Why CV-SALTS

Current regulatory options are limited for agricultural areas overlying groundwater high in salt or nitrates Time Schedule Order (TSO)

Cease & Desist Order (CDO)

Permit by permit approach not feasible for Salt management in the Central Valley

Same predicament that Santa Ana faced? Current regulatory options are not sustainable Prohibiting the discharge does not fix the problem Compliance with water quality objectives at the point of discharge or first encountered groundwater is not likely for the TLB Immediate need is to protect the source of drinking water Cleanup of groundwater basin will be a much longer term program Need additional regulatory tools in order to provide safe drinking water, sustain agriculture/economy, development of long term cleanup
