CURRICULUM VITAE
Francis Mwaura has over 11 years’ experience in formulation and implementation of
environmental and social policies, procedures and guidelines. I have provided advice and
technical support to governments on environmental and social policies to support programme
and project implementation and ensure compliance to international agendas and paradigms of
sustainable development. I highlight a few achievements to Uganda’s government, agencies and
department. I supported the Ugandan government on the preparation of environmental guidelines
on oil and gas in the Ministry of Energy and Mineral Development as well as preparation of
compliance guidelines. I have supported National Environment and Management Authority and
National Planning Authority (NPA) in Uganda to mainstream environmental issues in the
National Development Plan (NDP) as well as building capacity among the staff. I have an
excellent track record of incorporating environmental issues at every level of
project/programmes’ cycle. I have solid analytical skills and proven ability to lead and
coordinate complex, multidisciplinary projects and I have an extensive experience in African
countries. I am strong in knowledge development, packaging and dissemination to governments
or its agencies and private actors.

▪ Mainstreaming biodiversity conservation financing in the Uganda’s budgeting and
resources allocation.

transformation and safeguard the country from impacts of climate change.

(including National Environmental Management Authority_NEMA), projects and

European Union- ACP Economic Partnership Agreement on the Uganda’s biodiversity

Development (MEMD) in addressing efficiency in the power sector
▪ Initiated and implemented a research project on evaluating the utilization of various
energy-mixes by households in Uganda. The project’s outcome provided insights on the
impacts of over dependency on biomass energy on depletion of forest resources to the
Ministry of Energy and Mineral Development and that of Water and Environment.

Company (KPLC) facilities across the country.
▪ Ensured KPLC complied with environmental regulations as stipulated by the Kenyan
Law and Company’s operations were in-line with social safeguards as specified by
International Finance Corporation (IFC).
▪ Developed terms of reference for the socioeconomic surveys and followed-up all the

environmental safeguards, policies and guidelines of implementing and funding agencies.
