WHAT IS THE TRANSITION PERIOD ?
For french people, according to regulatory frame, i t is the period between the final shutdown date and the dismantling decree.
On a practical point of view, this is the period fr om final shutdown to the beginning of the first significant dismantling works.

WHY A 5 YEARS DURATION FOR THE TRANSITION PERIOD ?
The transition period is an opportunity to launch s ome activities :
At Sellafield , it is called POCO phase (Post Operational Clean Out)
No duration is given, but based on previous project s and international feedback , we assume that this period will last fro m 4 to 5 years :
•Fuel removal from site is expected to last 4,5 years
•dismantling files review by safety authority last 3 years ( not including stop and go
periods due to safety authority questions) . Then after the decree publication, it is
possible to wait one year before the dismantling decree is put in force.

caracterization, licensing
Reducing the radiologicaland chemical risks :
defuelling , decontamination

WHEN TO START THE TRANSITION PERIOD RELATED ACTIVITIES ?
Key factor : to start to think about it obviously before shutdown ( at least 5 years before).

EDF HAS A LONG EXPERIENCE IN DECOMMISSIONING AND WASTE MANAGEMENT
More than 15 years experience :
� EDF has taken 9 units from operatingto decommissioning : 1 PressurisedWater Reactor, 1 Heavy Water
� EDF is a also in preparing AGRdecommissioning that will begin by mid2020s - all closed in early 2030s
� More than 25 years in waste treatment through Socodei (our wastetreatment subsidiary based in France created in 1990)
� Melting, incineration, onsite waste treatment operations

EDF INITIATED LONG TIME AGO A DOCUMENTED APPROACH TO SET UP THE FUNDING
Since the middle of 90th EDF is working on preliminary studies for the dismantling of PWR fleet in order to secure the amount of the dismantling founds.
The basis of the study is the dismantling of 4 « 900MW reactors » locatedin Dampierre
A first phase ended in 1998
A second one ended in 2009 in order to be more accurate and to take intoaccount the national and international experience feedback
In 2015, the file has be reviewed a commission of national experts on behalf of the Ministry of Economy. They have concluded that the methodto estimate the budget was correct and that the budget target is adequate

PWR 900 MW: PARTICULAR CASE OF THE FIRST SITE
Set up of a project organisation in order to be prepared when the decision of shutdown will be taken
� without knowing formally the name of the site that will be choosen.

The GEN 1 and the international feed back have been collected and analysed.
A Project risk analysis has been conducted :The following concerns appeared
� The D and D project must be a waste driven one
� securing the budget to suit the allocated dismantling founds
� Particular attention must be paid to knowledge management and specifically to configuration management
� Good preparation of the transition period is the key of the success of the dismantling phase
� Thinking of industrial policy have to be done as early as possible

ROLE OF FORMER OPERATING PERSONNEL DURING TRANSITION PERIOD
�Avoids a brutal change in the management of the staff
�Eases the re- deployment of some staff in other power plants.
Point of attention:
the staff costs are quite significant and therefore, particular attention has to be paid
to make suitable the number of staff regarding activities and to avoid « iddling» staff
that would be detrimental for both the Company and the personnel themselves

PWR TWIN UNIT DISMANTLING - EDF STAFFING
Driver for staffing during the transition phase : fuel removal from site
Until the fuel is removed from site, Internal Emergency Plan( PUI) needs that around 225 EDF personnel be kept to ensure PUI duty roaster
The policy , not yet approved would be to aim at multicompetencies and group for example :
� electrical and I/C� mechanical and valves maintenance

TRAINING PEOPLE
When CIDEN (former Decommissioning division in EDF) was created in 2003, the engineers in place were accustomed to work on the operating plants modifications. Only a few knew about dismantling and waste management.
Therefore, at the very beginning, CIDEN organized training courses to give to all the concerned engineers the basic knowledge on dismantling process and related engineering fields.
3 main training sessions were organized about :
• general knowledge about dismantling activities design• site surveillance activities• safety culture
In parallel, some specific training was organized about waste management (nuclear or conventional, radioprotection, environment aspects …).

CONCLUSION
� Transition period : A key phase to ensure the sucess of the dismantling phase
� Technical point of view : mainly a clean out phase (the Sellafield term –POCO is quite adequate)
� The management of the phase can be considered as an outage that would last 4 to 5 years
� Success of this transition period : only ensured if some strategic aspects are analyzed and solved before final shutdown , such as : � Waste routes� Fundings� Staff and stake holders consideration
