECTION 2—FILE NUMBERS ONOFFICIAL PAPERS.

In all communications to theGeneral Superintendent RailwayMail Service which relate to anyprevious papers upon the samesubject, a distinct reference tosame should be made, giving thedate upon which said letters orpapers were forwarded, and alsothe " File Number " of the officewhere papers have receivednumber.
