The Reader

COVER LETTER: LETTER OF KNOWLEDGE: MYSELF

Dear Reader

This letter serves to inform you and to break down the information contained in the attached Curriculum Vitae of myself.

I left school halfway through standard 9 (Grade 11) in 1990, to go and serve my country in the army.

I finished my mandatory service at the end of 1991 and signed on again for a period of 1 year. When my 1 year contract

expired i left the army at the end of 1992. During 1993 i worked as a security officer and control room operator at

Bexforce and Protea Security Services. Both the companies does not exist anymore.

I started working at the Department of Justice and Constitutional Development on 7 January 1994 as a Security Officer. I

was promoted with 7 ranks to Senior Security Administration Officers on 1 June 2006. During the first 2 years of

employment i underwent various training courses, as indicated in the attached CV.

During my employment over the past 14 years at the Department of Justice and Constitutional Development i have

performed all functions related to Security Management, Risk Management and Occupational Health and Safety. I have

also underwent various courses and in-house training in the aforementioned occupations.

What needs to be mentioned is the 6 month Security Managers Course presented by National Intelligence Agency and all

the relevant Occupational Health and Safety courses presented by NOSA. Two of the leading institutes in their respective

field of service. This is also indicated in the attached CV.

I further more acted in both the positions of Assistant Director: Risk Management which included the Security

Management Division and Occupational Health and Safety Division as well as Deputy Director: Corporate Services

during the same time. (see attached affidavit of Mr Luckas Molaudzi).

I did not just perform all the responsibilities as indicated in my CV, I also managed all other personnel tasked to perform

the same functions. The responsibilities as indicated is just a short description and entails far-more than what can be read.

During my employment i have identified various loopholes in departmental policies that could have lead to great losses

for the Department and corrected them. I also identified loopholes that we have used to our advantage in order to decrease

workloads which lead to more productivity.

My greatest achievement at the Department of Justice and Constitutional Development was during the time of my acting

appointment. It needs to be mentioned that none of my predecessors was successful in their attempts to do the same.

I single handedly managed to obtain approval from the Director General, The Minister of Justice, The Department of

Public Service and Administration and The Department of Finance to upgrade the Risk Management division, Security

Management Section and Occupational Health and Safety Section to a Chief Directorate. The upgrading included the

increase in budget, upgrading of various posts, the expansion of the incumbent, office accommodation and all other

required equipment for each post.

For your information. The hierarchy in the department works as follows: Office of the Director General; Chief

Directorate; Directorate; Sub Directorate; Division; Section.

After the upgrading the organogram changed to The Chief Directorate: Risk Management with 3 Directorates:

Directorate: Risk and Contract Management, Directorate: Security Management and the Directorate: Occupational

Health, Safety and Quality Management. Each consisting of its own sub directorates, divisions and sections.

Where in the past only 13 people at the National Office performed all the related functions country wide. The new Chief

Directorate consisted of 53 people an the National Offices and an additional 5 member support team in each province

headed by a Regional Deputy Director.

The upgrading contributed to:

A higher standard of service delivery to sub offices and members of the public visiting the offices,

A more proactive response towards threats and risks in the work environment,

A more proactive response towards external threats and risks,

A quicker response and turnaround time on all related matters,

A lighter workload for all personnel allowing them to address every issue at hand in a much shorter timeframe,

Training of all personnel in the department on health and safety measures,

Training of all personnel on the handling of classified documents and information,

A constant enforcement of policies and procedures,

This is but a few of the benefits that came with the upgrading.

Now this is the part whereby the actual reason for my resignation came forth.

After all of the above i was past over on every post i applied for within the Chief Directorate, even the posts i was acting

in for over 2 years. Yet i created each post and determined every last one’s duties and responsibilities from the

messengers to the Chief Director. I also determined the post requirements. Their reason for not even shortlisting me was, i

did not have my matric certificate by the closing date for the applications.

I even obtained my senior certificate during 2004 whilst acting in the above mentioned post. My final exam was 2 days

after the closing date for applications. The fact that i have obtained my matric meant nothing. Since the end of 2004 i

have still performed all my duties diligently and attended every possible course applicable to the line functions of the

chief directorate. Thus my capability to be utilised as a Risk Manager as well as a Health and Safety Manager. I have

done the NEBOSH Course (International Construction) on Occupational Health and Safety in 2008.

I have also done the PSIRA required Security Officers Courses up to grade C during 2009, although the Security

Managers Course of The National Intelligence Agency exceeds the standards of even the grade A Security Officers

Course by far.

I resigned on 30 April 2010 to try and start my own business.

After extensive reaches i decided to start a driving school. It was a very lucrative business in the begining. How ever 1

year after i started the driving school, a vast amount of driving schools popped up in and around the area i serviced. The

competition just grew day by day. When i started the driving school there where only 1 other driving school servicing the

same area. Now there are over 200 driving schools in the same area. I tried to include other areas as well, but the same

was happening everywhere. This was due to the National Call Centre closing down in October 2010. As the work became

lesser everyday the cost of petrol increased and breakdowns on my vehicle became worse and more expensive. By the end

of September 2014 i have used all my savings to try and stay in business. I closed down the driving school on 31 October

2014.

This brings me to the point where i have to seek employment again, applying for a post at your company.

I am a white afrikaans speaking male in South Africa with very little opportunity going for us now a days.

I am a father of 5 children of which 3 is still dependant on me. I have vast knowledge and experience in retail,

commercial and industrial security. I also have ample knowledge and experience in Risk Management and Occupational

Health and Safety. I do believe that i will be an asset to your team, and i will prove my worth to you should you take a

chance on my.

As i have mentioned above, i can be used as both a risk manager as well as an occupational health and safety manager.

I am a honest, loyal and hard worker. I do not use alcohol at all. I just whish for an opportunity whereby i can still provide

for my family as i have done for the past 20 years. I have no criminal record and held a security clearance of top secret at

the Department of Justice and Constitutional Development. I have no personal secrets and i am not bribable. I am willing

to relocate if it is a requirement.

Should you have any enquiries or need any clarification in this regard, please contact my at your earliest convenience.

Thank you for taking the time reading this letter.

Your Sincerely

Gideon Joubert Nordier
